Identification of factors influencing regional population is critical for establishing government's population policies as well as for improving residents' social, economic and cultural well-being in the region. In this study we analysed the data from 2019 Population Housing Survey in Korea to identify the factors affecting the population size in each of the three regions: Seoul, metropolitan cities, and provincial regions. We applied a Bayesian quantile regression to account for asymmetry and heteroscedasticity of data. The analysis results showed that the effects of factors vary greatly between the three regions of Seoul, metropolitan cities, and provincial regions as well as between sub regions within the same region. These results suggest that population-related variables have very heterogeneous characteristics from region to region and therefore it is important to establish customized population policies that suit regional characteristics rather than uniform population policies that apply to every region.

This study aims to seek a proper policy direction in response to the demand for apartment remodeling. As the research methods, we diagnosed the current status of the remodeling policy and analyzed the demand for apartment remodeling nationwide. According to the result of analysis, we suggested the fundamental direction and tasks for remodeling policies to be pursued at the government level. The results of the study are summarized as follows. First, the result of analysis showed that the demand for environmental improvement(performance improvement) remodeling project was much higher than other types of remodeling projects. The percentage of unit increased-type remodeling that can secure business feasibility is about 10% and only 30% when it comes to reducing project costs. The remaining 70-90% need to be promoted in environmental improvement remodeling projects which dependent on the residents' payment. Second, in order to prepare a policy action plan in response to the demand for apartment remodeling, it is necessary to set up clear policy goals and strategies for apartment remodeling in advance at the national level. Along with proactive goals and strategies, graded policy support should be accompanied per type of remodeling and business demand. We also suggest to simplify administrative procedures and support the R&D research to develop technologies. It would help to utilize the unit increased-type remodeling. On the other hand, for utilizing the environmental improvement remodeling which takes up a relatively high proportion, the policy should take care of as follows: offering housing performance information, rationalizing long term repair reserve, fostering small companies and experts. Finally, apartment management system should be advanced from the perspectives of managing old apartments and institutional foundations such as new construction and customized regulations for differentiated remodeling should be accompanied.

Despite the recent economic contraction caused by the Corona 19 incident, interest in the residential environment is growing as more people live at home due to the increase in telecommuting, thereby increasing demand for remodeling. In addition, the government's real estate policy is also expected to have a visible impact on the sales of the interior and furniture industries as it shifts from regulatory policy to the expansion of housing supply. Accurate demand forecasting is a problem directly related to inventory management, and a good demand forecast can reduce logistics and inventory costs due to overproduction by eliminating the need to have unnecessary inventory. However, it is a difficult problem to predict accurate demand because external factors such as constantly changing economic trends, market trends, and social issues must be taken into account. In this study, LSTM model and 1D-CNN model were compared and analyzed by artificial intelligence-based time series analysis method to produce reliable results for manufacturers producing furniture components.

Under the 「National Land Planning and Utilization Act」, Development Restriction Zones(DRZ) is one of the designated use district where the Minister of Land, Infrastructure and Transport deems it necessary to control urban development in order to prevent urban sprawl and conurbation and ensure a healthy living environment for citizens by conserving the natural environment surrounding metropolitan cities. DRZ was first designated around the Seoul Metropolitan city in 1971, and had been expanded to the 14 metropolitan areas across the country since 1977. The designated areas were accounted for about 5.4% of the total national land and its importance was demonstrated by contributing to control urban sprawl, curbing real estate speculation, and providing green space to citizens. However, DRZ has been repeatedly relaxed its regulations and allowed development under government. As a result, much of the green areas was damaged and several cities were merged and extended(conurbation). In particular, deregulation implemented for the purpose of securing land as part of national projects and local outstanding business(i.g. constructions of national rental housing, industrial complex, and international stadium) have caused continuous environmental damage around the metropolitan cities. In addition, the habitat fragmentation is in serious situation. Thus, the systematic plans for managing DRZ are necessary, since it is concerned that urban environment become deteriorate in the mid- to long-term. This study aims to continuously protect the urban environment from lifting DRZ. Therefore, firstly, we examined the environmental status through analyzing DRZ Management Plan which shall be drawn up by the Special Metropolitan City Mayor, the Metropolitan City Mayor or the Mayer/Do governor having jurisdiction, every five years to collectively manage DRZ. Secondly, we investigated the actual condition in DRZ based on the case study of Management Plan in Metropolitan areas(i.e. Seoul Metropolis, Gyeonggi-do, and Incheon Metropolis). Finally, we suggested the seven feasible improved political plan for managing DRZ.
Purpose: This study aims to provide implications for the government's housing supply policy by analyzing the factors that determine the type of real estate holding and household debt. This study started from the awareness that the determinants of household debt differ depending on the type of real estate holding. Research design, data and methodology: Real estate ownership type was classified and analyzed into 4 models: model 1 (1 household 1 house and self-resident), model 2 (1 household multiple real estate ownership and self-resident), model 3 (1 household 1 house and rent residence), model 4 (1 household holds a large number of real estate and rent residence). The analysis method used multiple regression analysis. The dependent variable was household total debt. As independent variables, household debt, annual gross household income, financial assets, real estate net assets, annual repayment, demographic & residential characteristics were used. Results: 1) Model 4 has the highest household debt and the highest gross income, Model 2 has the most real estate mortgage loans and real estate net asset, and Model 1 has the highest real estate mortgage payments. 2) The positive factor of common household debt determinants is real estate net assets, and the negative factor is financial assets. 3) It was the net assets of real estate that acted as a positive factor in common for the four models. In other words, the more financial assets, the less household debt. It was analyzed that the more net assets of real estate, the more household debt. The annual repayment of financial liabilities had no influence on household debt, while the annual repayment of loan liabilities and household debt had a positive relationship. Conclusions: 1) It is necessary to introduce benefits and systems that can increase the proportion of household financial asset. Specific alternatives include tax benefits and reduced fees for financial asset investment. 2) In the case where a homeless person prepares one house for one household, it is necessary to prepare various support measures according to the income level. The specific alternative is to give additional points for pre-sale or apply an interest rate cut incentive for mortgage loans.
In case of a dangerous situation, the roof, which serves as an emergency exit, must be open in case of fire according to the Fire Act. However, when the roof door is opened, it has become a place of various incidents and accidents such as illegal entry, crime, and suicide. As a result, it is a reality to close the roof door in terms of facility management to prevent crime, various incidents, and accidents. Accordingly, the government is pushing to legislate regulations on housing construction standards, etc. that mandate the installation of electronic automatic opening and closing devices on rooftop doors. Therefore, in this paper, an intelligent emergency door opening/closing device system is proposed. To this end, an intelligent emergency door opening and closing system was developed by linking wired and wireless access counting and AI image analysis. Finally, it is possible to build a wireless communication-based integrated management platform that provides remote control and history management in a centralized method of device status real-time monitoring and event alarm.

This paper theoretically explores the calculation of development impact fees focusing on urban growth, new urban development, developer, urban planner, housing, real estate market, community planning, community financing, local government, land use planning, public facilities, and development cost. Many questions related to who bears the burden of paying impact fees beg for answers based on empirical analysis. Those questions involve the extent to which landowners bear the burden, the effect of different levels of impact fees on the socioeconomic mix of communities, the distribution of fiscal benefits within a region where urban communities assess different levels of impact fees, and the preparedness of urban communities to accommodate development displaced by impact fees. Broader questions also relate to how urban and regional form is affected by differential application of impact fees throughout an area and whether money gained from the impact fees makes regional growth more or less efficient. Who ultimately pays development impact fees? There has been little empirical evaluation of how the market responds to development impact fees, but there is considerable information to suggest that, on the whole, the occupants - residents and users - pay the majority of the development impact fees.
This article aims to shed light on the wartime labor mobilization of prisoners on a large scale in/across colonial Korea and beyond during the late wartime period. More specifically, this article reveals the logic and mode of mobilization, and sorts out nationwide mobilization cases in colonial Korea. To this end, this article draws on documents and magazines published by the criminal administration of the Japanese Government-General of Korea, as well as the memoirs of prisoners and prison staff including prison administrators and prison chaplains. With the onset of the wartime system, the labor work in prisons centered on the production of military supplies. In 1943, the labor mobilization began to organize the National Protection Corps and dispatch them to remote workplaces. For example, at the requests of the military, prisoners were selected and sent to Hainan Island, while others were sent to military factories and mining fields in the northern part of the country. The authorities specified and adjusted the criteria for imprisonment based on education, physical strength, and other physical and mental conditions. Unconverted ideological offenders were excluded from the mobilization, and instead put under separate control. In preparation for mobilization, the prisoners trained in military drills, received Japanese language education, and underwent assimilation as imperial subjects through the preaching in prison. In order to induce prisoners to volunteer, a legislation system based on the shortening of the prison terms, including the parole system, was also promoted under the wartime system. As a result, prisoners were forced to work harder and faster even under the lowest of wages, poor food and poor housing conditions, and they also filled vacancies in managerial positions by serving as supervisory assistants. The reward system for them, however, did not function properly towards the end of the war, and the number of escapes and infectious outbreaks, as well as mortality rates rapidly increased under the harsh conditions.
We estimate consumer price indexes of eight major cities from 1907 to 1939, and then integrate them into a national level one. The data mainly came from the Statistical Yearbooks of the Government-General of Colonial Korea, and if necessary, we supplement them using wages and unit prices of public utility charges which are used as the price of housing and various services. We apply Laspeyres index method, and the composition ratios of consumption expenditure estimated by the commodity flow method are used as weights. The price indexes of 12 item groups as well as aggregate one are also calculated. In case of Seoul, it is possible to calculate the consumer price index from 1907 to 2009, showing a century-long pattern. This consumer price index is critical for measuring the real income and expenditure before the liberation.

Purpose: The purpose of this study is to suggest the activation plan of the post-construction sales through the results of a survey on the perception of Seoul citizens and experts. Research design, data and methodology: The purpose of this study is to suggest the activation plan of the post-construction sales through the results of a survey on the perception of Seoul citizens and experts. Results: According to a survey of Seoul citizens' perceptions, 76.7% of Seoul citizens were well aware of post-construction sales and recognized that post-construction sales would reduce pre-sale speculation and confusion in the real estate market. Second, 73.6% of Seoul citizens were willing to buy houses through post-construction sales, and third, 79.6% of Seoul citizens recognized that a post-sale system was necessary. Experts' opinions generally responded to the expansion of the introduction of post-construction sales, saying, 'It is necessary for both the public and the private sectors'. Second, while experts say that there are also positive effects, negative effects such as polarization centered on large corporations, an increase in sales prices, and a decrease in housing supply are also concerned. Third, experts responded that 'diversification of financing methods' is the most important task in revitalizing the post-sale system. Conclusions: The policy implications are that it is necessary to mandate the post-construction sales in the long term, and that the quality assurance system needs to be supplemented even if the sale is promoted post-construction sales. In addition, private participation is essential to revitalize the post-construction sales, and government support such as initial financing, low-interest rates, and various financing measures should be sought to expand private participation.
