This study is aiming at providing the useful information for successful implementation of the forest resource promotion policy through analyzing the impacting factors and their relationships on policy accomplishment and policy effectiveness in executing the forest resource promotion policy. Interview survey was conducted on the stake-holders such as government officers and civilians who have direct or indirect influences on the establishment and execution of the forest resource promotion policy. The forest resource promotion policy was heuristically analyzed by using the LISREL (Linear Structural RELations) Model. The policy accomplishments of forest resource promotion significantly showed the positive relations with the suitability of problem recognition, the suitability of policy decision-making and rationality of policy execution, while the degree of policy support and the policy accomplishments were having significant impacts upon the policy effectiveness. Since the path coefficients between the latent variables and observed variables and among the latent variables mostly showed the positive relations significantly, the forest resource promotion policy was evaluated very successful in terms of policy accomplishments and policy effectiveness.
The objective of this study is to provide useful information for the establishment of efficient policy implementation strategies of forest road construction policy in South Korea. Data needed for the analysis was collected by a questionnaire survey. For the analysis, policy evaluation model was constructed based on theories of public policy. Evaluation model contains three independent variables (policy initiative factor, policy content, policy environment) and two dependent variables (policy result, policy impact). Since, these variables are unobservable latent variables, observable indicators are needed as proxy measures. LISREL (Linear Structural Relationships) was employed for the analysis since it is a useful measure for analysing linear structural model which consists of structural and measurement equations. It was confirmed that forest road construction is an effective policy mean for the development of rural region and activating forest resources management. The policy outcome, however, was not satisfactory. To improve the effectiveness of forest road construction policy some modification of policy contents are needed such as increased construction budget, allowing more flexibility and participation to the implementation personal and providing technical support.
In This study, we examined the gap between supply and demand of forest policy by year through big data analysis for macroscopic evaluation of the 5th Basic Forest Plan. We collected unstructured data based on keywords related to the projects mentioned in the news, SNS and so on in the relevant year for the policy demand side; and based on the documents published by the Korea Forest Service for the policy supply side. based on the collected data, we specified the network structure through the social network analysis technique, and identified the gap between supply and demand of the Korea Forest Service's policies by comparing the network of the demand side and that of the supply side. The results of big data analysis indicated that the network of the supply side is less radial than that of the demand side, implying that various keywords other than forest could considerably influence on the network. Also we compared the trends of supply and demand for 33 keywords related to 27 major projects. The results showed that 7 keywords shows increasing demand but decreasing supply: sustainable, forest management, forest biota, forest protection, forest disease and pest, urban forest, and North Korea. Since the supply-demand gap is confirmed for the 7 keywords, it is necessary to strengthen the forest policy regarding the 7 keywords in the 6th Basic Plan.
The purpose of this study is to evaluate the fitness of policy topics and policy making process, the reasonableness of policy enforcement, the backing of public opinion and the results and effects of policy enforcement for the reforestation and silviculture policy in Korea. Most of the fitness of policy topics was evaluated positively, but the change of species of reforestation trees from a coniferous tree to broad-leaved tree was evaluated negatively. Most of the fitness of policy making process and the reasonableness of policy enforcement was evaluated positively, but the conflicts with other forest policy was evaluated negatively. And the limits of self-judgement of the responsible person needs to be extended. The backing of public opinion was evaluated positively but that of statesman was evaluated negatively. And the most of the results and effects of policy enforcement was evaluated positively but the economic contribution of the policy was evaluated negatively.
This study was conducted to provide the policy information on implementing forestry mechanization through analyzing the project results and policy effectiveness. Study method adopted LISREL (Linear Structural Relationships) model which is the covariance structural equation model. Data was collected by questionnaires on the executors who are actually executing the forestry mechanization project. The analysis results on project outcome, policy satisfaction, and education and training showed the average. But the policy consistency, the consolidation of law and system and the spreading of forest machines showed bellow the average. Therefore, it is necessary to implement the consistent policy through the consolidation of law and system, and to increase the spreading ratio of forest machines in the forestry mechanization. In forestry mechanization project, the policy basis, the spreading of forest machines, and the education and training showed the positive affect on the policy outcome, respectively. The policy outcome had the positive affect on policy satisfaction. Accordingly, although the forestry mechanization policy system is important, it is necessary to spread the forest machines and to increase the training and education of operators for the successful forestry mechanization in the future.
Societal value of the benefits forests provide has grown significantly, given their pivotal role in mitigating climate change and fostering the shift toward a carbon-neutral society. Due to the economic and public value of forests, which extends far beyond landowners and foresters, the forestry sector mutually interacts with society as a whole. Thus, understanding public perceptions and preferences concerning forests and forest policies from the societal viewpoint is vital for shaping future forest policy decisions. This research delved into evolving perceptions over the past 32 years, using a time-series analysis of data gathered from the 'Public awareness survey on forests'. This survey, conducted seven times between 1991 and 2023 by opinion poll agents, provides insights into changing sentiments. The findings reveal a notable increase in public satisfaction with overall forest policies. Specifically, positive sentiments were observed regarding forest rehabilitation, forest trails, education initiatives, and the establishment and functioning of forest recreation facilities. Conversely, the study highlights areas where public satisfaction remained relatively low, notably in matters concerning the use and conversion of mountainous regions, forest disaster prevention, and international forest cooperation. Additionally, the respondents emphasized the need for heightened attention to forest management, the development of forest roads, and increased efforts in overseas afforestation compared to current initiatives.
Major cities have strengthened their efforts to improve the environmental function of the urban forest through aspects of quantity and quality. Yet, it is difficult to propose both long-term improvement and management policy direction continuously due to a lack of evaluating method that social needs could be reflected. After all, effective strengthening of the function of an urban forest, composed of social and biotic environments, is essential to create evaluation criteria. Such data reflects a quantity variation and identifies the distribution and habitation of biotic sources as well. An assessment of utilization possibilities presents such values as a green connectivity, an ecological healthiness, and usage and access opportunities. Consequently, this research was executed to create an urban forest sustainability index that proposes a management and policy direction based on the evaluation of quantity and quality aspects. This study was processed by the following steps: a degree of importance of ecological aspect, a sub-classification index choice, and an examination of adequacy. This research was conducted from premises that urban forest had another functions comparisons to a natural forest. As a result, a criteria of sustainability should be considered to evaluate an ecological aspect, as well as the social and management aspects regarding human disturbance. This research is designed to develop an evaluation index for ecological aspect. In order to evaluate the ecological healthiness of an urban forest, a vegetation index considers aspects of related rarity, damage possibility, naturalness, area, and diversity. In a wildbird index-related study, forest duration and area were selected. Finally, a variance analysis is presented, inclusive of stability, naturalness, diversity, potentiality, and possibility of wildlife inhabitation, which is indicative of an urban forest sustainability index.
The purposes of this study were to reveal the backgrounds, process, and evaluation of the "Forest Survey Project(1910)" and to determine the influence of the "Comments on the Classification of Forest Land Ownership in Korea(1910)", which was based upon the results of the project, on forest policy in the early period of the General-Government of Korea. The forest survey project was conducted by two Japanese, Kiuchi and Saito, to understand the forest distribution in the Korean Peninsula by ownership and stand. However, the accuracy of the project was very low due to the lack of budget and time. Especially, village forests and special easement forests in the northern peninsula were classified into the Nation Forest without Administration caused by the informality and arbitrariness of the survey. Nevertheless, the General-Government of Korea used the results of the survey for establishing the forest policy on the classification of the forest land ownership in Korea at that time. The "Comments on the Classification of Forest Land Ownership in Korea(1910)" was based upon the results of the survey as mentioned above. The comments was realized as colonial forest policy through the Forest Ordinance in 1911 and a series of policies consolidating the modern forest ownership. To conclude, the "Forest Survey Project" was used to establish colonial forest policy in the early of the General-Government of Korea while its accuracy was truly low. Moreover, the "Comments on the Classification of Forest Land Ownership in Korea" had a great influence on the formulating the directions and details of colonial forest policy in Korea under the rule of Japanese Imperialism.
The carbon-offset mechanism based on forest management has been recognized as a meaningful tool to sequestrate carbons already existing in the atmosphere. Thus, with an emphasis on the forest-originated carbon-offset mechanism, the accurate measurement of the carbon stock in forests has become important, as carbon credits should be issued proportionally with forest carbon stocks. Various remote sensing techniques have already been developed for measuring forest carbon stocks. Yet, despite the efficiency of remote sensing techniques, the final accuracy of their carbon stock estimations is disputable. Therefore, minimizing the uncertainty embedded in the application of remote sensing techniques is important to prevent questions over the carbon stock evaluation for issuing carbon credits. Accordingly, this study reviews the overall procedures of carbon stock evaluation-related remote sensing techniques and identifies the problematic technical issues when measuring the carbon stock. The procedures are sub-divided into four stages: the characteristics of the remote sensing sensor, data preparation, data analysis, and evaluation. Depending on the choice of technique, there are many disputable issues in each stage, resulting in quite different results for the final carbon stock evaluation. Thus, the establishment of detailed standards for each stageis urgently needed. From a policy-making perspective, the top priority should be given to establishinga standard sampling technique and enhancing the statistical analysis tools.

This study was conducted to select the restoration priority of forest damage sites in Gangwon Province. We first identified the status of damaged areas. We then selected restoration evaluation indicators through a literature review. We then set weights for these indicators through expert surveys. We next acquired data that can represent these indicators and spatially mapped them. Finally, we prioritized the restoration target sites by taking the weights. The results of the study showed that disaster sensitivity and ecologicality are important criteria for selecting the restoration priority of damage sites. The analysis showed that damage sites in Doam, Jeongseon, Samcheok and Inje are in urgent need of restoration. The results of this study are significant in that they selected the restoration priority of damage sites in Gangwon Province based on the restoration priority evaluation criteria selected based on expert surveys. However, the priority restoration areas derived from the results of this study are not actually implementing restoration projects at present. Therefore, it is judged that it would be efficient in various aspects to establish the restoration priority area based on scientific analysis techniques and carry out the project for efficient implementation of the restoration project. In this study, it can be pointed out that the priority of restoration of damage sites was derived based on data from the past due to the limitation of data acquisition. However, the fact that the priority restoration area inferred based on past data has been restored over time has improved the reliability of the study by verifying the usefulness of the priority extraction technique. In the future, if the priority of damage sites is extracted by extracting the restoration target area boundary through the latest data based on the methodology applied in this study, it is considered that it will be available as a result that can be applied to the field.
