Comprehension and Appropriate Use of a Flood Table on a Gamma Camera (감마 카메라의 Flood Table에 대한 이해와 적절한 이용)

  • Background and Purpose: Uniformity is the one of the important quality control features with respect to gamma cameras. To maintain adequate uniformity, we must acquire suitable flood table (=flood map) data because the flood table effects energy, and the type or dose of input radiation. Therefore, in this study we evaluated the difference in uniformity when uniformity does not match between the type of input radiation and the flood table data or collimator type. Subjects and Methods: For input radiation, we prepared 370 MBq of $^{57}Co$, $^{99m}Tc$, and $^{201}Tl$. Using SKYLight (Philips) and Infinia gamma cameras (GE), we acquired nine uniformity data that were corrected by technetium, cobalt flood table and did not corrected image for the three sources. Additionally, we acquired two uniformity images with a collimator that were corrected by intrinsic and extrinsic flood tables. Using this data, we evaluated and compared the uniformity values. Results: In the case of the SKYLight gamma camera, the uniformities of the images that matched between the input radiation and flood table with respect to $^{99m}Tc$ and $^{57}Co$ were better than the unmatched uniformity (3.96% vs. 5.69% ; 4.9% vs. 5.91%). However, because there was no thallium flood table, the uniformities of images at Tl were significantly incorrect (7.49%, 7.03%). The uniformities of the Infinia gamma camera had the same pattern as the SKYLight gamma camera (3.7% vs. 4.5%). Moreover, the uniformity of the $^{99m}Tc$ image acquired with a collimator and corrected by an extrinsic flood table was better than the intrinsic flood table (3.96% vs. 6.28%). Conclusion: Correcting an image by a suitable flood table can help achieve better uniformity for a gamma camera. Therefore, we have to acquire images with suitable uniformity correction, and update the flood table periodically. Whenever we acquire a nuclear medicine image, we always have to check the appropriate flood table according to the acquired condition.

Development and Application of a Sensemaking Approach to Community-based Disaster Risk Governance

  • This paper explores community-based flood disaster risk governance by applying a sensemaking approach. The conceptual sensemaking framework consists of individual experience, dialogue, and socialization components, which together comprise an interconnected system. This study presents a method for applying this framework by using a concerns table and a SWOT analysis to examine the concerns of residents living in a flood plain. A series of community-based workshops on flood risk reduction was conducted with residents of the flood-prone Muraida community in Shiga Prefecture, Japan. During the workshops, residents' concerns regarding flood risk surfaced. This study used an idiographic approach to examine the proceedings of the workshops. SWOT issue analysis was used to examine the strengths and weaknesses in the Muraida community's internal capacities, and examine the opportunities and threats in the external capacities (e.g., local government). Additionally, a SWOT strategy analysis was conducted to identify strategies for knowledge sharing and development of cooperative countermeasures that can be undertaken between the Muraida community and the local government. The results show that the concerns table can not only summarize the main concerns of all workshops, but also provide an understanding of alternative flood risk countermeasures that can be carried out.

Research on optimal FCL (Frequently Called List) table sizes in a circuit-switched network including wireless subscribers (무선 가입자를 포함한 회선교환망에서의 최적의 FCL (Frequently Called List) 테이블 크기에 관한 연구)

  • In this paper, we have studied optimal FCL(Frequently Called List) table sizes in a grid topology circuit-switched network including wireless subscribers. The FCL table gives the position information of a destination subscriber for a call. When the call is generated in a node, this call is routed by the referenced position information of the destination subscriber in FCL table. In this paper, we have proposed an efficient routing algorithm, mixed FSR(Flood Search Routing) and DAR(Dynamic Adaptive Routing), considering moving wireless subscribers. Also, we have simulated hit ratio and incorrect ratio as performance parameters, consequently proposed the object function composed of table search time, hit ratio, incorrect ratio, FSR time and DAR time, and derived the optimal FCL table size by using it.

  • The aim of this study is to decide the effective scale of investment and regional of flood control project in chronical inundation area of Moo-Han River vicinity by selecting objective regions of Seong-Jang, Yae-San, Oh-Ka and Shin-Ahm areas. In order to accomplish, the writer conducted research on the extent of damages, assets and hydrographic patterns of flood in the areas as described in foregoing chapters, and further analized the research in the method of survey and investment efficiency evaluation for flood control directed by the Ministry of Construction. According to the above analysis, the writer concluded as follows: The investment efficiency is different depend upon regional character. However, it is found that economic efficiency is high throughout in probility year 70. Therefore, the writer consider the scale of economic investment should be same as that of probability year 70 amounted \610,904,000 and regional priority are as following table. Considering the time length, objective areas of study and difficulties encounted during research,, this study is belioved to be insufficient. Accordingly, it is hoped that this study is continued to complete problems undone and is contributive to rationalize the flood control project in this areas.

The Evaluation of TOPLATS Land Surface Model Application for Forecasting Flash Flood in mountainous areas (산지돌발홍수 예측을 위한 TOPLATS 지표해석모델 적용성 평가)

  • The objective of this study is the generation of the gridded flash flood index using the gridded hydrologic components of TOPLATS land surface model and statistic flash flood index model. The accuracy of this method is also examined in this study. The study area is the national capital region of Korea, and 38 flash flood damages had occurred from 2009 to 2012. The spatio-temporal resolutions of land surface model are 1 h and 1 km, respectively. The gridded meteorological data are generated using the inverse distance weight method with automatic weather stations (AWSs) of Korea Meteorological Administration (KMA). The hydrological components (e.g., surface runoff, soil water contents, and water table depth) of cells corresponding to the positions of 38 flood damages reasonably respond to the cell based hourly rainfalls. Under the total rainfall condition, the gridded flash flood index shows 71% to 87% from 4 h to 6 h in the lead time based on the rescue request time and 42% to 52% of accuracy at 0 h which means that the time period of the lead time is in a limited rescue request time. From these results, it is known that the gridded flash flood index using the cell based hydrological components from land surface model and the statistic flash flood index model have a capability to predict flash flood in the mountainous area.

  • ODMRP is protocol that support multicast and unicast in Ad-hoc network. When some one node must transmit data by unicast way in this ODMRP, must pass through periodic flooding process to find a path and overhead happens thereby. Our scheme stores the found path into the table in a unicast mode and, when the node sends data, it refers to the DR FG table so that reduces the traffic caused by control packets(JOIN QUERY, JOIN REPLY) of a receiver node, while source/destination nodes flood periodic control packets to look for a path in ODMRP. We present that our scheme is much more improved on the time of looking for a path than existing ODMRP methods by means of the simulation.

Behavior of double deck tunnel due to feature change and variation of ground water table (다목적 복층터널의 기능전환과 지하수위 변화에 따른 거동분석)

  • Several attempts to construct multi-purpose tunnel for both road and waterway have been made. The multi-purpose tunnel is mainly used as a road tunnel, however it is transferred to waterway to control flood during rainy season. The planning of the multi-purpose tunnel is recognized as cost-effective way of infrastructure construction. In case of the multi-purpose tunnel constructed beneath groundwater table, seasonal fluctuation of groundwater table and repeated flow in the tunnel may cause long-term deterioration of the tunnel system. In this study, the behavior of multi-purpose tunnel in view of groundwater table or flow in the tunnel is investigated using model test and numerical modeling method. The results have shown that rising of groundwater table caused buoyant force to the tunnel and the fluctuation of rainwater in the tunnel generated loosening of surrounding ground. It is recommended to evaluate the effect of the long-term water pressure variation in the design of a multi-purpose tunnel.

  • 홍수로 인한 피해가 발생하면 사회 전반에 걸쳐 큰 영향을 끼치게 됨에 따라 각 행정구역은 기상특보 및 홍수특보를 기준으로 자연재난 대응 매뉴얼을 작성하고 이를 활용하여 홍수에 대비하고 있다. 하지만 행정구역별 홍수피해에 대한 특성이 지역별로 상이하기 때문에 동일한 기준으로 홍수위험을 전망하는 데에는 한계가 있다. 이에 본 연구는 과거 홍수피해 현상에 대해 조사하고 이를 활용하여 각 행정구역별 강우기준을 제시하고자 하였다. 이를 위해서 국내외 홍수피해 현상표(flood impact table)를 검토하였으며, 이를 반영하여 국내 실정에 적합한 홍수피해 현상표를 현상별로 단계를 나누어 피해 규모를 구분하였다. 또한 각 행정구역별 피해규모를 구분하기 위해 2002년부터 2012년도까지 발생한 과거 홍수피해 현상과 지속시간별 강우량 조사하였다. 각 행정구역별로 조사된 과거 홍수피해 현상을 제시된 홍수피해 현상표와 매칭을 통해 과거 홍수피해 사례를 단계로 구분하고, 수집된 지속시간별 강우량을 활용하여 각 단계별 강우기준을 제시하였다. 본 연구에서 제시된 강우기준은 각 행정구역별 홍수위험 판단기준 제시에 활용이 가능할 것으로 판단된다.

The Study of the Fitness on Calculation of the Flood Warning Trigger Rainfall Using GIS and GCUH (GIS와 GCUH를 이용한 돌발홍수 기준우량 산정의 타당성 검토 연구)

  • Using geomorphoclimatic unit hydrograph(GCUH), we estimated the fitness to calculate the mountainous area discharge and flash flood trigger rainfall(FFTR). First, we compared the GCUH peak discharge with the existing report using the design storm at the Dukcheon basin. Second, we compared the HEC-HMS(Hydrologic Engineering Center-Hydrologic Modeling System) model and GCUH with the observed discharge using the real rainfall events at the Taesu stage gage. Third, GCUH and NRCS(Natural Resources Conservation Service) were used for calculating FFTR and proper calculation method was shown. At the Dukcheon basin, the comparison result of using design storm was shown in Table 11, and it was not in excess of 1.1, except for the 30 year return period. In case of real rainfall events, the result was shown in Table 12, and GCUH discharges were all larger than the HEC-HMS model discharges, and they were very similar to the observed data at the Taesu stage gage. In this study, we found that GCUH was a very proper method in the calculation of mountainous discharge. At the Dukcheon basin, FFTR was 12.96 mm in the first 10 minutes when the threshold discharge was 95.59 $m^3$/sec.

A Study on the Development of a Dam Operation Table Using the Rainfall Matrix (강우 매트릭스를 활용한 댐 운영 조견표 개발에 관한 연구)

  • Recently, flood damage has been increasing in Korea due to frequent local torrential rains caused by abnormal weather conditions. According to the calculation of the recurrence period of torrential rain that occurred in North Chungcheong Province on July 16, 2017, it was estimated that the rainfall frequency in the upper are of Goessan Dam was around 1,524 years, and the highest level of Goesan Dam rose to EL.137.60 meters, leaving only 5 cm of margin until the height of the dam floor (EL.137.65 meters). The Goesan Dam, which operated for 62 years since 1957, needs to be prepared to cope with the increase of floodgate volume in the basin, the development of a single purpose dam for power generation only, and there are no measurement facilities for flood control, so efficient operation methods are needed to secure the safety of residents in upper and lower regions. In this study, a method of dam operation was proposed by constructing a rain matrix for quick decision making in flood prediction, calculating the highest level of dam for each condition in advance, and preparing a survey table, and quickly finding the level corresponding to the conditions in case of a situation.
