A Study on the Presence of the Information Management Division and its Effect on the Digital Divide among Different Regions of Korea

  • With the confirmation of the Free Trade Agreement (FTA) and as cheap foreign agricultural products are beginning to be freely distributed in Korea, the government has taken a greater interest in securing the competitiveness of domestic agriculture. Accordingly, the Korean government has presented plans to advance the interests of 'small but strong farmers' and secure their competitiveness in line with the agricultural conditions in Korea. The government also announced that it will focus on leading these efforts in rural areas. The main thrust of this plan to support 'small but strong farmers' focuses onutilizing advanced peripheral technologies such as IT and BT; however, there are only a few Information Management Division centers currentlyoperating across the nation, and these are mainly in the IT-related divisions of the Agricultural Research and Extension Services and Agricultural Technology Centers. Therefore, in this study, we used the responses from a survey of farmers to identify regional differences in informatization levels and the digital divide among 'small but strong farmers' according to the presence or absence of an Information Management Division center. As a result, we found that the 'small but strong farmers' in regions with an active Information Management Division center received more IT services and had a higher level of informatization. Thus, to increase the use of IT-related peripheral technology by these 'small but strong farmers', it is important to maintain or increase the number of Information Management Division centers.

Regulation of γ-Aminobutyric Acid Production in Tobacco Plants by Expressing a Mutant Calmodulin Gene

  • In order to understand the biological role of calmodulin in plants, transgenic plants expressing a mutant calmodulin (VU-4, Iys to ile-115) have been analyzed. We found that tobacco plants expressing VU-4 calmodulin have approximately twofold higher $\gamma$-aminobutyric acid (GABA) levels than the control plants. Cell suspension cultures established from the stem explants of the transgenic tobacco seedlings also have higher levels of GABA than the control cell cultures. Specific activity of glutamate decarboxylase (GAD), which catalyzes the decarboxylation of glutamate to $CO_2$ and GABA, of the transgenic tobacco cell extracts was about twofold higher than the activity of the control cell extracts. Western-blot analysis showed that the GAD is highly expressed in the transgenic tobacco plants. GAD partially purified from tobacco cell extracts showed approximately threefold $Ca^{2+}$/calmodulin-dependent activation. These data suggest that GABA synthesis in the transgenic tobacco plants is elevated, possibly due to higher levels of the calmodulin-dependent GAD enzyme and/or as a result of enhanced activation due to increased levels of the foreign calmodulin.

  • The dissemination process of agricultural research and development (R&D) results has somewhat different characteristics from that of typical R&D results. However, these characteristics are not adequately considered on the basis of an examination of the current performance system, the resulting management plans, and strategies for the application and dissemination of the results of agricultural R&D in Korea. The performance evaluation indicator exposed the problem of the inadequate consideration of the characteristics of each of these areas, particularly the lack of unified R&D-related institutions and the inadequacy of the system to monitor outcomes. To address these shortcomings in the agricultural R&D programs in Korea, the policies pertaining to agricultural R&D performance, results management, and dissemination in the U.S. and Japan were examined. Based on these investigations, we proposed strategies to improve the agricultural R&D policies in Korea.

Cameroon : The Effect of Developmental AID on Poverty Reduction and Agro-Rural Development in Sub-Saharan Africa

  • Cameroon, with her numerous resources, still depends on foreign aid while the rate of poverty remains high. Thus, even though historical evidence gives impetus to the impasse over role of developmental aid, from the top down approach through to development as a springboard raising states from the doldrums of poverty, it is still very difficult to draw a substantial relationship between developmental aid and poverty reduction. Against this backdrop of controversy, I find it apt to put Cameroon on a balance scale. Therefore, the purpose of this research is to critically assess the implications of developmental aid on poverty reduction and agro-rural development in Cameroon, using the RUMPI Area Development Project in the South West region of Cameroon as a case study. The study will situate and contextualize the top-down and bottom-up approaches to development within the basis of a Cameroonian perspective, using the Sachs-Easterly debate. The RUMPI Project was introduced with the objective of improving agriculture and empowering the rural woman; thereby fighting poverty within the South West region of Cameroon. Despite its criticism of the barriers to development created by corruption, political pressure and limited use of local and grass-root partnerships, the study, in assessing these failures also tries to outline vital ways in which the project can be improved upon.

  • 1980년 1월 1일부터 1986년 12월 31일까지 7년 동안 가톨릭의과대학부속 성모병원 이비인후과에 내원한 식도 및 기도이물환자 246명을 분석하여 다음과 같은 결론을 얻었다. 1) 식도 및 기도이물의 빈도는 4.5 : 1이었다. 2) 식도이물의 종류별 빈도는 주화가 55.2%로 가장 많았고 다음이 골편, 식품류 등의 순이었다. 기도이물에서는 콩류가 57.8%로 가장 많았고 첨단 철물류와 식품류는 다음으로 많았다. 3) 식도이물의 56.7%가 5세이하이었으며 주화 및 원반류는 5세 이하가 대부분이었다. 기도이물의 88.9%가 5세이하이었으며 콩류에서는 96.2%가 5세 이하이었다. 4) 식도이물은 남자가 58.7%로 여자보다 많았으며 기도이물은 남자가 82%로 여자보다 많았다. 5) 식도이물의 개재부위는 제 1협착부에 78.1%로 가장 많았으며 식품류는 제 2협착부에서 높은 빈도를 보였다. 기도이물에서는 기관지가 84.4%로 가장 많았고 좌우기관지별 이물의 비는 1 : 1로 같았다. 6) 이물의 개재기간은 식도이물이 1일 이내가 72.6%, 기도이물이 1일 이내가 17.8%이었다. 7) 기도이물의 흉부 X-선 소견은 폐쇄성 폐기종과 폐염이 각각 37.8%, 26.7%로 가장 많았다.

Suggestions for a better HACCP system assessment in livestock product processing plants (축산물가공장 HACCP system 평가방법 개선방안)

  • According to the Korean government policy of expanding HACCP system application to food chain from farm to meat market, the importance of HACCP assessment to keep balance among the certified HACCP plants is urged. The objective of this study is to recommend more effective HACCP assessment methods. We reviewed major foreign countries HACCP implementation policy focused on the audit system, and compared with the Korean HACCP assessment system. We found that the checklist guidelines of prerequisite program were not enough for precise evaluation and many of the items were not directly related to the risk occurrences. And current rating grade for each items and judgments were inadequate to induce non-compliances and corrections for better HACCP implementation. We suggest revision points as follows; (1) checklists should be revised and reorganized according to the possibility of risk occurrences, (2) all the items should be supported by detailed guidelines for more objective inspection, (3) non-compliances identified must be reconfirmed after correction, (4) the items for HACCP plan should be divided into an accreditation inspection and a regular inspection, (5) rating grade 'high', 'medium', 'low', 'failure' was better for indicating non-compliances.

  • In North-East asian countries, laver cultivation has been an important marine industry in coastal areas as well as fishery because laver (Porphyra) is nutrient-rich food and has been used in many Asian cuisines. Laver is characterized by high concentrations of fiber and minerals, a low fat content, and, in some cases, relatively high protein levels. In this paper we inplimented design of fully automatic laver harvesting, nowdays most peoples are used to collect a laver harvesting by human, it is very defficult working, due to wind, waves, and the weather conditions which is hard to stand on the ship and holding the seaweed nets it can be injurced human, this is the reason to we are developed automatic harvesting method, in this project we proposed automatic harvesting collect method which is operated without human. Mainly we design and developed automated ship, This ship is devided in to three parts frist part is supporting roller, second part is drum screener, thried part is lifting mechanism. Thise are operated with hydro pnumatic equimpment, this divice are control with micro controller. The system prototype has implemented and satisfied by the performance to realize the further level.

Current Status of Fishery Resources in Kenya

  • Fishing in Kenya, until the discovery of Nile perch as an export commodity in the early 1990s, has basically a subsistence occupation for the lake and coastal communities. The government also did not recognize the importance of fisheries as a contributor to the macro-economy and therefore, did not pay much attention in terms of resource allocation for the development of the sector. Most fishing in Kenya is artisanal, with a little industrial fishing by prawn trawlers. The deep sea (EEZ) fishery resources are currently exploited by DWFNs through a licensing system. Only a small quantity of catch from the EEZ is landed in Kenya, primarily tuna loins for processing for export. Currently capture fisheries, mainly from Lake Victoria, earn local fishers over Kenya shillings (K Sh) 7 billion, while exports earn the country K Sh 5 billion (US$ 50 million) in foreign exchange annually. The government has been putting in place an enabling environment to promote investment activities in order to achieve economic recovery as well as for the development and sustainable use of fisheries resources in the country within the specified period. The Department's major roles are to ensure sustainable exploitation of fisheries resources; to promote aquaculture development; to assure quality and safety of fish and fishery products; and to facilitate fish marketing in order to maximize the benefits that can be derived from fisheries. The contribution of fisheries to local incomes, subsistence and food nutrition is significant, as this occurs in areas with the highest incidences of poverty in the country.

Description of 42 unrecorded bacterial species in Korea, belonging to the class Alphaproteobacteria

  • Here we describe indigenous prokaryotic species in Korea, a total of 42 bacterial strains affiliated to the class Alphaproteobacteria isolated from various environmental samples: fermented vinegar, sea water, beach sand, fresh water, salt flats, moss, algae, activated sludge, and soil. From the high 16S rRNA gene sequence similarity (>98.7%) and formation of a robust phylogenetic clade with the closest species, it was determined that each strain belonged to predefined bacterial species. There is no official report that these 42 species included in Alphaproteobacteria in Korea: 15 species of 6 genera in the order Rhodospirillales, 12 species of 10 genera in the order Rhizobiales, 10 species of 8 genera in the order Rhodobacterales, 4 species of 4 genera in the order Sphingomonadales and 1 species of 1 genus in the order Caulobacterales. Gram reaction, colony and cell morphology, basic biochemical characteristics, isolation source, and strain IDs are also described in the species description section.

  • Purpose: Research on supply chain sustainability is important for exporters When the factor of sustainable development is considered by the businesses as well as governments of all countries. Research on supply chain sustainability is important for exporters. Sustainable supply chain management and supply chain dynamics will help enterprises adapt to changes in the business environment. This study analyzes the impact of sustainable supply chain management, and supply chain dynamic capabilities on the sustainable development of exporting enterprises in Vietnam. Research design, data, and methodology: The research model and survey are designed based on previous studies after surveying export enterprises. With 185 samples collected from export enterprises. The Structural Equation Modeling (SEM) analysis technique is used. Data analysis is performed on SPSS and AMOS software (Reliability test, Confirmatory Factor Analysis, SEM). Results: Sustainable supply chain management and supply chain dynamic capabilities all have positive effects on the sustainable development of businesses (sustainable development is measured by distribution: measuring economic efficiency, social efficiency, and environmental performance). Conclusions: From the results of this study, the authors also made several recommendations to help export enterprises develop sustainability based on sustainable supply chain management and supply chain dynamic capabilities.
