  • The purpose of this paper is to review the major issues of trade facilitation that have been discussing in relevant international organization such as WTO, WCO, UN/ECE, and UNCTAD In recent years the term, trade facilitation, has become extremely popular and, therefore, applied to an ever-growing number of activities. Trade Facilitation encompasses the simplification, standardization, harmonization and elimination of the procedures, data requirements and administration involved in an international trade transaction. The facilitation of trade procedures is seen by all major international business as vital for economic development. Several factors are fuelling the need for trade facilitation of which two are the globalization of international trade and the rapid IT-development. Another important factor includes increased economic integration by an explosion of regional and bilateral free-trade agreement that often feature complex customs requirements. Technological progress has also introduced faster and cheaper forms of transportation and transportation management techniques, such as the increased use of e-business and JIT. The Internet is also fragmenting containers of goods that could have been custom cleared on a single entry into dozens of individual shipments that each require separate customs documents and clearance procedures. This creates a challenge for express couriers who anticipate exponential growth in small shipments by individual consumers, as compared to shipment by wholesalers or retailers. These consumers expect goods to be cleared immediately. It is no wonder that express couriers are actively promoting, and participating in the trade facilitation agenda.

  • In rocky intertidal habitats, abiotic stress due to desiccation and thermal extremes increases with elevation because of tides. A study in Atlantic Canada showed that, at low elevations where conditions are benign due to the brief low tides, fucoid algal canopies (Ascophyllum nodosum and Fucus spp.) do not affect the structure of benthic communities. However, at middle and high elevations, where low tides last longer, fucoid canopies limit abiotic extremes and increase the richness (number of invertebrate and algal species, except fucoids) of benthic communities. Using the data from that study, this paper compares the intensity of facilitation and its importance (relative to all other sources of variation in richness) between middle and high elevations, which represent intermediate and high stress, respectively. Facilitation intensity was calculated as the percent increase in benthic richness between quadrats with low and high canopy cover, while the importance of facilitation was calculated as the percentage of variation in richness explained by canopy cover. Data for 689 quadrats spanning 350 km of coastline were used. Both the intensity and importance of facilitation were greater at middle elevations than at high elevations. As canopies do not affect benthic communities at low elevations, this study suggests that the facilitation-stress relationship at the community level is unimodal for this marine system. Such a pattern was found for some terrestrial systems dominated by canopy-forming plants. Thus, it might be ubiquitous in nature and, as further studies refine it, it might help to predict community-level facilitation depending on environmental stress.

  • This study aims to investigate the effect of core-self evaluation on work-family facilitation(work to family facilitation, family to work facilitation), job satisfaction and turnover intention among non-regular workers in Korean food service industry. In order to examine the hypothesized relationships, frequency analysis, confirmatory factor analysis, reliability analysis, correlation analysis and covariance structure analysis were performed using SPSS(10.0) and AMOS(4.0). The results showed that core-self evaluation had a significantly positive effect on both of work to family facilitation and family to work facilitation. In the case of relationship between work-family facilitation and job satisfaction, only family to work facilitation had a positive effect on job satisfaction while there was no evidence of a significant relationship from work to family facilitation to job satisfaction. Additionally, job satisfaction had a significantly negative effect on turnover intention. The article concluded with managerial implications for managerial and future research directions.

  • I have empirically investigated the relationship between work-family facilitation and perceived team performance and the moderating effect of wellness climate between work-family facilitation and perceived team performance. For testing hypothesis, hierarchical linear regression was conducted. The results of analysis are followings; hypothesis 1, work-family facilitation is positively related to perceived team performance, was significantly supported. Hypothesis 2, wellness climate moderates the association between work-family facilitation and perceived team performance. The results imply that when the HR practitioners design job and welfare program of employees should consider work-family facilitation. Additionally, to improve the performance of organization should consider not only work-family facilitation but also climate of organization supporting work-family facilitation, wellness climate.

  • Purpose - purpose of this paper is to analyze the effects of the investment facilitation levels of 11 RCEP countries (excluding Myanmar, Brunei, and Laos due to lack of data) on China's outward foreign direct investments(OFDI) using balanced panel data from 2010 to 2019. Design/methodology - First, four investment facilitation measurement indicators (regulatory environment, infrastructure, financial market, ease of doing business) were selected, investment facilitation scores of the 11 countries were obtained using the principal component analysis, an investment gravity model was established with nine explanatory variables (investment facilitation level, market size, population, geographic distance, degree of opening, tax level, natural resources, whether the country is an APEC member or not, and whether a valid bilateral investment treaty with China has been concluded) were used to establish an investment gravity model, and regression analyses were conducted with OLS and system GMM. Findings - The results of the regression analyses showed that investment facilitation levels had the greatest effect on China's OFDI, all four first-level indicators had positive effects on China's OFDI, and among them, the institutional environment had the greatest effect. In addition, it was shown that explanatory variables such as market size, population, geographical distance, degree of openness, natural resources, and whether or not a valid bilateral investment treaty has been concluded would have positive effects on China's OFDI, while tax levels and APEC membership would impede China's OFDI to some extent. Originality/value - Since the Regional Comprehensive Economic Partnership (RCEPT) came into effect not long ago, there are not so many studies on the effects of investment facilitation levels of RCEP member states on China's OFDI, and the investment facilitation measurement index constructed in this paper is relatively systematic and scientific because it includes all the contents of investment facilitation related to the life cycle of company's foreign direct investments.

  • Purpose - There is a paucity of literature dealing with exporters' compliance issues in e-commerce exports. This study aims to fill this gap in the literature by exploring customs initiatives to facilitate the e-commerce exports of small and medium-sized enterprises (SMEs) in the changed compliance environment. The central question of this study was divided into five subquestions: first regarding the pros and cons of trade facilitation measures for Korean e-commerce export clearance; second and third questions about risk and compliance management for facilitation fourth about instruments, the changes in Korean SME compliance burden in e-commerce exports, and ways to improve trade facilitation for e-commerce exports. Design/methodology - This study adopts a qualitative approach using a case study method to understand the SME experience in Korean e-commerce export compliance procedures. A qualitative method was selected to answer research questions requiring an in-depth understanding of the regulatory procedures of customs administration and exporters' compliance burden. Because this study addresses the changing compliance environment for which statistical data is insufficient, a quantitative method is considered inappropriate. Based on the approach, data were collected using multiple sources, including an extensive literature review, interviews, and field observations. Thematic pattern matching was applied to interpret the data. Findings - This study examined ways to support SMEs in the changed e-commerce export compliance environment. Facilitation measures for e-commerce exports have contributed to SME access to global markets, simplifying export clearance procedures, and saving exporters' compliance costs. However, such instruments are limited in promoting SME compliance capabilities to cope with intensified competition and strengthened controls over foreign exporters in cross-border e-commerce. Therefore, this study highlights the importance of reshaping facilitation measures for e-commerce exports based on risk and compliance management theories to a system encouraging exporters' voluntary compliance. Originality/value - This study's academic significance derives from verifying the relationship between trade facilitation instruments and risk and compliance management procedures using an actual case in Korea. It is also of practical importance in navigating the directions for improving facilitation measures for e-commerce exports in a changed compliance environment.
