  • Like the technological competition of each country around commercialization of Autonomous Vehicles(the rest is 'AV'), legalizations are also in a competition. However, in the midst of this competition, the Ethik-Kommission Automatisiertes und vernetztes Fahren of Germany has recently introduced 20 guidelines. This guideline is expected to serve as a milestone for future AV legislations. In this paper, I have formulated a new legislative proposal that will incorporate the main content presented by the Ethik-Kommission. The structure is largely divided into general rules of purpose and definition, chapter on types of AV and safety standards, registration and inspection, maintenance, licenses for AV, driver's obligations, insurance and accident responsibilities, roads and facilities, traffic system, and chapter on penalties. The commercialization of AV in Korea seems to be in a distant future, and it is possible to pretend that it is not necessary to prepare legal systems. But considering our reality, leading legislation may be necessary. In this paper, I have prepared individual legislative proposals based on the essential matters based on the criminal responsibility in case of AV car accidents. To assure the safety of AV, AV and mode of operation were defined for more clear interpretation and application of law, and basic safety standards for AV were presented. In addition, the obligation of insurance and the liability for damages were defined, and the possibility of immunity from the criminal responsibility was examined. Furthermore, I have examined the penalties for penalties such as hacking in order to secure the effectiveness of the Act. Based on these discussions, I have attempted the 'Autonomous Vehicles Act', which aims to provide a basis for new discussions to be held on the basis of various academic fields related to the operation of AV and related industries in the future. Although there may be a sense of unurgency in time, the automobile industry needs time to prepare for the regulation of the AV ahead of time. And a process of public debate is also needed for the ecosystem of healthy AV industry.

Accordingly, this study is aimed at providing the basic data at the time of establishing plans by assessing the level of importance and priorities for each item through the deduction of the elements necessary for the fishing village plan. Key results of the study are as follows. First, as the results of review of domestic and overseas literature related to sustainability indices of fishing villages, a total of 50 items in the areas of economy, sociability and environment were deduced. Second, validity for each area was confirmed through Delphi questionnaire survey on experts. Third, as the results of factor analysis conducted on the basis of the hierarchical structure analysis for detailed items for each sector, 3 factors in the economic area, 2 factors in the social area and 3 factors in environment area were deduced. Fourth, as the results of the relative importance of the higher tiers, economic sector (0.528) displayed results that are more than 2 times higher than the social (0.261) and environmental (0.212) sectors. Establishment of foundation for independent competition (0.105), balanced development of small fishing village (0.086) and population engaged in economic activities in comparison to the fishing village population (0.077) were analyzed as the most important detailed items. Based on these results, experts pointed out that the economic sector is most important for the sustainable development of fishing village and, in detail, priority must be placed on the balanced development on the basis if the extent of independence of the fishing villages, and emphasized activation of residents engaged in economic activities in fishing villages in order to support them. That is, in order to increase the level of independence of the fishing villages, it was determined that there is a dire needs for expansion of diversified specialized businesses and infrastructural facilities through agreement by the residents capable of economic activities, and means of activating fishing villages through securing of budget at the local autonomous government level to provide support for the residents.

  • Witnessing current military conflicts in South China Sea and Eastern Europe, most defense analysts evaluate one of the most serious security threat toward the US is coming from the superpower competitions with Russia and China. The main means for such super power hegemonic competitions is military power and space power is a key enabler to maximize the efficiency and effectiveness of military employment. Reflecting above circumstances, the space hegemonic competition between the Unites States and China is spreading into all aspects of national powers. Under such an environment, R.O.K needs to significantly develop national space power to preserve life and assets of people in space. On the other hand, the R.O.K has a lot of limitations in launching space assets into orbits by land-based space rockets due to its geographic locations. The limitation of rocket launching direction, the failure to secure a significant area enough to secure safety and the limitation to secure open area enough to build associated facilities are among them. On this paper, I will suggest the need to build the 2nd space rocket launching site after analyzing a lot of short-falls the current 'Naro' space center face, compared to those of advanced space powers around the world.

  • In 2004, the Incheon Urban Development Corporation held a design competition for the Song-Do apartment complex development. Several projects that won the prize in the recent design competitions were reviewed to look around the current design tendency, and current conditions of the site were surveyed. The authors tried to combine digital and environment-friendly factors, considering the site condition. Because the site is on reclaimed land and is located at the center of the information-technology industrial area, these two factors inform the main concept of this project. The site was divided into two different zones : the Ocean Zone and the Digital Zone. The 'community spaces'(community street, community plaza and so on) were designed for the various activities of the residents. The Patios, 'private' community spaces, included many facilities for play, appreciation, rest, exercise, refreshment and gathering. To avoid common landscape styles in the patios, simple and minimal forms were designed. The environmental sculptures were carefully planned, allocated and shaped with digital technology, based on the 'Present and Future of Song-Do'. The authors also tried to introduce environment-friendly factors, such as the green roof system, wall planting, and the water recycling system. This project is following the M.A. (Master Architect) process, and is still being modified to make the hi-tech and environment-friendly apartment complex.

  • The purpose of this paper is to investigate the productive efficiency of world container ports by using the DEA (Data Envelopment Analysis) method and raw data from previous research in measuring the international competitiveness of world container ports. Ports have to cope with rapid changes in shipping environments. In order for a port to compete in the global market, it must provide port services promptly and accurately. Basically, there are two approaches to measuring the international competitiveness of a container port. First, there is the traditional productivity analysis method, which analyzes productivity based on the container port's facilities (efficiency, selectivity, land availability), and by its general capacity (handling ability, storage capacity, terminal productivity). Second there is multi-attribute utility analysis, which considers several elements including the reasons for selecting particular container ports and factors determining international competitiveness. This paper follows the first method (traditional productivity analysis) and extends the limitation of previous studies by using the DEA method newly, and suggesting: the relative productive efficiency of container ports. The main results of this paper are as follows: First, the results of the DEA analysis in terms of world container ports matches that of a previous study (Jun et al., 1993) at a level of 35%. The low ratio is due to the constrained set of input-output elements, the result of only twenty container ports being analyzed in this paper. Second, the result of the DEA analysis in terms of North-East Asia's container ports matches with that of a previous study (Ha, 1996) at a level of 100 percent. Therefore we can conclude that the DEA analysis is the best measurement method for international competitiveness. Policy implications for this study are as follows: First, when port authorities want to measure the international competition power of container ports and enhance their productive efficiency, they should consider the traditional method and newly introduce the DEA method. Second, according to the analysis results of the DEA method, pen authorities should recommend benchmarking ports as reference ports in order to enhance the productive efficiency of container ports that show an efficiency score of below 1.
