The purpose of this study is to analyze and assess the family policy of the Lee administration and to suggest agendas for sustainable future family policy. Traditionally, families are a unique unit of production and reproduction of family members and social laborers. In addition, families are the social safety net help people survive in a society. Therefore, family policies play an important role in contemporary society. In this context, we review the literature related to family and social policy, and the contents of Ministry for Health, Welfare and Family Affairs, which is the main authority in Korea. The results are as follow: Firstly, the Lee administration ignored the data showing that family policy should be a unique policy, and not a sub-division of welfare policy. Secondly, there is no difference between the active welfare policy of the Lee administration and policies of past administrations. Finally, this study suggests that subjects of future oriented family policy should focus on co-developing programs for the individual, family, and society, to develop problem-prevention and family needs- ordered policy, and to make integrated family policy through laws and delivery systems such as Healthy Family Centers.

The purpose of this study is to suggest family policy for enactment of Healhty Family Act. Throuh this thesis 2 points are suggested. One point is the orientation and subjects of family policy are contextulized by governancial policy viewpoint. Another point is that family supporting programs are able to povided by 6 areas : Fostering family network and community and family culture, Protecting family(home) and family functin, Developing family strength, Preventing family problems and recovering family(home), Providing information for healthy family and Intigrating of network-nation policy, local government, community and family etc.

Since the Framework Act on Healthy Families came into effect in 2005, family policy has become a primary field of social policy, and 'family' has emerged as an important keyword for solving Korean society's various phenomena and problems. In order to seek practical plans for reforming social policy through family policy, this thesis has analyzed the transitional characteristics of Korean families in relation to where Korean families currently stand and the situation they are facing. This thesis has also reviewed the content of family policy in the master plan of healthy families, the starting point of the actual family policy, and other related policies. It also has analyzed the key content of child care support policy. From these various analyses and discussions, this thesis has emphasized "family care" as the keyword of family policy, family effect analysis as the means of reinforcing family perspective, and family integrity for policy effectiveness.

This study is to review the policy objective of the spread of family value in 2nd Family Policy 2011-2015. The spread of family value is newly adapted sphere in 2nd Family Policy. But this policy objective is not clear, diverse or comprehensive. So, this study attempts to examine two questions: what is the family value in healthy family policy? How this objective is reflected to policy services. Because families are shaped by changes in social norm or trend, this study examined the changing demographics of family affect to family value. And the meaning of family value and the viewpoints are clarified. Last, for the extend of this policy objective, this study suggests to reach consensus on future family in Korean society, to emphasize function of family as social safety net.

Many women experience the conflicting demands of work and family life according to the increase of employed women. Their demand for balance of two spheres makes the companies have family friendly policy. Family friendly policy is win-win policy which gives benefits to the employers and the employees by helping the employees to balance of their lives. But this policy has been recognized as the one for women and which only companies have to carry out. This study aims to suggest and extend the applicable field of the family friendly policy, and press that the whole society have to be family friendly. So, this study examined the necessity of family friendly policy in the aspects of company and society. And it showed how the employers, policy makers, general public society and communities support the family by carrying out and applying the policy in USA.

This study attempted to develop integrated family policy. For this purpose, a delphi survey was conducted twice among 15 professionals regarding the general contents of family policy, the goals and outcomes of president Roh's administration, the direction and plan of action for future family policy. The results of this study are as follows: Firstly, the main results of president Roh's administration were the creation of the Ministry of Women and Families, and the Healthy Families Law. Nevertheless, that government had no long-term vision or action programs. Secondly, there are two aspects of family policy which one is family members based and the other is family life cycle based. Accordingly the subjects of this study insist that family policy has to cover people's whole life, all families regardless of family structure, and has to integrate the plans and programs which have been served to individuals, for example, women, child, youth, and elderly. Thirdly, the orientations of future family policy are to be toward happiness, health, equality, coexistence, harmony, growth, generosity, diversity, self-control, and a sustainable society. So the concept of the integrated family policy has to cover all aspects of the family and the diversity of family life. Therefore, the service delivery system for family policy has to converge into the Healthy Family Center.

This study explores the discoures of family and family policy in the legislative process of Strong Family Act. Critical discourse analysis was used. The results are follows. The Strong Family Act made family issue as a political agenda in spite of much critics. The characteristics of the family discourse in "strong family camp": 1) The emphasis on the moral principle in family 2) denial of deinstitutionalization of family 3) regarding the family problem as a moral and individual problem 4) regarding the state as managing and controling the family. The characteristics of the family discourse in "critical camp": 1) strong family discourse is related to "the family" ideology 2) regarding the family problem as a social, structural problem 3) regarding the state as subsiding, supplementing families. The characteristics of the family policy discourse in "strong family camp": 1) casual efficiency as justifying logics 2) family policy as means to recover family values 3) deunifying the family policy. On the one hand, the characteristics of the family policy discourse in "critical camp": 1) social consensus and academic discussion as justifying logics 2) regarding the family policy as a means of gender equality and strategical point of welfare state expansion. The discourse of family and family policy, especially 'Strong Family Discourse" resulted in conjugation of nationalism and neoliberalism.

The purpose of this study is to compare the laws and policies relating to work-family balance with foreign cases, and to analyse the problems in implementing those laws and policies. For these purpose, this study compares family leave policies, working hams policies, public care policies in other countries. And these laws in Korea are shown. This study also analyse the policies for work-family balance in labor policy, family policy, gender policy and saeromaji plan. The results are as follows; policies for work-family balance are limited to child care and family leave. Laws for family leave are various and proper. But implementing rate of policy goal is low and a few people can benefit by those laws and policies. So, wide-range policies for work-family balance which all the families can benefit are needed.

The purpose of this study is to evaluate the present workfamily balance policy and suggest a vision for moving forward. First, this study identified the scope of the workfamily balance policy and assessed the importance of this policy in relation to other family-related policies. Second, we evaluated the workfamily balance policy from the perspective of family resource management. Third, we suggested orientations and strategies for better policymaking from this same viewpoint.

This paper examines the traits and directions of family policy represented in the Basic Code of Healthy Families. Strategies for the development of family policy for family professionals and policy makers to provide integrated services for families and the implications of such strategies are also discussed. A family-friendly and a life course perspective are adopted in order to strengthen and expand family policies and promote the establishment of a healthy families' support center. The perspectives and issues of the Basic Code of Healthy Families are reviewed in the light of a paradigm shift in family policy in Korea, with suggestions for adoption of the family policy also addressed.
