A Study on Establishing Disaster Management Plan for Central Administration Office (중앙행정기관 재난관리계획 수립에 관한 연구)

  • Disasters have been diversifying and the scale of disaster has been increasing worldwide due to the global warming and urbanization. Consequently, it is essential to establish the systematic disaster management because the scale of damages has been rapidly increasing. Nowadays, the importance of the standardized disaster management have been realized internationally due to the 9.11 terror and Tsunami. Also, the activities of research and development to utilize and establish the disaster management standards have been increasing. This study mainly focused on generating an efficient operating manual to support the systematic disaster management of the central administration office based on disaster management standard in South Korea. Firstly, the activities and status of disaster management performed by the central administration office were investigated. Accordingly, libraries of work, functions, organizations, references and behavior for disaster management were designed. Then, a method to make the efficient operation manual based on the constructed libraries was presented to maximize the efficiency of disaster management. This emergency operation manual could support the systematic disaster management by defining the work, function, references and the codes of conduct. Thus, central administration office would be able to define methods and procedures from preparation to recovery through the utilization of the operation manual.

  • Disruptive technology is increasingly gaining attention by industries, standards development organizations (SDOs), academia, government and regulatory bodies due to its massive scope of impact on the incumbents and consumers. Companies that take a lead in new technologies intend to dominate the global market by making their technologies into an international standard. However, they tend to seek ways of by-passing the slow procedures of formal SDOs that often hinder prompt action in response to rapid changes in technology and market situations. In the area of disruptive technologies, there is a need to harmonize standardization efforts in formal SDOs for various companies and stakeholders to reap the benefits of technological development and diffusion of innovation. This paper examines the reasons why standardization is more active using market-based mechanisms than through formal SDOs for disruptive technologies. We conducted a Delphi study to investigate standardization strategies in the area of disruptive technologies. This research found that experts understood the core element of disruptive technologies as creating new markets and changing the competition basis in existing industries through the transformation of consumers' behavior. Based on these core characteristics, experts agreed that flexibility and speed are the most important factors for standardization. Results also show that the perception that standardization activities are not directly connected to companies' profit-making is the key barrier to links between research and companies' participation in standardization. This research provides implications for formal SDOs and policymakers.

Influence of the Education Service Quality and Result Expectations on Behavioral Intention: Focus on the TOEIC Business of a Global Company (교육서비스 품질과 교육성과의 기대일치여부가 행동의도에 미치는 영향: 글로벌기업의 TOEIC사업을 중심으로)

  • Purpose - The TOEIC test has been leading the change in the quality and the globalization of companies for about last 30 years. The TOEIC test is taken by about two million people each year and is used as a criterion to select new employees in companies or government offices, for performance ratings, and for overseas posting selections. Universities also use TOEIC test in various ways. Since the TOEIC test is used for the selection of new students for admission, transferring extra credits, scholarships, graduation certification, and admission of international students studying abroad, many universities all over the country provide students with TOEIC study lectures through their own language institutes. Despite the fact, there has been no research on the service quality or even the current situation of these institutes. Thus, this study aims to evaluate the factors that impact TOEIC lecture service quality and analyzes the effect of the expectation related to the education service quality and the result of education on intentional behavior. Research design, data, methodology - Data was collected by administering a survey to current TOEIC students from different university language institutes. The survey questionnaire comprised of a five-point Likert scale. The demographic analysis was conducted using the frequency analysis method and the factor analysis was conducted to verify the validity of questionnaire over any variable. The reliability analysis was conducted to verify the reliability of the results. Besides, multiple regression analysis, regression analysis, and mediated effect verification were also conducted. For education service quality, four different independent variables such as reliability, response, conviction, and sympathy were considered using the SERVQUAL survey model. Based on the research models, the study hypotheses below were formulated in order to recognize an effect relationship between the variables. The four hypotheses are, "the hypothesis on education service quality and TOEIC study result expectation," "the hypothesis on education service quality and behavioral intention," "the hypothesis on study result expectation and behavioral intention," and "the hypothesis on study result expectation and mediated effect." Results - The results are as follows. First, the factors like response, conviction, and sympathy have a positive influence on TOEIC study result expectations. Second, the TOEIC study result expectation has a positive influence on the factors of behavioral intention such as re-sign up, positive word-of-mouth, "loyalty towards school." Third, it was verified that the mediated effect on behavioral intention was influenced by education service quality at university foreign language institute, while the study result expectation has only a partial mediated effect. Conclusions - The implications of this study are summarized as follows: First, it suggests a new research model for the effect of the expectation related to the education service quality and the result of education in the university language institutes on the behavioral intention. Second, it has established a relationship between the education service quality and study result expectation by verifying the mediated effect on them.

Mixing Analysis of Oil Spilled into the River by GPS-equipped Drifter Experiment and Numerical Modeling (GPS 부자 실험과 수치모델링에 의한 하천에 유입된 유류오염물질의 거동 해석)

  • In cases of water pollution accidents, accurate prediction for arrival time and concentration of contaminants in a river is essential to take proper measures and minimize their impact on downstream water intake facilities. It is critical to fully understand the behavior characteristics of contaminants on river surface, especially in case of oil spill accidents. Therefore, in this study, the effects of main parameters of advection and diffusion of contaminants were analyzed and validated by comparing the results of Lagrangian particle tracking (LPT) simulation of Environmental Fluid Dynamic Code (EFDC) model with those of Global Position System (GPS)-equipped drifter experiment. Prevention scenario modeling was accomplished by taking cases of movable weir operation into account. The simulated water level and flow velocity fluctuations agreed well with observations. There was no significant difference in the speed of surface particle movement between 5 and 10 layer modeling. Therefore, 5 layer modeling could be chosen to reduce computational time. It was found that full three dimensional modeling simulated wind effects on surface particle movements more sensitively than depth-averaged two dimensional modeling. The diffusion range of particles was linearly proportional to horizontal diffusivity by sensitivity analysis. Horizontal diffusivity estimated from the results of GPS-equipped drifter experiment was 0.096 m2/sec, which was considered to be valid for applying the LPT module in this area. Finally, the scenario analysis results showed that particle movements could be stagnant when discharge from the upstream weir was reduced, implying the possibility of securing time for mitigation actions such as oil boom installation and wiping oil contaminants. The outcomes of this study can help improve the prediction accuracy of particle tracking simulation to establish the most suitable mitigation plan considering the combination of movable weir operation.

  • On-line consumers have some visit behavior characteristics when they visit internet-shopping mall between visit-stage and purchase-stage. Therefore, information of on-line consumers have influenced on internet-shopping mall's profitabilities at site manager's perspectives. For examples, Are any on-line consumers continuous visiting under any situations? Or are any on-line consumers purchased on any specific internet-shopping mall? Expecially in this paper, researcher tried to understand visit behavioral characteristics of on-line consumers using two-stage mixture regression analysis. Throughout this process, it could be proposed method, which could be reinforced competitiveness of internet-shopping mall by segmental decision-making method. Additionally, it is expected that visit behavioral characteristics' information could be supplied strategic implications between visit-stage and purchase-stage Throughout empirical test it could be proved two-stage decision-making process, which decision-making process of on-line consumers would be processed visit-stage and purchase-stage. In this study, researcher proposed suitable response strategy after understanding visiting behavioral characteristics of on-line consumers. This paper has some academical contributions, which visit behavioral characteristics of on-line consumers could be grasped the meaning by site stickiness and navigation pattern.

A Study of the Effects of Job-seeking Efficacy on Use Intention and Outcome of the Work-net (구직효능감(job-seeking efficacy)으로 인 한 Work-net의 이용의도 및 성과에 관한 연구)

  • The present study examines the the role of subjectively perceived factors of the attitude toward job-seeking activities in forming an intention to use a web. An integrative research model is presented and tested empirically. It includes the following two aspects of belief in Davis' TAM: perceived usefulness, perceived ease of use. Specially, internet job-seeking efficacy, or the belief in one's capabilities to organize and execute courses of Internet actions required to achieve given goals, is a potentially important factor in efforts to gain more favorable attitude toward Internet uses. Survey data were collected to develop a reliable operational measure of Internet job-seeking efficacy and to examine its construct validity. An four-item Internet job-seeking efficacy scale developed for the present study was found to be reliable and internally consistent. Also, many previous studies have established that perceived usefulness is an important factor influencing user acceptance and usage behavior of information technologies. However, very little research has been conducted to understand how that perception forms and changes over time. The current work presents and tests the determinants of perceived usefulness. The present study found that higher internet job-seeking efficacy is an important concept which is significantly related to job-seeking activities by positively influencing intention and performance as well as usefulness on the Internet.

Knowledge and Attitude Towards Tobacco Smoking among 13-15 Year-Old School Children in Viet Nam - Findings from GYTS 2014

  • Studies have shown that smoking is a learnt behavior, often initiated during adolescence. This paper aims to describe tobacco-related knowledge, attitude and associations among school adolescents aged 13-15 with exposure to anti-smoking information. Using data from the Global Youth Tobacco Survey (GYTS) in Viet Nam, 2014, knowledge was measured through 4 questions about tobacco use, and attitude was assessed through 3 questions on personal, social and environmental aspects. Students giving most anti-tobacco responses to all questions were considered as having correct knowledge or appropriate attitude or both. Access to anti-smoking information was determined by exposure to any media messages on tobacco control during the past 30 days and teaching in school about the danger of tobacco use during the past 12 months. A substantial percentage of students thought that being near others who smoke might be harmful to them and smoking is harmful to health (89.4% and 89.6% respectively). However, only 46.4% reported that it is definitely difficult to quit smoking and 66.9% thought that smoking for only 1 or 2 years, once stopped, is harmful to health. Slightly more than half of the respondents reported appropriate attitude that young smokers have fewer friends than others and smoking makes them less attractive and less comfortable at social events. Noticing anti-smoking messages in the media together with having lessons in school about the dangers of tobacco substantially increased the likelihood of having correct knowledge, appropriate attitude and both. Despite relatively high awareness about smoking harms, effective educational communication is still highly needed to improve the level of comprehensive knowledge and an appropriate attitude regarding tobacco use.

A Simple Model for the Nonlinear Analysis of an RC Shear Wall with Boundary Elements (경계요소를 가진 철근콘크리트 전단벽의 비선형 해석을 위한 간편 모델)

  • A simple model for reinforced concrete shear walls with boundary elements is proposed, which is a macro-model composed of spring elements representing flexure and shear behaviors. The flexural behaviour is represented by vertical springs at the wall ends, where the moment strength and rotational capacity of the wall are based on section analysis. The shear behaviour is represented by a horizontal spring at the wall center, where the key parameters for the shear behavior are based on the flexural behaviour since the shear walls with boundary elements are governed by the flexure. The proposed model was prepared with the results of hysteretic tests of the shear walls, and then the reliability of the hysteretic rule and variables was investigated by nonlinear dynamic analyses. Using parametric study with nonlinear dynamic analyses, the effect of the variables on demand and capacity, which are major parameters in seismic performance evaluation, are investigated. Results show that the measured and calculated shear forces versus the shear distortion relationships are slightly different, but the global response is well simulated. Furthermore, the demand and capacity are also changed in a similar way to the change in the major parameters so that the proposed model may be appropriate for reinforced concrete shear walls with boundary elements.

Categorizing Canadian Students' Cognition Type on Korean Food Consumption: Focused on Q-methodology (캐나다 대학생의 한국음식 소비유형분류: Q방법론을 중심으로)

  • This study is designed to expand 'Q-Methodology' into the global marketing realm in attempt to find out how Canadian consumers will perceive Korean food. The ultimate aim of this thesis is to lay a basic foundation to globalize Korean food and heighten the potential and quality of Korean food. Korean food, well-known as slow diet, jumps on the bandwagon of the Korean Wave and spreads at a rapid pace. At this point, most Korean food becomes widespread under the influence of the boom of not just the Korean Wave but also the growing desire for health food. Hence, it is the most important to analyze consumers' types in order to learn how each individual nation perceives Korean Food. This can be used as the basic research and study to enhance the national competitiveness of Korean food. Q-methodology is adopted in this study to reveal the critical dimensions and characteristics of the target market and/or consumers for Korean Food using the Canadian respondents' subjective attributes. Three categories (pragmatic trend type, traditional culture seeking type, a beginner type) of Canadian consumer behavior regarding Korean Food are found and suggested in this study. The objective attributes of Korean food are not considered here, but the Canadian consumers' subjective behavioral attributes are.

Research Needs in Librarianship

  • Library and information research is often directed towards either the management of resources (e.g., the economics of resource management), their storage and retrieval (e.g., much information retrieval research), and the users of these resources (the whole area of information behaviour. However, the question that is less often asked is, "What research do librarians want to have carried out to help them in their work?" Clearly, some of the topics just mentioned will fall into the priority areas, but what do librarians actually perceive will be of use to them. There is a notion that a research-practice gap exists in the field and perhaps the reason for that is that researchers do not ask the practioners what research will be of value to them. To find an answer to this question on a global basis would, of course, be impossible - at least impossible without the level of funding that would be difficult to obtain from any source. However, it is possible to carry out research on a national level that could prove useful both to practitioners and to the library and information research community. This was the aim of a project, supported by the Svensk Biblioteksf$\"{o}$rening (Swedish Library Association), which was carried out in 2008/2009. Ideas on potential research projects were collected from librarians themselves, from discussion group archives and from the professional journals in a number of countries. These ideas were then grouped thematically and formed the basis of two rounds of a Delphi process to solicit the opinions of a panel of librarians in different sectors, recommended by their peers as 'expert' in their field. The Delphi process was concluded with a workshop involving a subset of the panel. This paper will report on the results of the investigation, which attracted a great deal of interest within the profession in Sweden, and will also reflect on issues that were ranked lowly in the investigation. For example, not a great deal of priority was given to topics relating to the development and use of technology: why was this? And would the same result be found in other countries? One major area of research interest was into the future of libraries and a topic of relevance here, especially for academic and research libraries, is the changing information behaviour of researchers: what, now, do researchers want of libraries? Clearly, technology is playing a role here, but digitized resources and the World Wide Web may not be the answer to every researcher's need. Research into libraries and research for libraries ought to figure largely in the profession's view of its aims, objectives and visions of the future: but for it to do so requires a recognition that the work will not be done unless researchers and practitioners come together to determine how to approach the future.
