Due to recession in real estate market, interest of risk analysis is increasing. Feasibility study in the first stage takes a great role in a project. There are not objectified tools which are able to cope with uncertainty of project, and feasibility study based on selected method of determinism does not include liquidity of weight risk. Also, shortage of consideration for subjective and atypical external factors causes inappropriate results. Therefore, this study proposes feasibility study model focused on risk factor influences in construction cost and sales cost. Considering effective level of cost based on objective risk factors and probable weight of risk by this model, real workers are able to bring correct and scientific decisions better than former method based on selective analysis of real estate development.

Hydrogen is considered a key energy source to achieve carbon neutrality through the global goal of 'Net Zero'. Due to limitations in domestic green hydrogen production, Korean companies are interested in importing green hydrogen produced overseas. Because Australia and the Middle East possess high-quality renewable energy resources, they are attracting attention as suitable regions for producing green hydrogen using renewable energy. The cost of constructing and operating a green ammonia plant varies depending on the region. In this study, an economic feasibility comparison of green ammonia plant construction in Australia and the Middle East is conducted. Through this, it is expected to contribute to the economic analysis and feasibility analysis of the project to import hydrogen in the form of green ammonia into Korea.

예비타당성조사는 대규모 신규 공공투자사업에 대한 신중한 접근을 진작하고자 1999년에 도입되었다. 사업 타당성에 대한 결론 도출 시 비용편익분석으로 대변되는 경제적 타당성 분석을 중요시하므로, R&D사업의 분석과 결론 도출에 있어서 다양한 쟁점이 제기되어 왔다. 본 연구에서는 연구개발부문 예비타당성조사에서 표준화하여 적용할 수 있는 사항을 살펴보았으며, 대표질문과 평가항목 간의 상관관계를 통하여 쟁점 도출을 표준화하는 방안을 제시하였다. 그리고 R&D효과 분류와 논리분석의 적용을 통해 분석전략을 표준화하여 R&D투자 의사결정의 합리화에 기여하고자 한다.

This study deals with verifying the design feasibility, of an independently driving hydraulic system for disaster response purposes, through an analytical approach. The development target is a system in which four traveling motors are driven independently, and must be easy to operate even under conditions in which different loads are applied to the traveling motors. In order to be suitable for complex work, the hydraulic system was designed using the main control valve with a pressure compensation function. If we can develop an analytical model that reflects the specifications and functions of the parts through the analysis program, we can verify the validity of the design before we make the prototype. The purpose of this study therefore, is to verify the feasibility of designing an independent drive hydraulic system through the development of an analysis model from the viewpoint of complex work. The analysis program uses Simulation X.

지식기반사회에서 문화정보의 중요성이 부각되면서 전반적인 국가경제 패러다임의 변환이 요구되고 있다. 본 연구에서는 문화정보의 중요성과 국가 문화정보망의 필요성에 대하여 정책적 분석과 현황적 분석, 그리고 경제적 분석을 통한 당위성을 제시하고자 한다. 이러한 당위성에 근거하여 새로운 국가 문화정보망의 현황과 구체적인 구축 방향을 제시함으로써 국가 차원의 문화정보의 육성정책을 강조하고자 한다.

As a project appraisal tool, the preliminary feasibility study (PFS) has contributed to enhancing the efficiency of public investment decision-making in the Republic of Korea over the last two decades. To overcome the limitations of the efficiency-oriented cost-benefit analysis, the PFS accommodates equity concerns among regions, namely balanced regional development (BRD) analysis. This study attempts to gauge the contributions of BRD analysis to PFS results. Specifically, it addresses how effectively policy efforts to promote decision-making have been implemented in the PFS stage while also considering the balance between equity and efficiency in terms of the trade-off between them, the degree to which they influence the results, and whether the consideration of equity is in fact actually reflected in seriously underdeveloped regions as intended. The study finds that the PFS results over the last two decades have been largely in line with the background and policy objectives. Based on the findings of the study, needs for institutional improvement are suggested, including enhancements in the analysis of regional economic ripple effects and taking into account the psychological factors pertaining to the evaluators in the overall judgment.

The purpose of this paper is to present a procedure for feasibility analysis of new hospitals. The major steps of the procedure proposed consists of determination of location for a new hospital, analysis of the community served, facilities planning, estimation of capital requirements and financial analysis. Technical details of the necessary analyses are covered by providing relevant information most of which is readily available in Korea. The procedure proposed in this paper can be applied not only for the case of the general hospital but also for the case of the clinic.

최근 유비쿼터스 기술에 대한 개발이 유비쿼터스 상거래라고 하는 진보된 전자상거래를 실용화할 수 있는 단계로 접어들고 있다. 따라서 유비쿼터스 기술의 실제 시스템 적용에 대한 타당성 분석이 필요한 시점이며, 이를 위해서는 유비쿼터스 기술과 같은 진행 중인 기술에 대해 가치를 측정하는 방법에 대한 요구가 증대되고 있다. 이에 본 연구의 목적은 재무적 관점에서의 유비쿼터스 기술 개발 타당성을 분석하는 방법론을 제시하는 것이다. 이를 위해 기존의 기술가치 평가를 위해 진행되어 왔던 평가 기법들 중 선물옵션이론의 블랙-숄즈 모형을 채택한 한 평가 모형을 개발하였다. 또한 유비쿼터스 기술 관련 과제 참여 전문가 인터뷰를 통한 실제 사례 분석도 아울러 실시하였다. 그 결과, 콜옵션 가격과 변동성, 유사 기술 과의 변동성 대비 등을 통한 유비쿼터스 기술 개발 타당성 평가에 블랙숄즈 모형의 활용 가능성을 확인하였다.

도심재개발 사업은 도시의 쇠퇴해진 기능을 회복하고 토지이용을 높이기 위하여 시행되는 사업이나 다양한 참여주체와 이 주체들간의 상이한 기대목표, 도심지라는 지리적 위치로 인한 고지가, 고 밀도 개발요구, 장기간의 사업기간, 막대한 자금의 소요 등은 타당성 분석을 어렵고 복잡하게 만든다. 이러한 도심재개발사업의 특수성 때문에 타당성 분석에서 다루어야 한 요인들이 다양해지고 신뢰 있는 분석이 요구되나, 타당성분석의 어려움으로 인하여 도심재개발 사업의 미 착수, 사업중단, 사업지연의 상황을 발생시키고 있다. 따라서 본 연구에서는 도심재개발 사업의 타당성 분석에서 반드시 다루어야 할 경제/재무 관련요인, 법적/제도적 관련요인, 시장관련요인, 기술적 관련요인, 갈등관계 관련요인 등5개 범주로 분류되는 총45개의 요인을 문헌고찰, 사례연구, 실무전문가 면담 등을 동하여 정립한 후 관련전문가의 설문조사 분석을 통하여 주요요인을 제시함으로써 도심재개발 사업의 타당성 분석에 도움을 주고자 한다.

The purpose of this paper is to investigate economic feasibility of creating artificial tidal flats using cost-benefit analyses. We assumed that the cost factors are associated with designing, construction and monitoring, and the benefit factors are associated with fisheries production, habitation, prevention of disasters, water purification, aesthetic value and existence value. First, for analyzing economic feasibility, the scenario suggests that a design can be made in a year, construction can be completed in three years and monitoring must be made for 20 years. Assuming the discount rate of 7.5%, economic feasibility analyses showed that B/C was 2.26 and IRR was 14.50. This study indicated there is economic validity of implementing creation of artificial tidal flat. In addition, we carried out a sensitivity analysis at the change of discount rate and restoration rate. The result of sensitivity analysis clearly showed that economic validity is low when discount rate is over 15%, and changes in restoration rate did not significantly effect on the economic validity.
