For the last 40 years, the Korean government has built and supplied diverse public facilities. The Korean government, which has supplied diverse public facilities for the last 40 years, has maintained these public facilities as breakdown maintenance under limited budget. Because of increase of aging of public facilities and insufficient budget, it needs the total public facility maintenance. Especially, as Japan has also experienced similar issues and solved these, they are the introduction of P-FM theory and see successful examples. In this study, by comparison Analysis on the Merits and Demerits for Public Facility management (P-FM) between domestic and abroad, it would find a future direction to public facility management P-FM is to go.

' Healthy Japan 21 ' is a new health policy that has been proposed for the 21st century: it embodies a totally new concept for its viewpoints and methods. To start with, for its goal, the focus is placed on the ' quality of life ' or a life that is tree of diseases, rather than mere prolongation of life. For its doctrine, the emphasis has shifted dramatically from improving the health of the entire population (the traditional approach for health improvement) to ' achieving an ideal health status for each individual. The ultimate aged society that arrives first in Japan is a society in its ultimate form for human being. Why did Japan become westernized, giving up her traditional culture? Why did she go through industrialization, sacrificing her nature? And why does she try so hard to industrialize the developing countries? These efforts are all preparation for the arrival of a ultimate aged society. During the 20th century, we believed in unlimited possibilities and expanded our social frontier. 1n the 21st century, on the other hand, a super-aged society (the ultimate society), a glimpse of which we have witnessed from time to time, will descend on us sooner or later. It is expected to arrive first in Japan. ' Healthy Japan 21 ' is intended to prepare for the arrival of the hitherto unheard of super-aged society by building the physiological basis of people. This policy is social experimentation on an immense social scale, in which questions are posed on the understanding of health, the relationship between individuals and society, the relationship between administration and citizens, the manner by which central and local governments operate, and the new relationship between prevention and therapy. ' Healthy Japan 21 ' may be summarized as an experiment on a huge scale directed to the ultimate form of human society, in which Japan and each of her citizens playa role and set an example for the rest of the world. Even just by considering various approaches newly suggested for this venture, one may be convinced that it is a policy with features suitable for a country that has already achieved the world's highest longevity.

Analysis of population structure of Oncorhynchus keta, the most abundant salmon in the East Sea of Korea, has not been much carried out despite its importance as a fishery resource in the North Pacific. Currently, molecular methods are being applied to stock identification and a method of using single nucleotide polymorphisms (SNPs) is getting more popular. In this study, we analyzed the 720 bp long sequence of the mtDNA COIII-ND3-ND4L region in order to examine genetic similarity-dissimilarity among the Korea chum salmons of each stream and their relationship with the Japan chum salmons. A total of 152 individuals were analyzed, 108 from 3 locations of Korea and 44 from 2 locations of japan, which resulted in as many as 29 different haplotypes. Pairwise $F_{ST}$ and AMOVA tests of the populations show that there is no significant population-level genetic difference among the chum salmons analyzed ($F_{ST}<0.07$). On the other hand, haplotype relationships among the individuals reveal that approximately 25% of the Korea salmons consist genetic lineages independent of Japan salmons and also that a genetic lineage exists in the Puk river and the Namdae river salmons independent of the Wangpi river salmons of Korea.

This study is aimed to figure out the way Yoon Hee-sun perceived the real situations of the society under the Japanese ruling and responded to overcome difficulties in the process of anti-Japanese independence movement. Yoon Hee-sun played an important role as a female activist of the righteous army movement in Kangweon-do and Manchuria. She was a daughter-in-law of Yu Hong-seok, wife of Yu Jae-won, and mother of Yu Don-sang. Three generations of her family had taken the lead in anti-Japanese independence movement. The Yus belonged to a school of 'Hwaseo' and devoted their lives to the independent movement based on the thought of 'wijung chuksa sasang', which means 'defending orthodoxy and rejecting heterodoxy'. They desired to go back to the past and recover as it was rather than building a new society. Therefore, their fights against Japan's invasion were not for establishing a modern nation-state but for recovering the royal authority of the existing order. Both her maiden home and her in-laws belonged to a school of 'Hwaseo' and Yoon Hee-sun couldn't go out of the boundary of her family background. Also, the motivation of her participation in the righteous army movement was based on the confucian values such as loyalty to the king, filial piety and fidelity. In particular, she possessed a high level of self-awareness not only as a wife but also as a woman. On the basis of this, she faced up to reality. For the more effective way of revolt against Japan's invasion, she determined to change the perception of women identified only as a wife of somebody. She thought her duty was to enlighten women through 'education'. As a result, manifestoes and songs supporting the righteous army movement were used as a powerful method.

Two unrecorded species (Sceptridium atrovirens and S. microphyllum), previously known only in Japan, were found in a forest in Dosun-dong, Seogwipo-si, Jeju-do for the first time in Korea. S. atrovirens was distinguished from other related species of the genus Sceptridium in Korea by having the thickest rhizome and root, irregularly crenulate or roughly serrate, and a shorter sporophore blade. The local name was newly given as 'Sup-go-sa-ri-sam' for the species, denoting the habitat. S. microphyllum was distinguished by having the smallest plant height, compact sterile blades, and partly lateritious tropophyll in winter. The local name was newly given as 'Aegi-go-sa-ri-sam' for species, meaning of a small size. To reveal the interspecific relationships within the genus Sceptridium in Korea, cladistic analysis was performed for 27 morphological characteristics. The morphological characteristics and illustrations of the two taxa, as well as photographs at the habitat, are provided with a taxonomic key to the species of Sceptridium in Korea.

The objective of the study is to review trends of clothing export in important countries of the world and thus to know the present stage of clothing export in Korea. For the purpose, changes of export amount, competitiveness and product life cycle were analysed in the countries from the 1960's to the 1990's. The results are as following: First, on the aspect of export amount, industrialized countries lost the lead to newly industrializing countries from the 1960's. Developing countries, as China, win the lead. Second, on the competitiveness aspect, industrialized countries lost competitiveness to newly industrializing countries before the 1960's. And newly industrializing countries were outpaced by China in the export competitiveness from the early 1990's. Third, on the aspect of product life cycle, industrialized countries go first through each period of product life cycle, introduction, growth, maturity and decline, and they all, excluding Japan, sustained period of Maturity for a long time. newly industrializing countries and developing countries go orderly through each period of product life cycle after industrialized countries. As to Korea, duration of each period was short. Specially characteristics of decline period appeared partly in the early 1990's. From the results, the theory of product life cycle, helping to explain changes in production and trade in new product lines, estimated to applicable to clothing export. The phenomena, Italy, Hong Kong and America sustain high competitiveness in the world clothing market for a long time, is needed to be studied carefully. The study about strong points in their clothing industries and competitiveness drive program be to influence Korean export policy in the future.

Backward trajectories were calculated from five urban areas in Korea in 1999 in order to assess the effects of long-range transport on the air quality variations on an annual basis. The five areas selected were Seoul, Mokpo, Cheju, Pohang, and Kangnung, which are evenly distributed along the shoreline in Korea. Meteorological fields used in the work were prepared by the Korea Meteorological Administration using the RDAPS(Regional Data Assimilation and Prediction System) with grid spacing of 40 km and 12-h intervals(0000 and 1200 UTC). Upwind regions around the Korean Peninsula were divided into five sectors including the region to the northeast(I), northern China (II), southern China(III), the northwestern Pacific(IV), and Japan(V). The influence of air flow from these sectors on the variations of carbon monoxide concentrations in the selected areas was investigated. The results showed that the influences of Sectors II and III were persistent although some influences of adjacent sectors were observed according to the location of the areas. In general, the concentration of carbon monoxide tended to go up under the influence of Sectors II and III but tended to go down under the influence of Sector I. However, the influences of other sectors were rather mixed. The importance of the long-range transport was examined when the whole country was uniformly influenced by Sectors II and III with strong synoptic winds. The effects of long-range transport were large in Mokpo and Cheju, close to Sectors II and III, where the local emissions were considered small. The effects of local emissions were significant in Pohang and Seoul; such effect was more distinct in Pohang located farther from Sectors II and III.

Recently, the importance of users' geographic location information has been highlighted with a rapid increase of online social network services. In this paper, by utilizing geo-tagged tweets that provides high-precision location information of users, we first identify both Twitter users' exact location and the corresponding timestamp when the tweet was sent. Then, we analyze a relationship between the tweet frequency and the average user velocity. Specifically, we introduce a tweet-frequency computing algorithm, and show analysis results by country and by city. As a main result, it is shown that the tweet frequency according to user velocity follows a power-law distribution (i.e., Zipf' distribution or a Pareto distribution). In addition, by performing a comparison between the United States and Japan, one can see that the exponent of the distribution in Japan is smaller than that in the United States.

한국 젊은 천문우주과학자들의 모임(Korea Young Astronomers Meeting, KYAM)과 일본 젊은 천문우주과학자들의 모임(Japan Young Astronomers Meeting, JYAM)은 지난 2006년부터 한-일 젊은 천문우주과학자들의 모임(Korea-Japan Young Astronomers Meeting, KJYAM-JKYAM)을 개최하고 있다. 이 모임은 학문 후속 세대로서 활발히 연구를 진행하고 있는 한국과 일본의 젊은 천문우주과학자들 간의 관계를 유지, 강화하여, 천문학 및 우주과학분야에서 많은 교류를 해오고 있는 양 국의 관계를 더욱 발전시켜 나가는 것이 목적이다. 제1회 KJYAM은 2006년 한국 경주에서 열렸으며, 그 후 2008년 일본 교토, 2009년 한국 과천, 2010년 일본 도쿄에서 진행되었다. 그리고 2012년 2월, 제 5회 KJYAM이 한국 연세대학교에서 2박 3일에 걸쳐 개최되었다. 이번 KJYAM에서는 일본 소속 1명의 SOC를 포함한 3명의 SOC와 1명의 초청 연사로부터 초청 강연이 있었고, 일본 소속 11명, 한국 소속 35명, 그리고 중국 소속 1명의 참석자들이 자신의 연구 성과를 발표하였다. 또한 경복궁 방문과 연세 KVN 전파망원경 견학을 통하여 한국의 오래된 고궁에서부터 가장 최신의 천문 시설까지 관람하는 기회를 가질 수 있었다. KYAM과 JYAM 두 모임은 이러한 KJYAM-JKYAM 모임을 지속함으로써, 양 국 젊은 천문우주과학자들의 친목 관계를 증진시킬 뿐만 아니라, 상호간의 공동연구 진행에 긍정적인 영향을 끼칠 것으로 기대하고 있다. 다음 JKYAM은 2013년 일본에서 개최될 예정이다.

Comics uses words to convey its content and meaning, while the comic image conveys the content as a narrative function to represent how language is combined with the text. This paper makes a comparison and analysis of the comics of Japan and South Korea, in terms of words and image expression, narrative techniques, and the way of communication, to study the characteristics of image narrative. The comic image of Jing ke is the other as a flow of narrative and getting rid of the current screen, to resonate with the readers. Go U-yeong's comics and Sumeragi Natsuki's set up a virtual narrative time and space through the line, surface, space and shade, to realize the reproduction of unhistorical facts and the significance of narrative with the artist's imagination. Sumeragi Natsuki's comics uses historical facts to represent exquisite narrative like still-life paintings. She focuses on the description of the objective facts of history, to seek the sensitive comic image beyond reality. The image narration of Go U-yeong's comics is a clash between his historical narrative among the subjective romantic image and the readers' awareness narrative flow that they insist inside. Therefore, he tries to keep balance. The instant image in his comics is not a reproduction of the historical real moment, but a reproduction image of the reality reconstructed by his own pursuit of narrative.
