Throughout the six decades evolution of the public diplomacy concept, international relations approaches have remained at the margins of the field. An important international relations theory that has been virtually non-existent in the public diplomacy literature is the English School of international relations. This theory has been the centerpiece of literature in diplomatic studies, but curiously, has not been applied to public diplomacy. In this editorial, I outline a public diplomacy framework for global governance issues that builds on the English School and Pamment's framework on the intersection of international development and public diplomacy.

An efficient global optimization approach for a periodic plasmonic nanoslit array based on extraordinary optical transmission within an acceptable time range is proposed using 𝚀 factor analysis method. The particle swarm optimization is employed as a global optimization tool. The figure of merit is defined as a product of transmission peak value and 𝚀 factor. The design variables are the slit width, height, and period of the slit array, respectively. The optical properties such as transmission spectrum and bandwidth are calculated rigorously using the finite element method.

In this study, the market growth potential for the construction sector and the company's ease of entry were analyzed by using construction scale and risk data among global insight data. The survey was conducted in 74 countries. The purpose is to provide basic data whose result can be used as policy-based data for the overseas construction industry.

Transient epileptic amnesia and transient global amnesia both exhibit temporary memory loss. The lack of clues of epileptic events and the absence of epileptiform abnormalities in electroencephalography, a clear brain lesion, and interictal cognitive decline can make diagnoses challenging. Here we present a middle-aged female who experienced long-term recurrent transient epileptic amnesia with subtle epileptic features over a period of 3 years.

In this note, we shed new light on Krull domains from the point view of Gorenstein homological algebra. By using the so-called w-operation, we show that an integral domain R is Krull if and only if for any nonzero proper w-ideal I, the Gorenstein global dimension of the w-factor ring (R/I)_w is zero. Further, we obtain that an integral domain R is Dedekind if and only if for any nonzero proper ideal I, the Gorenstein global dimension of the factor ring R/I is zero.

MPEG-7 Visual Standard specifies a set of descriptors that can be used to measure similarity in images or video. Among them, the Edge Histogram Descriptor describes edge distribution with a histogram based on local edge distribution in an image. Since the Edge Histogram Descriptor recommended for the MPEG-7 standard represents only local edge distribution in the image, the matching performance for image retrieval may not be satisfactory. This paper proposes the use of global and semi-local edge histograms generated directly from the local histogram bins to increase the matching performance. Then, the global, semi-global, and local histograms of images are combined to measure the image similarity and are compared with the MPEG-7 descriptor of the local-only histogram. Since we exploit the absolute location of the edge in the image as well as its global composition, the proposed matching method can retrieve semantically similar images. Experiments on MPEG-7 test images show that the proposed method yields better retrieval performance by an amount of 0.04 in ANMRR, which shows a significant difference in visual inspection.

To maintain the traditional notion of global serializability in multidatabase systems has been recognized as one of difficult problems due to the autonomy of participating local database systems. In this paper, we propose a global concurrency control algorithm based on the relaxed concurrency control criterion in distributed MDBs, which can be applied to applications in which the database integration has no effect on the integrity constraints. In the proposed algorithm, the process to determine whether a global transaction can be executed or not consists of intra-validation phase and inter-validation phase.

본 논문은 DC모터와 Bluetooth모듈을 통해 직접 조종하여 움직이는 알람시계 형태로 로봇을 제작하여 단순한 알람시계가 아닌 재미와 편의를 제공하는 알람시계 로봇을 제안한다. Arduino Uno 보드(ATmega328 기반의 마이크로컨트롤러 보드)와 DC모터를 이용한 로봇 본체, 스마트폰과 통신하는 bluetooth모듈, 로봇을 작동하는 어플리케이션 등으로 구성된다. 알람이 작동되면서 랜덤하게 움직이는 로봇은 블루투스 통신으로 제어가 되고 사용자의 조종에 따라 움직인다. 로봇은 스마트폰과 블루투스 통신을 통해 받은 데이터로 조종되어 지정된 도착장소로 움직일 수 있다. 이러한 로봇을 제작하여 실생활에 상용화 가능하게 만들어 또 하나의 아이디어 알람시계가 되고자 하는 목표를 가진다.

본 논문은 웹카메라를 이용하여 시선 추적식 졸음 방지 디바이스를 제안한다. 이는 하드웨어와 소프트웨어 두 부분으로 설계되었으며, 웹카메라를 이용하여 사용자의 눈을 인식하고, Arduino와 Max/msp를 기반으로 한다. Eye-Tracking 기술을 적용하여 사용자의 상태를 파악하고, 상태에 따라 적절한 졸음 방지 기능을 수행하도록 한다. 또한 졸음 방지 기능, 탁상 보조등과 같은 다양한 기능을 수행한다. 사용자는 웹카메라를 통한 시선 추적식 알람 디바이스를 이용함으로써, 새로운 경험을 제공 받는다. 세계 최초(World-First)로 시선추적 기술을 이용하여 남녀노소 누구나 업무 중 이용이 가능한 디바이스이다.

Solar energy is one of the most promising energy resources in the future. For the application and dissemination of solar energy technologies in various fields, reliable data sets of solar irradiation are needed for engineers, researchers, businessmen, and policy makers. Global horizontal solar radiation is needed for the use of flat plate collector, solar domestic hot water system, photovoltaic devices and passive systems like green house. In many countries, solar radiation data accumulated for more then 40 or 50 years and typical weather data are published with average of more then 30 years. In Korea, those global total radiations are measured for about 30 years. With the connections of computer network, measured data could be transmitted to the central control system at key station through Ethernet lines. The data acquisition systems are connected to be automatically controlled by the monitoring network. Global horizontal solar radiation data 16 locations were measured and averaged from 1982 to 2008.
