The Review of Globally Harmonized System of Classification and Labelling of Chemicals (위험물질 분류 및 표지에 관한 세계조화시스템 고찰)

  • The UN recommends to the member of OECD to implement the GHS (Globally Harmonized System of Classification and Labelling of Chemicals) that harmonized the flammable materials for classification, labelling, production, transport, storage, handling, usage and discard. There are no significant differences between UN and GHS because GHS is based on physico-chemical hazard and acute toxity of classification and labelling of UN regulation for the classification and transportation of flammable materials. In this paper it was analyzed that the classification, labelling and test method of flammable materials for GHS and the national law of safety management of flammable materials.

  • Recently Amore pacific rack-type warehouse fire broke out and argue an urgent improvement of fire protection design code including automatic sprinkler and detection design. Various type of commodities have their unique fire characteristics from fire spread rate and heat lease rate and fire hazard depends on storage height, rack arrangement, aisle width, fire load etc. With increasing ceiling height for more storage space prevent effective water spray of sprinkler head, also delays detection time causes failure of early suppression. To achieve fire protection code performance of this occupancy, Major code articles relating to a classification of commodity, sprinkler system installation, detection and fire fighting are reviewed and suggested based on fire case analysis, code review between country and field survey.

  • This study evaluated a preventive information communication system for the storage, handing, and transportation of hazardous materials according to the hazardous materials safety management law of Korea. At present, the chemical management system has very little information on accident responses due to a problem in the initial response. Therefore, this study was designed to improve the hazardous materials safety management law as an advanced method for simultaneous accident prevention and response, such as GHS system. This can also cause confusion in industry, such as manufacturing and import-export companies, because safety management laws and the GHS system are very different from the hazard classification systems. This study suggests a harmonization plan between the hazardous materials safety management law and the GHS classification system through an analysis of the hazardous materials classification system of major advanced countries.

  • This study is researched about the field trip of temples and the data for fire extinguishment manual of fire stations: it is done from June 2008 to December 2008 the 80 main temple wooden cultural properties among the 124 main wooden cultural properties appointed by the Cultural Heritage Administration. Cultural properties appointment classification, location classification, temple area, building area in a temple, building area of appointment cultural properties, a fire engine drive direction for fire suppression in a fire, distance from a fire station, and present condition of a fire administrator are researched. The cultural properties possess characteristic is in 2 cases: the whole things in a temple are appointed as cultural properties and only the wooden building is. The cultural properties are classified: the transport is possible or not. The special quality of cultural properties are classified for early correspondence and cultural properties transport in a fire and the basic data are arranged for damage limitation.

Scenarios for Effective Fire Fighting Operations during Tunnel Fires (도로터널 화재시 효과적인 소방활동전략 수립을 위한 시나리오 연구)

  • Fires in tunnels are an international concern and fatal accidental fires in tunnels seem to occur on annual. They have the potential to become much worse int the future as more and longer tunnels are constructed and as traffic densities increase. This is a serious problem. The main purpose of this study is to develop operational procedures for fire brigades in road tunnel fires. This study discussed the past to see what can be learned from the incidents that have already done in tunnels. 73 cases of road tunnel fires domestic and outside of Korea were investigated and classified into 4 incident categories. Among them, 4 tunnel fires are highlighted, focusing on the activities of fire brigades and operation. Regarding the establishment of the strategies for fire fighting, 6 kinds of fire scenario curves have been deducted with regard to the relation between intervention time and heat release rate. It made the choice from the defensive or aggressive fire fighting activities depending on two criteria i.e. response limit and maximum response time. Road Tunnel Classification models can be useful when a fire brigade evaluates fire risk levels in the tunnels under its jurisdiction from the firefighting point of view and sets up preventive measures.

Classification of Reaction-to-Fire's Performances on Sandwich Panel Systems by Applying to ISO 13784-1 Fire Tests (실대규모 화재시험(ISO 13784-1)을 적용한 샌드위치 패널 시스템의 연소성능 분류)

  • Reaction-to-Fire's performances such as combustion properties of sandwich panels were tested according to ISO 13784-1 (room corner test for sandwich panel building systems) method which is made for the purpose of supplementing ISO 9705 room corner test, and analyzed comparatively. Several variables including heat release rate, smoke production rate, FIGRA, SMOGRA, thermal configuration, visual check lists and so on, were analyzed for specific four materials on sandwich panel systems. Finally, Reaction-to-Fire's performances of test results on each material by ISO 13784-1 are categorized by applying to the classification systems of both EN 13501-1 and Eurefic Research Program.

On the Fire Behavior Due to the Ventilation Condition in the Fire Compartment (환기 조건에 따른 화재거동 연구)

  • A series of fire experiments has been conducted to provide an improved understanding of the fire structure of under-ventilated compartment fires. A comprehensive and quantitative assessment of gaseous species from the fire was made in the upper layer of fire in a 40 % reduced scale ISO 9705 fire compartment. The global equivalence ratio (GER) concept was used to characterize the fire behavior for various fire sizes, fuel types and ventilation conditions. The oxygen concentration in the upper layer reached to zero near the global equivalence ratio of $0.4{\sim}0.6$ while the carbon monoxide concentration increases with increasing the global equivalence ratio. Classification parameters of ISO19706 were also compared with the reduced scale experimental data for under ventilation fire.

  • The expansion of internet and the development of communication technology have brought about an explosive increasement of data. Further progress has led to the increasing demand for efficient and effective data analysis tools. According to this demand, data mining techniques have been developed to find out knowledge from a huge amounts of raw data. This paper suggests a generalization based classification method which explores rules from real world data appearing repeatedly. Also, it analyzed the relation between weather data and forest fire, and efficiently predicted through it as a prediction model by applying the suggested generalization based classification method to forest fire data. Additionally, the proposed method can be utilized variously in the important field of real life like the analysis and prediction on natural disaster occurring repeatedly, the prediction of energy demand and so forth.
