Flood forecasting in Korea has been based on the off-line parameter estimation method. But recent flood forecasting studies explore on-line recursive parameter estimation algorithms. In this study, a simultaneous adaptive estimation of system states and parameters for rainfall-runoff model is investigated for on-line real-time flood forecasting and parameter estimation. A flash flood is one of the most hazardous natural events caused by heavy rainfall in a short period of time in mountainous areas with steep slopes. Early warning of flash flood is vital to minimize damage, but challenges remain in the enhancing accuracy and reliability of flash flood forecasts. The forecasters can easily determine whether flash flood is occurred using the flash flood guidance (FFG) comparing to rainfall volume of the same duration. In terms of this, the hydrological model that can consider the basin characteristics in real time can increase the accuracy of flash flood forecasting. Also, the predicted radar rainfall has a strength for short-lead time can be useful for flash flood forecasting. Therefore, using both hydrological models and radar rainfall forecasts can improve the accuracy of flash flood forecasts. In this study, FFG was applied to simulate some flash flood events in the Taehwa river basin by using of SURR model to consider soil moisture, and applied to the flash flood forecasting using predicted radar rainfall. The hydrometeorological data are gathered from 2011 to 2021. Furthermore, radar rainfall is forecasted up to 6-hours has been used to forecast flash flood during heavy rain in August 2021, Wulsan area. The accuracy of the predicted rainfall is evaluated and the correlation between observed and predicted rainfall is analyzed for quantitative evaluation. The results show that with a short lead time (1-3hr) the result of forecast flash flood events was very close to collected information, but with a larger lead time big difference was observed. The results obtained from this study are expected to use for set up the emergency planning to prevent the damage of flash flood.
On the premise of flood control procedure, flood forecasting-warning, system(FFWS) is one of actions for disaster prevention. It makes public announcements for flood situations timely in order to mitigate damage from floodings. Multi-purpose dam which has flood control storage plays an important role in river basin at flood time. In FFWS, it is reservoir operation module that is related to reservoir operation of multi-purpose dam. This study considers the current conditions and problems in reservoir operation module of FFWS in Han River and improves reservoir operation module under limited research scope. As results, additional reservoir operation modules such as Technical ROM(Reservoir Operation Method) and ARD(Approved Release Discharge) ROM were built in FFWS. Using these newly built reservoir operation modules. Han River Flood Control Office will plan and work for flood control and flood forecasting. Firstly, it may plan for flood control by Technical ROM which is deterministic simulation model, and work for final flood control and flood forecasting by ARD ROM according to approved release discharge afterward.

The basic concept of the model is to minimize the error range between forecasted flood inflow and actual flood inflow, and forecast accurately the flood discharge some hours in advance depending on the concentration time(Tc) and soil moisture retention storage(Sa). Simplex method that is a multi-level optimization technique was used to search for the determination of the best parameters of RETFLO (REal-Time FLOod forecasting) model. The flood forecasting model developed was applied to several strom event of Yedang reservoir during past 10 years. Model perfomance was very good with relative errors of 10% for comparison of total runoff volume and with one hour delayed peak time.

During a flood season, Bo region could be easily exposed to flood due to increase of ground water level and the water drain difficulty even the water amount of Bo can be managed. GFI for the flood risk is measured by mean depth to water during a dry season and minimum depth to water and tangent degree during a flood season. In this paper, a forecasting model of the target variable, GFI and predictors as differences of height between ground water and Bo water, distances from water resource, and soil characteristics are obtained for the dry season of 2012 and the flood season of 2012 with empirical data of Gangjungbo and Hamanbo. Obtained forecasting model would be used for keep the value of GFI below the maximum allowance for no flooding during flooding seasons with controlling the values of significant predictors.
Based on optimal input data combination selected in the earlier study, Neuro-Fuzzy flood forecasting model linked Takagi-Sugeno fuzzy inference theory with neural network in Wangsukcheon and Gabcheon is established. The established model was applied to Wangsukcheon and Gabcheon and water levels for lead time of 0.5 hr, 1 hr, 1.5 hr, 2.0 hr, 2.5 hr, 3.0 hr are forecasted. For the verification of the model, the comparisons between forecasting floods and observation data are presented. The forecasted results have shown good agreements with observed data. Additionally to evaluate quantitatively for applicability of the model, various statistical errors such as Root Mean Square Error are calculated. As a result of the flood forecasting can be simulated successfully without large errors in all statistical error. This study can greatly contribute to the construction of a high accuracy flood information system that secure lead time in medium and small streams.

An artificial neural network model was developed to analyze and forecast Short-term river runoff from the Naju watershed, in Korea. Error back propagation neural networks (EBPN) of hourly rainfall and runoff data were found to have a high performance In forecasting runoff. The number of hidden nodes were optimized using total error and Bayesian information criterion. Model forecasts are very accurate (i.e., relative error is less than 3% and $R^2$is greater than 0.99) for calibration and verification data sets. Increasing the time horizon for application data sets, thus mating the model suitable for flood forecasting. decreases the accuracy of the model. The resulting optimal EBPN models for forecasting hourly runoff consists of ten rainfall and four runoff data(ANN0410 model) and ten rainfall and ten runoff data(ANN1010 model). Performances of the ANN0410 and ANN1010 models remain satisfactory up to 6 hours (i.e., $R^2$is greater than 0.92).

An water balance model was formulated to simulate the change in water levels at the estuary reservoir from sluice gate releases and the inflow hydrographs, and an one-di- mensional flood routing model was formulated to simulate temporal and spatial varia- tions of flood hydrographs along the estuarine river. Flow rates through sluice gates were calibrated with data from the estuary dam, and the results were used for a water balance model, which did a good job in predicting the water level fluctuations. The flood routing model which used the results from two hydrologic models and the water balance model simulated hydrographs that were in close agreement with the observed data. The flood forecasting model was found to be applicable to real-time forecasting of water level fluc- tuations with reasonable accuracies.

A real-time flood forecasting system(FLOFS) was developed for the real-time and predictive determination of flood discharges and stages, and to aid in flood management decisions in the Keum River Estuary Dam. The system consists of three subsystems : data subsystem, model subsystem, and user subsystem. The data subsystem controls and manages data transmitted from telemetering systems and simulated by models. Uncertainty in flood forecasting using a coupled meteorological and hydrological model is arisen from various sources, especially the uncertainty comes from the inaccuracy of Quantitative Precipitation Forecasts (QPFs). In order to improve the capability of flood forecast, the uncertainty estimation and mitigation are required to perform. This study is conducted to investigate and reduce such uncertainty. First, ensemble QPFs are generated by using Monte - Carlo simulation, then each ensemble member is forced as input for a hydrological model to obtain ensemble streamflow prediction. Likelihood measures are evaluated to identify feasible member. These members are retained to define upper and lower limits of the uncertainty interval and assess the uncertainty. To mitigate the uncertainty for very short lead time, a blending method, which merges the ensemble QPFs with radar-based rainfall prediction considering both qualitative and quantitative skills, is proposed. Finally, blending bias ratios, which are estimated from previous time step, are used to update the members over total lead time. The proposed method is verified for the two flood events in 2013 and 2016 in the Yeonguol and Soyang watersheds that are located in the Han River basin, South Korea. The uncertainty in flood forecasting using a coupled Local Data Assimilation and Prediction System (LDAPS) and Sejong University Rainfall - Runoff (SURR) model is investigated and then mitigated by blending the generated ensemble LDAPS members with radar-based rainfall prediction that uses McGill algorithm for precipitation nowcasting by Lagrangian extrapolation (MAPLE). The results show that the uncertainty of flood forecasting using the coupled model increases when the lead time is longer. The mitigation method indicates its effectiveness for mitigating the uncertainty with the increases of the percentage of feasible member (POFM) and the ratio of the number of observations that fall into the uncertainty interval (p-factor).
