Forest Resources of the Korea Based on National Forest Inventory Data

  • Forest inventory is a commercial term meaning the preparation of detailed descriptive list of articles with number, quantity and value of each item included. Forest inventory deals with the measurement of trees and stands, the estimation of their volume, growth prediction, biomass, carbon stocks and the description tree characteristics, as well as the land upon which they are growing. National Forest Inventory Center (NFIC) in Korea conducts national forest inventory every 5 years to obtain accurate baseline data for national forest policy. The permanent sample plot data used in were collected by NFI. The objective of this study was to develop methods for quantifying forest resources at national scale based on $5^{th}$ National Forest Inventory (NFI) data in Korea. Forest land area decreased from 6.44 to 6.38 million ha between 1997 and 2007, continuing a slight downward trend in area beginning in the late 1990s. However forest resources of the Korea have continued improving in general condition and quality, as measured by increased average size and volume of trees. Growing-stock volume of the Korea increased from 17 to 123.79 cubic meter per ha between 1976 and 2007. The biomass in Korea was estimated to be 153.81 tons per hectare and carbon stocks in Korea was estimated to be 84.36 tons per hectare by NFI data. This information is important for government officials, public administration, the private business sector, and the researcher. Forest Inventory should be implemented in a way to be able to monitor and assess the forests continuously.

  • Since 2013, the forest carbon offest scheme is operated by 'ACT ON THE MANAGEMENT AND IMPROVEMENT OF CARBON SINK'. Most of projects account for afforestation, reforestation and restoration. This study analyzed what is affected to pricing factors for the registered 71 project of forest carbon offset in Korea Forest Service. The purpose of this study is to introduce information on the business plans of forest carbon offset scheme and aid to understand the process from registration to issuing offset credits. Also it is meaningful to proposing a policy for price competitiveness and how to enable forest carbon offset schemes to produce activation by measuring the factors that affect the forest carbon offset scheme. The results showed forest carbon credit price is 92,827 won per ton on average, it could see less price-competitive than emission rights market when compared with the price.

Study on the of the Correlation between Soil Chemical Properties and Bioactive Compounds of Acer tegmentosum Maxim.

  • This research was carried out to investigate the correlation between soil chemical properties and bioactive compounds of Acer tegmentosum Maxim. The methods of determining bioactive compounds were determined by high performance liquid chromatography, that contained (-)-gallocatechin (0.04±0.01 ~ 0.43±0.28%), salidroside (0.90±0.06 ~ 3.86±0.59%), tyrosol (0.03±0.00 ~ 0.43±0.00%), (-)-catechin (0.05±0.01 ~ 0.37±0.14%), 6'-O-galloylsalidroside (0.02± 0.01 ~ 0.31±0.06%), (-)-epicatechin-gallate (0.01±0.00 ~ 0.04±0.01%). The soil chemical properties analysis such as soil pH, electric conductivity (EC), organic matter (OM), total nitrogen (TN), available phosphate (Avail. P2O5), exchangeable cation and cation exchange capacity (CEC) were performed following the standard manual. The correlation analysis between soil chemical properties and bioactive compounds of A. tegmentosum, soil pH, available phosphate and exchangeable cation (Ca2+ and Mg2+) were negatively correlated with content of salidroside. On the other hand, soil exchangeable cation (Na+) showed positive correlation with content of salidroside. The results of this study was able to investigate the correlation between soil chemical properties and bioactive compounds of A. tegmentosum.

산림작업(山林作業) 영림단(營林團) 운영개선(運營改善) 방안(方案)에 관한 연구(硏究) (Strategies for Improving Forest Work Team Management)

  • 본 논문은 우리나라 기능인 영림단에 대하여 1999년부터 2003년까지 5년 동안의 영림단 운영실적을 분석하였으며, 그 결과를 통하여 영림단의 운영개선 방안을 제시하고자 한다. 먼저 기능인 영림단의 연간 사업일수가 너무 적어 수입이 낮고, 영림단원의 이탈을 방지하기 위하여 일반적인 숲 가꾸기 공공근로 사업을 줄이고 통합육림 사업을 확대하여, 연중 안정적으로 작업 할 수 있도록 사업량을 확대하여 기능인 영림단의 생계유지 및 소득을 증대시켜야 할 것이다. 모든 영림단원을 임업기능인 훈련교육을 받은 자격을 갖춘 영림단으로 유도하며, 국유림 영림단원이 숲 가꾸기 공공근로 사업에 참여할 경우 일반근로자와 구별하여 별도 수당을 지급해야 한다. 또한 미래의 기계화를 위해서도 기술자를 양성해야 하며, 교육훈련을 통해 기능화하고 자격증 보유비율을 높이도록 하며, 기능인 영림단의 산림작업 능력 향상과 전문 직업의식 고취를 위하여 기계화 교육을 실시하여 기계화률 정착시키며, 교육기간에는 일정한 수당을 지급해야 하는 것으로 판단되었다.

Critical Factors on Forest Land Management in Vietnam

  • The study aims to determine the influencing factors and their impact on the management of the forest land used for production allotted to peasant households and proposes solutions to improve its management. Secondary data was calculated until the end of 2019 at state agencies. The primary data was collected through 2 steps. To determine the factors influencing forest land management for production, step one involved a survey of 100 households that were given access to forest land. Step 2 involved a survey of 215 households to determine how factors impacted the Likert scale's five levels. The study also used a multivariate regression model and SPSS24.0 software to determine the impact rates of factor groups. The study indicated 43 factors that belong to 11-factor groups affecting the management of forest land for production. The policy and legal factors group is the most influential, with an impact rate of 12.72%, followed by 10 other factor groups with impact rates ranging from 4.08% to 11.74%. The solutions include improving policies and laws, strengthening the dissemination of policies and laws; encouraging investment, completing cadastral work, intensifying inspection, examination, and sanctioning of administrative violations of land, upgrading the infrastructure system, and ensuring enough human resources to manage forest land.

FGI와 SWOT분석을 이용한 DMZ일원 접경지역의 주민소득 증대방안 -강원도 양구군 해안면을 중심으로- (An Idea on Increasing Income of Residents in DMZ Area Using FGI and SWOT Analysis -Focused on Haean-myeon in Yanggu-gun of Gangwon Province-)

  • DMZ has a lot of natural resources. Also there is very important position as a ecological and geographical. Meanwhile, development schemes and plans were established but that was development to only simple plan such as a tourism and income without communication with local residents. This study was tried to exhibit increasing income of residents in DMZ area using FGI (Focus Group Interview) and SWOT analysis. First of all, analyzed the status of forest resources and carried out a Focus Group Interview targeting residents who live in around DMZ, and then suggest an alternative to increasing income and regional development in Yanggu-gun by SWOT strategies. As a result, realistic plan for achieving regional development is deregulation of the laws related to forest land use conversion for the forest product in DMZ area. Military experts and forest experts have to inspect the area for considering the practical application of the regulation in protected areas directly. National or local government has to effort pursuing future business for regional development through the communication with residents in DMZ area.

주민인식을 통한 강원도 자연휴양림 활성화 방안에 관한 연구 -지역주민 인식중심으로- (Recognition of Residents in Gangwon-do Natural Forest Revitalization Study -Focusing on Community Awareness-)

  • 본 연구는 자연휴양림이 인접마을 지역경제에 미치는 영향에 대한 주민 인식을 조사 분석하여 휴양림이 나가야 할 발전방안을 이끌어 내는데 본 연구의 목적을 두었다 연구지역은 강원도 내 국립자연휴양림으로 한정하고, 이들 휴양림에 인접한 지역 마을 12곳을 대상으로 하였다. 수집된 자료는 SPSS. 12.0를 이용하여 빈도, 교차, t-test, ANOVA 분석 실행하였다. 연구의 결과 자연휴양림으로 인한 소득증대와 고용효과를 묻는 질문에 세 지역 모두에서 소득증대와 고용창출에 기여하지 못했다고 응답하였다. 모든 지역에서 휴양림이 인접지역마을의 인지도 영향 향상에 도움이 안됐다고 인식 있었고 휴양림 인접마을에서 이용된 주요시설로 관광지, 숙박시설, 농산물 등의 순으로 꼽았으며 이용시설만족도에서는 모든 지역에서 만족도가 낮았으며 불만족 이유로 낮은 상품가치와 마을소개부족, 특산물부족과 낙후된 도로 등을 지적했다. 결론에서는 도출된 연구결과를 중심으로 발전방안을 제시 하였다.

임가의 소득불평등과 양극화 추이 (Trends on Income Inequality and Bi-polarization for Forest Household)

  • 이 연구는 임가의 소득불평등과 양극화의 추이를 살펴보기 위한 목적으로 수행되었다. 이를 위해 소득불평등도는 지니계수와 엣킨슨 지수를 활용하여 분석하였으며 양극화는 DER 지수를 이용하였다. 그리고 이들 지수들은 임가소득과 함께 이것을 구성하는 하부소득인 임업소득, 겸업소득 그리고 이전소득으로 세분화하여 살펴보았다. 분석결과, 임가의 소득불평등도는 우리나라 전체 가구의 소득불평등도보다 상대적으로 높은 수준으로 분석되었다. 그리고 이전소득을 제외한 임가소득, 임업소득, 겸업소득에 있어서 소득 불평등은 심화되는 것으로 나타났다. 이러한 추세는 양극화에서도 볼 수 있다.

한국형 산림경영인증 기준과 지표의 개발 (Development of Criteria and Indicators for Forest Management Certification in Korea)

  • 이 연구의 목적은 우리나라의 특수한 임업현실을 반영하고 추후 민간차원의 시장도입을 고려하여 산림경영 단위에 실제적으로 적용할 수 있는 산림경영인증의 기준과 지표를 개발하는 데 있다. 이를 위해 산림경영단위의 C&I 특성을 적용하여 국제적으로 통용되고 있는 산림경영인증 기준과 지표 중 우리나라에 적용할 수 있는 기준과 지표의 도출을 위해 정책 생태 사회 경제분야의 전문가를 대상으로 AHP 설문조사를 실시하였다. AHP 분석결과를 바탕으로 FSC 산림경영인증 심사과정에 참여한 현장전문가와의 협의를 통해 기존의 FSC 인증심사 시 제기된 문제 점과 인증심사 과정을 심층 분석하여 실제 인증심사 시 고려해야 할 우리나라의 임업특수성을 재조명하였다. 그리하여 최종적으로 우리나라의 임업현실을 반영한 7개 기준 27개 지표를 한국형 산림경영인증 기준과 지표로 선정하여 92개 현장점검 항목을 제시하였다.

Combining Timber Production and Wood Processing for Increasing Forestry Income: A Case Study of 6th Industrialization in Korean Forestry

  • This study was aimed to analyze the increased forestry incomes by combining timber production and wood processing, which is one of 6th industrialization types in Korean forestry. The selected household has been engaged in forestry for two generations and they produce timber and associated wood products in their own facility. The wood products include dimension lumber, interior wood material, cutting board, and cube chips, the household also utilize logging and sawmill residues as well as seed and seedlings as by-products. Incomes and expenses that have been incurred on individual processes of the sequential timber production and wood processing were surveyed, and we analyzed the economic outcomes of entire business. The results of this study indicate that the gross income of the household is 122.3 million Korean won and the net income is 93.6 million Korean won. The net income of the household is approximately 2.8 times higher than the average net income of whole households in the forestry of Korea in 2016, which is approximately 4.3 times higher than that of households that have been particularly engaged in timber production over the country. We found that the 6th industrialization by combining the two sequential processes creates approximately 3.2 times as much added value compared to the case relying on timber production only.
