Forestry in Malaysia : An Institutional Overview

  • Forestry as with all land matters, under the Constitution, is a State matter. Thus the States, numbering 14, have considerable autonomy in decisions on forestry and related matters. However, the Federal Government, having jurisdiction over such issues as defence, education and research, endeavours to coordinate, standardise and advise the States on matters where the States have jurisdiction. However, forestry being a major revenue earner, is jealously guarded by the States. Under such circumstances and recognising the interdependencies of impacts of decisions at the State level, the institutional organisations play an important role in coordinating state activities to ensure that the benefits to the country as a whole are not sacrificed in favour of interests of individual state. Various legislative mechanisms have been established to ensure this coordinated effort. A National Forestry Council forms the apex of national political coordination. The Federal Forestry Department is responsible for coordination of developmental activities at the State level, which are implemented be the State Forestry Departments within Peninsular Malaysia. Research is carried out centrally by the Forest Research Institute of Malaysia(FRIM), a statutory body formed in 1985 from a research division of the Forestry Department. The Stares of Sabah and Sarawak have their own Forestry Departments, independent of the Federal Department, and each with its own research unit independent of FRIM. Tertiary education in forestry is the sole responsibility of the Agricultural University at Serdang with a campus for Diploma level training in Sarawak. In the developmental area in the State of Sabah, institutions have been formed to focus on specific areas of activities. The Sabah Foundation is responsible for the long term development of the State forests with a concession of about one million ha. Sabah Forest Development Authority(SAFODA) was formed to carry out reforestation of denuded areas. Sabah Forest Industries Ltd.(SFI) is responsible for the country's only integrated pulp and paper industry with its own afforestation program to support its resource supply. In Peninsular Malaysia various states have established State Corporations to manage large "sustained yield" concessions. While wildlife and state parks are managed by the respective forestry departments in Sabah and Sarawak, it is the responsibility of a separate department in Peninsula Malaysia called the Department of Wildlife and National Parks(under the Ministry of Science, Technology and Environment). Timber trade legislation and promotion in the Peninsular is the responsibility of the Malaysian Timber Industries Board(MTIB) for Peninsular Malaysia and the Sarawak Timber Industries Development Corporation(STIDC) in Sarawak. In the area of NGOs ; the Institute of Foresters Malaysia, is the professional body of forestry in the country. A Malaysian Forestry Society caters for the public participation and interest. Other environmentally related NGOs such as the Malayan Nature Society, the Environmental Protection Society, World Wildlife Fund, Friends of the Earth and the Consumers Associations also involve themselves in specific forestry activities. A number of timber trade associations are also formed by the private sector to assist the industries.

산림경영협업체작업단(山林經營協業體作業團)에 관(關)한 연구(硏究) (A Study on the Working Unit of Forestry Management Cooperatives)

  • 본(本) 연구(硏究)는 산림경영협업체(山林經營協業體)의 산림작업(山林作業)을 담당하기 위하여 1984년(年)부터 협업경영지도소별(協業經營指導所別)로 조직된 산림경영협업체작업단(山林經營協業體作業團)의 문제점과 앞으로의 과제를 밝히고자 수행하였다. 울산군(蔚山郡) 4개(個) 산림경영협업체작업단(山林經營協業體作業團) 단원(團員) 33명(名)과 진안군(鎭安郡) 1개(個) 산림경영협업체작업단(山林經營協業體作業團) 단원(團員) 10명(名)을 대상으로 1993년(年) 7월(月)과 8월(月) 사이에 직접 설문에 의한 조사를 실시 분석하였다. 그 결과, 충분한 산림작업량(山林作業量)을 확보하지 못하여 거의 활동하고 있지 않는 작업단(作業團)이 존재하고 있었으며, 그 때문에 임업기술교육(林業技術敎育)을 받은 작업단원(作業團員)의 전직(轉職)이 많아, 숙련(熟練)에 의한 효율적(效率的)인 산림작업(山林作業)이 저해되고 있는 실정이었다. 정부(政府)는 전업적노동자(專業的勞動者) 중심의 작업단(作業團) 육성에 중점을 두고 있으나, 작업단(作業團) 육성에는 지역의 노동력시장(勞動力市場), 농임업구조(農林業構造), 노동력구성(勞動力構成), 임금수준(賃金水準), 산림작업량등(山林作業量等)이 고려되어져야 한다는 결과를 얻을 수 있었다.

Calcineurin-Responsive Transcription Factor CgCrzA Is Required for Cell Wall Integrity and Infection-Related Morphogenesis in Colletotrichum gloeosporioides

  • The ascomycete fungus Colletotrichum gloeosporioides infects a wide range of plant hosts and causes enormous economic losses in the world. The transcription factors (TFs) play an important role in development and pathogenicity of many organisms. In this study, we found that the C2H2 TF CgCrzA is localized in both cytoplasm and nucleus under standard condition, and it translocated from cytoplasm to nucleus in a calcineurin-dependent manner. Moreover, the ΔCgCrzA was hypersensitive to cell wall perturbing agents and showed severe cell wall integrity defects. Deletion of the CgCRZA inhibited the development of invasive structures and lost pathogenicity to plant hosts. Our results suggested that calcineurin-responsive TF CgCrzA was not only involved in regulating cell wall integrity, but also in morphogenesis and virulence in C. gloeosporioides.

Identification and Expression Patterns of fvexpl1, an Expansin-Like Protein-Encoding Gene, Suggest an Auxiliary Role in the Stipe Morphogenesis of Flammulina velutipes

  • Expansins are cell wall proteins that mediate cell wall loosening and promote specific tissue and organ morphogenesis in plants and in some microorganisms. Unlike plant expansins, the biological functions of fungal expansin-like proteins have rarely been discussed. In the present study, an expansin-like protein-encoding fvexpl1 gene, was identified from Flammulina velutipes by using local BLAST. It consisted of five exons with a total length of 822 bp. The deduced protein FVEXPL1 contained 274 amino acids with a predicted molecular mass and isoelectric point of 28,589 Da and pH 4.93, respectively. The first 19 amino acids from the N terminal are the signal peptide. Phylogenetic analysis and multiple protein alignment indicated FVEXPL1 was an expansin-like protein. The expression level of fvexpl1 gene in the stipe was significantly higher than that in the mycelia, primordia, and cap. However, the expression level of fvexpl1 gene was significantly higher in the fast elongation region of the stipe as compared with the slow elongation region. Expression analysis indicated that fvexpl1 gene might have an auxiliary role in the stipe morphogenesis of F. velutipes.

산림작업에서 안전사고 예방을 위한 제도적 개선에 관한 연구 (Study on the System Improvement for Accident Prevention of Forestry Operations in Korea)

  • 산림분야에서는 노동재해 예방을 위하여 임업 노동자의 자격과 선발기준, 기능인영림단의 구성요건, 안전대책 등에 관한 사항을 여러 법규와 지침 등에 규정하고 있다. 우리나라의 임업 교육훈련은 산림청의 교육원과 산림조합중앙회 소속의 3개 훈련원에서 담당하고 있다. 3개 훈련원에서는 공통과정과 특화과정으로 나누어 교육훈련을 실행하고 있으며, 안전교육은 각 교육과정별 커리큘럼 안에 포함하여 시행되고 있다. 본 연구에서는 임업분야 재해율 저감을 위하여 다음과 같은 제도적 개선방안을 제안하였다. (1) 적성검사 실시, 연령 제한 등 임업노동자의 자격 선발 기준 강화. (2) 기능인영림단 구성을 위한 필수인력의 교육 일수 및 자격 소지자 구성비율 상향 조정. (3) 산림경영기술자(기능2급)의 자격취득에 관한 규정 보완. (4) 보수교육(안전교육)을 통한 자격갱신 제도 도입. (5) 산림작업현장에서의 근로조건 개선 및 안전교육의 체계화. (6) 개인보호구 관련 규정 보완. (7) 개인보호구 착용 여부 수시 지도점검. (8) 안전의식 강화를 위한 현장 대응 보완.

Impacts of Close-to-nature Management Technology on the Korean Pine Soil Chemical Properties in Northeast China

  • Based on the guiding ideology of "Close-to-nature forestry", the soil chemical properties of Korean pine (Pinus koraiensis) plantation forest which was early done by canopy gap control were analyzed of Liangshui nature reserve in northeastern China. The results indicated that the nurture of forestry crevice diaphanous tended to improve the soil nutrient contents and significant differences of soil nutrients existed among different levels of soil for the same forest type of Korean pine. At 0< $H{\leq}20$ cm layer, the content of available nitrogen, available phosphorus, available potassium, total nitrogen and total phosphorus in artificial pure Korean pine forest are 640.28 $mg{\cdot}kg^{-1}$, 7.54 $mg{\cdot}kg^{-1}$, 275.91 $mg{\cdot}kg^{-1}$, 1.114% and 0.075%, they all higher than the other kinds of forests and for average 1.1 times, 1.4 times, 1.3 times, 1.6 times and 1.2 times. From the layer of $0<H{\leq}20$ cm to 20 cm < $H{\leq}40$ cm, soil nutrient indicators showed various degrees of decreasing in which organic matter had the greatest decline, decreasing by 170.64% while PH had the lowest decline, decreasing by 4.66%.

하까엠(Community Forestry Programme)과 REDD+(인도네시아에서 하까엠이 REDD+의 이행주체가 될 수 있는가?) (Hutan Kemasyarakatan (Community Forestry Programme) and REDD+)

  • The purpose of this study was to investigate if an community forestry programme (HKm) could be one of the main tool for REDD+ in Indonesia. Recently, considerable numbers of countries including Norway, England, Korea and etc. have invested 69 million US$ in total to Indonesia for implementation of REDD+. However, forest dependent people without a communal right are subject to poor forest governance during a stream of REDD+ in Indonesia. This study suggest that HKm are needed to be a tool for REDD+ in order to achieve the objects of REDD+ in terms of Equity, Efficiency, and Effectiveness (3Es) by stimulating local and Indigenous peoples to participate in REDD+. As a result of our study, Indonesia government have designated only 200,000 ha for HKm area by 2007. Indonesia government have a week political will to extend its area to give a communal right to those peoples who dwell in state forests and HKm application process is complicated and slow. HKm has a potential to be main tool for REDD+ in Indonesia. However HKm will be difficult to be main tool for REDD+ without resolving current obstacles.

입목가 평가를 통한 임업의 수익성 분석 (Forestry Profitability in Korea with Evaluating Stumpage Prices)

  • 표준적인 산림 조건을 가정하여 주요 경제수종의 기준 벌기령 입목가를 평가하여 임업의 수익성을 분석하였다. 벌기령의 입목가는 원목가격에서 벌목 운반비를 빼는 시장가역산법으로 평가하였다. 일본잎갈나무의 경우 기준 벌기령(30년)에서 입목가는 약 450만원/ha, 잣나무의 경우 기준 벌기령(50년)에서 입목가는 약 370만원/ha로 산정되었다. 이는 수확후 재조림비용 606만원 이하에 머물러 보조금이 뒷받침되지 않으면 갱신으로 이어지지 않는다. 육림비용을 포함하면 그 차이는 더욱 커진다. 장래에도 목재가격은 상승하지 않을 것이고 인건비는 상승할 것이므로 임업의 수익성은 더욱 악화될 것이다. 현재의 고비용 임업방식을 개선하지 않으면 지속가능한 산림경영을 실현하기 어렵고 공적 투자에 의존할 수밖에 없을 것이다. 따라서 임업의 비용을 절감하기 위해 천연갱신처럼 조림비용이 들지 않는 저비용 임업을 채용할 필요가 있다. 또, 임목수확의 비용절감을 위해 임도를 비롯한 임업 인프라에 투자해야 한다.
