수산 정책자금의 현황과 과제 (The Problems and Tasks of Public Loan Programs in Fishery Industry)

  • A number of public loans with lower interests and other tax benefits have been provided for farmers and fishermen. However, much of those loans have been accumulated as non-performing. The result is that a large part of fisheries debts are now on the verge of default, Those loans, that fail to pay interests, keep rapidly growing like a time bomb. Now something has to be done before it burst. Firstly, the government must clean up the debts caused by government's mismanagement in the past. The past debt must be repaid or written off by the government since its guarantee was committed several times in guidelines regarding public loans. As such a measure, the government can greatly enlarge its capital contribution to the Credit Guarantee Fund for Farmers and Fishermen and Loss Guarantee fund for Policy Loan. It would greatly help to compensate local branches of fisheries cooperatives for their loss incurred from carrying public loans. In the past, the government used to roll over old debts of fishermen with new debts whenever maturity came. It ends up growing the size of non - performing loans. For this reason, it is not delay of the debt payment, but its write - off that fishery society needs a lot. Secondly, the loan authorities must lower overall risk in providing public loans for fishermen in the future. The whole process must be thoroughly reviewed and changed to provide and manage government loans. To facilitate this, fisheries cooperative must stop being just a public agent, rather take a bigger responsibility in selecting, and checking loan beneficiaries, and securing debt repayment. Incentives must be arranged properly enough to induce fisheries cooperatives to treat public loans just like their own business. Finally, the so - called 'special account of policy loan in fisheries industry' must be set up to enhance the transparency and to check the performance of public loans programs.

우리나라 연근해 불법어업의 유형별 발생원인과 어업질서 확립방안에 관한 연구 (A Study on Origin of Coastal-Offshore Illegal Fisheries and some Establishment Devices of Fishery Order in Korea)

  • The economic and social bad influences of the illegal fishery bring about the results of the fishery resources exhaustion, of the fishery disorder and of the obstruction to sound management for fishery. The typical illegal fishery conducted in the coastal and offshore area of Korea can be divided as follows; fishery conducted by legally unauthorized method, fishery without permission from the Government, and fishery conducted in contravention of the laws and regulations concerning the fishing vessel, fishing gear and fishing method etc. The major reasons of origination of the illegal fishery in the coastal and offshore area of Korea are; Firstly, almost of the fishermen are poorly equipped in economical scale, Secondly, it is very easy to approach the illegal fishery because the domiciliation condition of the fishing village is deteriorated. Thirdly, almost of the fishermen are lacking in lawabiding spirit. Fourthly, the insolvent and unstable fisheries management policy with the lukewarm enforcement of the fisheries laws and regulations by the Government. Fifthly, the small scale family supporting fisheries are widespreaded. Sixthly, to retrieved the economical difficulties the fishermen are easily led astray the illegal fishery. As a conclusion the authors made some suggestions to stamp out the illegal fishery by this study. For the first, temptation fishermen into lawabiding fishery through intensification of the penal regulations is required. Second, simplification of the fishery type through combination of resemble fishing methods is required. Third, actual improvement of the fundamental fishery permission regime is required. Fourth, Introduction of the self-regulating or co-management system for the fishery management is required.

어선원의 직업만족과 이직의도에 영향을 미치는 제요인에 관한 연구 (A Study on the Determinants of Fishermen's Work Satisfaction and Turnover Intention)

  • The sustained economic growth cannot be expected without the balanced development in all the realms of industries. Korea has recorded the continuous high growth rate of economy, but it is now facing some difficulties in keeping the normal economic growth, because industrial workers do not like to work in some fields, the typical one of which is the fishery works. This thesis aims at studying the determinants of fishermen's job satisfaction(FJS) and the determinants of affecting the fishermen's trunover intention(FTI) to obtain and maintain the man power for fishing boats. This study assumes that the determinants which affact FJS are fishermen's work values, job characteristics, the attitude of accepting their fishery work, and that the determinants which affect FTI are FJS and their perceptions of labor market. This study concerns two kinds of Job satisfaction : one is an intrinsic satisfaction which comes directly from the work itself, and the other is an extrinsic satisfaction comes from the compensation for the work, but in this study “Pollnac's work satisfaction factor” is added as an additional determinant of FJS. There is a difference in job satisfactions between the individuals who have different work values. Some feel more satisfacttion than the others, which can be explained by the internal work values which assume the work is only a means for another objective of life. This study applies Hackman and 014ham's studies to the job characteristics that a worker's job satisfaction is positively related to the core job characteristis of the job. In addition, this study transformed their studies into variables. A job enrichment to reduce the simplicity of a work and make it more valueable can increase a job satisfaction, but an existing organization has limitation in redesigning the job for its enrichment. A reasonable answer about this matter can be obtained from the workers' subjective perceptins to highly regard the objective job characteristics. Worker's previews of fishery work also affect their job satisfaction because they are already informed of the details and charcteristics of the job that they have to carry out. A Job dissatisfaction causes their intention to leave jobs owing to general perceptions prevailing in labor markets.

수협발족이후의 수산금융에 관한 연구 (A Study on Fisheries Financing after Establishment of Fisheries Cooperatives)

  • After Liberation of Korea, Korean fisheries economy fell into an exhausted conditions because of the damage of Japanese colonization policy and the Korean War, and fisheries organizations of those days established for the improvement of fishermen's welfare could not carry out their primary purposes and functions. Under such circumstances, Fisheries Cooperatives starting on April 1st in 1961 played a great role in settling the socio-economic confusion of those days. Fisheries financing was also more systematic and substantial after establishment of Fisheries Cooperatives. In fact fisheries industry was faced with much more riskiness than any other industry on account of its speciality and such a riskiness induced general financial institutions to be reluctant to lend money to the fishermen. In order to overcome such a capital rationing, it was necessary to establish the reciprocal financing system based on the principle of mutual protection of economic weakers. Credit business in Fisheries Cooperatives beginning in 1963 was mainly dependent on governmental fund as fund sources. But the size of fund was too small to satisfy fishermen's fund demand, therefore Fisheries Cooperatives carried out the movement of raising its own fund. As a result of the movement the ratio of its own fund to total funds amounted to 47.7% in 1980, but external funds still take a greater part of all funds. To settle the weakness of the ratio of its own fund and chronic deficiency of fund, a conclusion can be drawn as follows : 1. The enlargement of Fisheries Cooperatives' raising ability of funds. .The expansion of urban branch to absorb idle funds in urban area. .The diversification of financing service to compete with genetral financial institutions. 2. The enlargement of governmental fund and preferential treatment of fishermen's savings. 3. Vitalization of mutual finance and fixation of Fisheries Cooperatives' two-phase organization. 4. The re-enforcement of supervisory financing and post management system.

어업인 신용평가모형 개발현황 및 과제 (The Present state and tasks of Fishermen Credit Scoring Model)

  • Excessive public loan with low interest and other tax benefits have been provided for fishermen, but much of them turned out to be little performed. There were the moral hazards of Suhyup in the process of executing the public loans. As the government gave the reimbursement on the financial loss of Suhyup resulting from the public loans, Suhyup had no responsibility of the bad debt loss. Therefore, Suhyup gave little efforts to reduce the non-performing. The government perceived this problem and tried to reduce the under-performing loans. Thus, the government decided to take limited responsibilities. Suhyup made the progress to reduce the under-performing public loans. Suhyup dealt with these situation and made the credit evaluation model of the fisherman's public loan. This paper is for the credit evaluation model in the fisherman's public loan, which explains the model development methodology and the model characteristics in detail. This evaluation model is composed of two sub-component model. the one is the quantitative model and the other is the qualitative model. The quantitative sub-model is for the identification of fishermen financial status and is based on the financial transaction information. Its development methodology is the CSS modeling for the consumer market. The qualitative sub-model is for the evaluation the business prospect and is based on the business information such as fisherman's management skills, technology, equipment. Its development methodology is the AHP. It provides the detailed information in the model development methodology, which is the ideal example such as the public loan. In addition it gives the information to the interest parties such as policy makers, suhyup and fishermen.

전통적 어업관리의 불법어업 감시·감독에 대한 경제학적 분석 (An Economic Analysis of the Enforcement of illegal Fishing in Traditional Fisheries Management)

  • Illegal fishing is often cited as a principal cause of the failure of fisheries management, expecially fishing efforts regulations in traditional fisheries management. Usually, illegal fishing problems are perceived to be equivalent to inadequate enforcement, and policy prescription then follow to strengthen enforcement programs. The purpose of this paper is to analyze the illegal fishing behavior relatively recent emphasis on fishing efforts regulations in traditional fisheries management. The analysis focuses on measuring, explaining and developing the effectiveness way of enforcement strategies responding to imperfectly managed fishing efforts regulations through illegal fishing behavior and avoid enforcement fishing efforts measures. A model of fishermen fishing behavior and profit-maximizing decision making is analyzed to determine optimal fishing at individual fisherman level in response to fishing efforts regulation. The results of economic analysis of the enforcement of illegal fishing in traditional fisheries management results are as follows: First, illegal fishing will occur only if enforcement effort is not so high as to remove the incentive to do so, and if the effectiveness of avoidance is not too great, nor its cost too low. Second, avoidance effort will occur at a level jointly proportional to the extent of illegal activity and of enforcement; for given levels of the latter, the desired avoidance effort increase with its effectiveness and decrease with its cost Third, to improve the effectiveness of enforcement, understanding avoidance behavior appears to be crucial to any efforts. Forth, enforcement and fishermen behavior interact depends strongly on characteristics of avoidance, specifically its cost and effectiveness. When avoidance is neither too cheap nor too effective, the interaction is regular. Fifth, in this case, at low levels of enforcement, fishers respond to increases in enforcement by increasing avoidance, but at higher enforcement levels, it becomes uneconomical to continue to do so, and avoidance decreases with enforcement. Sixth, illegal fishing activity decreases steadily with enforcement, so the fishery manager is able, in theory, to reduce illegal fishing toward zero by increasing enforcement. If, however, avoidance is very inexpensive and/or very efficient/ then the optimal level of avoidance will increase indefinitely with increasing enforcement. Finally, less fishery enforcement is required if fishermen have less incentive to overfish, and fishermen have less incentive to avoid fishery enforcement measures.

WIPI기반 인공어초 검색 콘텐츠 개발 (Development of WIPI-based Artificial Reefs Search Contents)

  • IT 관련 기술의 발전은 'Any Time, Any Where, Any Service'를 사용자에게 제공할 수 있는 제반 여건을 마련하였으며, 무선 인터넷 서비스는 인터넷 기반의 서비스를 이동 중에도 이용 가능하도록 하였다. 다양한 무선 콘텐츠 개발로 생활에 다양한 즐거움과 편리함을 제공하였다. 그러나 기존 무선 콘텐츠는 표준화된 환경에서 구축되지 않아 무선 인터넷 플랫폼에 종속적이었다. 따라서 콘텐츠 중복 개발로 인한 자원 낭비, 시간 낭비, 인력 낭비를 초래하고 있다. 본 논문은 JAVA를 이용하여 플랫폼에 독립적이며, WIPI기반 인공어초 검색 콘텐츠를 제안한다. 인공어초시설은 어민 소득 증대의 목적으로 국가가 시행하고 있는 사업이지만, 인공어초시설 위치 정보는 일부 어민들만 알고, 많은 어민들은 인공어초시설 위치조차 모르고 있는 실정이다. 따라서 본 논문은 WIPI 기반 인공어초 검색 콘텐츠를 개발하여 인공어초시설 위치 정보를 모르는 어민들과 조사들에게 인공어초시설 위치정보, 수심, 저질 등의 정보를 제공함으로써 어민들에게는 소득 증대를, 조사들에게는 대어를 낚을 수 있는 기회를 제공하고자 한다.

  • The objective of this study is to establish a direction for smart aquaculture technology development in the Republic of Korea through patent analysis and a demand survey of experts and fishermen. The patent analysis was conducted using Wisdomain for patents in the Republic of Korea, the United States of America, Europe, Japan, and China from 2005 to 2016. This study conducted an analytic hierarchy process (AHP) survey of experts in the fields of fishery, marine, and ICT among others. Furthermore, it carried out a demand survey of 85 fishermen in Jeonnam and Jeju. The smart aquaculture technology market has moderately grown in the Republic of Korea until recently, and it is expected to expand further because of the expansion of national investment in the smart aquaculture field. The priority evaluation results for developing smart aquaculture technology show that land-based aquaculture has a higher priority than sea-based aquaculture. Of the fishermen that responded, 84% said that they need to introduce smart aquaculture technology to solve problems in the supply and demand of manpower, labor cost, and maintenance expenses. The direction of development should lie in developing biological and environment-based standard aquaculture models to spread high-tech systems and vitalize the aquaculture industry. This requires continual training of human resources in the smart aquaculture field.

연승어업에서 참돔의 섭식행동을 응용한 어획시스템의 성능 분석 (The Analysis of a Fishing System that Employs a Red Seabream Feeding Behavior in the Long Line Fishery)

  • In this study, we designed a fishing system to reproduce the underwater movement of the living Sword tip squid (Loligo edulis) used as bait in the red seabream long line fishery, and conducted the experiment of the fishing operation in 2 ways, i.e., a pole and line fishing method (fishermen) and a bait control fishing system used at fishing sites. Based on the catches in fishing operation, the experiment was conducted over a six times (2014 & 2015), and then 107 fishes were caught by the line fishing method while 57 fishes were caught by the bait control fishing system. The fishermen method actively controlled the speed of gear movement upward and downward while checking the reaction of red seabreams to the bite in the process which a jerk was transmitted to single line hook fishing gear manually. The bait control fishing system is a passive method which fishermen visually check only the movements at the end of fishing pole, enabled differentiation of bite reactions of red seabream during fishing operation. Thus, the difference between fishermen method and the bait control fishing system was found to about 53.3% in the catches. We confirmed the possibility of a site fishing operation based on the bait control fishing system designed newly as a result of this study. Improvement is in several areas for commercialization at the site. This fishing system is expected to be able to find wide-ranging applications as a new labor-saving method for the fishing red seabreams if it is applied to the fishing sites after aforesaid process.

숙련 외국인 어선원 확보를 위한 제도 개선 방안 : 연근해 어업을 중심으로 (Policy Suggestions to Retain Skilled Migrant Fishermen in Korea : Focus on Offshore Fishing )

  • With the restriction of foreigners' entry into Korea due to the COVID-19 pandemic, the fishery industry faced significant challenges in supplying migrant workers. In response to this, there is growing interest in methods that could facilitate the stable employment of migrant workers. This paper investigates whether the current system used for the employment of migrant workers in the fishery industry, which is highly dependent on them, adequately performs its function of providing a stable and skilled workforce amid the intensified labor shortage resulting from decreasing numbers of households with employment in the fishery and the aging Korean fishermen. To this end, past studies and government documents pertaining to the current system were analyzed, and a survey targeting the owners of offshore fishing boats that employ migrant workers was conducted. A total of 147 owners of fishing boats responded to the survey, and the data of 499 migrant workers employed by them were used for the analysis. The analysis indicated that the migrant fishermen had difficulty in acquiring minimum scores for the change of visa status according to the criteria for the Skilled Worker Points System. Furthermore, distinct differences were found between the characteristics and working conditions of migrant workers employed through the Employment Permit System (EPS) and the Foreign Seamen System. Based on this result, this paper suggests the reorganization of the skilled migrant worker system in the fishery industry and the expansion of the regional specialized visa pilot project.
