  • As human activities in Korea are spread throughout the mountains, forest fires often affect residential areas, infrastructure, and other facilities. Hence, it is necessary to detect fire-damaged areas quickly to enable support and recovery. Remote sensing is the most efficient tool for this purpose. Fire damage detection experiments were conducted on the east coast of Korea. Because this area comprises a mixture of forest and artificial land cover, data with low resolution are not suitable. We used Sentinel-2 multispectral instrument (MSI) data, which provide adequate temporal and spatial resolution, and the k-nearest neighbor (kNN) algorithm in this study. Six bands of Sentinel-2 MSI and two indices of normalized difference vegetation index (NDVI) and normalized burn ratio (NBR) were used as features for kNN classification. The kNN classifier was trained using 2,000 randomly selected samples in the fire-damaged and undamaged areas. Outliers were removed and a forest type map was used to improve classification performance. Numerous experiments for various neighbors for kNN and feature combinations have been conducted using bi-temporal and uni-temporal approaches. The bi-temporal classification performed better than the uni-temporal classification. However, the uni-temporal classification was able to detect severely damaged areas.

  • With the increasing wildfire damage driven by climate change, it is crucial to assess the effectiveness of restoration efforts on a large scale. The majority of forests in Korea are situated in rugged mountainous regions, making it challenging to monitor large-scale wildfires. Consequently, establishing methodologies that use satellite imagery to evaluate restoration effectiveness is essential. This study aims to assess the recovery trends of ecosystems in wildfire-affected areas using NDVI mean-variance plots, which monitor changes in NDVI mean and variance over time through satellite imagery and visually represent the restoration process. The analysis of NDVI mean-variance plots for different restoration methods revealed that landscape restoration had the slowest recovery. This slower recovery is likely due to reduced growth from the complete removal of damaged trees. In contrast to High Severity (HS) areas, Moderate High Severity (MHS) areas showed that commercial afforestation, revegetation, ecological forest treatment led to a more stable recovery state post-disturbance, suggesting that areas with lower wildfire severity may recover more quickly. Furthermore, the recovery trends between artificial and natural restoration showed no significant difference, indicating that natural restoration can have similar restoration effects to artificial restoration in appropriate areas. Therefore, the study emphasizes the need to expand natural restoration areas, considering ecological and economic benefits such as increased biodiversity and genetic resource conservation. This research provides critical baseline data for the formulation and implementation of restoration policies in large-scale wildfire-affected regions and is expected to contribute significantly to the development of effective management strategies and monitoring techniques.

  • This study was conducted for searching the functional feeding groups, and community stability of the macroinvertebrate on forest fire area of Uljin-gun. The samples were collected from 2 sites of control area and 2 sites of experimental area during 2007 to 2009. The identified species were 89 belonged to 47 families, 16 order, 6 class, and 4 phylum in control area. And 84 belonged to 43 families, 16 order, 6 class, and 4 phylum were identified in experimental area. As a result of changes in species and individuals of E.P.T. taxa investigated in experimental area by year, Ephemeroptera was 21 species, $2,434.6inds./m^2$, Plecoptera was 3 species, $199.8inds./m^2$, and Trichoptera 14 species, $540.2inds./m^2$ in 2007. And in 2009, Ephemeroptera was 9 species, $296inds./m^2$, Trichoptera was 4 species, $44.4inds./m^2$, and Plecoptera was none, showing that species and individuals belonging to E.P.T. taxa decrease rapidly every year. Community analysis by year, in 2008 when the water system started to be influenced by the fire directly, it showed a trend that H' and RI decreased in the experimental area. Functional feeding group by year, it showed a trend that species and individuals of GC type which is a functional group picking up and eating FPOM (fine particulate organic matter) from deposits in the bottom of water or benthic areas and performs an important function of material circulation in ecosystem decrease every year. Community stability by year, an environment of water system in forest fire area started to be somewhat destroyed, from 2008, it is shown that both species in I area which have great ability of resistance and recovery and species in III area which live in relatively stable water system decreased a little.

  • The change of soil microbial populations was studied at the burnt areas of Mt. Jirisan in Hddong-Gun, Kyungsangnam-Do, where the fire had occurred on Oct. 21 in 1997. On the first day of the fireextinguished, the microbial density (CFUIg dry soil) was investigated at the surface, 5 cm, 10 cm, 20cm, and 30 cm depth of soils. Bacteria at the surface and 5cm depth of burnt sites were estimatedwith the low density level of $10^2$ CFW/g soil comparing to the $10^6$ CFUIg soil of the neighboring unburntsites. Actinomycetes of burnt sites were completely disappeared at the surface, and were estimatedwith the low density level of $10^3$ CFUig soil at thc 5 cm depth comparing to the 10"CFUigsoil at the depth of unburnt sites. Fungi wcrc not isolated at the surface and 5 cm depth at all. However, the rarest lire was not found to decrease the microbial populalions at the lower depths than10 cm. In addilion, the recovery or soil microbial populations following the fire was bimonthly investigatedat the surrace and 5 cm depth. Most of microbial densities at the burnt sites were greatlyincreased two months after the fire, being enough to he compared with the neighboring unburnt sites. However, actinomycetes only at the surface of burnt sites still were estimated the low density level of$10^4$ CFUig soil 4 months after the fire comparing to the $10^6$CFIg soil of unburnt sites.TEX>CFIg soil of unburnt sites.

  • The edge area with burn severity is known as significant factor that has great effects on the ecosystem recovery. However, there is little study on the edge area and its effects in the South Korea. Thus, this study aimed to analyze immediate responses of vegetation following forest fires due to combined effect of burn severity and edge-interior effect. Burn Severity (BS), or ${\Delta}NBR$ values were computed using satellite images of pre and post-forest fire in Samcheock areas. The burn forest was classified 231 $1-km^2$ girds and these grids were further reclassified into 4 groups by BS type (low BS and high BS areas) and forest areas (edge areas and interior areas). These four groups of grids including low BS-interior (group A), low BS-edge (group B), high BS-interior (group C) and high BS-edge (group D). Post-fire vegetation responses measured with (${\Delta}NDVI$) among four groups were then compared and tested by T-test. The results indicated that group C (${\Delta}NDVI$=0.047) and D (${\Delta}NDVI$ = 0.059) showed considerably greater vegetation regeneration than those of low BS areas including group A (${\Delta}NDVI$ = -0.039) and group B (${\Delta}NDVI$ = -0.036). It was also observed that edges areas showed greater vegetation regeneration than interior areas when BS is the same. Group B (${\Delta}NDVI$ = -0.036) showed greater (${\Delta}NDVI$) values than group A (${\Delta}NDVI$ = -0.039) in low BS condition. Similar relationship is observed between group C and group D in high BS condition. Thus adequate restoration practices for burned areas might need to pay close attention to interior areas with low BS to minimize the secondary damages and to rehabilitate the burned forests.

  • This is a report on the recovery of vegetation and secondary succession in the burned area studied from April, 1990 to April. 1991. The forest fire occurred in a part of Mt. $K\v{u}mo-san$ on April, 1986 and the pine forest and its understory vegetation were burned out completely. The floristic compositions of burned (B) and unburned (U) areas were composed of sixty eight and thirty one species (vascular plants), respectively. These species were divided into invaders (47 species), increasers (15 species), deceasers (3 species), neutrals (3 species), and retreaters (10 species) on the basis of summed dominance ratio ($SDR_3$). Biological spectra showed the $H-D_1-R_5-e$ type in both the burned and unburned areas. The species of Lespedeza ($SDR_3$=94.7), Miscanthus (91.95), Festuca (68.33), and Spodiopogon (52.06) were dominant in the burned areas, while the species of Pinus (76.67), Robinia (56.25), Quercus (52.08), and Carex (40.25)were dominant in the unburned area. Dominance index (C) in burned and unburned areas was 0.15 and 0.25, respectively. the index of similarity (CCs) was 0.42. The degree of succession (DS) and species diversity (H) in burned and unburned areas were 675.8, 884.2 and 4.07, 2.05, respectively. The degree of succession in the burned area graduall increased and the burned area was recovered to be simmilar to the unburned area. Evenness index in burned and unburned areas was 0.965 and 0.595, respectively.

  • Needless to say, the management of national forest in all countries is very important in view of the national mission and management purposes. Korean national forest is also in particular significant in promoting national economy for the continuous increasing of the demand for wood, conservation of the land and social welfare. But there's no denying the fact that the leading aim of the Korean forest policy has been based upon the conservation of forest resources and recovery of land conservation function instead of improvement of the forest productive capacity. Therefore, the management of national forest should be aimed as an industry in the chain of the Korean national economy. And the increment of the forest productive capacity based on rationalized forest management is also urgently needed. Not only the increment of the timber production but also the establishment of the good forest in quality and quantity are to bring naturally many functions of conservation and other public benefits. In 1908 Korean national forest was historically established for the first time as a result of the notification for ownership, and was divided into two kinds in 1911-1924, such as indisposable national forest for land conservation, forest management, scientific research and public welfare, and the other national forest to be disposed. Indisposable forest is mostly under the jurisdiction of national forest stations (Chungbu, Tongbu, Nambu), and the tother national forests are under custody of respective cities and provinces, and under custody of the other government authorities. As of the end of 1971, national forest land is 19.5% (1,297,708 ha) of the total forest land area, but growing stock is 50.1% ($35,406,079m^3$) of the total forest growing stock, and timber production of national forest is 23.6% ($205,959m^3$) of the year production of total timber in Korea. Accordingly, it is the important fact that national forest occupies the major part of Korean forestry. The author positively affirms that success or failure of the management of national forest controls rise or fall of forestry in Korea. All functions of forest are very important, but among others the function of timber production is most important especially in Korea, that unavoidably imports a large quantity of foreign wood every year (in 1971 import of foreign wood-$3,756,000m^3$, 160,995,000 dollars). So, Korea urgently needs the improvement of forest productive capacity in national forest. But it is difficult that wood production meets the rapid increase of demand for wood to the development of economy, because production term of forestry is long, so national forest management should be rationalized by the effective investment and development of forestry techniques in the long view. Although Korean national forest business has many difficulties in the budget, techniques and the lack of labour due to outflow of rural village labour by development of national economy, and the increase of labour wages and administrative expenses etc. the development of national forest depends on adoption of the suitable forest techniques and management adapted for social and economical development. In this view point the writer has investigated and analyzed the status of the management of national forest in Korea to examine the irrational problems and suggest an improvement plan. The national forestry statistics cited in this study is based on the basic statistics and the statistics of the forest business as of the end of 1971 published by Office of Forestry, Republic of Korea, and the other depended on the data presented by the national forest stations. The writer wants to propose as follows (seemed to be helpful in improvement of Korean national forest management). 1) In the organization of national forest management, more national forest stations should be established to manage intensively, and the staff of working plan officials should be strengthened because of the importance of working plan. 2) By increasing the staff of protection officials, forest area assigned for each protection official should be decreased to 1,000-2,000 ha. 3) The frequent personnel changes of supervisor of national forest station(the responsible person on-the-spot) obstructs to accomplish the consistent management plan. 4) In the working plan drafting for national forest, basic investigations should be carefully practiced with sufficient expenditure and staff not to draft unreal working plan. 5) The area of working-unit should be decreased to less than 2,000 ha on the average for intensive management and the principle of a working-unit in a forest station should be realized as soon as possible. 6) Reforestation on open land should be completed in a short time with a debt of the special fund(a long term loan), and the land on which growing hardwood stands should be changed with conifers to increase productivity per unit area, and at the same time techical utilization method of hardwood should be developed. 7) Expenses of reforestation should be saved by mechanization and use of chemicals for reforestation and tree nursery operation providing against the lack of labour in future. 8) In forest protection, forest fire damage is enormous in comparison with foreign countries, accordingly prevention system and equipment should be improved, and also the minimum necessary budget should be counted up for establishment and manintenance of fire-lines. 9) Manufacture production should be enlarged to systematize protection, processing and circulation of forest business, and, by doing this, mich benefit is naturally given for rural people. 10) Establishment and arrangement of forest road networks and erosion control work are indispensable for the future development of national forest itself and local development. Therefore, these works should be promoted by the responsibility of general accounting instead of special accounting. 11) Mechanization of forest works should be realized for exploiting hinterlands to meet the demand for timber increased and for solving lack of labour, consequently it should promote import of forest machines, home production, training for operaters and careful adminitration. 12) Situation of labour in future will grow worse. Therefore, the countermeasure to maintain forest labourers and pay attention to public welfare facilities and works should be considered. 13) Although the condition of income and expenditure grows worse because of economical change, the regular expenditure should be fixed. So part of the surplus fund, as of the end of 1971, should be established for the fund, and used for enlarging reforestation and forest road networks(preceding investment in national forest).

But they showed a tendency to decrease with time. In the soil chemical properties of the burned area of Mt. Chocdae, pH was 5.3, and contents of organic matter, total nitrogen, available P2O5, exchangeable K/sup +/, exchangeabe Ca/sup ++/ and Exchangeable Mg/sup ++/ were 6.42%, 0.25%, 24.4 ㎎/㎏, 0.7 me/100g, 3.7 me/100g and 2.1 me/100g, respectively, and they also showed a tendency to decrease with time. In contrast, they were not changed with time at the unburned areas. At the burned area of Samsinbong, soil microorganism showed to order of fungi (69×10⁴ CFU), actinomycetes (523×10⁴ CFU) and aerobic bacteria (291×10⁴ CFU), and at the unburned area, showed to order of actinomycetes (745×10⁴ CFU), fungi (594×10⁴ CFUU), and aerobic bacteria (160×10/sup 4/ CFU). At the burned area of Mt. Chocdae, soil microorganism showed to order of fungi (676×10⁴ CFU), actinomycetes (434×10⁴ CFU) and aerobic bacteria (350×10⁴ CFU), and at the unburned area, showed to order of fungi (461 ×10⁴ CFU), aerobic bacteria (328×10⁴ CFU) and actinomycetes (319×10⁴ CFU). Soil microorganisms of the aerobic bacteria, actinomycetes and fungi appeared at the burned areas were much more abundant than unburned areas. The aerobic bacteria appeared at the coniferous forest were also much more than the broad-leaved forest. The actinomycetes and fungi appeared at the broad-leaved forest were much more abundant than the coniferous forest.

  • Recently, localized heavy rain is increased by climatic changes and landslide is increased. Also, because of landslide occurred in urban area, life and property damages are increased. Therefore, standard operation procedure of disasters should be established by steps and institutions so as to respond landslide. This thesis investigated application of current disaster manual so as to write SOP of landslide for disaster prevention related experts and accepted opinion for responding necessaries by using landslide SOP and important matters by step of disaster management. As the result of investigation, application of manual was low during the current response to disasters and application was the highest in responding step among the steps of disaster management. In case of landslide, they responded that response with SOP is necessary. During the organization of landslide SOP, they responded that training and education for landslide disaster are important at the step of prevention, conduction of landslide disaster broadcasting and provision of information are important at the step of preparation, guidance for evasion and behavior methods is important at the step of response and investigation of landslide disaster damages and reflection of record and evaluation are important at the step of recovery. In addition, for the requests for landslide SOP application, there was an importance of secondary factors such as expansion of professional manpower, strengthening of law and institution, education and training for SOP acquisition, etc.

  • The increasing frequency of wildfires due to climate change is causing extreme loss of life and property. They cause loss of vegetation and affect ecosystem changes depending on their intensity and occurrence. Ecosystem changes, in turn, affect wildfire occurrence, causing secondary damage. Thus, accurate estimation of the areas affected by wildfires is fundamental. Satellite remote sensing is used for forest fire detection because it can rapidly acquire topographic and meteorological information about the affected area after forest fires. In addition, deep learning algorithms such as convolutional neural networks (CNN) and transformer models show high performance for more accurate monitoring of fire-burnt regions. To date, the application of deep learning models has been limited, and there is a scarcity of reports providing quantitative performance evaluations for practical field utilization. Hence, this study emphasizes a comparative analysis, exploring performance enhancements achieved through both model selection and data design. This study examined deep learning models for detecting wildfire-damaged areas using Landsat 8 satellite images in California. Also, we conducted a comprehensive comparison and analysis of the detection performance of multiple models, such as U-Net and High-Resolution Network-Object Contextual Representation (HRNet-OCR). Wildfire-related spectral indices such as normalized difference vegetation index (NDVI) and normalized burn ratio (NBR) were used as input channels for the deep learning models to reflect the degree of vegetation cover and surface moisture content. As a result, the mean intersection over union (mIoU) was 0.831 for U-Net and 0.848 for HRNet-OCR, showing high segmentation performance. The inclusion of spectral indices alongside the base wavelength bands resulted in increased metric values for all combinations, affirming that the augmentation of input data with spectral indices contributes to the refinement of pixels. This study can be applied to other satellite images to build a recovery strategy for fire-burnt areas.
