The purpose of this qualitative study was to explore how divorced mothers had decided to take custody of their children and became single mothers. The experiences of their lives after divorce were also explored. Data were collected from 17 Korean divorced mothers who were divorced between 2004 and 2009, and were raising at least one minor child. The data were analyzed based on the phenomenological data analysis method. Three main themes were identified: (a) reasons for deciding to have physical custody of the children, (b) mothers' experiences of adjustment after divorce, and (c) mothers' need for a policy concerning the well-being of their families. According to the divorced mothers, they decided to have physical custody of the children since they believed raising children was their natural duty of mothers or they were the most appropriate ones to raise the children rather than the fathers. While the mothers were satisfied with their lives after divorce in general, they also experienced difficulties including child care and financial strain. In particular, most mothers experienced work-family conflict related to the lack of reliable child care. When their family lives and work lives collided, the mothers put their children first and chose jobs that helped them take care of their children at the same time. The divorced single mothers hoped that the social safety net for single parents would expand to support their independence. Implications for single-parent policy are discussed.

The advancement of emerging technologies can create more national value, and this motivates many nations to invest their resources in the emerging technologies. However, due to limited financial and human resources, even a wealthy nation cannot afford to randomly invest its resource in all profitable technologies. Therefore, cautious appraisal and prioritization of the competitive technologies should be conducted first, and then concentrated investment should be done for only the selected technologies. In this study, we propose a quantitative criterion for prioritizing the targeted electronic device technologies. The prioritization scheme devised in this study consists of a growth layer, a profitability layer, a vitality layer, and an influence layer. The proposed model forecasts the most promising technologies by applying the revised version of the Analytic Hierarchy Process (AHP). We performed empirical experiments on 12 emerging electronic device technologies to analyze the practical applicability of our study. The experimental data was obtained from 70 experts in high-tech industry as a part of the 2004 Prioritization and Selection project that was carried out in South Korea. As a result, the proposed scheme was able to present the most promising areas for investment in the field of electronic device technology.
The objectives of this research are (i) to review the functional and financial distribution of public health adminstration between central and local governments, (ii) to find out, based on economic criteria, optimal distribution required to fullfil local need for public health, and finally, (iii) to suggest policy implications in health area in face of the newly arising local autonomy system in Korea. Judging from data on government expenditures and tax revenues, public health administration in Korea is highly concentrated into central government, both functionlally and financially. High dependency of public health on central government has often been critisized that local residents can not participate in the decision making process for local health problems. This study, however, shows that localization of public health administration does not necessarily result in efficient and equitable allocation of resource to satisfy local demand for public health. From this point of view, two eccnomic criteria are suggested, i.e. external effect and economies of scle, as distributive criteria of roles in public health administration between local and central government. In addition, superiority of central concentration of public health administration to localization is emphasized in that public health in a wide sense contains the nature of public good and is part of compulsory socil security system. As a consequence, planned intervention by government is desirable.

Many small island nations rely on groundwater as their only other source of freshwater in addition to rainwater harvesting. The volume of groundwater resource of small island nations are further limited by their smaller surface area and specific hydrogeology. The rapid growth of population and tourism has led to increasing water demands and pollution of available groundwater resources. The predicted climate change effects pose significant threats to the already vulnerable freshwater lens of small islands in the form of rise in sea level, coastal inundation, saltwater intrusion, varied pattern of precipitation leading to droughts and storm surges. The effects of climate change are further aggravated by manmade stresses like increased pumping. Thus small island water resources are highly threatened under the effects of climate change. But due to the limited technical and financial capacity most of the small island developing states were unable to conduct detailed technical investigations on the effects of climate change on their water resources. In this study, we investigate how well small island countries are preparing for climate change. The current state of freshwater resources, impacts of predicted climate change along with adaptation and management strategies planned and implemented by small island countries are reviewed. Proper assessment and management practices can aid in sustaining the groundwater resources of small islands under climate change.
The purpose of this study was to analyze the status of conservation and management of KIAHS(Korea's Important Agricultural Heritage System) by focusing on which of the conceptual and institutional characteristics and stakeholder activities, and to suggest improvement plans. The results were summarized as follows, first, insiders prioritize financial support and participate in plan execution and activities. Second, rural utilization and traditional agricultural succession activities and support are deficient. Third, administrators (intermediary) focuses primarily on KIAHS designation; ordinance enactment, manpower recruitment and other structural considerations are lacking. Fourth, the role of administrators (intermediary) is limited to operational funding and facility management support at the enforcement and activity stage. Fifth, outsiders besides visitors, such as the public or business enterprises, lacked participation methods. For the sustainable KIAHS, municipality must perceive agricultural heritage as a resource and recognize the importance, and treat it accordingly. The establishment of local-led conservation activities and movements must be considered in an enhanced investigation and excavation stage. The complementary policies that ensure continual support from experts from the first investigation and excavation stage to the final monitoring stage are necessary. The standards and regulations are necessary to achieve parity between conservation and maintenance of agricultural heritage, and its utilization.
Background: There are regional variations in the incidence of coronavirus disease 2019 (COVID-19), which means that some regions are more exposed to the risk of COVID-19 than others. Therefore, this study aims to investigate regional variations in the incidence of COVID-19 in Korea and identify risk factors associated with the incidence of COVID-19 using community-level data. Methods: This study was conducted at the districts (si·gun·gu) level in Korea. Data of COVID-19 incidence by districts were collected from the official website of each province. Data was also obtained from the Korean Statistical Information Service and the Community Health Survey; socio-demographic factor, transmission pathway, healthcare resource, and factor in response to COVID-19. Community risk factors that drive the incidence of COVID-19 were selected using a least absolute shrinkage and selection operator regression. Results: As of June 2021, the incidence of COVID-19 differed by more than 80 times between districts. Among the candidate factors, sex ratio, population aged 20-29, local financial independence, population density, diabetes prevalence, and failure to comply with the quarantine rules were significantly associated with COVID-19 incidence. Conclusion: This study suggests setting COVID-19 quarantine policy and allocating resources, considering the community risk factors. Protecting vulnerable groups should be a high priority for these policies.
Purpose: The purpose of this study is to analyze the Cost-Effectiveness Analysis (CEA) of wholesale and retail brokerage businesses in Korea. And give managerial implications and contribute to academics. Research design, data and methodology: This research empirically analyzes the relationship between expenses and business performance. As for business performance, this research considered two financial performances; sales and profit. As for antecedent variables, this research measured three cost investment expenses; human resource management (HRM), marketing (MKT) and corporate social responsibility (CSR). This research used frequency analysis, correlation analysis, stepwise regression analysis and curve estimation analysis. Results: The result shows that HRM and CSR positive significant influence on sales yet marketing negatively significant influence on sales. And for profit, HRM and CSR give a positive significant influence. However, marketing's influence was not significant. According to curve estimation analysis, the relation between individual cost and performance, best functional relation was all quadratic functions. Some results show ∩ shape and others show shape. Conclusions: Based on this study result, implications for practical management to Wholesale and Retail Brokerage companies in Korea. And the contribution to academics is expected. Also, based on the limitation of this study, future research is suggested.
Purpose: This research aims to provide solutions for human resource problems in public educational institutions to improve employee performance. Research design, data, and methods: The study used a quantitative approach with a survey method. Data were obtained through questionnaires and documentation. Meanwhile, the model used path analysis using Analysis Moment Structure (AMOS) software. Results: Results showed that there was a significant relationship between locus of control and redistribution variables on employee empowerment as well as on employee performance. This result implied that good management through the locus of control and employee redistribution in public organizations could be better to serve the community and organizations. Public change to be superior and demanded by the community to make it a good place to learn. Employees' good behavior and increasing competence can satisfy users of educational and sustainable institutions. Conclusion: To sum up, research on management development of locus of control and employee redistribution is needed to make public organizations, especially those engaged in education. This study provides academic implications by revealing that the locus of control factor and employee redistribution in public organizations are needed to improve institutional services.
This study suggests an integrated theoretical framework for the relationship between political risk and multinational corporation (MNC) subsidiary's performance in the emerging market. The political risk would have a negative impact on MNC subsidiary's performance in the emerging countries that are developing in Asia, the Commonwealth of Independent States, Africa, and South America. The major reason is that political risks could generate a loss of benefit or a loss of control for MNC's subsidiary. In this study, I suggest that corporate social responsibility (CSR) strategy would be a solution to overcome various political risks. Specifically, the affiliated firms with diversified industries or greater financial resources could mitigate the negative impact of political risk than unaffiliated firms. Because they can use their tangible or nontangible asset such as information, technology, and construction in order to gain legitimacy and trust from local government, local community, and local firms in the emerging market. Finally, I claimed the costs of the affiliated firms would exceed the benefits at the initial stages, while the benefits of affiliated firms would exceed the costs over time when political risks become higher. The reason is that the trust gained from local stakeholders accumulates over time and the impact of CSR strategy would become an important solution to overcome the risks in and unstable context.

Construction firms have long sought success in the global construction market through diversifying revenue sources and project portfolios. The volume of international contracts has contributed to firms' sustained growth by mitigating the impact of the domestic market's cyclical nature. In spite of the importance of international construction, the uncertainty and dynamic changes surrounding global construction pose serious threats to global contactors. Over the last decade, the international construction industry has changed drastically in many ways, particularly including financial resource diversity, competition rules for the selection of contractors, and the terms of delivery systems requiring more competent total service providers. This paper investigates the important changes for global contractors through various documentation analysis as well as in-depth interviews with industry experts. This paper then analyzes the common strategies and lessons obtained from the cases of leading global contractors that have sustained their growth in the competitive global construction during the last decade. In addition, the authors further analyzed the comparisons between those firms and Korean contractors to discern any difference in sustaining their growth in the competitive market. It was found that those leading firms were quite proactive and responsive to changing markets by diversifying their market revenues to stabilize their revenue structure and enhancing their competency through a wide range of 'business convergence'. In addition, they significantly increased their upstream/downstream functional capabilities; hence becoming more competent service providers, able to grow in these rapidly changing market conditions. Finally, this paper benchmarks the critical strategies that support growth, which in turn can provide a strategic guideline for expansion into the global construction market.
