방화문 시공시 현장품질관리지침 적용에 관한 연구 (A Study on the Application of Quality Management to Fire Door Construction)

  • When the fire door is recently installed in the field, there are frequent cases where the fire door is manufactured with fire door having low quality or different structure compared to the performance that the fire door producer has confirmed in the performance test or the construction specification. Accordingly, on-site quality management and maintenance guideline for fire doors were presented. In this paper, we tried to explain the requirements for the construction of fire doors during the on-site quality management and maintenance guideline for fire doors presented in the study.

  • This paper recognizes the risk of ignition of air fryer (machine that can cook fried dishes with hot air without oil) that is far exceeding the sales rate of microwave ovens, which is necessary to modern household kitchen, and identifies fire risk through the operation principle of the process of heat transfer, and the main structure of the machine. The fire test that we conducted is to observe the risk of ignition of the machine due to the damage to the safety system and the possibility of igniting oil paper along with food, to experiment with the possibility of ignition due to blockage of the exhaust due to obstacles, and accumulation of oil stains on the hot wire, and to present the method of fire control and devise countermeasures.

  • Hydrogen cyanide is one of the toxic agents with carbon monooxide in fire victims and is released by combustion of nitrogen-containing organic material such as plastic and wool. Until now there are few reports about blood cyanide concentrations in fatalities by fire in Korea. So in this study we examined blood cyanide concentration in 12 cases of fire fatalities. (omitted)

간이스프링클러 설비의 소화성능 향상에 관한 실험적 연구 (An Experimental Study on Improvement of Fire Extinguishing Performance of Basic Sprinkler System)

  • A basic sprinkler system is a fire extinguishing system that can be easily installed in a fire-vulnerable place such as a publicly used establishments. However, the publicly used establishments are not only complicated in structure, but also have a large amount of flammable interior materials, and the users are not normally in a normal state, which is a very dangerous fire-fighting object. Therefore, due to the low fire extinguishing performance of the basic sprinkler system installed in the publicly used establishments, the fire suppression control can not be performed quickly in case of fire, which may increase the life and property damage. In this study, the cases of quantitative changes of extinguishing water used in basic sprinkler system and the cases of addition of additives such as wetting agents, reinforced agents to improve extinguishing performance were compared. Experimental results showed that the extinguishing performance was improved as the quantity of extinguishing water increase and the reinforced agents showed similar performance to that of 60% increase in the amount of extinguishing water. The cooling time to $200^{\circ}C$ and oxygen concentration were improved up to 14.3% and 34.5%, respectively. In the case of using the wetting agent, the cooling time to $200^{\circ}C$ and oxygen concentration did not show any significant improvement, but showed the effect of preventing deep seated fire. In order to prevent loss of life and property, it is necessary to improve the performance of the basic sprinkler system by increasing amount of extinguishing water or using additives like reinforced agents.

소방사범 수사사례를 통한 개선방안 연구 (The Study on the Improvement Plan by Investigation Case of the Fire Crimes)

  • 사회의 분화와 전문화에 따라 범죄의 내용이 복잡화, 다양화 되면서 형사사법 분야에도 전문분야에 대한 범죄수사는 각 전문분야의 공무원으로 하여금 사법경찰권을 부여받아 수사함으로써 국민에게 높은 수준의 사법서비스를 제공할 수 있도록 특별사법경찰제도를 도입하게 되었다. 그럼에도 불구하고 소방사범 수사를 담당하는 특별사법경찰관은 일반사법경찰관에 비해 상대적으로 수사에 관한 경험이나 수사업무 능력이 부족한 탓으로 많은 문제점이 나타나고 있다. 따라서 본 연구는 소방사범수사사례의 분석을 통하여 문제점을 도출하고 이를 바탕으로 개선방안을 제안하여 소방사범 수사의 효율성과 전문성을 제고하고자 한다. 소방사범의 수사과정에서 나타난 주요 문제점으로는 전문수사기관의 부재, 전문 인력 부족, 전문수사요원 양성 프로그램 부재 등이다. 개선방안으로는 전담수사부서 신설, 전문인력 확보, 전문수사요원 양성 프로그램 개발, 전문수사기법 관리체계 구축, 소방사범 지식관리시스템 도입 등이다.

국내 성능설계에서 선정된 설계화재의 적정성 연구 (A Study on the Appropriateness of Design Fire Size Determining for Performance Based Design in Korea)

  • 성능설계 시험 안을 작성하기 위해서는 건축물에 발생할 수 있는 화재의 크기를 정량화하는 단계가 선행되어야 한다. 이러한 설계화재의 크기가 적합하게 선정되었을 때 화재로부터 안전하면서도 경제적인 설계가 가능하다. 우리나라는 성능설계의 역사가 짧고 공학적 자료가 축적되어 있지 않아 화재의 크기를 선정하는 데에 많은 문제점을 드러내고 있다. 이에, 해외의 설계화재 가이드라인과 국내의 실 화재 실험 자료를 조사하였다. 그리고 국내의 설계화재 선정 사례를 조사하여 그 적정성을 분석하고 건축물의 용도별로 설계화재의 가이드라인을 제안하였다.

우리나라 고층건축화재의 문제점과 그 대책의 기본방향에 관한 연구 (A Study on Problems of High-rise Building Fires in Korea and the Basic Directions for Fire Safety of High-rise Building Design)

  • Building become higher. larger and more complex than ever before, showing abrupt changes in building structures. forms and mechanical systems. Likewise hazads of fire and the scale of fire losses become more and more greater. Therefore. considerations for fire safety take up great portion of the building design process. In this study, problems of high-rise building fires and basic directions for fire safety of high-rise building design were studied through the statistical analysis of 138 fire cases. The results of this study are summarized as follows : ·Most of the fires in high-rise building occur on the low floors and the fire frequencies are very low on the upper floors. Fire casualties are liable to be more on the upper floors than on tile floor of fire origin. ·The important causes of evacuation failures were analyzed as being late in escape and lack of stairwell enclosures. ·The main cause of vertical fire spread is lack of stairwell enclosures. However, the fire spreads mainly through the enterior windows in apartment houses. The combustible materials in buildings act on as the major factors of horizontal fire spread and the improper fire doors play role of another the critical causes. ·The basic directions for fire safety of high-rise building design put much stress firstly on the compartmentation of the buildings effectively performing the provision of safe escape routes and the safe refuse places in buildings.

APPLICATION OF PERFORMANCED BASED DESIGN IN FIRE PROTECTION ENGINEERING

  • Today's building and fire prevention codes are mostly prescriptive. Prescriptive codes are based on major fires in earlier years that created a need for specific building provision. These codes provide a minimum level of safety. As the general and engineering uses of computers have increased over the years, so has use of computers in the fire protection engineering. This has allowed fire protection engineers to develop alternative approaches to solve today's fire protection problems or to evaluate the performance of a specific fire safety goal. A performance based approach to building and fire codes involves the following: 1) identifying specific goals, such as, safely getting out of the building in 10 minutes, 2) obtain conceptual approval from authorities, 3) define performance level, 4) develop design solutions and identify tools such as, fire tests, models, or methods, to demonstrate that a design will meet the fire protection objective 5) test solutions, 6) present test method and results to the authorities. Some people in the fire protection community consider this to be nothing more than an intellectual exercise, while the others view it as a way to reduce expenses on large project$^4$ Others in fire protection community view this as a way to refine the design process to design fire protection systems to better protect the fire hazards. This paper will focus on application of these tools, specifically computer fire models, to actual cases such as: design of a smoke control system heat transfer analysis and egress of building occupants during potential fires.

냉동창고 화재 사례를 기반으로 하는 NFPA 921 CODE에 의한 과학적 화재조사 연구 (Scientific fire investigation by NFPA 921 CODE based on frozen warehouse fire case)

  • 본 연구에서는 2017년 20건의 화재가 발생한 냉동창고 화재사례중 발화원인의 판정에 다수의 의견이 존재하였던 사례에 대해 연구하였다. 연구 방법론은 NFPA 921 CODE에서 규정하고 있는 과학적 화재조사 방법이다. 과학적 화재조사 방법은 가설설정을 통한 논리적 추론에 의한 화재조사 방법으로 발화원인 판단에 오류를 최소화 시킨다. 반면에 비과학적 화재조사 방법은 발화원인의 판단에 주관적 추측, 추론적 판단 등의 비합리적 요소의 개입으로 많은 오류를 발생시킨다. 이는 결국 인적, 물적 책임의 문제 및 학문적 퇴보를 가져온다. 특히 목격된 화재(Sighted fire)에 비해 목격되지 않는 화재(Fire not seen)의 경우 원인조사에 있어서 더 많은 발화원인 의 오류를 만든다. 본 연구에서는 2017년 **시 **마트에서 발생한 냉동창고 정온전선의 화재사례에 대해 화재조사 보고서의 검토, 현장조사를 바탕으로한 가설A 와 가설B의 설정하였다. 설정된 가설은 NFPA 921 code 규정하고 있는 연역적 검정 방법중 실험으로 검정하였다. 이러한 분석방법은 향후 목격되지 않는 화재(Fire not seen) 및 원인 불명 화재의 발화원인 판단에 NEW Paradigm의 구축 할 것이다. 또한 본 연구의 실험 자료는 냉동창고 제조사 및 운영사에 통보, 화재 예방을 위한 기초 자료로 활용 될 것이다.

폐플라스틱 열분해 유화 공정의 화재·폭발 위험성 및 안전관리 방안 (Fire and Explosion Hazards and Safety Management Measures of Waste Plastic-to-Pyrolysis Oil Conversion Process)

  • The number of fire and explosion accidents caused by pyrolysis oil and gas at waste plastic pyrolysis plants is increasing, but accident status and safety conditions have not been clearly identified. Therefore, the aim of the study was to identify the risks of the waste plastic pyrolysis process and suggest appropriate safety management measures. We collected information on 19 cases of fire and explosion accidents that occurred between 2010 and 2021 at 26 waste plastic pyrolysis plants using the Korea Occupational Safety and Health Agency (KOSHA) database and media reports. The mechanical, managerial, personnel-related, and environmental problems within a plant and problems related to government agencies and the design, manufacturing, and installation companies involved with pyrolysis equipment were analyzed using the 4Ms of Machines, Management, Man, and Media, as well as the System-Theoretic Accident Model and Processes (STAMP) methodology for seven accident cases with accident investigation reports. Study findings indicate the need for establishing legal and institutional support measures for waste plastic pyrolysis plants in order to prevent fire and explosion accidents in the pyrolysis process. In addition, ensuring safety from the design and manufacturing stages of facilities is essential, as are measures that ensure systematic operations after the installation of safety devices.
