밀폐공간 구조 요구자를 위한 더미 표준화 개발 방안 (Plan for the Development of a Standardized Dummy for Persons in Need of Rescue in a Confined Space)

  • This study was conducted to develop a dummy in an environment similar to the human body, to prepare a standard for evaluation and to present the process of the production in order to evaluate the performance of the robot that can detect the persons needing rescue in a confined space, who are difficult for fire-fighting officials to rescue in case of fire and disaster. As a result, a standard for evaluation was developed and standardized into four parts 'Normal,' 'Risk Stage 1,' 'Risk Stage 2' and 'Risk Stage 3'based on the number of breath cycles, carbon dioxide concentration, core temperature and criteria for hearing to recognize the voice. In addition, in order to produce a dummy, fever, breathing capacity and voice output function were compared and analyzed. This study has significance that it built up basic data of the method of producing the actual dummy, by presenting characteristics and controlling methods using the waterproof insulation heating coil for the function, solenoid valve for the consecutive output of breathing capacity and USB program sound board for voice output.

자동화재 탐지설비의 비화재보 감소방안 (A Study about False Alarm of Automatic Fire Detection System)

  • The automatic fire detection system is an important facility installed with focusing on minimizing the damage from a fire. This paper presents in the followings as the methods to reduce the false alarm of the automatic fire detection system; first, to prepare for legal standard so that revised legal standard can be applied to the fire fighting property prior to revision; second, to introduce the performance based fire detection protection design in the law based fire protection design; third, to maintain the wiring of worn-out detector; forth, to introduce an evaluation system to the education for the fire warden; fifth, to extend the standard of MTBF(meantime between failure) of the detector; sixth, to extend of installing the analog type detector; seventh, to improve the structure of reset switch.

한국군 실 사격 훈련간 효율적인 안전지대 데이터 구축 방안 연구 (A Study on the Effective Method to Producing Data for The ROKA Live Fire Training Range Safety)

  • An effective method for produce munitions effectiveness data is to calculate weapon effectiveness indices in the US military's Joint Munitions Effectiveness Manuals (JMEM) and take advantage of the damage evaluation model (GFSM) and weapon Effectiveness Evaluation Model (Matrix Evaluator). However, a study about the Range Safety that can be applied in the live firing exercises is very insufficient in the case of ROK military. The Range Safety program is an element of the US Army Safety Program, and is the program responsible for developing policies and guidance to ensure the safe operation of live-fire ranges. The methodology of Weapon Danger Zone (WDZ) program is based on a combination of weapon modeling/simulation data and actual impact data. Also, each WDZ incorporates a probability distribution function which provides the information necessary to perform a quantitative risk assessment to evaluate the relative risk of an identified profile. A study of method to establish for K-Range Safety data is to develop manuals (pamphlet) will be a standard to ensure the effective and safe fire training at the ROK military education and training and environmental conditions. For example, WDZs are generated with the WDZ tool as part of the RMTK (Range Managers Tool Kit) package. The WDZ tool is a Geographic Information System-based application that is available to operational planners and range safety manager of Army and Marine Corps in both desktop and web-based versions. K-Range Safety Program based on US data is reflected in the Korean terrain by operating environments and training doctrine etc, and the range safety data are made. Thus, verification process on modified variables data is required. K-Range Safety rather than being produced by a single program, is an package safety activities and measures through weapon danger zone tool, SRP (The Sustainable Range Program), manuals, doctrine, terrain, climate, military defence M&S, weapon system development/operational test evaluation and analysis to continuously improving range safety zone. Distribution of this K-range safety pamphlet is available to Army users in electronic media only and is intended for the standing army and army reserve. Also publication and distribution to authorized users for marine corps commands are indicated in the table of allowances for publications. Therefore, this study proposes an efficient K-Range Safety Manual producing to calculate the danger zones that can be applied to the ROK military's live fire training by introducing of US Army weapons danger zone program and Range Safety Manual

화재대응능력 향상을 위한 화재모의훈련의 개선방안에 관한 연구 : 업무시설의 화재모의훈련 중심으로 (A study on the improvement plan of fire simulation training for the improvement of fire response ability : Focusing on the fire simulation training of business facility)

  • 본 연구에서는 화재대응능력 향상을 위한 화재모의훈련의 개선방안을 제안하기 위해 3개의 업무시설물을 대상으로 화재모의훈련을 실시하고 훈련 교보재의 활용 여부와 대응단계별 대응시간의 훈련평가 반영 여부에 따라 변화하는 훈련 참여자들의 대응자세 및 대응능력을 관찰 및 분석하였다. 분석결과 대다수의 훈련 참가자들은 훈련 교보재 활용과 대응단계별 대응시간이 훈련평가에 반영될 때 훈련 참여도, 대응자세 및 대응능력이 향상되는 것으로 분석되었다. 화재모의훈련을 실시할 경우 훈련 참여자들의 화재대응능력(화재통보 및 화재신고, 초기소화, 대피) 향상과 유지를 위해 화재발생 상황을 유사하게 구현할 수 있는 훈련 교보재를 다수 활용하고 각 대응단계별 목표시간을 설정한 후 이를 기반으로 정량적인 훈련평가를 하여야만 화재대응능력 향상과 향후 화재모의훈련의 개선 및 피드백에 유용한 지표로 활용될 수 있다는 결과를 도출하였다.

건물내장재(석고보드, 합판)의 화재성능평가 (The Evaluation of Fire Safety Performance on Interior Finish Materials (Gypsum Board, Plywood))

  • 본 연구는 국내와 외국의 건물 내장재 화재성능평가방법을 고찰하고 국내에는 도입되지 않은 실대 화재실험인 Room Corner Test를 국내 내장재중 석고보드와 합판을 대상으로 그 적용성을 위한 실험을 진행하였다. 현재 국내 내장재의 평가규정은 Bench-Scale Test에 의존하고 있으나, 미국, 일본 유럽등에서는 Room Corner Test를 적용한 실질적인 재료의 화재성능평가를 시행하고 있다. 실험 결과, NFPA 265에 의한 석고보드 및 ISO 9705에 의한 합판의 성능은 양호한 것으로 판단되었다. 현재 국내 내장재에 적용되는 등급분류의 평가방법은 재료의 실제 화재성능 평가에 한계가 있으므로 향후 Room Corner Test의 적용과 더불어 Bench-Scale Test 결과를 토대로 화재성능을 예측하는 화재모델을 이용하는 평가 방법의 도입이 필요하다.

  • In recent years, it is very important that hydrogen storage system is safe for user in any circumstances in case of crash and fire. Because the hydrogen vehicle usually carry high pressurized cylinders, it is necessary to do safety design for fire. The Global Technical Regulation (GTR) has been enacted for localized and engulfing fire test. High pressure hydrogen storage system of fuel cell electrical vehicles are equipped with Thermal Pressure Relief Device (TPRD) installed in pressured tank cylinder to prevent the explosion of the tank during a fire. TPRDs are safety devices that perceive a fire and release gas in the pressure tank cylinder before it is exploded. In this paper, we observed the localized and engulfing behavior of tank safety, regarding the difference of size and types of the tanks in accordance with GTR.

다가구 주택의 매트리스 화재 시 차동식 스포트형 감지기의 온도상승 및 동작시간 분석 (Analysis of Temperature Rise and Operation Time of Differential Spot Type Detector in Case of Mattress Fire in Multi-family House)

  • This study developed a scenario to understand the reaction rate and operational time according to RTI value of rate of rise detector in each type in case of fire mattress. In the results of analyzing the reaction rate and operational time of detector in each scenario, in case when installing a single detector, the elevated temperature per minute was raised to 8℃/min ~ 9℃/min. In case when installing two detectors, it was raised to 9℃/min ~ 10℃/min. In case when installing three detectors, it was raised to 10℃/min. The horizontal distance between detector and mattress was 1.8m~2.5m. Whenever the number of detectors was increased, the horizontal distance was decreased. The operational time of detector was within maximum 540 seconds and minimum 420 seconds. As the research tasks in the future, there should be the researches on the effects of reaction rate of detector on the evacuation in case of fire through the result value of RSET by setting up the latency until the detector operates, and the researches on the safety by understanding if the operational time of detector is suitable for the evaluation standard of performance-centered design.

  • 최근 실내 공간에서의 재난, 화재와 테러 등 대피상황을 재현하여 이를 가시화하기 위한 연구가 주목 받고 있으며, 실내 공간에 대한 모델을 설계하고 인명 안전 평가를 통한 신뢰성 있는 분석이 요구되고 있다. 이에 본 연구에서는 실제적인 건물 화재 위험 요인을 고려하여 피난 안전성 분석과 피난 경로 안내가 가능한 시뮬레이션 모델을 개발하고자 하였다. 이를 위해 인천터미널역 역사를 대상으로 3차원 화재 및 피난 모델을 설계하고, 실내 내장재의 재질을 바탕으로 열 매개변수와 화재 인지 장치를 이용하여 화재 위험 분석을 수행하였다. 둘째, 인명안전을 위한 평가에 있어 화재 시뮬레이션인 FDS(Fire Dynamics Simulator)와 피난 시뮬레이션을 통해 재실자가 인체에 손상 없이 견딜 수 있는 피난허용시간(ASET: Available Safe Egress Time)을 산출하였다. 또한 화재를 감지하고 안전한 장소까지 완전하게 피난하는데 소요되는 피난요구시간(RSET: Required Safe Egress Time)을 계산하고 이를 비교 분석하였다. 결과적으로 연구대상의 3차원 공간적인 정보를 기반으로 한 실내 공간 모델과, 고시된 안전기준을 반영한 열차 내 화재 및 피난 위험도 측정 시뮬레이션 분석을 통해 보다 실제적인 안전성 평가를 수행 할 수 있었다.

실사격 시험시스템의 효율적인 개발을 위해 안전도 반영을 통해 개선된 시스템 성숙도 모델에 관한 연구 (On an Enhanced Model of System Readiness Level by Incorporating Safety for the Development of Live Fire Test Systems)

  • The live fire test has been playing a critical role in evaluating the goals-to-meet of the weapon systems which utilize the power of explosives. As such, the successful development of the test systems therein is quite important. The test systems development covers that of ranges and facilities including system-level key components such as mission control, instrumentation or observation, safety control, electric power, launch pad, and so on. In addition, proper operational guidelines are needed with well-trained test and operation personnel. The emerging weapon systems to be deployed in future battle field would thus have to be more precise and dynamic, smarter, thereby requiring more elaboration. Furthermore, the safety consideration is becoming more serious due to the ever-increasing power of explosives. In such a situation, development of live fire test systems seems to be challenging. The objective of the paper is on how to incorporate the safety and other requirements in the development. To achieve the goal, an architectural approach is adopted by utilizing both the system components relationship and safety requirement when advanced instrumentation technology needs to be developed and deteriorated components of the range are replaced. As an evaluation method, it is studied how the level of maturity of the test systems development can be assessed particularly with the safety requirement considered. Based on the concepts of both systems engineering and SoS (System-of-Systems) engineering process, an enhanced model for the system readiness level is proposed by incorporating safety. The maturity model proposed would be helpful in assessing the maturity of safety-critical systems development whereas the costing model would provide a guide on how the reasonable test resource allocation plan can be made, which is based on the live fire test scenario of future complex weapon systems such as SoS.

주택성능등급표시제도의 활성화를 위한 가변성 성능범주의 현황 및 개선방안연구 (A Study on Improvement of Flexibility for the Activation of the "Housing Performance Grading Indication System")

  • The purpose of this study is a proposal about the flexibility of the performance category to revitalize the "Housing Performance Grading Indication System". This system consists of 5 main performance parts, 14 performance categories and 20 detailed performance lists. 5 main performance parts are Noise and Acoustics(Light-weight impact sound control, heavy-weight impact sound control, sound control of toilet, sound control of party wall), Long-life(flexibility, remodeling & maintenance, durability), Landscape & Indoor Environment(landscape, formaldehyde control& ventilation, daylighting, thermal environment), Welfare & Barrier-free(playground and community center, welfare space, barrier-free design), Fire Safety(fire safety, safe place, fire-resisting quality). The flexibility of the performance category is conformed to Long-life housing related grading and can realize the Long-life housing in response to resident needs about the space rearrangement. Now, The flexibility of the performance category is limited to the evaluation of the private space, that is, the Skeleton evaluation. This study would suggest alternatives to improve uppermost limits through analyzing 60 examples from January 9th 2009 to October 30th 2008. The flexibility of the performance category is possible to estimate not only the Skeleton evaluation but also the Infill evaluation in response to social changes.
