  • The production, processing, sale and service of food materials are not subject to attainment via a single country. In accordance with internationalization of the world, issues related to food safety have emerged as critical international concerns and they are closely associated with the health and interest of domestic consumers, producers, manufacturers, and distributors. As a third party certification standards, ISO 22000 is in progress International Organization for Standardization(ISO) and the Draft International Standard(DIS) has already been presented on December 2004. The purpose of this study is to analyze the international standards, guidelines and legislation in regard of Food Safety Management System(FSMS) including ISO 9001, Hazard Analysis Critical Control Point(HACCP) and Product Liability(PL) so as to present Korean-model Food Safety Management System requirements and system establishment model.

국내 시판 이유식류의 영양성분규격 설정 방안 (Study on the Establishment of Nutrient Requirements for Commercial Supplementary Foods for Infants and Young Children)

  • This study was conducted to evaluated the nutrition quality of the commercial supplementary foods for infants and young children and to seek a solution to the establishment of standards of nutrient requirements for supplementary foods in Korea. Information on food ingredients, nutrient contents, claims about usefulness of food components and instructions for feeding preparation were obtained from the labels of 33 commercial supplementary foods manufactured by 4 different domestic companies. According to the standard of supplementary foods for infants and young children described in the Korean Food Code, the commercial supplementary foods were categorized into two different types, weaning food and baby food. All the commercial weaning foods were in powder form and mainly composed of cereals, whereas all the baby foods were mainly composed of fruits in the form of canned juice. The weaning foods contained more nutrients than the baby foods did, and the nutrient levels of the weaning foods expressed as nutrient density on energy basis were higher than the RDA for infants aged 5 to 11 months, suggesting that the commercial weaning foods provide adequate amounts of nutrients. If one followed the instructions for feeding preparation appearing on the label, however, recommended amounts of intake of the weaning foods would provide too much energy as well as nutrients. There were many differences in nutrient standards of weaning foods between the Korean Food Code and Codex international food standard. In conclusion, the establishment of standards for nutrient requirements for the supplementary foods requires significant scientific studies on what nutrients are the most inadequate in Korean infants and young children feeds and what levels of nutrients should be added to the foods in order to supplement their nutrition. In addition, it is very important to have a strong scientific basis to support our standard when discrepancies exist between our standard and the international standard. 유통 영유아용 과자류 및 음료류의 안전성 평가 (Safety Evaluation of Snacks and Drinks in Circulation for Infants and Toddlers)

  • 본 연구는 광주 내 대형마트와 온라인 마켓에서 영유아를 대상으로 판매하는 과자류 80건 및 음료류 40건의 식품첨가물(타르색소, 인공감미료), 곰팡이독소 및 영양성분(자당, 무기질)을 분석하였다. 유아용 표시 식품의 기준 및 규격이 불검출로 설정된 타르색소와 사카린나트륨은 모든 시료에서 검출되지 않았다. 과자류(기타가공품) 1건에서 인공감미료인 아세설팜 칼륨이 0.07 g/kg 검출되었으나 이는 식품첨가물의 기준 및 규격에서 정한 허용 기준치 이하였다. 곰팡이독소는 아플라톡신 및 오크라톡신 A는 검출되지 않았으며, 푸모니신 B1, B2 및 제랄레논이 각각 과자류에서 14건(9.78-78.94 ㎍/kg), 6건(5.58-11.73 ㎍/kg) 및 9건(2.96-8.83 ㎍/kg) 검출되었다. 푸모니신에 대한 기준·규격은 따로 설정되어 있지 않았으나 타 연구 결과와 비교했을 때 비슷한 수준이었으며, 제랄레논은 식품 일반에 대한 공통 기준·규격 이내로 확인되었다. 자당은 과자류에서 65건(0.02-40.94 g/내용량(g)), 음료류에서 24건(0.12-27.60 g/내용량(g)) 검출되었으나 식품유형간 유의적인 차이는 없었으며, 타 연구 결과와 비교했을 때 그 함량도 적은 편이었다. 다만, 검출 시료 89건 중 1건을 제외하고는 모두 1일 영양성분 기준치를 성인 기준으로 표시하고 있었기 때문에 제품 구입 시 영유아 기준으로 오인될 우려가 있다. 무기질은 대부분의 시료에서 검출되었으며 과자류 중 4건의 시료에서 내용량 당 아연 함량이 상한섭취량(1-2세: 6 mg/일, 3-5세: 9 mg/일)을 초과하는 수준이었다. 아연 강화식품이나 보충제의 과다 섭취가 인체의 유해성을 보인다는 다수의 보고가 있으므로 섭취시 유의할 필요가 있다. 나트륨은 과자류 80건 중 16건이 영유아용 표시 식품의 기준을 초과하였으나 모두 품목제조보고서상 영유아 섭취 대상 식품으로 표시하지 않아 해당 기준을 적용할 수 없었다. 따라서 영유아용 표시 식품의 기준·규격을 설정과 함께 현재 시행되는 기준·규격이 알맞게 적용될 수 있도록 표시 기준 강화 등의 제도적 개선이 필요할 것으로 보인다.

어린이 기호식품 품질인증을 위한 영양 및 위생기준 설정에 대한 연구 (Study on Suggestions for the Nutritional and Hygienic Standards and Guidelines for Quality Certification in Children's Preferable Food)

  • 본 연구는 어린이 기호식품 품질인증제도를 위한 영양 위생기준안 제안을 통해 어린이 먹거리 안전관리의 체계적 수행을 위한 기반 마련을 목적으로 수행되었다. 어린이 기호식품의 품질인증을 위한 영양 위생기준안 제안을 위해, 초등학교 주변 어린이 기호식품의 실태조사 자료와 위해가능성이 제기된 성분관련 문헌고찰을 통해 영양위해성분을 선정하고, 선정된 성분의 기준치 설정을 위한 EU 및 영국, 미국, 캐나다, WHO, Codex 등 국외의 어린이식품관련 기준치 혹은 유사기준, 관련 법령 등에 대한 선행사례 자료를 수집하여 고찰하였다. 이를 바탕으로 한국인 영양섭취기준과 식품 등의 표시기준, 식품공전, 식품의약품안전청 연구 결과 보고 등을 참조하여 어린이 기호식품 중 가공식품에 대한 영양 위생 기준안을 마련하였다. 제안된 영양 위생 기준 항목 중 영양기준은 열량, 당, 지방, 나트륨이며, 위생기준으로는 식품첨가물(타르색소, 카페인)과 aflatoxin $B_1$, Staphylococcus aureus, Bacillus cereus, Salmonella spp.의 미생물수준으로 하였다. 제안된 어린이 기호식품 품질인증 기준안의 $\ulcorner$$\lrcorner$, $\ulcorner$$\lrcorner$, $\ulcorner$$\lrcorner$ 영양기준치 설정의 현실성을 살펴보고자 시중에서 유통 중인 어린이 기호가공식품 242종을 대상으로 시뮬레이션을 실시해 본 결과, 당, 지방, 나트륨의 $\ulcorner$$\lrcorner$ 기준치 적용 시에는 조사대상 전체제품 중 0.4%에 해당하는 제품만 포함되었고, $\ulcorner$$\lrcorner$ 기준치 적용 시에는 최대 22.3%가 해당되었다. $\ulcorner$$\lrcorner$ 기준치에 1회 분량 당 열량 200 kcal 이하로 제한한 열량기준을 추가 적용한 결과는 17.8%에 해당되는 제품이 기준범위 내에 포함되는 것으로 나타났다. 따라서 품질인증제도의 실효성을 높이기 위해서는 $\ulcorner$$\lrcorner$ 기준 적용 등의 기준 완화가 필요하며 해당식품 유형이 유가공품과 음료류에 한정되는 결과를 보이므로, 품질인증대상 확대와 제조업체의 참여도를 높이는 측면에서는 각각의 식품유형에 따른 ‘개별 기준치’ 마련이 필요할 것으로 생각된다. 식품유형에 따른 개별 기준치 범위 조정 및 설정을 확립하기 위해서는 추후 체계적인 보완연구가 수행 되어야할 것으로 사료된다.

병원급식에 일반위생관리기준과 HACCP 제도 적용을 위한 시설ㆍ설비 위생관리 점검도구 개발 (Development of the Hospital Foodservice Facility Evaluation tools based on the General HACCP-based Sanitation Standards and Guidelines)

  • The rapid increase in food borne illness outbreaks in Korea has been one of the major threats to the Nation's Health. Foodservice establishments have been identified as the major place for these outbreaks, mainly due to the lack of sanitary management and sanitary facility management practices. The purposes of the study were to develop hospital foodservice facility evaluation tools, based on the general HACCP-based standards and guidelines, for hospital food service establishments, to ensure the safety of these foodservices and to reduce the risk of food home illness. The scope of this study included: 1) an assessment of the current foodservice sanitation practices and managements for 6 general hospitals, with more than 400 beds, and 3 general hospitals, with less than 400 beds; 2) the development of foodservice establishments sanitation evaluation tools and sanitation standards, based on the HACCP system. The survey data showed varied results between the hospitals surveyed. Most of the hospital foodservice operations had many problems with ventilation and the plumbing. The total dimensional mean scores for the hospitals with more than 400 beds and less than 400 beds were 31.5 and 27.0, respectively. The highest dimension scores were for the water supply facility and lighting, with the lowest for insect and rodent control and toxic materials management. The levels of the mean scores were very low, especially for the general hospitals with less than 400 beds. These low mean scores may have arisen from critical problems within the hospital foodservice operations. The most needed facility management items for improvement were: storage shelf should be spaced 6 inches from the floor and walls, the use of three compartment sinks, utility sinks and cleaning facilities, with a floor drain for cleaning mops or liquid wastes, a ventilation hood designed to prevent dripping onto food, cooking facilities should be disassembled for washing and sanitizing, a separated hand washing sink and a sanitized food board for each area should be provided, all toxic material must have warning labels attached, and be stored in an area away from food preparation under padlock. The evaluation tool consisted of 14 dimensions, with 65 check-off items. The results of this study will provide basic facilities' guidelines to regulators, or foodservice industry personnel, wishing to build, or expend, and establish an efficient flow of food. As a result, food borne illnesses will be effectively prevented, and the Nation's health will be promoted for the development of their own sanitation standards, with a checklist for the safe production of foods.

어린이 급식시설 맞춤형 위생관리 지도서의 개발과 활용 (Development and Utilization of Guidelines for Customized Hygiene Management of Children's Meal Facilities)

  • The development of food poisoning prevention guidelines aims to prevent food poisoning in advance and improve the safety of children's meals through hygiene management of children's feeding facilities, especially infants' facilities. Therefore, the composition of the content should be designed so that it can be fully understood from the point of view of the layperson. In terms of meal service management, various standards must be fully reflected and reviewed to increase utilization in the field. Daycare centers and kindergartens have different administrative agencies, similar application laws and guidelines, but different parts exist and various types of facilities, so management standards are often ambiguous. Therefore, such management requires easy guidance, not special guidance, and it should be universally applicable to any facility. Prior studies have shown that the management of meal facilities is the most efficient, but it is difficult to hire and deploy specialists due to the operation of children's meal facilities, so guidance, facilities managers and workers need to voluntarily practice them. It is time to prepare hygiene guidelines that reflect the characteristics of these children's cafeterias, and it is necessary to prepare and utilize guidance suitable for reality until it is institutionalized for the deployment of manpower exclusively for meals.

병원 영양부서의 급식 및 영양관리 평가 지표 개발 및 검증 (Development and Verification of Indicators for a Foodservice & Nutrition Management Evaluation at a Hospital Nutrition Department)

  • The purposes of this study were to develop the standard indicators to evaluate the food and nutrition systems in hospitals and to test the validity of those items scientifically. The results were as follows: First, the conceptual validity was examined with recognition degrees of importance from the hospital nutrition department managers. All of the hospital nutrition department's operation evaluation standards and the indicators' conceptual validity tested were in the range of 3.71~4.93 out of 5.0, and the mean score was 4.36. Therefore, the conceptual validity was verified. Second, to verify the factor validity of the items of the standards and indicators for the hospital nutrition department's operation evaluation, the standards and indicators were analyzed as key-factors. Key-factor analysis after vertical rotation showed that four factors appeared and were composed of (a) facilities management, (b) sanitation management, (c) operation & foodservice management, and (d) nutrition management. Third, the reliability of the standards and indicators for the hospital nutrition department's operation evaluation was analyzed and resulted in a score of 0.98, which showed good internal consistency. Fourth, the discriminative power of each item of the standards for the hospital nutrition department's operation evaluation was tested by checking the differences between groups with first quartile and forth quartile of total evaluation scores. The indicators having low distinction power were modified into obligatory items or eliminated for better differentiation.

피크패턴법을 이용한 종이재의 PCBs 분석 방법에 관한 연구 (Study on the Analysis of PCBs in Papers by the Peak Pattern Method)

  • The new approach using the Peak Pattern Method was conducted for the analysis of polychlorinated biphenyls (PCBs) from the papers or paper products to provide certain hygienic data for the recycled papers as well as white papers. The height of the each peak, obtained from the PCBs standards, was transformed to the spectrum to compare with that of the samples. In addition to the results of the single PCBs standards, the pattern of mixed PCBs standards with the adequate concentration and ratios were obtained prior to the analysis of the paper samples. The test showed excellent repetition within 5% variation, and the recoveries of PCBs ranged from 92% to 97%. The PCBs, considered as a hazard material, were analyzed using the Peak Pattern Method from six different types of paper samples including the roll tissue. It could not find the same pattern of the PCBs peaks from all of the paper samples.
