Evaluation of flood control capacity of agricultural reservoirs during flood season (홍수기 농업용 저수지의 홍수조절용량의 평가)

  • We investigated flood control capacity of 484 agricultural reservoirs with storage capacity of over 1 million $m^3$ in South Korea. In general, agricultural reservoir secures flood control capacity by setting up limited water level during flood season from late June to mid-September. The flood control capacity of an agricultural reservoir during flood season can be divided into stable flood control capacity during non-flood season, stable flood control capacity associated with limited water level, and unstable flood control capacity associated with limited water level. In general, the flood control capacity significantly (P < 0.001) increased with reservoir capacity irrespective of type of spillway. The unstable flood control capacity accounted for about 20 % of reservoir capacity in the uncontrolled reservoirs. The study reservoirs showed flood control capacity of 0.60-65 billion (B) $m^3$ and stable flood control capacity of 0.43-47 B $m^3$, depending on the upper and lower limited water levels during the flood season. The stable flood control capacity of the gated reservoirs (0.29-0.33 B $m^3$) was about two times than that of reservoirs with uncontrolled spillways (0.14 B $m^3$). The ratios of stable flood control capacity to reservoir capacity for agricultural reservoirs range from 21 to 23 %, similar to that for Daecheong multipurpose dam. Moreover, the reservoirs with over 100 mm ratio of flood control capacity to watershed area accounted for 38 % of total gated reservoirs. The results indicate that many agricultural reservoirs may contribute to controlling flood in the small watersheds during the flood season.

A study for the target water level of the dam for flood control (댐 홍수조절을 위한 목표수위 산정연구)

  • The burden of flood control on the dam under frequently flood due to climate change and especially heavy flood in 2020 year are come to the forward and increased. The objective of the study is therefore to establish the method to estimate capacity and target water level for flood control in actual dam management. Frequency matching method was applied to establish a pair of cumulative distribution function (CDF) based on daily dam inflow and discharge records. The relationship between dam storage and discharge volume represented as a percentage of inflow volume was derived and its characteristics was analyzed. As the result, the Soyanggang (45%) and Chungju Dam (39%) contributing to flood control with temporarily storing flood runoff. The method and diagram to estimate flood control capacity and target water level for flood control in the dam were established. The result of the study could be used as a supplementary data for flood control of the dam according to the rainfall prediction on the Korea Meteorological Administration.

  • As the features of recent flood are spatially concentrated, loss of life and property increase by the impact of climate change. In addition to this the public interest in water control information is increased and socially reasonable justification of water control policy is needed. It is necessary to estimate the flood risk in order to let people know the status of flood control and establish flood control policy. For accurate flood risk analysis, we should consider inter-relation between causal factors of flood damage. Hence, flood risk analysis should be applied to interdependence of the factors selected. The Bayesian networks are ideally suited to assist decision-making in situations where there is uncertainty in the data and where the variables are highly interlinked. In this research, to provide more proper water control information the flood risk analysis is performed using the Bayesian networks to handle uncertainty and dependency among 13 specific proxy variables.

  • Recently, the patterns of climate change-induced disasters have become more diverse and extensive. To develop an effective flood control plan, Korea has incorporated the concept of Potential Flood Damage (PFD) into the Long-Term Comprehensive Water Resources Plan to assess flood risk. However, concerns regarding the PFD have prompted numerous studies. Previous research primarily focused on modifying and augmenting the PFD index or introducing new indices. This study aims to enhance the existing flood control safety evaluation method by utilizing a flood risk map that incorporates risk indices, specifically focusing on the Yeong-Seomjin river basin. The study introduces three main evaluation approaches: risk and potential analysis, PFD and flood management level analysis, and flood control safety evaluation. The proposed improved evaluation method is expected to be instrumental in evaluating various flood control safety measures and formulating flood control plans.

  • The objective of this study is to develop single dam operation models for flood control using Fuzzy control technique, which can improve flood controllability. We set control rules by water level and inflow, and developed three models Fuzzy I, II, III according to rule to decide outflow. Fuzzy I model consists of six rules considering only flood control and Fuzzy II model considers the effect of water use by increasing water level at the end of flood control period as well as flood control during the same period. Finally, Fuzzy m is an adaptive model designed to perform multipurpose dam operation for both flood control and water use simultaneously based on a control rules.

  • Water level of irrigation reservoir during the flood season could be kept to a certain level, so called, flood control level by releasing the flood inflow in advance in order to reduce the peak discharge of next coming flood and the damage of inundation. Concept of restriction intensity of water supply was introduced to evaluate the influence of flood control volume on the irrigation water supply. Restriction intensity can be calculated by multiplying the ratio of restriction to the days of restriction which are obtained from the operation rule curve and daily water level of irrigation reservoir and it has the dimension of % day. The method of restriction intensity was applied to the Yedang irrigation reservoir with the observed data of 30 years to review whether the present flood control volume is reasonable or not, and suggest the optimal flood control volume, if possible.

Development of Flood Control Effect Index by Using Fuzzy Set Theory (Fuzzy 집합 이론을 이용한 홍수조절효과 정량화 지표 개발)

  • Quantitative evaluation indexes for flood control effect of a multi-purpose reservoir used widely in Korea are the discharge control rate, reservoir release rate, reservoir storage rate, and flood control storage utilization rate. Because these indexes usually use and compare inflow, release, and storage data directly, the uncertainties included in these data are not considered in evaluation process, and the downstream flood control effects are not assessed properly. Also, since the acceptable partial failure in a design of water resources system is not considered, the development of a new flood control effect evaluation index is required. Fuzzy set theory is therefore applied to the development of the index in order to consider the data uncertainty, the downstream flood control effect, and the acceptable partial failure. In this study, the flood control effect of a multi-purpose reservoir is evaluated using the flood control effect index developed by applying fuzzy set theory. The Chungju reservoir basin was selected as a study basin and the storm events of July, 2006 are used to study the applicability of the developed index. The related factors for flood control effect are fuzzified, the acceptable failure region is divided from the system state to evaluate the flood control effect using developed flood control effect index. The flood control effect index were calculated by applying to the study basin and storm events. The results show that the developed index can represent the flood control effect of a reservoir more realistically and objectively than the existing index.

Improvement for Reservoir Operation Module of Flood Forecasting-Warning Systems in Han River (한강 홍수예경보시스템의 저수지 운영모듈 개선)

  • On the premise of flood control procedure, flood forecasting-warning, system(FFWS) is one of actions for disaster prevention. It makes public announcements for flood situations timely in order to mitigate damage from floodings. Multi-purpose dam which has flood control storage plays an important role in river basin at flood time. In FFWS, it is reservoir operation module that is related to reservoir operation of multi-purpose dam. This study considers the current conditions and problems in reservoir operation module of FFWS in Han River and improves reservoir operation module under limited research scope. As results, additional reservoir operation modules such as Technical ROM(Reservoir Operation Method) and ARD(Approved Release Discharge) ROM were built in FFWS. Using these newly built reservoir operation modules. Han River Flood Control Office will plan and work for flood control and flood forecasting. Firstly, it may plan for flood control by Technical ROM which is deterministic simulation model, and work for final flood control and flood forecasting by ARD ROM according to approved release discharge afterward.

Flood control analysis of the sea dike at estuary. (하구방조제의 홍수조절 해석)

  • Alone the southwesten coast of Korean peninsula, the extensive available arable acreages suited for forming are found in the development of tidal flats in the geographically curved bays with a motable tidal emplitude. It was found that the developments of these tidal flats cover an estimated area more than 276,000ha. In this paper, a flood control system by Pul's Storage Indication Method and Pul's Graphical Method at Return Periods-50 yrs, design rainfall-267mm per 48hrs and design flood-926c.m.s. and at 0.2meter control height above the High Water Ordinary Spring Tide Level (+11.0m) was studied. At the result, the flood demage in the reservoir at Return Periods-50 yrs and the tidal level at H.W.O.S.T.L. were satisfied to the below E.L. 11.20m (Flood Level in the reservoir). Well skilled flood control technique and management and control of draining sluice gate should be required for the disaster prevention from the flood and tide damage.

  • This Study aims to demonstrate how much flood vulnerability in urban area changed for the past 32 years by using the panel model. At the same time, this study strives to determine the primary factors and to construct an effective counter-plan by means of empirical research. After selecting research hypotheses based on considerations of issues concerning causes for urban flooding, their relevance is put to the test by conducting empirical research in individual case locations. This research verifies the four research hypotheses by using one-way error component regression model. In conclusion, this research has shown that urban land use and local characteristics act as significant flood determinants, with forests acting to reduce flood dangers. Moreover, constructing embankments can no longer represent a reliable flood control policy. The changes in future flood control policies need to incorporate local characteristics and to minimize natural destruction, so that humans and nature can coexist through environmentally friendly flood management policies.
