Associations between Use of Single-Parent Facility Programs and Public Support Programs and the Mental Health for Adolescent Single-Parent (청소년 한부모의 입소시설 프로그램 및 한부모가족 정책사업 수혜경험과 정신건강과의 관련성 탐색)

  • The adolescent birth rate has doubled in the recent decade. As a result, the Korean government has implemented support for adolescent single-parent families by expanding the scope of coverage of the Single-parent Family Support Act in 2010. In order to understand whether experiences of facility entry programs and the Single-parent Family Support Act for adolescent single-parents were helpful or not, this study verified the relationship to mental health. This study utilized a part of the National Youth Policy Institute's 'Research on the Actual Condition of the Adolescent Pregnancy, Birth and Rearing Children.' Participants of the study were 218 adolescent single-parents at the age of 24 and younger. This study used the research methods of descriptive statistical analysis, ${\chi}^2$test, t-test, and one-way analysis of variance. The findings and discussion of this study are as below: Firstly, the depression level of adolescent single-parents who had been raised by grandparents was higher than other family types to a meaningful standard and adolescent single-parent's cognition of the original family's economic level was related to self-esteem and parenting efficacy. Secondly, the practical single-parent family support policy for adolescent single-parent's pregnancy, birth and rearing children has shown a higher reception rate, and medical service of facility entry programs has a higher satisfaction level. However, some of the facility entry programs and the Single-parent Family Support Act have a low reception rate and it should be considered whether to maintain them or not.Lastly, parts of facility entry programs and the Single-parent Family Support Act for adolescent single-parents have increased self-esteem and parenting efficacy and reduced parenting stress and depression's levels.

A Study on Family Strength and Recognition of the "Healthy Family Act" by Married Men and Women (기혼남녀의 가정건강성과 건강가정기본법 인식에 관한 연구)

  • The purpose of this study was to examine the recognition of the "Healthy Family Act" as it relates to family strength and to examine the influences of objective and subjective variables in relation to the "Healthy Family Act" and family strength. The subjects of this study were 339 married men and women that were interviewed using a questionnaire. The data was analyzed using the SPSS/PC+ program for the frequency, mean, standard deviation, t-test, ANOVA and $X^2$ test. The major results of this study were as follows. The score for family strength by married men and women was relatively high. Variables that affected family strength were gender, academic career, region, mental health, physical health and life level. Variables that partially affected the recognition of the "Healthy Family Act" were gender, academic career, and region. Partial recognition of the "Healthy Family Act" was also affected by family strength. As well, the Government Support Program and Living Cultures Support Program were affected by family strength.

  • The purpose of this study is to propose a remodification of the family resource management curriculum in order to vitalize the entire healthy family specialist program. In January 2005, 'the Act of Healthy Families' was enacted. From then on, healthy family specialists not only have assumed a key role in health family Projects, which is based on the Act of Healthy Families itself, but they have also become key members of the healthy family support centers. Therefore, it can be said that cultivating competent healthy family specialists is vital to the success of the management of the healthy family support centers as well as the entire healthy family project. In order to enhance the quality of the healthy family specialists, we need to modify the current curriculum, which is based on primary courses that offers healthy family specialist licences in the end, into a curriculum that focuses on work-oriented learning and practical education. Especially, the curriculum of public family management should be administered in a way that strengthens the practical management of healthy family support centers. The basic curriculum as well as the guidelines of the practical training that is being conducted through healthy family support centers should also be organized in a way that enhances the professionality and the unification of the healthy family specialist.

  • "The Healthy Family Act" was established in 2004. It prevents problems of the family and increases the healthy characteristic of general family. According to this Act, Healthy Family Support Centers appeared to a new part of family welfare institution. This study is to search Programs and PR strategy of Healthy Family Support Center. The results of this study were as follows. First, Education program ranked highest in selecting important programs operated by the healthy family support center. Among education programs, they were the education of husband and wife relationships and the parents education that ranked on top. Second, The government further strengthen publicity relation(PR) about the HFSC. A deficiency of budget and manpower problems were major obstacles for PR activities. TV, news paper and magazine are useful medium. Management of PR activities in the HFSC is consider as one of the main factor to decide development and survival in social community.

A Study on Multicultural Families Support Act (다문화가족지원 관련 법제 연구)

  • This study sought to examine and revise the 'Multicultural Family Support Act' for domestic multicultural families. To this end, we looked at the Multicultural Family Support Act along with the current status and support policies of multicultural families. First, as in Article 1 of the Act, it proposed to reflect Article 3 of the Article 5(basic ideas) to realize the purpose of the law contributing to 'improvement of quality of life' and 'social integration'. Second, the current law stipulates that support and related policies should be implemented every five years, and by conducting planning and due diligence surveys every three years, it suggested the necessity of consensus on the disagreement between the support policy and the planning period. Third, the government proposed a revision to the mandatory regulation (that is, it should be done) under the provisions set by law. Finally, we proposed a plan to designate 'Multicultural Family Day' or to designate it with other family days. As the globalization of the members of each country, which has been rapidly continuing in the 21st century, it is expected that Korea will be able to welcome them and review the act and institutional devices that can be together more than ever.

The Ideologies and the Systems of the Healthy Family Act (건강가정기본법의 이념과 체계)

  • Korean society recently realized the needs for a system that may effectively prevent and/or resolve different family problems caused by the rapidly changing modem society. In order to carry out this objectives. The Healthy Family Act has been legislated and is to be enforced from the 1st of January, 2005. Legislating the law is a means to establish an administrative and institutional structure that may bring in the total welfare system centered around family, so as to promote healthy families in our society. This is also a land marking event that has shifted the paradigm from the welfare system focusing on individual protection to the total welfare system based upon family units. Hence, this study is to examine the specific concepts of 'healthy family,' which is the goal of The Healthy Family Act, and thus to propose the objectives of the law by analysing the institutional system of it. The Healthy Family Act, which consists of major 37 items of 5 chapters with supplementary provisions, aims at the five ideals as follows. The first is to promote the healthy family which is the basis of individual welfare and well-to-do society. The second is to emphasize the importance of family and to provide total service system for family unit. The third is to establish the family value which supports gender-equality and democracy. The fourth is to reinforce the governmental support for independence and cooperation of family. And the fifth is to promote the in-advance and precautionary support for family problems. The law also includes administrative methods for Strong Families Center, different projects and programs for promoting healthy families, roles of Healthy Family Specialist and means to cultivating them, and the policies to specifically carry out the ideas of the law. It is now important to recognize that the development of nation is based on the healthy families and to put much effort in carrying out the ideas and goals of The Healthy Family Act.

The Development of Healthy Family Support Center Programs in Kyungnam Area (건강가정지원센터 프로그램 개발을 위한 연구 - 경상남도 지역을 중심으로 -)

  • This study has investigated the perception of adults in relation to healthy family to help identify import issues. Gathered information were then incorporated to education programs for the Healthy Family Support Center. For this purpose, a survey was conducted in four cities in Kyungnam during March 2007. The responses of 213subjects have been used for the final analysis. The results of this analysis lead to three major findings. Firstly, the surveyed adults regarded positive interaction and domestic family functions as essential activities in healthy families. Secondly, the participants exhibited a very low knowledge-level of the 'Healthy Family Act', and the Healthy Family Support Center. Finally, the respondents said that they are more likely to specifically participate in educational program and counseling program if it helps them prevent family programs.

  • The Healthy Family Act was established in 2004 to prevent problems of the family and increase thehealthy characteristic of the general family. According to this Act, Healthy Family Support Centers (HFSCs) were founded as a new part of the family welfare institution. The purpose of HFSCs is providing various welfare services to enhance the health and well-being of families in the community. This study investigated the organizational system and evaluation strategies of HFSCs. This research comprised a descriptive study of the organizational system and evaluation strategies of HFSC. The study sample consisted of 217 faculty and field workers. Data were collected from December 2004 to January 2005 and analyzed by frequencies, mean, standard deviation and ANOVA. The results were as follows. First, HFSC's organization should consist of family education, family counseling, family culture-marketing, and network teams. Second, healthy family specialists should have a national certificate of qualifications also they should have more than master's degree level. Third, evaluation of HFSCs should be adapt an incentive system.

The Role of a Local Authority of Multi-Family Housing Management upon the Revision of Housing Act (주택법개정에 따른 공동주택관리영역에서의 지방자치단체의 역할)

  • The Ministry of Construction & Transportation revised the full text of 'The Act for Promoting Housing Construction' that concentrated to the quantitative supply of houses into 'Housing Act' in order to improve the quantity as well as quality of housing construction and management, such as housing welfare, management or improvement of previous houses, in October 2002. Accordingly, local authority need to play more critical roles in the area of multi-family housing management and remodeling. The desirable roles of local authority called for the need are like followings: 1. Local authority should provide professional knowledge for education, direction and consultation of multi-family housing management rather keeping the previous role to control, manage and regulate it. 2. The multi-family housing management should be changed from administration and punishment to incentive-centered institutions. 3. It is necessary to consider neglected people, such as occupants of rental apartment or of a small-sized multi-family housing, who have been excepted from the subject of obligatory management under the current law. 4. For harmonious and professional housing management, local authority need to support the establishment or special companies for housing management and to strengthen the audit on trust management companies. 5. It calls for the studies on management guideline of multi-family housing, standardization of management specifics, reasonable standard for special mending appropriation amount, etc. 6. They should lead the composition of a community by residents harmoniously and support the encouragement of community consciousness to live together.

The Recognition Research of The Healthy Family Act (건강가정기본법에 대한 인식 조사)

  • This research has studied the people's perception and understanding of the 'Healthy Family Act' that has been enacted and practised from the year 2005. For this purpose, a survey has been conducted during October 2004 in several central and local cities in Korea, including Seoul, and a total of 741 samples have been used for the final analysis. The results of this study is as follows. The participants showed a very low level of recognition of the 'Healthy Family Act', and they Perceived that establishing a home-friendly atmosphere was of primary importance among the tasks that should be conducted by the State and local governments to encourage 'healthy families' The participants chose 'supporting the mental & physical health of family members' for the government supporting programs to make healthy families, and chose 'healthy life cultures such as clothes, food, and housing' for the government programs to support the everyday living cultures of the people. 1 Two thirds(2/3) of the participants indicated a willingness to participate in voluntary activities, and more than half of the participants said that they will participate in educational programs. Also, the participants indicated that divorce counselling should be offered only to the people who want the counselling, and as far as 'contents' are concerned, the participants indicated that 'the upbringing of children' should be the most important subject of the counselling. Finally, the participants indicated a willingness of participating educational programs in the order of parent education, family ethics education, realization of family values and family life education.
