This thesis discussed the nature of freedom of speech with emphasis on Locke's theory of social contract. First, I examined the nature of freedom of speech induced from Locke's social contract, and argued that the nature of Locke's freedom of speech exists on the self-ownership of humans. Secondly, I studied how Locke's right of self-ownership was related to the right of freedom of speech and how it is realized in civil society. I could analyze how freedom of speech was actualized with un-equality in the social relations. Thirdly, I investigated how locke's possessive freedom of speech was materialized in the market society. I tried to find out the nature of freedom of speech actualization in the capitalist market society. Finally, 1 studied to what extent the state of Locke could intervene the freedom of speech and reconsidered the meaning of locke's limit of natural risht in modern society. Conclusively, Locke's notion of Natural Right and Law of Nature have greatly influenced contemporary idea of free speech. His idea helps understand the position of liberal democratic speech. It also shows well the relation of freedom of speech and Natural Right and has helped us understand freedom of speech in terms of the position of the right of property.

The meaning of the amendment to the Media Arbitration Act in our society is not limited to media companies. And it's not just a problem for a specific group. It expresses public value because it is an issue that can affect members of society as a whole and furthermore, it becomes a bill that can infringe or strengthen individual freedom guaranteed by the Constitution, but makes different arguments. Freedom of speech is not achieved in a day and should not be easily lost by someone. Although it is not a frequent problem, fatal threats arising from wrong media reports take away an individual's present and future. It is because of this problem that the responsibility is important. Freedom of speech and control are heading in different directions, but they are the same as the front and back of the coin. The freedom pursued is different, but it consists of one body. If freedom and responsibility of speech made up of one body criticize or ignore each other, the results are scattered into a distorted On the other hand, the flexion of responsibility without freedom serves as a speaker that conveys the ideology of some classes or represents the interests of a particular group. The fact that the media should act as the air of society means that it should represent the interests of the majority, make them aware of the rights of unfair or marginalized members, and be their strength.

The Advent of the global information structure and the do-called digital revolution raise countless new issues and questions. There are no limitations regulating the expressions on the cyberspace due to internet's of quality anonymity\ulcorner diversity\ulcorner spontaneity. Therefore, the freedom of speech is expanded in both areas of time and space, which was impossible with the old communicating system. The rapid development of the internet may not have occurred without techniques of linking and framing, which provide users flexible and easy access to other website. These techniques have enabled internet users to navigate the internet efficiently and sort through the products, services and information available on the internet. Although online technology raises many new legal issues, the law available to help us resolve them, at least today, is largely based on the world as it existed before online commerce became a reality. Thus the challenge is to predict how these new legal issues may be resolved using the current law. Especially, the damage from the above side effects on the cyberspace can be much more serious than in the real world because of promptness, wideness and anonymity. Therefore, regulating and controling the freedom of speech on the cyberspace became needed, and there are two kinds of opinion; one is that the laws in the real world should be applied for the cyberspace and the other is that regulating and controling the freedom of speech on the cyberspace should be performed by the users of cyberspace not by laws because the cyberspace is a free space and must not be interfered. In this study, the current judicial regulation of cyberspace, the side effects of cyberspace and the limitations of the freedom of speech are studied to solve the above problems with speech and the liabilities of on-line service providers are discussed around defamation the distribution of obscene pictures and information, and infringement of copyright.

If private discipline replace the strict administrative regulation, fundamental rights of protective essence can be relativized while if may be beneficial for the individual freedom. Assigning the state power to the private organization is equivalent to giving up the practice of individual liberty to the organized authority. It is important to make use of public law mechanism, particularly under the imperfect juristic system. Regarding the prohibition of prior censorship, it is necessary to consider whether it is desirable to prioritize the freedom of speech over the rest of the legal benefit. Apart from this necessity, new advertisement screening mechanism was irreversibly - and controversially - introduced for the health functional food since the unconstitutional verdict of the prior screening of advertisements. With this, the state must secure the broad order through legal regulations and norms in order to freedom of speech and other legal benefit can be harmoniously and practically guaranteed.

In this paper, to estimate the time-varying parameters of speech signal, we use the robust sequential estimator based on t-distribution and, for time-varying signal, introduce the forgetting factor. By using the RSE based on t-distribution with small degree of freedom, we can alleviate efficiently the effects of outliers to obtain the better performance of parameter estimation. Moreover, by the forgetting factor, the proposed algorithm can estimate the accurate parameters under the rapid variation of speech signal.

However, although the freedom of comics expression is linked with the liberty of speech and press, it's expression is constrained by a public authority and social pressure, self-regulation. When comparing media freedom in Malaysia, Myanmar, and Thailand, so-called "fake news" appears as threats to a deliberative (online) public sphere in these three diverse contexts. However, "racist propaganda", "information operations" and "negative campaigning" might be more accurate terms that explain these forms of systematic manipulative political communication. The three cases show forms of disinformation in under-researched contexts and thereby expand the often Western focused discourses on hate speech and fake news. Additionally, the analysis shows that harmful disinformation disseminated online originates from differing contextual trajectories and is not an "online phenomenon". Drawing on an analysis of connotative context factors, this explorative comparative study enables an understanding of different forms of harmful disinformation in Malaysia, Myanmar, and Thailand. The connotative context factors were inductively inferred from 32 expert interviews providing explanations for the formation of political communication (control) mechanisms.

This study investigated learners' perceptions of using self-generated listening materials based on Text to Speech. After taking an online training session to learn how to make listening materials for extensive listening practice outside the classroom, the learners were engaged in practice with self-generated listening materials for 10 weeks in a self-directed way. The results show that a majority of the learners found the TTS-based listening materials helpful to reduce anxiety toward listening and enhance self-confidence and motivation, with a positive effect on improving their listening ability. The learners' general satisfaction can be attributed to some beneficial features of TTS-based listening material, including freedom to choose what they want to learn, convenient accessibility to the material, availability of various native speakers' voices, and novelty of digital tools. This suggests that TTS-based digital listening materials can be a useful educational tool to support learners' self-directed listening practice outside the classroom in EFL settings.

Since the use of the Internet has proliferated, the availability of illegal and harmful content has been a great concern to both governments and Internet users. Among various solutions for issues related to such content, Internet content filtering technologies have been developed for enabling users to deal with harmful content. In recent years, commercial filtering has become massively popular. Many parents, teachers and even governments have chosen commercial filtering software as a feasible technical solution for protecting minors from harmful information on the Internet. The Internet content filtering software market has grown significantly. However, Internet content filtering software has led to intense debate among civil liberties groups, They deem this to be censorship and argue that Internet filtering technologies are simply unworkable because they have inherent weaknesses. They are critical of the fact that most filtering has violated free speech rights and will eventually wipe out honor and controversial, yet innocent incidences of free speech on the Internet. In this article Internet content filtering, in particular PICS/RDF-based label filtering, so-called Internet content rating system, will be explored and its advantages and drawbacks relating to end-users' autonomy and freedom of expression will be discussed.

Libraries are founded to ensure the intellectual freedom of citizens, and citizens have the right to confidentiality regarding their needs, information access, and information use. Protecting users' privacy is critical to safeguarding their freedom of speech, freedom of thought, and freedom of assembly. Libraries and librarians should seriously concern themselves with their users' privacy because protecting this privacy is part of their most important mission, and, in doing so, users can truly enjoy their intellectual freedom. This study extensively investigated and analyzed the possibility of privacy invasion that may occur in libraries. As a result, cases of potential invasion of privacy in libraries were summarized in the following three categories: violations occurring in the process of national or law agencies' enforcement operations; violations occurring in the process of routine library services such as circulation, reference, online searching etc.; and violations occurring by outsourcing library services.
