Complexity of the Fire Sequencing Problem

  • In this note, we introduce the Fire Sequencing Problem, which arises in military operations. Given m weapons, n fixed targets nad required duration of firing of the weapons on the targets, we want to determine the start time of firing on each target so that makespan is miniized while satisfying various operational constraints. We show that the decision problem of the Fire Sequencing problem is strongly NP-complete and remains strongly NP-complete even if the number of weapons is two. We also briefly discuss the results with respect to the complexities of several well-known scheduling models.

  • This linear fractional - quadratic bilevel programming problem, in which the leader's objective function is a linear fractional function and the follower's objective function is a quadratic function, is studied in this paper. The leader's and the follower's variables are related by linear constraints. The derivations of the optimality conditions are based on Kuhn-Tucker conditions and the duality theory. It is also shown that the original linear fractional - quadratic bilevel programming problem can be solved by solving a standard linear fractional program and the optimal solution of the original problem can be achieved at one of the extreme point of a convex polyhedral formed by the new feasible region. The algorithm is illustrated with the help of an example.

A Heuristic Approach for Arrangement of Footwear Boxes to Maximize Space Utilization and Related Business Issues

  • This paper considers a special case of the two-dimensional bin-packing problem for identical items. The objective of this work is to maximize the space utilization. The main contribution of the paper is to suggest a new heuristic algorithm keeping in view the existing complexity of racking system for the footwear boxes in the compartments of different sizes for a warehouse. The results show that a significant improvement can be obtained. An economic choice of compartments is also estimated using the criteria for maximizing space utilization. A non-linear mathematical model was presented based on the constraints of racking dynamics.

  • The widespread use of microsurgery in numerous surgical fields has increased the need for basic microsurgical training outside of the operating room. The traditional start of microsurgical training has been in undertaking a 5-day basic microsurgery course. In an era characterised by financial constraints in academic and healthcare institutions as well as increasing emphasis on patient safety, there has been a shift in microsurgery training to simulation environments. This paper reviews the stepwise framework of microsurgical skill acquisition providing a cost analysis of basic microsurgery courses in order to aid planning and dissemination of microsurgical training worldwide.

Complexity Results for the Design Problem of Content Distribution Networks

  • Content Delivery Network (CDN) has evolved to overcome a network bottleneck and improve user perceived Quality of Service (QoS). A CDN replicates contents from the origin server to replica servers to reduce the overload of the origin server. CDN providers would try to achieve an acceptable performance at the least cost including the storage space or processing power. In this paper, we introduce a new optimization model for the CDN design problem considering the user perceived QoS and single path (non-bifurcated) routing constraints and analyze the computational complexity for some special cases.

한국과 일본 아버지의 자녀양육행동의 비교 : 직업관과 자녀관을 중심으로 (Career vs. Child: Differences in the child-Rearing Practices of Korean and Japanese Fathers)

  • This research examined factors that differentiate the child-rearing practices of 495 Japanese fathers living in Tokyo and 526 Korean fathers living in Seoul. All subjects were fathers of school-age children, Findings were that the sense of devotion/reward in life is the decisive variable behind affection in the child-rearing practices of fathers of both nations, In the Japanese sample, the less they felt financial burdens and psychological constraints, the more affection shown in their child-rearing practices. In the Korean sample, more affection was noted among fathers whose primary views on child-rearing were centered on the continuity of the family line. Such socio-demographic variables as fathers working long hours and/or mothers working outside the home had a negligible influence of affection driven child-rearing practices of both groups.

The Effects of Policy Funds on the Investment and Management Stabilization Financing of Small- and Medium-sized Enterprises

  • This study empirically examines the impacts of policy funds from three different aspects using data on Daegu city's local government loans. First, we estimate the influence of policy funds on mitigating financial constraints affecting the investment decisions of Small- and Medium-sized Enterprises (SMEs), yielding inconclusive results indicating no significant discernible effects of policy funds. Second, we scrutinize the ramifications of policy funds on enterprise's management stability, revealing that these funds contribute to stabilizing the operations of small-scale enterprises. Third, we explore whether policy funds engender an unintended consequence of bolstering distressed enterprises, presenting empirical evidence that suggests a delayed exit of such enterprises.

  • 정부가 시민들에게 제공하는 서비스의 질은 현대 사회에서 우려의 대상이다. 전자 정부는 정보 기술의 응용을 통해 정부 운영 및 서비스 제공을 시민과 다른 기관으로 전환시키는 중요한 요소이다. 본 연구는 파키스탄에 특별히 주의를 기울여 개발도상국에 초점을 맞춘 전자 정부의 상태를 연구한다. 맏닥뜨린 어려움과 이점이 확인되었다. 결과는 이들 국가의 전자정부 시스템 구현에 중요하다. 적용된 방법론은 연구 주제와 관련된 문헌의 분석과 종합을 포함하는 2차 연구를 수반한다. 그 결과 파키스탄은 인터넷 사용의 증가와 디지털 플랫폼의 데이터 액세스를 통해 전자 정부 시스템을 구축하는 데 놀라운 단계를 밟았음을 보여준다. 연구 결과에 따르면 전자 정부는 서비스 품질 향상, 서비스 제공 비용 효율성, 부패 방지 및 투명성 제고, 빈곤 퇴치를 위한 기반 제공, 국가의 경제적 안정성 향상, 직접 민주주의. 이 연구는 또한 개발도상국들이 재정적 제약, ICT 인프라 부족, 전자 정부에 대한 문맹, 정치적 합의 조건, 법적 장애, 사회적 및 문화적 제약 등의 형태로 어려움을 겪고 있음을 발견했다. 전자 정부는 정부가 제공하는 정부의 질을 변화시킬 수 있는 능력을 가지고 있으며, 정책 입안자와 구현자는 구현에 방해가 되는 제약 사항을 해결해야한다.

금융 챗봇 서비스의 사용 의도에 대한 질적 탐색 (A Qualitative Exploration of Intentions of Financial Chatbot Service)

  • 최근 금융사는 영업점 축소와 비대면 서비스의 확대 추세와 맞물려 챗봇 서비스의 활성화를 추진하고 있다. 그러나 기술적 한계와 이를 둘러싼 내·외부 환경의 제약이 존재하는 상황에서 일시에 챗봇 서비스를 확대하기는 어렵다. 따라서 챗봇 서비스의 제반 상황을 분석하여 단계별로 발생 가능한 문제를 선제적으로 확인하고 해결방안을 모색할 필요가 있다. 이에, 본 연구는 금융 챗봇 서비스 사용자의 사용 의도 및 행동을 고찰하기 위해 현장 실무자 및 연구자 12명을 대상으로 인터뷰를 진행하고, 이를 계획된 행동이론(Theory of Planned Behaviors, 이하 TPB)으로 해석하였다. 연구 결과, 사용자들은 챗봇 사용 경험을 통해 갖게 된 편리함이나 불편함 등의 '감정 및 태도', 군중 심리나 타인의 공감을 갈망하는 심리 등의 '주관적 규범', 챗봇 사용 과정의 어려움이나 편리함에 대한 인식에 따른 '행동 통제' 등의 특성이 드러났다. 이를 통해 이 특성이 사용자의 챗봇 서비스에 대한 지속적 사용 의도와 실제 행동에 영향을 미칠 수 있음을 알 수 있었다. 후속연구에서는 실제 사용자를 대상으로 하여 구체적인 사용 의도와 영향 요인을 실증적으로 연구해 볼 필요가 있다.

Investments on Pro-poor Development Projects on Goats: Ensuring Success for Improved Livelihoods

  • The elements that determine the success of development projects on goats and the prerequisites for ensuring this are discussed in the context of the bewildering diversity of goat genetic resources, production systems, multifunctionality, and opportunities for responding to constraints for productivity enhancement. Key determinants for the success of pro-poor projects are the imperatives of realistic project design, resolution of priorities and positive impacts to increase investments and spur agricultural growth, and appropriate policy. Throughout the developing world, there exist 97% of the total world population of 921 million goats across all agroecological zones (AEZs), including 570 breeds and 64% share of the breeds. They occupy a very important biological and socioeconomic niche in farming systems making significant multifunctional contributions especially to food, nutrition and financial security, stability of farm households, and survival of the poor in the rural areas. Definitions are given of successful and failed projects. The analyses highlighted in successful projects the value of strong participatory efforts with farmers and climate change. Climate change effects on goats are inevitable and are mediated through heat stress, type of AEZ, water availability, quantity and quality of the available feed resources and type of production system. Within the prevailing production systems, improved integrated tree crops - ruminant systems are underestimated and are an important pathway to enhance C sequestration. Key development strategies and opportunities for research and development (R and D) are enormous, and include inter alia defining a policy framework, resolution of priority constraints using systems perspectives and community-based participatory activities, application of yield-enhancing technologies, intensification, scaling up, and impacts. The priority for development concerns the rainfed areas with large concentrations of ruminants in which goats, with a capacity to cope with heat tolerance, can be the entry point for development. Networks and networking are very important for the diffusion of information and can add value to R and D. Well formulated projects with clear priority setting and participatory R and D ensure success and the realisation of food security, improved livelihoods and self-reliance in the future.
