A Study on the Systematization of the Technology Act for Platforming the Fourth Industrial Revolution

  • Korea has the potential to lead the era of the Fourth Industrial Revolution, which succeeded in the information and communication revolution, including the establishment of an e-government. The Go match between humans and computers has led to the realization that humans are starting to live in a new era that they have never experienced before. In 2018, the Federation of Science and Technology Organizations conducted a recognition survey on "what is the most urgent thing?" in the era of the Fourth Industrial Revolution. As a result, it has been shown that the readjustment of the laws of science and technology is most urgent, so it is necessary to analyze the laws of science and technology. According to the research, more than 400 laws are diagnosed, and laws that serve as basic laws cannot lead the Fourth Industrial Revolution. The Framework Act on Science and Technology provides an emphasis on the promotion and management of R&D projects. When analyzing the regulations on 'Development of Science and Technology Innovation System', 'Basic Plan of Science and Technology', and 'Comprehensive Plan for Promotion of Local Science and Technology', there is no suggestion of the Fourth Industrial Revolution. After all, a comprehensive analysis of the current Framework Act on Science and Technology indicates that it is in effect the R&D and Management Act. The "Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee" poses the problem of defining parliamentary legislation as administrative legislation. 'In addition, if we analyze the Smart City Act, the lack of logical links with the Framework Act on Science and Technology and the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee is a major problem. In conclusion, in order to platform the Fourth Industrial Revolution, two improvements can be put forward. First, the Framework Act on Science and Technology shall be abolished to enact the National Research and Development Administration Act, and secondly, the Framework Act on the Fourth Industrial Revolution shall be enacted to absorb the contents of the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee.

The Effects of the Specific Attitudes toward the Fourth Industrial Revolution and Job Satisfaction

  • The period of the Fourth Industrial Revolution is our near future and the ongoing changes in this age. We need to strive to adapt to this changes and also try to create new values. This study focuses on workers' perceptions and attitudes (self-efficacy, expectancy, and acceptance of change) toward the Fourth Industrial Revolution. These positive attitudes toward the upcoming future and the Fourth Industrial Revolution will influence on both the future and the current attitude, behavior and performance of employees. People have certain attitudes to the future, and these attitudes have an impact on current behavior. This paper tries to examine the positive attitudes toward the Fourth Industrial Revolution era and the influence of positive attitudes toward this new age on the current job satisfaction. Through this process, this paper explains what kinds of attitudes the workers should have in the Fourth Industrial Revolution era, and also sheds light on significance and purpose of this paper to explain how these specific attitudes toward the future influence the present performance such as job satisfaction.

4차산업혁명시대의 R&D 프로세스 고찰과 제안 (A Study on the R&D Process of the 4th Industrial Revolution Era)

  • Purpose: The purpose of this study is to investigate the characteristics and limitations of various R&D processes. And to propose new R&D processes by analyzing the characteristics of the era of the fourth industrial revolution that will lead to innovative changes throughout the industry. Methods: Research method is to analyze the previous research on existing R&D process and draw out implications, and develop a new R&D process model that reflects characteristics of the fourth industrial revolution era. Results: This study analyzes the characteristics and situation of existing R&D process and derives the features of parallel structure and modularity suitable for the 4th industrial revolution era, characterized by super connectivity, super intelligence, super fusion. And propose a R&D process model that can respond flexibly and promptly to various market and customer needs. Conclusion: Suggestions for the development of R&D processes suitable for the fourth industrial revolution era will present new strategies and measures and provide diverse & innovative opportunities.

A Study on the Development of the Key Promoting Talent in the 4th Industrial Revolution - Utilizing Six Sigma MBB competency-

  • Purpose: This study suggests that Six Sigma MBB should be used as a key talent to lead the fourth industrial revolution era by training them with big data processing capability. Methods: Through the analysis between articles on the fourth industrial revolution and Six Sigma related papers, common competencies of data scientists and Six Sigma MBBs were identified and the big data analysis capabilities needed for Six Sigma MBB were derived. Then, training was conducted to improve the big data analysis capabilities so that Six Sigma MBB is able to design algorithms required in the fourth industrial revolution era. Results: Six Sigma MBBs, equipped with the knowledge in field site improvement and basic statistics, were provided with 40 hours of big data analysis training and then were made to design a big data algorithm. Positive results were obtained after applying a AI algorithm which could forecast process defects in a field site. Conclusion: Six Sigma MBB equipped with big data capability will make the best talent for the fourth industrial revolution era. A Six Sigma MBB has an excellent capability for improving field sites. Utilizing the competencies of MBB can be a key to success in the fourth industrial revolution. We hope that the results of this study will be shared with many companies and many more improved case studies will arise in the future as a result of this study.

The Effects of Self-Regulated Learning on Career Decision-Making Efficacy through Positive and Negative Attitudes in the Fourth Industrial Era

  • As the environment changes become more complex, learners should establish the learning strategy for the 4th industrial era and the post-COVID-19, also change. This paper focuses on the importance of self-regulated learning. Through this learning strategy, learners will form more positive attitudes and reduce negative attitudes toward the 4th industrial era. This attitude change will lead to an improvement in learners' career decision-making efficacy as a sense of future efficacy. As a result of the study, it was demonstrated that self-regulated learning improves career decision-making efficacy through the mediating effect of positive attitude formation toward the fourth industry. This article emphasizes the necessity of self-regulated learning as a valid learning strategy for the new era. The effect of self-regulated learning is explained as an improvement in attitude toward the future and a sense of efficacy. Through this learning strategy, learners' future performance could be improved.

Attitudes and Performance of Workers Preparing for the Fourth Industrial Revolution

  • Recently, the most frequently studied topics related to the fourth industrial revolution (FIR) are Big data, AI, Cloud Computing and Internet of Things- these four components are collectively known as the main components of the FIR (henceforth MCs). The MCs have a wide range of effects on workers' performance. As such it is imperative that these components are properly understood. This understanding will lead to a proper recognition of the attitudes that workers need to adopt to the MCs. Specifically, the attitudes of workers to several variables need to be examined, including importance, intention to use, belief in improvement, efficacy to use, and negative cognition. Each of these variables plays a role in determining how worker's performance in the FIR era will change. The performance-related variables such as self-efficacy, expectations, and acceptance of change are also crucial. These variables are related to creation of new opportunities, and can greatly influence performance in the FIR era. This study explains how specific attitudes to MCs improve performance-related factors for FIR. The adoption of these attitudes will ultimately lead to more successful adaption to the FIR era.

4차 산업혁명 시대 사범대학 예비교사의 교육패러다임 인식에 관한 탐색적 연구 (An Exploratory Study on The Pre-service Teachers' Perception of Education Paradigm in The Fourth Industrial Revolution Era)

  • 본 연구는 4차 산업혁명 시대 교육패러다임과 교사의 교수역량에 대한 예비교사의 인식을 탐색하는 데 그 목적이 있다. 이를 위해 예비교사 53명이 한 학기 동안 팀 토의 중심 수업으로 참여하였다. 본 연구자료인 토의 보고서는 근거이론 접근법으로 분석하였으며 결과는 다음과 같다. 첫째, 4차 산업혁명 시대의 핵심 교육은 정보통신기술, 윤리관, 융합교육, 창의성, 인성교육, 협업으로 예비교사는 이와 같은 교육을 위해 융합교육, 지역연계학습, 거꾸로 학습, 혼합학습 등의 학습자 중심 학습과 평가방법의 변화가 필요하다고 하였다. 둘째, 교사에게 필요한 교수역량은 융합적 교육과정 재구성 역량, 정보처리 역량, 공감 및 이해 역량, 창의적 교수 및 교수설계 역량, 협업 및 의사소통 역량으로 분석되었다. 본 연구는 4차 산업혁명 시대의 예비교사양성을 위한 교육패러다임의 변화에 도움을 줄 수 있을 것이라 기대한다.

4차 산업혁명 시대의 대한민국 의료기술 전주기 관리현황 및 단계별 개혁과제 (Current Status and Reform Tasks in Life Cycle Management of Korean Health Technology for the Fourth Industrial Revolution Era)

  • Entering the fourth industrial revolution era, health technology is rapidly developing and the people's needs for medical services are gradually increasing. Establishing a life cycle management of health technology has emerged as a new policy agenda to cope with these changes. However, the management of health technology have been conducted without continuity and with several problems pointed out. Therefore, we suggest the reform agendas by stages to establish system for a life cycle management of health technology in the fourth industrial revolution era as follows. In the stage of development, it is important not only to provide research funding, but also consulting by professional about whole cycle of health technologies. In the phase of market entry, there are needs for enhance the system that would expand the early adoption for innovative technology and increase its effectiveness. After the spread of health technology to clinical settings, a reassessment and post management system should be established that have an institutional framework with strong price adjustment and exit mechanism. Furthermore, we hope that discussions will be brisk in macro perspective on the balancing of development in healthcare industry, health of people and national health insurance finance.

제4차 산업혁명 시대를 위한 기독교 교육 (The Christianity Education for the Fourth Industrial Revolution Era)

  • 본 연구는 제4차 산업혁명의 시대를 맞이하면서 미래사회를 효과적으로 준비하기 위해 현대의 기독교가 교육적 차원에서 감당해야 할 역할이 무엇인지를 조명한다. 인간의 노동력을 포함한 인간의 다양한 영역들이 인공지능 로봇에 의해 대체될 것으로 예상되는 가운데, 급변하는 초(超)불확실성의 세계에서의 효율적 적응을 위한 공감능력과 인성적 자질을 개발을 돕는 창의성 교육이 새로운 대안으로 제시되고 있다. 그런데 현대의 기독교는 건물로서의 교회를 넘어 공공의 영역에서 이 사회공동체의 구성원으로서 이 시대가 당면한 문제를 함께 풀어갈 공적 책임이 있다. 이러한 상황에서 현대의 기독교가 세상에 분명히 제시할 수 있는 공적 담론으로서의 교육은 무엇이고 그 방법은 어떠해야 하겠는지를 살펴보는 것이 본 연구의 목적이다. 본 연구는 제4차 산업혁명 시대를 위해 기독교가 참여할 바른 교육에 대해 다음의 사항들을 제안한다. 첫째, 공동체 의식을 통한 소속감의 강조가 필요하다. 둘째, 창의력을 개발하는 교육에 대한 진지한 고민과 준비가 필요하다. 셋째, 전 세대를 아우르는 교육적 방향 설정이 필요하다. 넷째, 지역사회에 디지털 활용을 통한 실제적 교육을 실천해야 한다. 마지막으로, 4차 산업혁명 시대의 기독교는 보다 더 통합적일 필요가 있다. 그처럼 기독교 공동체가 지역사회의 의제가 자신의 과제임을 인식할 때, 모두가 상생하고 공생하는 사회를 만들어갈 수 있을 것이다.

3·1 운동 정신과 제4차 산업혁명 시대에서의 선교적 교회 역할 (The Spirit of the March First Movement and the Role of a Missional Church in the Era of the Fourth Industrial Revolution)

  • 본 연구는 2019년 올해로 3.1 운동이 발발한지 백주년을 맞이하면서 3.1 운동이 한국역사에 미쳤던 의의와 영향들을 살펴보고 제4차 산업혁명시대의 교회가 감당해야 할 역할이 무엇인지를 조명했다. 또한 이러한 3.1 운동이 현대 사회에 주는 의미를 다음과 같이 확인했다. 첫째, 교회는 사회에 대한 분명한 책임의식이 필요하다. 둘째, 현존하는 미래인 다음 세대에 대한 관심이 필요하다. 셋째, 그들을 위한 실제적 교육이 필요하다. 넷째, 이상만큼 중요한 것은 그 속에 들어있는 가치이다. 이러한 사실들을 중심으로 제4차 산업혁명 시대를 맞이하는 현대의 교회 역할은 어떠해야 하겠는지를 제안하였다. 첫째, 교회는 소속감을 강조하는 선교적 접근을 시도해야 한다. 둘째, Z세대로 불리는 다음 세대를 향한 교육이 무엇보다 중요하다. 셋째, 새로운 시대의 교회는 시민사회운동의 주역이 되어야 한다. 넷째, 교회의 온전한 교회됨의 구현을 위한 노력이 필요하다. 그래서 제4차 산업혁명 시대의 교회는 일상의 삶에서 하나님의 나라를 드러내는 보다 더 선교적인 공동체이어야 한다.
