유류피해지역의 정부정책에 대한 갈등관리 영향요인에 관한 연구 -태안군 유류피해복원 사업을 중심으로- (A Study on Influential Factors of Conflict Management of Government Policies in Oil Spill Sites -Focusing on the restoration project for oil pollution in Taean-gun)

  • This study looked into conflicts of government policies for oil spill sites which are focusing on Taean-gun after the oil spill in Taean-gun and examined the effects on the conflicts. There are lots of conflicts on the on-going restoration project of fishing ground environment(fishing ground inspection, restoration program development, improvement in fishery biology ecosystem and fishery productivity). For example, these show diverse conflicts between business associates, project processes, business subjects, project participation, and the use of fishing ground. This study found out the first reason of dissatisfaction and conflicts is that there is a difference between groups in terms of political aims and perception. Secondly, lack of communication and cooperation between the center and the provinces, organizations in the provinces, the local government and fishing village cooperatives, fishermen in the fishing industry. Thirdly, the local government and the fishing village head don't show their leadership to improve project performance.

저출산 문제에 대한 대책 연구 (A Study on the Contents of Low Birthrate Measures by the Government and Their Effectiveness)

  • This study analyzes the contents of low birthrate measures by the government and their effectiveness. The discussion on the measures being promoted by the government is conducted by considering the analysis on the cause of low birthrates, introduction of overseas policies and government policy propositions, etc. The evaluation on effectiveness is conducted by considering the recognition of the policies by women who are the subject of childbirth and preceding studies. Low birth rates are not the problem of an individual anymore, but a task that the whole of society has to resolve. The comprehensive measures should be made including the elements that influence birth rate such as reducing the cost of raising a child, creating a favorable environment in society and worksite, and improving the nurturing environment, etc.

한국 농정(農政)의 철학적 분석과 새로운 패러다임(paradigm)의 설계 (A Philosophical Analysis and Design of a New Paradigm of the Rural Policies in Korea)

  • In the situation of rapid industrialization based on the lopsided development of economy since 1960, Korean rural society has faced a crisis of disruption. As a result, the civilian government has tried a few actions to change the circumstance. However, it is said that the coral polices were not satisfactory. Those who were concerned with the rural problems of these days argue that it is necessary to adopt new policies and further to change the policymakers` philosophies concerning the matter. The arguments are certainly based on the beliefs that the sound policies come from the sound philosophies. This study aims to analyze the existing rural polices and their policymakers` philosophies and to design of a new paradigm. For the purpose, this study was set there specific objectives: First, to overview the moor points of Quantitative Utilitarianism of Jeremy Bentham and the Social Justice Theory of John Rawls, the contrasting frameworks of the moral philosophies; Second, to trace the major or trade of the rural policies since 1960s in Korea; Third, to analyze the policymakers` philosophies reflected on the rural policies; Fourth, to design a new paradigm of the rural policies. This study mainly adopted descriptive method based on the various source of government and non-government statistics, white papers and other researches. The major findings of this study may be summarized as follows: 1. The historical epochs of the rural policies in Korea was divided into the periods: (1) An organizational and institutional establishment for self-reliance of main crops and the New Village Movement $(1969{\sim}70)$; (2) An initiation of `open-door` policies to the foreign farm products $(1970{\sim}80)$; (3) Completion of the UR meetings and the recommendations of the Rural and Fishery Development Commission (1980-present). 2. It was found that the philosophical foundations of coral policies were directly reflected from the utilitarianism of the national development. Under the philosophy it was the modem sector of economy that was to spearhead the national development, and the rural sector was situated to the peripheral position and hardly in the spot-light. Therefore, it may be said that the present situation of the rural society was largely rooted in the model of economic development. 3. As a new direction of the coral policies, many studies were focussing on the NTC (non-trade concerns) functions of agriculture for the present and future society. The researchers argue that the cost of protecting and supporting agriculture and rural society may be higher than that of the burden which the nation should be bear in the case of failure of agriculture. Although it tray be true, however, it should be noted that the argument is another type of utilitarianism which prevailed in the past. As a philosophy of rural policies, utilitarianism is straight forward and persuasive, however, it has also limitations in terms of relativism in broad sense or social justice in specific manna. 4. This study suggests to set the philosophical foundations of rural policies on the basis of Rawl`s Theory of Justice mentioned earlier. It emphasizes the inviolability of social justice which was neglected for the national benefits timing the period of development dictatorship in 1960s and 1970s. The principles of social justice for coral people were identified as twofold; (1) The principle of the t equal liberty; (2) (a) Difference principle, (b) The principle of fair equality of opportunity.

Research on Korea Design Promotional Policies

  • Design policy in Korea has been dealt as one of the industrial policies in economic policies, and it can be classified as government driven. A problem derived from this is that previous design policies have only pursued creating material values, and have overlooked the emotional values of design, such as creating cultural identity of Korea and cultural independence through it. Therefore, a new mindset of 'Cultural Era of Design' and a new role of 'Designers as Producers of Culture' must be in the strategy and system for supporting the design in Korea. This study can be divided into three major parts. First part compares and examines current design policies of Korea to seek more suitable design policies. Second part suggests a new direction for design policy by analyzing the ideas and cases of such policies. Third part surveys designers and people in related fields to collect opinions about design policies in Korea to propose directions for new design policies and ways to evaluate them. The object of this process is to find out how they, in the center of design and cultural industries, see and follow the policies. It will aid the narrowing of perceptual gap between them and the developers of policies.

국가지리정보사업 추진을 위한 영국지리정보 유통구조 및 정책 연구 - 영국지리정보원의 역할을 중심으로- (Structures and Policies of British Geographic Information Dissemination for Korea National GIS Project)

  • 본 연구의 목적은 지난 20년 이상 지리정보기반을 구축하고 활용해왔던 영국의 사례를 바탕으로 영국의 지리정보구축과정, 시장구조, 정부정책을 고찰하고, 한국의 지리정보사업을 위한 정책적 시사점을 논의하는 데 있다. 영국의 경우, 정부기관 주도로 지리정보 구축사업이 진행된 이후 구축기관의 에이젼시화 과정을 거쳐 현재는 민간으로의 지리정보 이용 및 활용 확산단계에 와 있다. 이러한 변화과정을 통해서 영국의 지리정보유통시장은 지리정보 공급자와 수요자들간에 지리정보 부가가치를 목표로 하는 다양한 형태의 지리정보 가공 판매자가 나타났으며, 영국지리정보원 주도로 민간과의 파트너쉽 형성이 활발하다. 이를 토대로 민간부문에서는 지리정보의 상업화 성공을 경험하고 있으며 영국지리정보원에 의한 주요 수요자층과의 장기공급계약은 수요자층의 확대를 유도하고 있다. 이러한 영국의 사례를 바탕으로 본 연구의 제안 내용은 향후 우리나라의 지리정보사업을 위한 정책적 제안으로써 민간부문의 시장참여를 유도하는 정책 개발이 무엇보다 필요하며, 부가가치 창출을 위한 지리정보 재판매자의 자율성 확대 및 지리정보 공급자 및 기관의 고객 중심의 경영마인드 확산, 연구개발 장려를 위한 국가지리정보의 무료 혹은 저가의 지리정보이용 정책이 시급히 개발, 시행되어야 한다는 점이다.

일-가정 양립을 위한 가족친화경영정책 연구 (A Study on Policies towards Reconciling Work and Family Life)

  • The purpose of this study is to examine support policies regarding work and family reconciliation, to suggest plans to improve workplace policies, and to suggest directions for further studies. This study looks at OECD's work-life reconciliation policies as well as family friendly workplace policies in Korea to find a way to enhance business' receptiveness and implementation of the policies. By examining women's labor conditions, this study finds that family friendly workplace policies are necessarily imminent in our society of low fertility and ageing. Along with the evaluation of benefit level and the effectiveness of current policies, this study uses data from interviews with working mothers who have had the experience of family friendly benefits. The results of the analyses suggest that the government should focus on improving the workplace environment in companies that do not show bias against the use of family friendly policies. In order to farm more successful policies, future studies are needed to analyze the changes of fertility, working conditions, support programs, and benefits.

전자정부 추진과 기록관리방안 (A Study on the Promotion of Electronic Government and Plans for Archival Management)

  • This paper is aimed at proposing the policies for managing archives in the process of promoting Electronic Government System. Although there have been many studies of electronic government project and plans for its establishment, this research examines the electronic government system and its problems on the basis of archival science. What I acquired in this paper is as follows. The development of information technology needs great changes ranging from the nation to the individuals. It becomes common that the use of computerized program for business purposes, computerization of information materials and the effective way of search use of electronic documents. Therefore, more and more countries all over the world have been seeking to promote 'Electronic Government', which applies the fruits of the development in information technology to administration process. Recently, Korea has been rapidly entered into the 'Electronic Government' system being against the traditional way of administration. In electronic government system, the 'Life Cycle' of public records will be computerized. Therefore, it is important to change and develop along with the government's policies for 'electronic government project' in the archival management system. This means that the archival management system which have put emphasis on the textual records should be converted to electronic records system. In other words, the records management in electronic government system requires not the transfer and preservation of the records but the consistent management system including the whole process of creating, appraising, arranging, preserving and using the records. So, the systematic management of electronic records plays an important role in realization of electronic government, but it is a subject to be realized by electronic government at the same time. However, the government have overlooked the importance of archival management for long time, especially the importance of electronic records management system. First of all, this research attempts to infer limits and problems through the theoretical considerations of the existing studies for electronic government and to clear up the relations between electronic government and archival management. Based on this, I'll seek to progress the study through reviewing the present condition of archival management in the process of promoting electronic government and suggesting the policies for enhancing the successful electronic government and the construction of scientific archival management system. Since early 1990, many countries in the world have been making every effort to concrete 'Electronic Government'. Using the examples in other nations, it is not difficult to recognize that the embodiment of electronic government is closely connected with the archival management policies. Korea have completed legal and institutional equipments including the new establishment of "Electronic Government Law" to realize electronic government. Also, Korea has been promoting electronic government with the Ministry of Government Administration and Home Affairs and Government Computer Center as a leaders. Though managing records, especially the management of electronic records is essential in electronic government system, we haven't yet discussed this section in Korea. This is disapproved by the fact the Government Archives and Records Service has played little role in promoting electronic government project. There are two problems relating this environment. First, present system can't meet the consistent 'Life Cycle' ranging from the creation to the preservation of electronic records. Second, the 'Life Cycle' of electronic records is divided into two parts and managed separately by GCC and GARS. The life of records is not end with the process raged from creation to distribution. On the other hand, the records are approved their value only whole procedures. Therefore, GARS should play a deading role in designing and establishing the archival management system. The answer to these problems, is as follows. First, we have to complete the electronic records management system through introducing ERMS not EDMS. This means that we should not change and develop towards ERMS simply with supplementing the current electronic records management system. I confirm that it is important and proper to establish ERMS system from the very beginning of the process of promoting electronic government. Second, I suggest the developmental integration of GARS and GCC. At present, the divided operations of GCC and GARS, the former is in charge of the management center for electronic business and the latter is the hub institution of managing nation's records and archives result in many obstacles in establishing electronic government system and accomplishing the duties of systematic archival management. Therefore, I conclude that the expansive movement towards 'National Archives' through the integration among the related agencies will make a great contribution to the realization of electronic government and the establishment of archival management system. In addition to this, it will be of much help to constitute and operate the 'Task Force' regarding the management of electronic records with the two institution as the central figures.

홈네트워크기반의 가정 내 전자정부 구현을 위한 연구 (A Study on Embody e-Government at Home with Home Network Infrastructure)

  • 본 연구는 유비쿼터스 컴퓨팅기술을 이용한 홈네트워크기반을 바탕으로 수요자중심의 전자정부서비스를 재설계하고자 한다. 전자정부의 핵심과제로 전자정부 로드맵 31대 과제가 추진되었는데, 이를 홈네트워크기반과 연계하여 제공된다면, 공급자와 수요자입장에서 어떤 정책과제가 우선되어야 하는지 설문조사를 통해 정책설계를 제언하고자 하였다. 전반적으로 홈네트워크기반에서 전자정부가 구현된다면, 행정업무의 효율성과 국민참여를 비롯한 대국민서비스의 개선이 이루어져야 한다고 보았다. 또한, 유비쿼터스정부를 구현함에 있어 홈네트워크기반을 강화하기 위해서 먼저, 정부는 홈네트워크기반을 활성화하는 법 제도를 정비하여야 하며, 관련 기술을 개발하도록 기업을 지원하고, 국민의 서비스 이용을 높이기 위한 안전한 인프라를 구축하여야 한다. 둘째, 기업은 다양한 컨텐츠의 홈네트워크기술을 개발하고, 국민이 전자정부서비스를 이용하기 쉽도록 홈네트워크시스템을 설계하여야 한다. 셋째, 국민은 홈네트워크기반의 전자정부서비스에 관한 관심과 참여가 있어야 하며, 정부와 기업이 제공하는 홈네트워크기기 및 인프라를 적극적으로 활용하여야 한다.

정부의 R&D 정책과 연구개발 네트워크의 구조 및 공간적 특성: 한국의 국가연구개발사업 사례를 중심으로 (Government Policies, R&D Networks and Space: The Case of Korean national R&D Projects)

  • 정부의 R&D 정직은 직 간접적으로 혁신주체의 구성이나 공간적인 측면 등 다양한 파급효과를 가져온다. 한국 정부는 산업화와 함께 R&D 정책을 추진해 왔으며, 정부의 정책은 정부출연연구기관 중심의 연구개발 네트워크가 일부 지역에 집중된 공간적 결과를 낳았다고 지적된다. 본 연구에서는 정부 주도로 추진된 국가연구개발사업의 발전 과정을 살펴보고, 국가연구개발사업의 자료 분석을 통하여 참여 주체의 다원화와 네트워크의 지역화 경향이 실제로 이루어지고 있는가를 밝히고자 한다. 부처별 국가연구개발사업 네트워크를 분석한 결과, 과거 정부출연연구기관 중심으로 추진되어온 국가연구개발사업 네트워크에서 대학과 기업이 핵심주체로 추출되는 등 다원화가 이루어지고 있는 것으로 나타났다. 공간적인 측면에서는 일부 지역에 집중되어온 국가연구개발사업의 네트워크에 변화가 있는지 살펴보기 위해 16개 시도별 기업들의 네트워크를 분석한 결과, 대부분 전국 단위 혹은 수도권에 종속된 형태로 이루어지고 있음을 알 수 있다.

부동산 정책과 주식시장의 연계성에 관한 실증연구 -건설업종 주식을 줌심으로- (An Empirical Analysis on the Relationship Between the Real Estate Policies and the Stock Market -Centering around the Stocks of Construction Industry-)

  • 본 연구에서는 정부의 주택관련 부동산 정책의 발표에 따른 한국증권선물거래소의 유가증권시장에 상장된 건설업종 주식수익률의 변화를 분석함으로써 정부정책의 효과에 대한 논의의 계기를 마련하고자 하였다 본 연구는 정부의 주택관련 부동산 정책이 건설업종 주식시장의 변화에 어떠한 영향을 미칠 수 있는가를 분석함으로써 정부정책의 실효성에 대한 판단을 할 수 있는 근거를 제시하였다는 측면에서 그 경제적인 의미가 크다고 할 것이다. 본 연구에서는 2001년부터 2006년까지의 각 연도별로 사건일(event day)을 구분하여 사건연구(event study)를 실시하였다. 정부의 주택관련 부동산 정책의 공표일(event day)을 전후로 하여 시장지수인 종합주가지수(KOSPI)의 수익률과 비교하여 양(+)또는 음(-)의 초과수익률이 실현되는지의 여부를 살펴본 결과 정부의 부동산 정책 공표일 전부터 비정상 초과 수익률이 누적적으로 실현되고 있음을 알 수 있다. 본 연구의 실증분석 결과를 종합하면 2001년부터 2006년까지의 정부의 주택관련 정책 중에서 2001년의 경우에는 그 실효성이 상대적으로 낮은 편이었으나, 2002년부터 2006년까지는 한국증권선물거래소에 상장된 건설업종 주식의 수익률이 통계적으로 볼 때 유의적으로 나타남에 따라 건설경기에 큰 영향을 미쳤다는 사실을 확인할 수 있다. 게다가 2002년부터 2006년까지의 기간중에서 2004년을 제외한 전체기간에서 정부의 주택관련 부동산 정책이 건설업종 주식시장의 침체를 초래하였다는 점을 시사하고 있다.
