지방자치단체 기후변화 적응 거버넌스 변화 연구 - 기후변화 적응대책 세부시행계획 수립 단계와 이후를 중심으로 - (A Study on Change in Climate Change Adaptation Governance of Korean Local Governments - Focusing on the Process of Developing the Climate Change Adaptation Action Plan and Its Implementation Stage -)

  • This study aims to analyze the features of adaptation governance of local governments by applying a multi-level governance framework, and to draw policy implications. We analyzed changes in governance of 17 metropolitan cities/provinces, and 33 municipalities in terms of horizontal and vertical cooperation in the process of developing 'The Climate Change Adaptation Action Plan' and its implementation stage. The result shows that the plan contributed to the higher level of vertical cooperation between the central and the local governments to a certain extent, however, during the implementation stage, the level of the partnership decreased due to the absence of governance mechanism. These trends were statistically significant at the level of municipalities. The role of Korea Adaptation Center for Climate Change (KACCC) was also diminished after establishing the plan. The horizontal partnership level among the relevant departments of the local governments showed no significant change as the level was low even in the planning stage. Though Public-Private Partnership (PPP) has increased a bit, it was statistically significant only in the municipalities. Moreover, there was no governance mechanism for PPP or it did not work properly. Based on the results above, it is recommended that the effectiveness of the plans should be increased and support for climate change partnerships or forums at a local level that promotes adaptive capacity is needed. The role of metropolitan cities and provinces should be strengthened through building a multi-level partnership structure. Governance institutionalizing for monitoring and evaluation is also needed.

협력적 거버넌스와 영남권 지역 발전: 개념적 재고찰 (Collaborative Governance and Development of the Yeongnam Region : a Conceptual Reconsideration)

  • 네트워크 거버넌스란 시민사회를 중심으로 정부와 시장과의 네트워크를 통해 새로운 사회정치적 질서를 구축하고자 하는 참여와 협력의 과정이며, 이러한 점에서 협력적 거버넌스라는 용어가 사용될 수 있다. 특히 지방(정부) 간 협력적 거버넌스는 이중적 협력관계, 즉 지방정부들 간 협력과 각 지방 내 정부기관과 시민사회 간 협력을 전제로 한다. 그러나 협력적 거버넌스의 핵심 요소인 협력은 신뢰와 호혜성을 전제로 한 규범성이 아니라 경쟁과 대립에 바탕을 둔 전략으로 이해된다. 또한 협력적 거버넌스의 모형은 이러한 협력의 구조적 배경에 대한 분석과 절차적 과정 및 실재적 과정에 관한 고려도 포함시켜야 한다. 협력적 거버넌스에 내재된 규범성은 실제 거버넌스의 구축에는 제대로 반영되지 않을 뿐만 아니라 신자유주의적 전략을 위한 명분으로 동원되는 경향이 있다. 이러한 점을 해소하기 위하여, 협력적 거버넌스의 개념을 재구성할 필요가 있다. 즉 그람시적 관점에서 협력적 거버넌스는 '정부+시민사회'에서 동의와 저항이 동시에 작동하는 헤게모니적 거버넌스로 이해될 수 있다. 또한 오스트롬의 이론의 급진화에 바탕을 두고, 협력적 거버넌스는 자율적 의사결정 주체들의 다중심성을 만들어나가는 다중심적 거버넌스로 이해될 수 있다. 뿐만 아니라 지방들 간 협력적 거버넌스는 단지 담론적 과정이라기보다 물질적 토대를 전제로 한다는 점에서 지역들 간 연계성을 강화시킬 수 있는 경제적 상호보완성과 물적 인프라의 구축을 요구한다.

복합경계 신도시의 협력적 관리 방안에 관한 연구: 위례신도시를 사례로 (A Study on Collaborative Management in a Complex Boundary New Town: On the Case of Wirye New Town)

  • 최근 도청 이전 신도시, 위례신도시 등 두 개 이상 지자체를 포함하는 신도시(복합경계신도시) 개발이 증가하고 있다. 그러나 현행 도시개발제도는 단일 지자체 신도시를 대상으로 하고 있어, 복합경계 신도시의 개발과 관리를 위한 제도 개선이 필요하다. 다층적 거버넌스(Multi-level governance) 개념은 광역지자체와 기초지자체가 포함된 위례신도시에서 갈등이슈를 파악하고, 개발사업자와 주민까지 참여하는 협력 대안을 모색하는데 유리한 개념틀을 제공한다. 본 연구의 목적은 위례신도시를 사례로 다층적 거버넌스(Multi-level governance)의 개념틀을 활용하여 복합경계신도시의 개발과 관리 운영 과정에서 발생하는 갈등이슈를 파악하고, 협력적 관리방안을 제시하는 것이다. 이를 위해 관련자 및 전문가 인터뷰, 문헌연구, 전문가 포럼 등을 진행하였으며, 도시개발 관련 선행연구와 경제자유구역 등 유사사례로부터 시사점을 도출하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 위례신도시 개발 관리의 주요 부문을 학교 학군, 행정서비스, 공급처리시설, 도시기반시설로 구분하고, 각 부문별 갈등이슈를 분석하여 갈등구조를 파악하였다. 둘째, 위례신도시는 복합경계 신도시로서 행정구역 별 분리 관리와 통합 관리간의 대립, 광역적 관리 대 국지적 관리가 갈등의 기본축을 형성하고 있음을 확인하였다. 셋째, 위례신도시의 협력적 관리를 위해서는 최소한 지자체 행정협의회, 지자체조합, 전문관리기구의 세 가지 차원에서 Multi-level governance를 구성하여야 한다는 점을 향후 관리방안으로 제시하였다.

에너지전환과 지방정부의 역할: 문재인 정부의 재생에너지 정책을 중심으로 (Energy Transition and Roles of Local Governments: Renewable Energy Policy under the Moon Jae-in Administration)

  • In December 2017, the Moon Jae-in administration announced a major policy shift away from nuclear and coal, committing itself to the vision of creating a society where renewable sources account for 20% of its electricity generation by 2030. This energy transition involves not just a technical transition from conventional energy sources to renewable energy but also active participation of multiple stakeholders in the energy governance. While energy policy making has long been dominated by the central government in Korea with the aim of managing the supply for rapid industrialization and economic growth, the Moon administration aims to diffuse the central government's authority across various actors in society. Among those actors, this study focuses on the roles that local governments play in energy transition. Despite deepening local autonomy since 1995, Korean local governments have remained policy targets or recipients in the energy policy domain. This article discusses how such a traditional role has evolved under the new administration's energy transition policy and examines what challenges and limitations local governments face in creating a more decentralized energy governance system.

Production of Fear: The Visual Analysis of Local Lockdown Warning Signs

  • During the Covid-19 pandemic's first term of April-June 2020, the general public throughout Indonesia became familiar with the slang term "local lockdown." This term emerged in response to disorderly implementation of the half-hearted government policy called Pembatasan Sosial Berskala Besar (PSBB). In villages around the country, people started to build portals to restrict "strangers" or "outsiders" from entering their village areas. These portals were also meant to publicly signal the villagers' fear of the spread of the virus. This paper will discuss two things: first, how fear was produced, using frameworks drawn from Giorgio Agamben's notable works State of Exception and Homo Sacer, and how governance reproduces it; and second, how people come to accept the state of emergency and then publicly express their acceptance of the situation. Critical discourse analysis is applied to read government policy and its reception. The research took place at Rempoah, Kedungmalang, and Pabuwaran villages in Banyumas, the southern regency of Central Java, Indonesia. The villagers' responses to the government's policy are visually represented through written warning signs.

지자체 직영형 친환경 학교급식지원센터의 운영실태에 관한 사례연구 -홍성군 학교급식지원센터를 중심으로- (A Case Study on Operating Situations of Environment-friendly School Food Service Center managed directly by Local Government)

  • The Hongseong-Gun school food service center (Hongseong SFSC) that is managed directly by local government is supplying local environmentally friendly foods from 2014. This study aimed to analyze a case on Hongseong SFSC and to propose improving directions. Hongseong SFSC showed higher supply ratio (67.4%) of local environmentally friendly foods compared to the other centers. The operation effects of this center are reliably price of farmer's products, increased consumption of local agri-products, school food confidence, and so on. But there are many problems on this operation. Improvement directions of SFSC for local food system are as follows: Firstly, the supply range of foodstuffs is needed to establish quality standards to increase foodstuffs quality. Secondly, guidelines for creating a fair commission fee structure should be established. Thirdly, the contract issues between the center and schools need to be resolved by governance system. Fourthly, local environmentally friendly agricultural cultivation and cropping systems are required to establish reliably supply of farmer's products.

Plurality of urban governance in Nigeria and its implications on delivery of environmental services

  • This paper discussed plurality in urban governance in Nigeria and its implication on delivery of urban environmental services, with a focus on water supply, sanitation and solid waste disposal. Conceptually, it explained urban governance as the sum total of the ways of achieving an inclusive city and expressed the urban governance system of Nigeria based the legal framework set for them. The paper explored the environmental implications of urban governance in Nigeria. It concluded that urban governance has several implications on delivery of urban environmental services in Nigeria. The dualism in urban governance is a factor contributing towards inefficient delivery of environmental services such as water supply, sanitation and solid waste management in Nigeria. The paper recommended, among others, a constitutional reform that will guarantee efficient urban governance and delivery of environmental services in Nigeria.

  • 지방자치단체(이하 '지자체') C.I는 1990년 경기도 부천시를 시작으로 전국에 퍼져 나갔다. 현재는 전국 218개 지자체 모두가 구축을 해 놓았다. 이는 급변하는 사회의 요구에 각 지자체가 부응하기 위한 노력 중에 하나라고 볼 수 있다. 각 지자체는 지방 고유의 특색을 살린 C.I로 주민들의 일체감ㆍ소속감 조성, 주민들에 친근한 이미지 제공, 타 지방에 주는 홍보효과 등 주민과 함께하는 지자체로써 거듭나기 위해 많은 노력을 기울이고 있다. 이런 노력들로 인해 현재 대부분의 지자체가 과거 문턱높은 지자체에서 현재에는 상당히 친근하게 변화된 모습을 많이 보여주고 있는 것이 사실이다. 그러나 본 연구에서는 이런 지자체의 C.I가 그 자체의 의미를 충분히 반영하고 있는가에 대한 의미를 심볼마크(이하 '심볼')를 중심으로 살펴보고자 한다. 218개 지방자치단체 모두 각 지방의 특성과 정체성을 충분히 살려낸 심볼이 구현되어 있는지를 파악하고, 심볼의 유사성, 컬러의 유사성, 의미의 유사성 등 여러 가지 문제점들을 발견하고 분석함으로써, 더 나은 대안을 제시하고, 지자체의 올바른 C.I 정책 구현에 도움이 되고자 한다.

반환공여구역(캠프마켓) 활용을 위한 네트워크 거버넌스 모형 연구 (A Study on the Network Governance Model Using the Returned Area(Camp Market))

  • Based on the theory of network governance, this study aims to establish a n'work governance model and present strategic measures for the use of return donor zones. In a network society, it is difficult for the government to handle complex problems alone, so close cooperation between related agencies has become important. After the return of the USFK base, most of the policies established by the government have not been carried out smoothly, so it is necessary to introduce cooperative network governance.Accordingly, technical statistics were analyzed for camp market business institutions to examine the centrality and structure of network relations (information sharing relationship, idea exchange relationship, civil complaint sharing relationship). As a result of the analysis, the Camp Market Division of Incheon City had the most central role and great influence in the camp market, which was maintained even when the time changed. Currently, it is in the form of a vertical network centered on local governments, but in the future, a horizontal network is suitable to strengthen cooperative relations and must be systematically managed around managers.

환경갈등에 있어 이해관계자들의 인식에 관한 연구 - 부산 사상구 주례 3지구 민간임대주택사업사례를 대상으로 - (Understanding the Perceptions of Stakeholders in Environmental Conflict - Public-Supported Private Rental Housing Conflict in Busan Sasang-gu Jurye 3 District -)

  • The purpose of this study is to understand the perceptions of stakeholders in environmental conflicts. The private rental housing project in Busan Sasang-gu Jurye 3 District, which took place in 2017 is one of many cases of environmental conflicts between developers and local residents. The case is considered as a typical failure of collaborative governance that has consequently caused negative impacts to both local residents and government. To understand why local residents could not come to consensus even though the majority of them were against the development project, we analyzed residents' perceptions and subjective opinions towards environmental conflicts. This study adopted 'Q methodology' to investigate human subjectivity. The results showed three distinguished types of subjectivity structures. Each type was named as 'collaborative governance advocates', 'public administration distrusters', and 'current local government supporters' based on their characteristics. Participants in all three types showed opposition to environmental damages that can be caused by the private rental housing development, but they revealed different perspectives on the importance of public participation and institutional responsibility in the process of decision-making. This study makes better understand what makes it difficult to build collaborative governance as a means of overcoming environmental conflicts.
