Estimation of the Flash Flood Severity using Runoff hydrograph and Flash flood index (유출수문곡선과 돌발홍수지수를 이용한 돌발홍수심도 산정)

  • The flash flood has been studied in the climatological aspect which considers temporal and spatial characteristics of rainfall. However, we have not interested in runoff hydrograph for flash flood study. Therefore, our objectives of this study are to apply a work of Bhaskar et. al (2000) which studied runoff hydrograph to represent the flash flood to Korea and also to distinguish flash flood event from general flood event. That is, we quantified the severity of flash flood by estimation of flash flood index using runoff hydrograph. This study estimated the flash flood index for investigating the relative severity of flash flood in Han river basin with 101 flood events. Also we quantified the flash flood severity for flood event by heavy rainfall occurred in July of 2006. As a result, Kangwon-do province showed more severe flash flood than other areas in Han river basin and urban area such as Jungrang cheon stream also showed severe flash flood. We analyzed a flash flood of July of 2006 by dividing July into 1st to 3rd terms. From the analysis we knew that the 1st term of July showed the severe flash flood was occurred in Seoul area and the 2nd term showed it was occurred in Kangwon-do province.

  • The aim of this study is to quantify the severity of flash food for a study watershed in Korea by estimation of flash food index using flood runoff hydrograph following Bhaskar et. al (2000). As an extension of the previous research, we examine the relation between flash food index and rainfall intensity, rainfall duration, and total runoff, respectively. This study has estimated the flash food index through simulated flood hydrographs to investigate the relative severity of flash flood in an ungauged basin, Megok river basin for 31 flood events.

  • As there occurs recently and frequently a flash flood due to the climate change, a sudden local flood of great volume and short duration caused by heavy or excessive rainfall in a short period of time over a small area, it is increasing that significant danger and loss of life and property in Korea as well as the whole world. Since a flash flood usually occurs as the result of intense rainfall over small steep slope regions and has rapid runoff and debris flow, a flood rises quite quickly with little or no advance warning to prevent flood damage. The aim of this study is to quantify the severity of flash food by estimation of a flash flood index(FFI) from probability rainfall data in a study basin. FFI-D-F(FFI-Duration-Frequency) curves that present the relative severity of flash flood are developed for a study basin to provide regional basic information for the local flood forecasting and warning system particularly in ungauged catchments. It is also expected that FFI-D-F curves can be utilized for evaluation on flash flood mitigation ability and residual flood risk of both existing and planned flood control facilities.

The Evaluation of TOPLATS Land Surface Model Application for Forecasting Flash Flood in mountainous areas (산지돌발홍수 예측을 위한 TOPLATS 지표해석모델 적용성 평가)

  • The objective of this study is the generation of the gridded flash flood index using the gridded hydrologic components of TOPLATS land surface model and statistic flash flood index model. The accuracy of this method is also examined in this study. The study area is the national capital region of Korea, and 38 flash flood damages had occurred from 2009 to 2012. The spatio-temporal resolutions of land surface model are 1 h and 1 km, respectively. The gridded meteorological data are generated using the inverse distance weight method with automatic weather stations (AWSs) of Korea Meteorological Administration (KMA). The hydrological components (e.g., surface runoff, soil water contents, and water table depth) of cells corresponding to the positions of 38 flood damages reasonably respond to the cell based hourly rainfalls. Under the total rainfall condition, the gridded flash flood index shows 71% to 87% from 4 h to 6 h in the lead time based on the rescue request time and 42% to 52% of accuracy at 0 h which means that the time period of the lead time is in a limited rescue request time. From these results, it is known that the gridded flash flood index using the cell based hydrological components from land surface model and the statistic flash flood index model have a capability to predict flash flood in the mountainous area.

Development of a Comprehensive Flood Index through Standardizing Distributions of Runoff Characteristics (유출특성 분포함수의 표준화를 통한 종합홍수지수의 개발)

  • This study developed a flood index which evaluates runoff characteristics. Runoff characteristics expressed in a hydrograph were reflected in the flood index in the form of characteristic factors such as a rising curve gradient, a peak discharge, a flood response time, and a flood discharge volume prior to peak. This study applied the standardization method to estimate the relative severity of the characteristic factors by transforming the distribution of characteristic factors into the standard normal distribution. The flood index developed in this study is a comprehensive flood index (CFI) which makes up for the weak points of a flash flood index (FFI) in determining relative severities. The CFI was applied to Han River basin and Selma River basin, and was compared with the FFI based on the correlation analysis and the regression analysis. The CFI could comprehensively evaluate flood runoff characteristics because the CFI is not dominated by a specific characteristic factor, and the CFI could explain more efficiently the relationship between rainfall and runoff than the FFI.

  • 본 연구의 목적은 Bhaskar 등(2000)의 연구를 우리나라 유역에 적용하여, 기왕홍수사상에 따른 유출수문곡선의 특성을 이용한 돌발홍수지수(Flash Flood, Index, FFI)를 산정함으로써 유역에서 발생하는 돌발홍수의 심각성 정도를 정량화하고자 하였다. 또한, Bhaskar 등(2000)의 연구내용을 보다 확장하여 미계측유역에서 적용할 수 있는 새로운 돌발홍수지수를 개발하고, 돌발홍수지수와 강우특성과의 상관관계를 정량적으로 분석하였다.

Flood Alert and Warning Scheme Based on Intensity-Duration-Quantity (IDQ) Curve considering Antecedant Moisture Condition (선행함수지수를 고려한 강우강도-지속시간-홍수량(IDQ) 곡선기반의 홍수예경보기법)

  • The methodology of utilizing Intensity-Duration-flood Quantity (IDQ) curve for flood alert and warning was introduced and its performance was evaluated. For this purpose the lumped parameter model was calibrated and validated for gauged basin data set and the index precipitation equivalent to alert and warning flood was estimated. The index precipitation and IDQ curves associated by three different Antecedant Moisture Conditions (AMCs) are made provision for various possible flood scenarios. The test basin is Wonju-cheon basin ($94.4km^2$) located in Gangwon province, Korea. The IDQ curves corresponding to alert (50% of design flood level) and warning (70% of design flood level) level was estimated using the Clark unit hydrograph based lumped parameter model. The performance evaluation showed 0.704 of POD (Probability of Detection), 0.136 of FAR (False Alarm Ratio), and 0.633 of CSI (Critical Success Index), which is improved from the result of IDQ with single fixed AMC.

  • 최근 지구온난화, 엘리뇨 및 라니냐 등 지구환경 변화에 따른 기후변화의 영향으로 짧은 시간에 매우 높은 강도를 가진 이상호우에 의해 많은 인명과 재산피해가 발생하고 있다. 우리나라의 경우에도 1990년대 후반부터 과거와 달리 국지적 집중호우가 빈번히 발생하고 있으며 집중호우에 의한 홍수는 우리나라의 가장 빈번한 자연재해 중 하나가 되었다. 이러한 성격의 홍수는 소유역 규모의 좁은 지역과 급경사지역에서 짧은 지속시간과 집중적인 강우강도에 의해 발생하고, 빠른 유속과 토사를 동반하는 빠른 수문반응으로 홍수에 대비할 시간이 부족한 것이 특징이기 때문에 기존의 홍수예보모형을 이용하여 발생홍수의 특성을 예측하기에는 많은 어려움이 있다. 유출수문곡선의 특성을 분석하여 홍수의 특성을 분석하는 연구는 Kyiamah (1996)가 유출수문곡선의 기초적인 상승곡선, 지체시간, 첨두홍수량을 이용하여 돌발홍수사상에 대한 크기를 산정하였으며, 이를 바탕으로 Bhaskar 등 (2000)은 유출수문곡선의 상승부 기울기, 첨두 홍수량비, 홍수 반응시간을 이용하여 돌발홍수지수(Flash Flood Index)를 산정하고 이 지수에 의해 돌발홍수를 설명하고자 하였다. 국내에서는 정재철 (2000)이 보청천을 대상으로 단 몇 개의 사상만을 대상으로 Bhaskar 등 (2000)이 제시한 돌발홍수지수를 적용한 바가 있다. 그러나, 이들 연구에서는 소수의 수문사상만을 이용하였기 때문에 상대심도를 산정하는데 있어 문제가 있으며 상대심도를 산정하는데 있어 각 심도계수들의 임의적인 도수분포를 이용하였기 때문에 매우 주관적이라고 할 수 있다. 김병식 등 (2008)은 한강유역의 과거 101개의 홍수사상에 대해 돌발홍수의 상대심도를 파악하기 위하여 돌발홍수지수를 산정하고 2006년 7월의 집중호우에 의해 발행한 홍수사상의 돌발홍수 심도를 시간 및 공간적으로 정량화하였다. 이러한 기존의 연구는 홍수심도 산정시에 필요한 유출수문곡선을 실측된 자료를 이용하여 산정하였으나 국내의 소유역의 경우 실측된 유출수문곡선 자료가 그다지 많지 않은 관계로 인해 홍수심도를 산정하는데 많은 어려움을 내포하고 있다. 따라서 본 연구에서는 미계측 소유역중 시범유역을 선정하고 30년 이상 장기간 실측 강우의 기왕최대 시강우량 자료에 대하여 강우-유출모형을 통한 홍수유출수문곡선을 모의한 후, 빈도별 확률강우량에 대한 수문곡선 특성인자들의 비를 무차원 지수화하여 극한홍수사상에 대한 설계강우의 취약성을 평가하기 위한 홍수위험지수 (Flood Hazard Index) 산정방법을 제시하였다.

An Assessment of Flooding Risk Using Flash Flood Index in North Korea - Focus on Imjin Basin - (돌발홍수 지수를 이용한 북한 홍수 위험도 평가 - 임진강 유역을 중심으로 -)

  • The most of natural disasters that occur in North Korea are flood, typhoon and damage from heavy rain. The damage caused by those disasters since the mid-1990s is aggravating North Korea's economic difficulties every year. By recognizing the seriousness of the damages from the floods, the North Korean government has carried out the river maintenance, farmland restoration, land readjustment and afforestation projects since the last-1990s, but it has failed preventing the damages. In order to estimate the degree of flood risk regarding damage from chronic floods that occur inveterately in North Korea, this research conducted an additional simulation for rainfall-runoff analysis to reflect the characteristics of the ungauged area that make foreign countries hard to obtain the hydrological data and do not open the topographical data to public. In addition, this research estimates the degree of flood risk by selecting the factors of the hazard, exposure and vulnerability by following the standards of the Intergovernmental Panel on Climate Change (IPCC).

Analyis of the Characterization of Flash Floods by quantifying the characteristics of the Runoff hydrograph (유출수문곡선의 특성을 이용한 돌발홍수 특성분석)

  • 지금까지 돌발홍수는 주로 강우의 시공간적인 특성들을 고려한 기후학적 측면에서 관심을 가지고 연구가 진행되어 왔을 뿐 유출의 시각에서 돌발홍수를 평가하기 위한 노력은 매우 미흡하였다고 할 수 있다. 본 연구의 목적은 Bhaskar 등(2000)의 연구를 우리나라에 적용하여 유출수문곡선에 의해 돌발홍수를 설명하고, 다른 홍수사상과 돌발홍수 사상을 구별하고자 하는데 있다. 즉, 유출수문곡선의 특성을 이용해 홍수사상에 대한 돌발홍수지수(flash flood index)를 산정함으로써 돌발홍수의 심각성 정도를 정량화하고자 하였다. 이를 위해 본 논문에서는 한강유역의 과거 101개의 홍수사상에 대해 돌발홍수의 상대심도(relative severity)를 파악하기 위하여 돌발홍수지수를 산정하였으며 또한, 2006년 7월의 집중호우에 의해 발생한 홍수사상의 돌발홍수 심도를 시공간적으로 정량화하였다. 분석 결과, 한강유역의 다른 지역에 비해 강원도 지역의 홍수 유출수문곡선들이 돌발홍수 심도를 크게 나타내었으며 중랑천 등과 같은 도시유역에서도 돌발심도가 크게 나타남을 확인 할 수 있었다. 2006년 7월 집중호우에 의한 한강유역의 돌발홍수지수를 7월 전반기, 중반기 그리고 하반기로 나누어 시공간적 공간분포를 분석한 결과, 7월 전반기의 경우 서울 주변지역의 돌발심도가 크게 나타났으며 7월 중반기의 경우 강원도 지역의 돌발홍수 심도가 크게 나타났다.
