Trend Analysis on Facility Monitoring of Korea National Parks (국립공원 시설모니터링 변화추이 분석)

  • The purpose of this study was to provide direction for national parks management policies by analyzing national park facility monitoring data collected every 2 years from 2002 to 2006. The results of this study showed the following. Firstly, 16 mountainous national parks showed increasing values in importance and performance in IPA. The trend analysis results showed that the location and capacity of parking lots as well as the number of rest rooms need to be improved. Secondly, two marine national parks indicated increasing values in campground and coastal facilities in IP value. Also, the location, number, and cleanliness of rest rooms, safety and surface condition of trail, guard rail and warning signs, information signs, drinking water fountains and shower facilities were priorities for improvement. The implications of this study will be able to help by providing guidelines for installation and maintenance of park facilities which in turn will improve visitor satisfaction and establish national park facility operation policies.

Radiation safety management for diagnostic radiation generators and employees in animal hospitals in Korea (동물병원의 진단용 방사선 발생장치 및 방사선종사자 안전관리 실태 조사)

  • A nationwide survey on radiation safety management in Korean animal hospitals was conducted. By 2013, 53 radiation generators were registered as veterinary medical devices (41 X-ray generators and 12 computed tomography scanners). Additionally there were six approved laboratories for radiation equipment and protection facility, and five approved laboratories for radiation exposure of employees, respectively. By March 2013, 2,030 out of 3,829 animal hospitals operated radiation-generating devices. Among these devices, 389 (19.2%) out of 2,030 were not labeled with the model name and 746 (36.7%) were not labeled with production dates. Thus, most veterinary X-ray generators were outdated (42.6%) and needed replacements. When periodic inspections of 2,018 animal hospitals were performed after revision of the Veterinarians Act in 2011, the hospitals were found to be equipped with appropriate radiation generators and protection facilities. Among 2,545 employees exposed to radiation at the hospitals, 93.9% were veterinarians, 4.3% were animal nurse technicians, and 18% held other positions. Among 169 employees supervised by administrators, none of those had a weekly maximum operating load that exceeded $10mA{\cdot}min$. This study suggests that the radiation safety management system of animal hospitals was general good.

Semi-quantitative Risk Assessment using Bow-tie Method for the Establishment of Safety Management System of Hydrogen Fuel Storage Facility in a Combined Cycle Power Plant (복합화력발전소 내 수소연료 저장설비의 안전관리 체계 구축을 위한 Bow-tie 기법을 활용한 반정량적 위험성 평가)

  • Hydrogen has been selected as one of the key technologies for reducing CO2 emissions to achieve carbon neutrality by 2050. However, hydrogen safety issues should be fully guaranteed before the commercial and widespread utilization of hydrogen. Here, a bow-tie risk assessment is conducted for the hydrogen fuel supply system in a gas turbine power plant, which can be a mass consumption application of hydrogen. The bow-tie program is utilized for a qualitative risk assessment, allowing the analysis of the causes and consequences according to the stages of accidents. This study proposed an advanced bow-tie method, which includes the barrier criticality matrix and visualized maps of quantitative risk reduction. It is based on evaluating the importance of numerous barriers for the extent of their impact. In addition, it emphasizes the prioritization and concentrated management of high-importance barriers. The radar chart of a bow tie allows the visual comparison of risk levels before/after the application of barriers (safety measures). The risk reduction methods are semi-quantitatively analyzed utilizing the criticality matrix and radar chart, and risk factors from multiple aspects are derived. For establishing a secure hydrogen fuel storage system, the improvements suggested by the bow-tie risk assessment results, such as 'Ergonomic equipment design to prevent human error' and 'Emergency shutdown system,' will enhance the safety level. It attempts to contribute to the development and enhancement of an efficient safety management system by suggesting a method of calculating the importance of barriers based on the bow-tie risk assessment.

The Efficiency Evaluation of the Forest Experience Center for Children Led by the Local Community through an Importance Performance Analysis - A Case in Geumcheon-gu District, Seoul, South Korea - (중요도·성취도 분석을 통한 주민자치형 유아숲체험장 효용성 평가 - 서울시 금천구를 사례로 -)

  • This study aims to evaluate the efficiency of the forest experience center for children led by the local community as experiential management for forest kindergarten education. For this, an importance and performance analysis was conducted on the forest experience center for children in Geumcheon-gu, which, of the 12 forest experience center for kids in Seoul, is the only one led by the local community. The questionnaire sheet for the analysis consisted of a total of 36 questions, 20 about place facility areas and 16 about management program areas(including 6 questions about the management led by the local community). The questionnaire survey was done during the period between January 12th and January 19th, 2015. The participants in the survey consisted of 15 forest education specialists and 50 teachers from 19 kindergartens who participated in the forest experience program. The number of questionnaire sheets collected and used for analysis was 13 copies and 43 copies, respectively. The mean values of importance and performance on the place facility areas were 4.07 and 3.78 for forest education specialists, and 4.16 and 3.84 for kindergarten teachers, respectively. The mean values of importance and performance regarding the management program area were 4.38 and 4.16 for forest education specialists, and 4.40 and 4.00 for kindergarten teachers, respectively. Both groups evaluated the place facility areas lower than the management program areas. They also evaluated performance lower than importance. In place facility area, 'accessibility', 'safety' and 'connectivity to forest trail', 'loose parts' and 'safety facilities' were required to 'keep up the good work', because they showed higher importance and performance in place facility areas. Even though most items of management as led by the local community including 'forest experience activity support' were evaluated as 'important', some, including 'effort for local revitalization', were evaluated as low in performance. However, as they were evaluated as higher in importance, if they pursue 'concentrate here', it is expected that they will be evaluated as higher in performance. In addition, considering that program areas including 'forest education specialist's role' are labeled under the management led by the local community, it reflected a positive evaluation. As a result, management led by the local community is efficient as a management system for the forest experience center for children in an experiential forest kindergarten education. Going forward, if this management system is durable in 'keep up the good work' and 'concentrate here', the forest experience center for children led by the local community will be an alternative for an effective experiential forest kindergarten education.

  • Recently, the magnitude and frequency of the natural disaster have been increased, the damage has become severer. The importance of disaster response system to relieve the damage has arised continuously. This study has tried to develop the algorithm to solve the facility location and size problem in emergency logistics. A facility in the emergency logistics has various roles in victim care, casualty treatment, relief resource management and relief vehicle assistance. Moreover, the location of facility in emergency logistics has to consider the safety and reliability. To gather these information, information management system with IoT sensors are suggested. The location problem in this study also covers various features to response various demands in disaster. To solve this problem, this study suggested MIP based algorithm. Scenario based simulation experiments are conducted to verify the performance suggested algorithm.

The Development of a Quality Measurement Tool for a Contract-Managed Hospital Foodservice (병원 위탁급식 품질관리를 위한 품질평가도구 개발)

  • The purposes of this study were: a) to develop the a quality measurement tool for the contract-managed hospital foodservice, and b) to evaluate their performance with the developed quality measurement tool, and c) to verify the reliability and validity of the quality measurement tool. The developed quality measurement tool comprised two parts, which were foodservice management and medical nutrition care service. The foodservice management part was classified into six functional categories which were Menu, Procurement and Storage, Production and Distribution, Facility and Utility, Sanitation and Safety, and Management and Evaluation. The medical nutrition care service part indicated the medical nutrition care provided. Quality measurement tool had 91 standards and 324 indicators. The quality measurement tools were distributed to the hospital foodservice manager employed by the foodservice company. The 324 indicators were measured by foodservice manager on the 5-Likert-type scales, and then adapted to a 100 point scale. The SPSS Ver. 11.0 was used for statistical analysis. The categories whose scores were evaluated as being high were Procurement', General Sanitation', Personal sanitation' and Waste' and the categories whose scores were evaluated as being low were Diet Order Manual', Standard Recipe', Appropriateness (Facility and Utility)', Check (Facility and Utility)'and Information Management'. All the categories of medical nutrition service were evaluated as having seriously low scores. Therefore, it was necessary for the contract-managed hospital foodservice to improve its performance in the area of medical nutrition care service. For the verification of the developed quality measurement tool, the reliability obtained by calculating Cronbach's α was 0.8747, and the content validity was also proved by scrutiny of the modification of the Professional group's techniques.   • Nuclear power plant(NPP) is a large-sacle national infrastructure with total project cost of 77 billion dollars and period of 10 years or more. Moreover, since it is operated over 60 years, NPP is a facility closely related to national economy and public safety. Therefore, accurate information and consistent physical configuration should be maintained to enable accurate and economical decision making in NPP project process such as design, construction, operation, and decommission. Since NPP industry is more complicate and regulated than other industries, the importance of configuration management(CM) has been widely recognized in the early days. However, there were limitations in implementing systematic CM due to unclear purpose and subject. Therefore, this paper suggests a room-based database for CM in NPP reflects design requirements and facility configuration information.

A Study on Reported Status and Management Plan of Marine Facilities in Korea 2. On the Basis of Region and Type of Facilities (국내 해양시설의 신고 현황과 관리 방안에 관한 연구 2. 지역별 및 시설종류별 현황을 중심으로)

  • Present state of nationwide marine facilities reported to 12 regional maritime affairs and port offices of MLTM in Korea for two years 2008 and 2009 was analyzed based on region and type of facilities, and national management plan was proposed in this study. As of the end of 2009, 8 types of marine facilities were reported to Yeosu regional maritime affairs and port office, while only 3 types of facilities were reported to Pohang, Daesan and Jeju regional offices, respectively. Oil and noxious liquid substances storage facilities belonged in the type of facility which was reported to all of 12 regional offices, and ranged from 11 facilities reported to Pyeongtaek regional office to the respective 38 facilities to Yeosu and Masan regional offices. In pollutants storage facilities, 4 facilities were reported to Masan regional office, 2 facilities to Donghae and Mokpo regional offices, respectively, 1 facility to Yeosu, Gunsan and Pyeongtaek regional offices, respectively, and none of facilities to the other regional offices. Ship construction, repair and scrap facilities belonged in the type of facility which was reported to all of 12 regional offices, and 45% of the facilities were concentrated in Southeastern Sea of Korea centering around Busan and Masan. In cargo handling facilities, 3 facilities were reported to Busan and Masan regional offices, respectively, 1 facility to Daesan regional office, and none of facilities to the other regional offices. In wastes storage facilities, 5 facilities were reported to Ulsan regional office, 4 facilities to Gunsan regional office, 2 facilities to Incheon regional office, 1 facility to Yeosu regional office, and none of facilities to the other regional offices. 65% of nationwide water intake and drainage facilities were concentrated in the areas of Pohang and Mokpo, and 78% of nationwide fishing spots at play were concentrated in the area of Masan. In other marine facilities, 4 facilities were reported to Donghae regional office, 3 facilities to Masan regional office, 2 facilities to Yeosu and Pyeongtaek regional offices, respectively, 1 facility to Incheon and Ulsan regional offices, respectively, and none of facilities to the other regional offices. In integrated marine science base facilities, 3 facilities were reported to Jeju regional office, 1 facility to Yeosu, Ulsan and Gunsan regional offices, respectively, and none of facilities to the other regional offices. The management based on the circumstances of regional offices, the management based on the characteristics of the type of facilities, the amendment of the relevant rules and regulations, facility owner's full knowledge and observance of the relevant rules and regulations with regard to the relevant type of facilities, and positive management actions from national point of view were proposed for national management plans of marine facilities.

  • There are more than 30,000 chemical substances handled in domestic university laboratories. Among them, hazardous materials are selected and managed as designated substances by the standards of 19 Ministries and 16 Acts. However, domestic safety-related laws and regulations are used to manage industrial risk factors based on industrial activities. In case of installing a university chemical laboratory in accordance with the installation standards applicable to general workplaces. It is not suitable to use as a laboratory installation standard that can be applied to a chemical laboratory installed at a university such as a problem occurs in applying to a university using a small quantity of dangerous substances in a small amount. In order to establish the laboratory structure and facility standards that are appropriate for the laboratory characteristics and apply systematic laboratory safety, the National Security Administration shall apply the special handling standard of chemical experiment to places where handling less than 30 times the designated quantity of chemical substances for chemical experiments. On August 2, 2016, the regulations for the enforcement of the Dangerous Goods Safety Management Act and the standards for the structure and facilities of the university chemical laboratory were enacted. In this study, we investigated the domestic chemical substances laws and regulations to determine the chemical substances that are over-regulated in the relevant laws, and define them as substances against accidents. The management criteria for the substances were analyzed. The R value for the designation of the designated quantity by the concept of the space in the management standard was calculated.

Causal Relationship between the Risk-inducing Factors and Safety Inspection and Accident Reduction in Small Construction Sites (소규모 건설현장에서 위험유발요인과 안전점검이 재해 저감 대책에 미치는 인과 관계)

  • This study aims to identify the influence of risk-inducing factors and safety inspection on the measures of reducing accidents among workers of building structures in small construction sites. The result can be summarized as follows: First, as for the influence of risk-inducing factors on human factors, preparation for work, disintegrating molds, taking follow-up measures, and keeping records, have statistically significant influences. Therefore, it can be said that safety inspection has a partial mediating effect in the relationship between risk-inducing factors and human factors. Second, as for the influence of risk-inducing factors on facility factors, preparation for work, and taking follow-up measures influenced significantly. This indicates that safety inspection has a partial mediating effect in the relationship between risk-inducing factors and facility factors. Third, as for the influence of risk-inducing factors on management factors, the installation of shores and risk assessment are found to have significant effects. This shows that safety inspection has a partial mediating effect in the relationship between risk-inducing factors and management factors. Fourth, the influence of risk-inducing factors on work factors was significant only in the installation of shores. This indicates that safety inspection has a completely mediating effect in the relationship between risk-inducing factors and work factors. Finally, in the relationship between risk-inducing factors and accident reduction measures, preparation for work, installation of shores, and taking follow-up measures showed significantly positive influences. In contrast, keeping records has a significant negative influence. Thus, safety inspection has a partial mediating effect in the relationship between risk-inducing factors and management factors.
