It is the developing policy of fishing village of korea that the fishermen are not to leave their fishing village by the construction of abandant and rich fishing village in the social, cultural and economic side of view. The government has promoted the project to improve the fishing and agrarian village from 1992 year, but it is not so helpful to solve the problem of the island and fishing village. Therefore, it has to improve the structure of fishing village and to develope the vital and lively fishing village, Japan had enacted the special law for the promotion of out-island which was called the law for the promotion of Ri-do isalnd, and commenced to develop the Ri-do island. The law for the promotion of Ri-do island is limited to 10 years, but it was amended 10 times and Japanese government has invested as many as budget to Ri-do isalnd during 30 years. Korean government also had enacted and enforced the special law for the promotion of out-isalnd developement referring to Japanese system. However, it is neccessary at first to improve the system that the fishing village is able to develope the fishing port in order to make higher the efficiency of investment. Moverover, the earning differentials bewteen the city and the fishing village has to decrease by the developement of transport convenience and pavement of the road of the out-isalnd and remote fishing village. Otherwise, it is requested rapidily to set up the welfare policy for the aged people because the inhabitants of fishing village become to great age, and inhabitants could be at least diagnose one time every week in the good medical facilities. The ministry of marine and fisheries has to permit the sports fishing business by the small fishing vessel in order to increase the income of inhabitants of fishing village and put a lot of the fishing reefs which are constructed to 2-3 story into the sea. And then the sports fishing business will be flourish by the small fishing vessel.

We collected AIS information on fishing vessels operating near Jeju Island, and analyzed appearance density of the Chinese fishing vessels and inferred the movements of the fishing grounds. AIS information was received from October 16, 2016 to October 16, 2017 and stored on a hard disk through a program called AisDecoder. Unauthorized fishing vessels within the Exclusive Fisheries Agreement Zone (EFAZ) operated near the EFAZ boundary, and the frequency of appearance of fishing vessels were high in the middle waters of Korea and Japan, 252 and 250 fishing zones. Chinese fishing vessels authorized to enter appeared scattered outside the Prohibiting Fishing Zone of the Large Trawlers (PFZLT), and the closer they were to the PFZLT boundary, the higher the appearance density. And the appearance of Chinese fishing vessels with a speed from 0 to 3 knots was mostly outside the EFAZ, showing high density in the waters close to the boundary between Korea and Japan. On the other hand, within the EFAZ, the frequency of appearance of Chinese fishing vessels was also low and scattered. The appearance of Chinese fishing vessels with a speed from 3 to 5 knots mostly shows some variability within the EFAZ, but the frequency of appearance was high and the density was high. The seasonal appearance of Chinese fishing vessels in the waters south of Jeju Island appeared in the southwest in the autumn and then moved south and southeast of Jeju Island in the winter, and in the spring and summer. They were considered going to other fishing grounds without fishing in the waters south of Jeju Island.

This study is one of the research series for providing basic data that would contribute to the development of the field of fishing industry through the systematic fishing management, protection of fishery resources and healthy fishing culture with safety measures for fishermen in Jeju island according to the implementation of "Fishing Management and Support Act". As a result of analyzing the related acts, the contents of this study are related with provisions of "Fishing management and Support Act" on acts on fishing management, fish bait management, support for fishing and fishing related industries and with provisions of "Act of the preservation and management of desert island" on the preservation, use and development of desert island (use and development in a desert island, behavior in usable desert island). As a result of the survey, the rocks on the seashore showed the highest popularity with 52.6% for fishermen and the seawall was the highest with 47.1% for Maritime police as their fishing place in the fishing related activity data. And as the survey result about the awareness of "Fishing management and Support Act", 65.2% of general fishermen, 36.0% of maritime police and 70.5% of fishing related agencies answered that they knew the act. It was also surveyed whether they consider its contribution to fishing related industry development and positive result was shown by general fishermen and maritime police with 46.8%, 48.0% respectively whereas fishing-related enterprises showed negative answer with 47.7%. In the survey of fishing related regulation standard, general fishermen, maritime police and fishing related agencies all showed different opinions regarding the regulation standard. It is recommended that regulation standard needs to be set up after detailed review.

The analysis of the written verdicts in recent five years was conducted to obtain preventive measures of collision between fishing vessel and non fishing vessel. As a result, a collision much happened in offshore trap for fishing vessel and below 5,000 tons of small and medium class for non fishing vessel. A person involved in a marine accident occupied 68% in sixth class deck officer and small boat operator for fishing vessel and 29% in third class deck officer for non fishing vessel. 90% of the collision happened in a underway by operating state and 84% in sight of one another by visibility state. The systemic radar training was required since 47% of the collisions was occurred on the condition of radar operation in fishing vessel. The main cause of poor lookout was a intensive fishing and poor lookout on movement by radar for fishing vessel and one man watch system and no recognition of one another by radar for non fishing vessel. This result is expected to contribute for the decrease of collision.
As of late, people who enjoy fishing as a pastime in Korea has dramatically increased on the back of the increased national income and 5-day working system being in place. In the past, people used to fish in inland waters, but fishing on the sea has also shown a steady increase. The expanded fishing community along with increasing types of fishing, however, led to destruction of ecosystem by littering the waters of both inland and sea with wastes and reckless exploitation of fish resources. Fishing activities are usually taking place in inland waters, or on the sea, which is, by definition, a common property, and side effects such as free riding and diseconomy are frequently observed occurring. In other words, everyone can use the property free of charge(except paying fishing lot), and littering the waters with pollutants and wastes stemming from fishing activities is currently rampant. In this context, this paper studies the necessity of introducing fishing license system and its feasibility in Korea from a perspective to improve the national welfare through policy measures based on 'polluter pays principle' to prevent further environmental pollution in the fishing lot and preserve fishery resources. Study shows that introduction of Recreational fishing license system is urgently needed, but it is concluded that it should take more time to implement the system so as to accomodate the differing interests of all parties involved including recreational fishing industry, while strengthening public relation activities to solicit for the people's understanding of the system to be introduced.

In the area around Jeju Island, the squid jigging fishery and the hair-tail angling are popular. Therefore, the study on the characteristics of the formation and shift of fishing grounds is very important. We have received and analyzed AIS data of all vessels around Jeju Island from October 16, 2016 to October 16, 2017, and extracted the positions of the fishing vessels with the same operational characteristics as the fishing vessels of their fisheries. The distribution chart of the frequency of fishing vessels appearing in each predefined fishing grid ($1NM{\times}1NM$) was analyzed. So we took a analogy with the monthly shift of fishing grounds. Many fishing vessels appeared in the seas around Jeju Island from November 2016 to January 2017, and the frequency of their appearance was maintained. In November, however, fishing vessels were mostly concentrated in coastal waters. Yet, the density gradually weakened as they moved into January. From February, the frequency itself began to decline, making it the worst in April. The high concentration of fishing vessels in the waters leading from Jeju Island's northwest coast to south coast in November is believed to be related to the yellowtail fishery that are formed annually in the coastal waters off the island of Marado. In May 2017, the appearance frequency of fishing vessels increased and began to show a concentration in coastal waters around Jeju Island. Fishing vessels began to flock in waters northwest of Jeju Island beginning in July and peaked in August, and by September, fishing vessels were moving south along the coast of Jeju Island, weakening the density and spreading out. Between July and August, fishing vessels were concentrated in waters surrounding Jeju Island, which is believed to be related to the operations of fishing vessels for the squid jigging fishery and the hair-tail angling.

We examined the relationship between the 50m temperature estimated by remote sensing sea surface temperature (SST) and fishing ground (squid fishing ground) detected by nighttime visible channel defense meteorological satellite program (DMSP) I operational linescan system (OLS) images in the East/Japan Sea during 1993-2000. The results are as follows: The numbers of nighttime fishing boat were distributed the highest in October, and the lowest in April during this study. A nighttime fishing grounds have concentrated in the East Korea Warm Current region, coastal regions of Honshu Island, and Polar front region. Fishing grounds have distributed $11-18^{\circ}C$ of estimated 50m temperature from the satellite data. Relationship between estimated 50m temperature and the distributed fisheries boats showed that the north boundaries of fishing grounds have distributed the temperature of below $12^{\circ}C$ from 1996 to 2000 and that of $13-15^{\circ}C$ during 1993-1995 and 1997-1999. Stable fishing grounds appeared near the Korea/Tsushima Strait from January to March. The center of fishing grounds in spring (April-Jun) have moved to the northward than that in winter, and variations appeared largely in winter. In summer (July-September), center of fishing grounds have formed near the Uleung Island in the south east coast of Korea, and in autumn maximum fishing ground appeared in October, the fishing ground southward from November.
The Proposal of this paper is to draw up solution about fishing disputes in Korea coastal waters. Small fishing vessels under 8 metric tons which is regulated by the provincial governors, must operate within provincial boundary on the sea as in fishery policy of Korea. on this, I think that the present situations of fishing disputes have related to the fishing license system. Problem of this kind, Before 1970's, fishing disputes rarely took place, and it, if any, did not bring any social conflicts or disputes. Since 1980's, some of fishing disputes have been reported within fisheries society Recently, The disputes have been increasing to become social conflicts between local people concerned and have evoked an argument on whether the provincial boundary on the sea exists. If such disputes continues to increases or remains unsolved, they will bring a tremendous social cost such as an accelerated decrease in fish resources, degradation of fishing grounds, disorder in fishing, destruction of fisheries culture and so on. The reasons for the growing disputes can be specified as fellows : the degradation of fish resources, the present fishing license system which inherently causes competitions in fish catching, irrational ceiling system of fishing vessels, legal problem on existing boundary between neighbouring two provinces, the functional problem of national or regional fishery coordination committee which has been established to coordinate general fishing disputes. This study has also dealt with Japan's experiences in fishing disputes which has the history of more than a hundred years and its coordinating mechanism. In the discussion section, some possible solutions have been briefly touched fer further study.

The purpose of this study is to suggest improvement directions and strategies for the minimization of ex-post damage and prevention of the generation of derelict fishing gear which lead to decreased fisheries resources and deteriorated marine ecosystem through ghost fishing and damaging spawning and growth grounds. Current problems related to derelict fishing gear in Korea are lack of reliable data on the generation amount of derelict fishing gear, absence of life-cycle monitoring and management system, insufficient supports for derelict fishing gear collection programs and R&D investment in environmentally friendly fishing gear, etc. Thus, this study suggests three basic improvement directions to prevent the generation and minimize the damage of derelict fishing gear. Such improvement directions contain more detailed strategies such as establishment of fishing gear management law and life-cycle management system, strengthening entry regulations on fisheries causing serious ghost fishing problems, increased supports for R&D investment and dissemination of bio-degradable fishing nets, and promotion of voluntary agreements among competing fishermen's groups.
In Korea, deep-sea fishing industry is faced with pressure of being thrown out of business, because of the upcoming unfavorable business conditions such as the fishing regulation of coastal countries, Korea-US Free Trade Agreement(KORUS FTA), and the other socio-economic changes. Hence, we present an evaluation of future business competitive for the deep-sea fishing industry so that the government can develop a concession plan for the deep-sea fishing industry by utilizing the results of this study. In efficiency analysis of deep-sea fishing industry, the decision maker may have two problems: (1) how to deal with multiple inputs and outputs of deep-sea fishing industry and (2) how to assign the weights on different inputs and outputs, In this paper, we proposed to use Data Envelopment Analysis (DEA) to estimate efficiency of deep-sea fishing industry with multiple inputs and outputs. In the DEA, The direct impact of KORUS FTA, fishing regulation of coastal countries, fishing charges, and competitive fishing conditions were used as input parameters while the profitability and secured fishing quarters, as outputs. The results of DEA-BCC model indicate that 6 out of 12 DUMs have better efficiency under variable return to scale assumption.
