  • After Forest Service formed a forest welfare service system by life cycle in 2008, they established a variety of policy for promoting welfare of the people. In Forest welfare service plan(2013~2017) which recently the forest service department established to along with government's welfare policy, they introduce forest welfare service voucher linked to National welfare system to provide forest welfare actively to disadvantaged citizen. The purpose of this study is to setup a direction of forest voucher system, and to make strategies of forest welfare service voucher by research existing voucher system of government. A study conducts a qualitative research by use grounded theory without a quantitative research, because there is not a lot of similar cases with forest welfare service voucher. The subject of this study is experts of National Park Authority 's voucher management, forest service's Nature recreation management and relevant researcher institution. The research is conducted by interviewing the subject and by using grounded theory analysis. After processing an opening coding, categorization of opening coding, and axis coding, induce a direction of the forest welfare service voucher system.

  • This research was performed for the purpose of providing useful and base data and preservation strategy of growth characteristics of Rhododendron micranthum. From the result of research, wild growth area of Rhododendron micranthum was discovered near steep forest road on 695~901m in altitude above sea level of Baekdu-daegan National Arboretum. Vegetation colony structure of Site I was resulted in Pinus densiflora(tree stratum M.I.P.=45.3%) is dominants, Betula schmidtii(arborescent M.I.P.=9.8%) is second dominant, and Site III resulted in Pinus densiflora(tree stratum M.I.P.=30.5%) is dominants, Betula schmidtii(arborescent M.I.P.=10.3%) is second dominant. Site II resulted in Betula schmidtii(arborescent M.I.P.=30.4%) is dominants and Pinus densiflora tree(tree stratum M.I.P.=8.3%) is second dominants. For herbs, it was researched that the rate of one year herb of chrysanthemum family(10), rice family(3), sedge(2) was higher than near forest area. Among Species diversity index, that of Shannon was in range of 0.7348~1.1090. After comparing this with similar area, this value was relatively low. Dominance analysis result was analyzed that various groups are evenly distributed. Monthly highest average temperature is $23.9^{\circ}$ in Site A and Site B, and monthly lowest average temperature is $-4.5^{\circ}C$ in Site I and $-4.7^{\circ}C$ in Site II. Monthly maximum average humidity is 85.6% in Site I and 83.2% in Site II. Monthly minimum average humidity is 60.9% in Site I and 60.8% in Site II and it showed that these 2 area are located far away but have similar temperature and humidity characteristic and climate environment is similar. It was analyzed that humidity is high with the result of annual average humidity is over 60%. • In this study, we investigated the effect of seed collection stage and alternating temperature on the germination of Deutzia paniculata (Hydrangeaceae). The seeds were collected from naturally growing D. paniculata populations in Mt. Palgong, Gyeonsangbuk-do, Korea every two weeks over a three month period from August through October, 2014, totaling five collections. We examined seed characteristics such as seed size (length and width) and weight, and germination percentages for each collection stage under four different germination temperature regimes. We also examined germination after 30 and 60 days of cold moist stratification. Each collection phase had a different germination percentage and the lowest germination percentage was observed in the seeds from phase I (average GP of 15.7%). The germination percentage was similar at the later collection phases and in the higher temperatures suggesting that later collection times and higher temperatures are optimal for D. paniculata germination. We found that the optimum collection stage with high viability and germination percentage of for D. paniculata was during the middle of the September.

  • Background: We measured the weight characteristics, intercellular space volume as a proportion of root volume, and quantities of the functional component in Angelica gigas Nakai, collected from four cultivation areas in Pyeongchang, including Tapdong-ri and SangjinBu-ri, and tested the results for correlations. Methods and Results: Dry weight was the highest in the Tapdong-ri group ($13.37{\pm}0.13g$) and the lowest in the SangjinBu-ri group ($11.90{\pm}0.57g$). The percentage of intercellular spaces within the roots, determined by micro-CT camera, was the highest in the Tapdong-ri group ($6.44{\pm}0.76%$) and the lowest in the SangjinBu-ri group ($9.01{\pm}2.15%$). The quantity of functional components were the highest in the Tapdong-ri group ($116.13{\pm}9.53mg/g$) and the lowest in the SangjinBu-ri group ($99.77{\pm}23.23mg/g$). Conclusions: The dry weight of A. gigas significantly correlated with the volume and percentage of intercellular space. An increase in the dry weight resulted in a negative correlation between the volume and ratio of the intercellular spaces. The volume of intercellular space correlated negatively with levels of the functional components, this was significant in the case of the nodakenin, decursin and decursinol angelate content (p < 0.016).

  • The U.S. Forest Service administers the world's largest forestry research organization. From its modest beginning in 1876, some 30 years before the United States national forest system was established, the research branch has devoted its effort to meet current and future information needs of the forestry community of the United States, not just for the U.S. Forest Service. The research branch is one of three major administrative units of the U.S. Forest Service. The others being the National Forest System and State and Private Forestry. Currently the National Forest System comprises 155 national forests, 19 national grasslands, and 18 utilization projects located in 44 states. Puerto Rico, and the Virgin Islands. The National Forest System manages these areas for a large array of uses and benefits including timber, water, forage, wildlife, recreation, minerals, and wilderness. It is through the State and Private Forestry branch that the U.S. Forest Service cooperates and coordinates forestry activities and programs with state and local governments, forest industries, and private landowners. These activities include financial and technical assistance in disease, insect, and fire protection ; plan forestry programs ; improve harvesting and marketing practices ; and transfer forestry research results to user groups. Forestry research is carried out through eight regional Forest Experiment Stations and the Forest Product Laboratory. Studies are maintained at 70 administrative sites, and at 115 experimental forest and grasslands. All of the current sciences that composed modern forestry are included in the research program. These range from forest biology (i. e. silviculture, ecology, physiology, and genetics) to the physical, mathematical, engineering, managerial, and social sciences. The levels of research range from application, developmental, and basic research. Research planning and priority identification is an ongoing process with elements of the research program changing to meet short-term critical information needs(i. e. protection research) to long-term opportunities(i. e. biotechnology). Research planning and priority setting is done in cooperation with National Forest Systems, forest industries, universities, and individual groups such as environmental, wilderness, or wildlife organizations. There is an ongoing review process of research administration, organization, and science content to maintain quality of research. In the U.S. Forest Service the research responsibility is not completed until the new information is being applied by the various user group : I. e. technology transfer program. Research planning and development in the U.S. Forest Service is a dynamic activity. Porgrams for the year 2000 and beyond are now in the planning stage.

  • This study investigates the users' perception of the importance and performance of National Recreation Forest Service Programs quality, forest environmental education and cultural benefits, with the aim of improving the level of service quality within the programs. An Important-Performance Analysis (IPA) was performed to determine significant patterns. The IPA results showed that most users' perceived as important how well the service programs performed to meet their expectations. The enclosed study finds, for example, users' answered that three factors which were less important to them were entrance fee, size of program center or facilities and amount of information. These factors performed poorly, and the program of guidance indicates the need for improvement of these factors. In addition, the finding also suggests how recreational service programs in the future can complement and improve what they offer. These are as follows. The process of preparation and content of the program order need to be effectively established. The Program Director needs to maintain a friendly attitude and must have ongoing training on how to provide effective programs. For programs to be enjoyable and satisfying for users, the location of the programs should provide a comfortable environment. Also, detailed program guidance is required for users' convenience. It is expected that the results of this study will be useful when ameliorating and establishing the marketing strategy of the National Recreation Forest Service Programs.
