A Glimpse into Brazil Conference (2014 브라질 회의로 가는 길)

  • This short report introduces the general background why Brazil conference is being prepared and what topics would be undertaken and what goals are being taken into account. It overviews what differences from traditional telecommunication governance, internet governance has had in its historical development and how such differences had been formed from its technological differences and the regulatory policy shift from common carrier regulation to privatization. Moreover, the fact that open, voluntary, bottom-up, diverse stakeholder's participation had evolved throughout the historical development of the internet, had established the present multistakeholder governance model from technological standardization to addressing scheme policies. ICANN, which has governed internet addressing schemes since the earlier 2000s, had developed address policies including IANA function from Jon Postel and technical community's legacy management system into contract based formation between ICANN and gTLD, ccTLD registries. And it made dispute resolution policies responding to trademark disputes and resolved gTLD monopoly issue by introducing new TLD generation and the separation of registry and registar. However, there had been challenges on the legitimacy of ICANN due to its dependency on the Federal Government of the U.S. particularly in its oversight role over ICANN and IANA contract. WSIS raised up internet governance issues including addressing governance, and set up IGF as a discussion platform for multistakeholders to discuss and share all views on other internet related public policies. IGF's loose and non-binding discussion once frustrated governments and other stakeholders, but more focused discussion and visible outcomes have consolidated its unique role for internet governance discourses. Particularly, IGF addressed many emerging internet related issues like cybersecurity, privacy, net neuratlity, development related issues. WTPF of 2013, after WCIT debate on whether traditional telecommunication regulation could be applied to internet infrastructure, suggested other governance issues such as the transition to ipv6, IXP coordination etc. How to make sure the legitimacy of internet addressing governance and how and where other internet related public policies could be undertaken are fundamental tasks for internet governance. Brazil conference, which has been motivated by the breakdown of trust in internet governance from NSA mass surveillance revealed by Snowden, faces these questions and try to make consensus on principles, institutions and roadmap for internet governance in multistakeholder participation way.

Recognition of 3D Environment for Intelligent Robots (지능로봇을 위한 3차원 환경인식)

  • This paper presents a novel approach to real-time recognition of 3D environment and objects for intelligent robots. First. we establish the three fundamental principles that humans use for recognizing and interacting with the environment. These principles have led to the development of an integrated approach to real-time 3D recognition and modeling, as follows: 1) It starts with a rapid but approximate characterization of the geometric configuration of workspace by identifying global plane features. 2) It quickly recognizes known objects in environment and replaces them by their models in database based on 3D registration. 3) It models the geometric details on the fly adaptively to the need of the given task based on a multi-resolution octree representation. SIFT features with their 3D position data, referred to here as stereo-sis SIFT, are used extensively, together with point clouds, for fast extraction of global plane features, for fast recognition of objects, for fast registration of scenes, as well as for overcoming incomplete and noisy nature of point clouds. The experimental results show the feasibility of real-time and behavior-oriented 3D modeling of workspace for robotic manipulative tasks.

A Border Line-Based Pruning Scheme for Shortest Path Computations

  • With the progress of IT and mobile positioning technologies, various types of location-based services (LBS) have been proposed and implemented. Finding a shortest path between two nodes is one of the most fundamental tasks in many LBS related applications. So far, there have been many research efforts on the shortest path finding problem. For instance, $A^*$ algorithm estimates neighboring nodes using a heuristic function and selects minimum cost node as the closest one to the destination. Pruning method, which is known to outperform the A* algorithm, improves its routing performance by avoiding unnecessary exploration in the search space. For pruning, shortest paths for all node pairs in a map need to be pre-computed, from which a shortest path container is generated for each edge. The container for an edge consists of all the destination nodes whose shortest path passes through the edge and possibly some unnecessary nodes. These containers are used during routing to prune unnecessary node visits. However, this method shows poor performance as the number of unnecessary nodes included in the container increases. In this paper, we focus on this problem and propose a new border line-based pruning scheme for path routing which can reduce the number of unnecessary node visits significantly. Through extensive experiments on randomly-generated, various complexity of maps, we empirically find out optimal number of border lines for clipping containers and compare its performance with other methods.

  • Image registration is one of the critical techniques of image mosaic which has many applications such as generating panoramas, video monitoring, image rendering and reconstruction, etc. The fundamental tasks of image registration are point features extraction and tracking which take much computation time. KLT(Kanade-Lucas-Tomasi) feature tracker has proposed for extracting and tracking features through image sequences. The aim of this study is to demonstrate the usage of effective and robust KLT feature detector and tracker for an image registration using the sequence image frames captured by UAV video camera. In result, by using iterative implementation of the KLT tracker, the features extracted from the first frame of image sequences could be successfully tracked through all frames. The process of feature tracking in the various frames with rotation, translation and small scaling could be improved by a careful choice of the process condition and KLT pyramid implementation.

  • Is university restructuring for 'reinforcing university education quality and competitiveness of higher education'? The fundamental problems of the on going university restructuring becomes crisis of university and moreover, Sports Related Departments faces huge crisis. This research analyzes university crisis and progress of Sports Related Departments. After conducting discussion about a directivity of Physical Education in university with a focus on role and direction of 'Physical Education' which is for realization of 'University''s ideal, Sports Related Departments proposed four practical tasks, which is for preventive improvement, not for prescriptive improvement. First, Effort to establish academical identity. Second, characterization strategy for each different region and university. Third, Reforming of Sports Related Departments related with prospect of the labour market. Last, Drawing up a plan for establishing Sports Related Departments' united system.

Safety Culture, A New Challenge to Human Factors Engineering for 21st Century

  • Objective: This paper discusses the recent challenges to human factors engineering due to the safety culture. Background: As incidents occurring in specific fields such as logistics, plant, energy and medical sectors in Korea, as well as in the public sectors including railway, road, aviation and shipping, are recently raised as social issues from the disaster dimension, those incidents are dealt with as man-made disasters in many cases. The trend regarding all accidents as man-made disasters has been expanded in the active perspective that the controllability of all incidents should be ensured in technology development, due to change from a fatal point of view regarding disasters as random occurrence of uncertainties in the past. Method: Man-made disasters are concluded as human errors, and safety culture stands out as a cause of human errors or a new cause item recently. Because safety culture, however, is a very comprehensive term, of which true nature is obscure, although many definitions of safety culture have been presented, the safety culture may make avoid the true nature and responsibility of an incident, or make the main player and subject obscure. Raising safety culture as a cause without presenting a specific countermeasure will be just a wisdom of hindsight. Results and Conclusion: This study reviews the fundamental discussions on "Is safety culture a task of human factors engineering?" and the existing approach carried out from various perspectives in order to seek an effective approach on the new task of safety culture in the human factors engineering field. This study discusses an engineering approach to meet a precondition that safety culture is not just an added factor through a review of the approaches in the proactive fields such as nuclear power and aviation, and the traditional approaches of human factors engineering. Application: This study especially defines the perspective of socio-technological system that has expanded the existing man-machine system, and discusses a systemic approach embracing various interactions, and several overriding tasks.

A Scheduling Algorithm for Parsing of MPEG Video on the Heterogeneous Distributed Environment (이질적인 분산 환경에서의 MPEG비디오의 파싱을 위한 스케줄링 알고리즘)

  • As the use of digital videos is getting popular, there is an increasing demand for efficient browsing and retrieval of video. To support such operations, effective video indexing should be incorporated. One of the most fundamental steps in video indexing is to parse video stream into shots and scenes. Generally, it takes long time to parse a video due to the huge amount of computation in a traditional single computing environment. Previous studies had widely used Round Robin scheduling which basically allocates tasks to each slave for a time interval of one quantum. This scheduling is difficult to adapt in a heterogeneous environment. In this paper, we propose two different parallel parsing algorithms which are Size-Adaptive Round Robin and Dynamic Size-Adaptive Round Robin for the heterogeneous distributed computing environments. In order to show their performance, we perform several experiments and show some of the results.

Present Situation of Old-Age Income Security and Tasks for the Legal Improvement (노인의 노후소득보장의 현황과 법적 개선과제)

  • Korea, like most of other countries, is enforcing the national pension as social insurance which is a kind of the income policy. Despite the fundamental limitation on public pension or the imperfect policy, the guarantee of the minimum living standard for maintaining dignity of human being is not being reached for the standard. Poverty rate of the elderly in Korea is the first among the OECD countries and public pension dead zone is very large. The elderly low income class could become a serious social problem if low fertility and aging keep getting worse. In this study, I will analyze the present condition of the retirement security for the elderly in South Korea. Also, I will look into the present situation of old-age income security and determine problems, and propose the improvement devices for related laws.

Innovation and Improvement of National Emergency Management System in Korea - Focused on All-Hazard Approach - (국가 재난관리 체계의 혁신과 발전방향: 모든 위험 접근법을 중심으로)

  • The Ministry of Public Safety and Security was established in order to handle all sorts of disasters because of Sewol ferry tragedy and the fundamental reform on the emergency management system will be performed. The establishment of the Ministry of Public Safety and Security is considered as the landmark for the emergency management when it is compared to those in the United States and Japan in terms of the size and the authority. However, there are many tasks to be done for the settlement of the Ministry of Public Safety and Security. More specifically, a real and substantial plan should be prepared because the organization was established without blueprints or detailed implementation plan. This study suggests that all-hazard approach which is the one of the disaster management principles should be applied when the substantial plan is prepared. All possible hazard should be analyzed, assessed, and prioritized. In addition, Based on the results, the effective policies should be established with the consideration of Korean context.

A Study on the Issue and Resolving the Institutional Evaluation System : Targets of the 2017 Education Department Indicator (기관평가 제도의 문제점과 해결을 위한 고찰 2017년도 교육(지원)청 지표를 대상으로)

  • A records management agency assessment must reflect the possibility of actual situations including conditions and implementation. Institutional evaluation systems and indicators tools to improve records management. However, the reality is difficult if they are not conducted through the resources and efforts of the organization. The 2017 evaluation system of the National Archives of Korea and the index, which was published in March 2016, are expected to be highly difficult to perform as the frontline field tasks of the institution for a year. It is composed of indices with questionable effectiveness that are difficult to implement on the field. Some of these include the following: three training sessions for more than 10% of all employees, submission of document archive pictures of all schools, submission of the index items of all documents, increasing the utilization level of the standard record management system for the electronic documents that have not been transferred for several years, the transfer of non-electronic documents of all institutions, reclassification of non-disclosed records, etc. It recognizes the fundamental problems of the records management system and the 2017 evaluation indicators that the National Archives has mentioned about operations. As such, now is the time to reflect the years of experience in the field to amass knowledge that will help improve records management.
