Digitalization of Seafarer's Book for Authentication and e-Navigation

  • Currently, the crew working on a ship is required to carry a seafarer's book in most countries around the world, including the Republic of Korea (ROK). Yet, many fishermen working in the international waters of the ROK do not abide by this rule as the procedure of obtaining it is rather inconvenient or they do not understand the necessity or the benefits of having it. Also, as the regulation of carrying the certificate has been strengthened, it is important for them to avoid making a criminal record unintentionally. This study discusses the digitalization of the seafarer's book based on several security measures in addition to BLE Beacon-based positioning technology, which can be useful for the e-Navigation. Normally, seamen's certificates are recorded by the captain, medical institution, or issuing authority and then kept in an onboard safe or a certificate cabinet. The material of the certificates is a cloth that can withstand salinity as the certificate could be contaminated by mold. In the past, the captains and their crews were uncooperative when the ROK's maritime police tried to inspect several ships simultaneously because of the time and cost involved. Thus, a system with which the maritime police will be able to conveniently manage the crews is proposed.

  • This paper approaches Sir Thomas More, Coriolanus, Pericles in terms of the relationship of food to national identity. These three plays examine ways in which food is essential to what constitutes English national identity, and food shortages give rise to riots thereby throwing everyday life into disorder. In Sir Thomas More food shortages are caused by foreign foodstuff and foreign habits of consumption. Rioting Londoners fear that the European foreigners' strange dietary habits would do harm on English food, the English body and English economy. In Coriolanus starvation is the primary trigger for the enmity between the senators and citizens. Menenius employs the fable of the belly to quell the hungry citizens' anger and to emphasize the senators' role as a store of nutrition to feed the body, that is, the citizens. Coriolanus' contempt for the body's need comes to a devastating end. In Pericles the famine is brought about by the gluttonous consumption of specific foods. The problem of greedy consumption becomes that of living in the cannibalistic situation where mothers are willing to eat their children and married couples one another. Pericles feeds the hungry people with bread, and is also saved from starvation by the fishermen after shipwreck. In this way the three plays provide the examples of Shakespeare's notion on healthy food and feeding.

  • Fisheries policies are diversifying, including welfare programs for fishermen, revitalization of earfish and villages, and support for the sixth industrialization of fishing villages. In response to these policy changes, the purpose of this study is to categorize the fishing village fraternity, which is a local community, a fishery production organization, and a basic unit of a fishing village, and compares the characteristics of each type A number of indicators were selected by collecting data on the Categorization and evaluation of fishing villages fraternity and the statistical geographic information service. A number of indicators were extracted as representative factor variables using the principal component analysis, and then cluster analysis was performed to categorize the fishing village fraternity. This study was the first to attempt a comprehensive approach to revitalize the fishing village economy by using not only demographic and social characteristics, industrial and economic characteristics, but also regional characteristics. The characteristics of each type of fishing village fraternity find its significance in that it provides basic information that can be used in policy decisions. In order to strengthen the sustainability of the fishing community in the future and contribute to the sustainable development at the national level, the development of sustainable fishing village fraternity development indicators and follow-up studies on fishing village regeneration strategies will be needed.

중국 고대 수산업의 변화와 발전에 관한 연구

  • It can be said that the fishery industry in ancient China did not originally occupy a very special economic area even when it was started. At that time, the fishery industry was only treated as a means for the livelihood of ordinary people. Over time, the value and economic benefit of aquatic products began to be valued. Its origin can be said to have originated from Yugong(禹貢), which was established by King Yu. These records made it clear that the ancient kings placed great importance on the economic value of seafood and the importance of the fishery industry in the government. Thus, the fishery industry was established as a part of the socio-economic system. In ancient China, the fishery industry was one of the industrial systems that supported traditional Chinese society along with agriculture. It will be possible to analyze the way of thinking of modern Chinese people on the fishery industry through the study of the fishery industry in the traditional era of China. And based on this analysis, I think that it will be able to contribute to a certain extent in establishing a theoretical foundation for countermeasures against the reckless overfishing of fishery resources by Chinese fishermen in the West Sea, which is currently a problem.

Identification and characterization of fish breeding habitats on Lake Kyoga as an approach to sustainable fisheries management

  • Nile perch and Nile tilapia are major commercial species in Uganda, and thus require continuous production. However, their production is impacted by anthropogenic activities such as fishing in breeding habitats. The aim of this study was to identify and characterize Nile perch and Nile tilapia fish breeding habitats on Lake Kyoga. Water quality, lake bottom, fish and vegetation type samples were collected from 20 sites in April of 2021 and 2022. Key informant interviews were conducted with experienced fishermen at five fish landing sites. The water quality parameters indicated significant difference within the sites using analysis of variance. Sandy and muddy bottom types were equally spread at 40% each by use of a pie chart. Fish gonads showed no significant difference among the 20 sites. Bivariate correlation analysis of the vegetation types indicated a strong negative correlation with Nile perch while Nile tilapia had a positive correlation. Principal component analysis of the water quality, fish gonads and habitat vegetation components cumulatively contributed 82.5% in characterizing a fish breeding habitat. Four sites for Nile perch and four sites for Nile tilapia were characterized as breeding sites on Lake Kyoga and are recommended for mapping and gazettement as breeding habitats for sustainable fisheries management.

Behavioral response of purpleback flying squid Sthenoteuthis oualaniensis (Mollusk; Cephalopod) to the flashlight artificial bait colors

  • This study aimed to know the response of deep-sea squid Sthenoteuthis oualaniensis to the light colors of the artificial bait. This experiment used the commercial artificial flashlight baits commonly sold in the fishing shop. The bait has several different light color combinations. The light colors were modified into several light colors by inactivating certain colors and used as treatments. The study is expected to be able to find flashlight bait's most effective color for squid fishing. We applied red-green, green, blue, and commercial bait lights in this study. Each treatment has 3 replications. The effect was expressed as the amount of squid caught. Data were analyzed by one-way analysis of variance. Results showed a significant effect on the number of squid catches. There was significantly different squid catches among the treatments. It indicates that this artificial flashlight bait could be developed to maximize squid catches. This finding can be used for the local fishermen's income and the squid fisheries development.

  • It is our imminent project that we should train young and able manpower to strengthen the international competitiveness under the free trade of agricultural products, to solve the problem of decrease in farm population and of aging people in agriculture. The objective of this research is to suggest an alternative policy plan through the survey and analysis on the controversial issues in loans for starting agricultural business based on the survey of graduates of Korea National Agricultural College from 2002 to 2005. According to the survey, in case of graduates who are not available sufficient fanning capital such as land and agricultural facilities on it, they are not able to get loans from banks in that situation. The survey, as a result, points out that those who are legally required to do farming should be given several special aids by the government such as the improvement of Credit Guarantee Fund System for Farmers and Fishermen and the farming loans conditions for initial farm business, a long term lease of public land, giving a priority in lease-farmland project of farmland bank and allowing loan for working capital for farm management.

  • The suitability of any fish species for successful aquaculture requires basic information on its reproduction and growth. This study investigated some facets of the reproductive biology of Synodontis shall (Mochokidae) from River Siluko in Nigeria. Fish samples were collected forth-nightly for a duration of fourteen (14) months-March 2015 to April, 2016 with the assistance of artisanal fishermen. Fishes were identified using taxonomic guides and standard techniques were used for determination of sex ratio, gonad maturation and fecundity. Linear regression method was used to define the correlation between fecundity and fish length, body weight and ovary weight. Results showed that sex ratio did not indicate a significant divergence (p > 0.05) from the 1 male to 1 female distribution ratio (1:1.41). Gonad morphology revealed paired gonads. Testes and ovaries were classified into four maturity stages: immature, resting, ripening and ripe. Gonadosomatic index ranged from 0.04 to 5.68 (males) and 0.03 to 20.19 (females). Absolute fecundity ranged from 1,014 to 4,520 eggs (mean = 2,592 eggs) and did not correlate significantly (p > 0.05) to ovary weight. This study has contributed to existing data on the biology of freshwater fish species in Nigeria and provided valuable information for fishery management tools in the conservation and utilization of this valuable freshwater fish species.

  • Global food prices have skyrocketed due to international uncertainties such as COVID-19 and the Russian-Ukrainian War. In this context, the importance of rural areas as a source of food production is also rapidly increasing. However, the issue of regional extinction is emerging as Korea faces the world's lowest fertility rate and fastest aging population. Also, rural areas are losing their population more rapidly than large cities. Therefore, this study aims to analyze the factors that can encourage the influx of fishermen to prevent the disappearance of these fishing villages. As a result of the analysis, in order to prevent the disappearance of fishing villages, among the infrastructure, natural environment, and residential environment variables, the ratio of aged housing related to quality of life, culture and amenities coefficients were found to have a greater impact than other variables. Based on these results, it is judged that it is necessary to establish a sufficient level of infrastructure in fishing villages and to prioritize policies for improving the residential environment.

인도네시아 해양수산분야 인적자원개발을 위한 국제개발협력 방향 (International Development Cooperation for Human Resources Development in Marine and Fisheries Sector in Indonesia)

  • This study aims to establish a development strategy for higher education in Indonesia's marine and fisheries sector and to present a direction for international development cooperation through evaluating policies and current problems related to higher education in marine and fisheries sector. To achieve the goals of human resources development in marine and fisheries sector, Indonesian government needs to secure non-salary expenditures to strengthen support for areas directly related to the effects of education, such as improving educational facilities, expanding scholarships, and so on. Education institution needs to develop effective teaching methods and systematic practice-based curriculum that reflects the needs of the local fishermen community and fisheries industry. In addition, it is necessary to support the supply of manpower throughout the fisheries industry. Fisheries industry needs to stop relying on the government or education institutions to secure excellent human resources and actively participate and cooperate in the education field so that excellent human resources can flow into the industry. Based on this strategy, international development cooperation for human resources development in Indonesia's marine and fisheries sector should focus on qualitative rather than quantitative expansion of higher education institutions.
