Frequency Analysis of Extreme High Water Level Considering Tide/Surge Characteristic Changes (조석/해일 환경병화를 감안한 고극조위 빈도분석)

  • Due to both global warming and constructions of seadike/seawalls, continuously or abruptly rising tendencies of extreme high water levels have been detected at Kunsan and Mokpo harbors. This paper deals firstly with the separation of each effect, namely global warming effect and construction effect, on increases of water level quantitatively by a linear regression method. And then, it can be explained why and how the extreme high water levels had been risen just after constructions at both harbors. A numerical simulation of $M_2$ tidal constituent at Mokpo coastal zone shows that the tidal amplification by constructions is mainly due to the extinguishment of TCE at Mokpogu. The tidal flat effect makes the amplification more deepen at spring tide or extreme high tide, which results in the increase of inundation risk at Mokpo harbor. A frequency analysis method is applied, which is shown to be effective at such a site of having non-homogeneous tidal data due to constructions as Mokpo harbor.

  • Mokpo coastal zone suffers from increase of tidal amplitude by the reclamation projects of Youngsan River Scadike, Youngam and Keumho Seawalls, resulting inundation oflower lands. Tidal records at Mokpo harbor show jumps just after each construction not only in the mcan high water level but also in extreme one. Thus the design water levels must be newly estimated by a frequency analysis with the data of period after the last construction. But this period is at most 6 years yet, which restrains the normal frequency analysis. In this paper, new approach of converting the past data to the present one by a numerical model is proposed. Converted 32 years and observed 6 years data enables normal frequency analysis.

Estimation of extreme sea levels at tide-dominated coastal zone (조석이 지배적인 해역의 극치해면 산정)

  • An EST-based method which is applicable for estimating extreme sea levels from short sea-level records in a tide dominated coastal zone was developed. Via the method, annual maximum tidal level is chosen from the simulated 1-yr tidal data which are constituted by the independent daily high water levels, short term and long term surge heights and typhoon-induced surge heights. The high water levels are generated considering not only spring/neap tides and annual tide but also 18.6-year lunar nodal cycle. Typhoon-induced surges are selected from the training set which is constructed by observed or simulated surge heights. This yearly simulation is repeated many hundred years to yield the extreme tidal levels, and the whole process is carried out many hundred times repeatedly to get robust statistics of the levels. In addition, validation of the method is also shown by comparing the result with other researches with the tidal data of Mokpo Harbor.

  • Flood damage has been increased due to the abnormal climate and extreme rainfall. So, quantitative and qualitative hydrologic data should be improved in oder to enhance accuracy of hydrologic forecast. However, research regarding hydrologic data have not been thorough enough. Therefore, in this study, monte carlo simulation was applied to rainfall runoff model to improve the reliability of runoff analysis and risk analysis. Rainfall-Stage-Discharge curve was developed as a consequence of MCS and it is possible to get correct rating curve for high water level.

  • Nepal is bestowed with abundant water. With more than 1500 mm average annual rainfall in the country, a vast quantity of underutilized groundwater in the Terai belt, and the water stored in snowcaps in the Himalayas, aquifers in the mountains and glacial lakes, Nepal is potentially in an advantageous position in terms of per capita availability. However, low emphasis in management aspect of water and high emphasis in infrastructural developments related to water resources management has resulted in conversion of water in Nepal from a resource to a burden. The global climate change, reduction in number of rainy days, increase in intensity of rainfall during wet monsoon season, encroachment of river banks for settlement, inadequate release of environmental flows from hydropower plants, and attempt to tame the mighty and high velocity rivers of Nepal have resulted in increasing number of water induced disasters (flood and landslide), rise in conflict between local residents and hydropower developers, higher number of devastating landslides, and in some extreme cases mass migration of residents resulting in climate refugees. There is a ray of hope; the awareness level of the people regarding sustainable use of water resources is increasing, the benefit sharing mechanism is gradually being implemented, the role of interdisciplinary and integrated water resources management is appreciated at a higher level and the level of preparedness against flood and landslides is at a higher degree compared to a couple of decades ago. With the use of renewable energy sources, the possibilities for sustainable and productive use of water are on the rise in Nepal.

Storm Surge Caused by the Typhoon “Maemi” in Kwangyang Bay in 2003 (광양만에서의 2003년 태풍 “매미”에 의한 폭풍해일)

  • The surges caused by the typhoon “Maemi” which struck the southern coast of Korea are analysed in Kwangyang Bay on September 12, 2003. The deviations of the high water level were 93∼108 cm and the maximum deviations of the water level (maximum surges) were 176∼196 cm in Kwangyang Bay during the typhoon “Maemi”. The major parameters of the maximum deviations of the water level are as follows: Analysis shows that the pressure drop increased the sea level by 59 cm, the flood of the Sumjin River by 4-5 cm and the external surge propagation and wind setup by 113∼132 cm. During the typhoon “Maemi”, the highest high water recorded in Kwangyang Port (PT3) is 460 cm, which is higher by 5 cm than the highest high water (455 cm) with return period of 100 years estimated in planning the Kwangyang steelworks (POSCO) grounds and higher by 15 cm than the observed highest high water (445 cm) recorded during the typhoon “Thelma” on 1987. Thus, the highest high water caused by the typhoon “Maemi” is higher than the extreme highest high water for the last 20 years in Kwangyang Bay.

Two-dimensional deformation measurement in the centrifuge model test using particle image velocimetry

  • The centrifuge model test is usually used for two-dimensional deformation and instability study of the soil slopes. As a typical loose slope, the municipal solid waste (MSW) landfill is easy to slide with large deformation, under high water levels or large earthquakes. A series of centrifuge model tests of landfill slide induced by rising water level and earthquake were carried out. The particle image velocimetry (PIV), laser displacement transducer (LDT) and marker tracer (MT) methods were used to measure the deformation of the landfill under different centrifugal accelerations, water levels and earthquake magnitudes. The PIV method realized the observation of continuous deformation of the landfill model, and its results were consistent with those by LDT, which had higher precision than the MT method. The deformation of the landfill was mainly vertically downward and increased linearly with the rising centrifugal acceleration. When the water level rose, the horizontal deformation of the landfill developed gradually due to the seepage, and a global slide surface formed when the critical water level was reached. The seismic deformation of the landfill was mainly vertical at a low water level, but significant horizontal deformation occurred under a high water level. The results of the tests and analyses verified the applicability of PIV in the two-dimensional deformation measurement in the centrifuge model tests of the MSW landfill, and provide an important basis for revealing the instability mechanism of landfills under extreme hydraulic and seismic conditions.

Dilemma of a small dam with large basin area under climate change condition

  • Problems of under-sized dams (small dams with large basin area) could get worse under the global warming condition. This study evaluates the possible change of these problems with the Namgang Dam, an under-sized dam in Korea. For this purpose, first, this study simulates the dam inflow data using a rainfall-runoff model, which are then used as input for the reservoir operation. As a result, daily dam storage, dam release, and dam water supply are derived and compared for both past observed period (1973~2022) and future simulated period (2006~2099) based on the global warming scenarios. Summarizing the results are as follows. First, the inflow rate in the future is expected to be increased significantly. The maximum inflow could be twice of that observed in the past. As a result, it is also expected that the frequency of the water level reaching the high level is increasing. Also, the amount and frequency of dam release are to be increased in the future period. More seriously, this increase is expected to be concentrated on rather extreme cases with large dam release volume. Simply, the condition for flood protection in the downstream of the Namgang Dam is becoming worse and worse. Ironically, the severity of water shortage problem is also expected to become much worse. As the most extreme case, the frequency of no water supply was zero in the observed period, but in the future period, it becomes once every five years. Both the maximum consecutive shortage days and the total shortage volume are expected to become more than twice in the future period. To prevent or mitigate this coming problem of an under-sized dam, the only countermeasure at this moment seems to be its redevelopment. Simply a bigger dam with larger dam reservoir can handle this adverse effect more easily.

An experimental investigation of flow characteristics in the tangential and the multi-stage spiral inlets (접선식 및 다단식 나선 유입구 흐름 특성의 실험적 연구)

  • The vulnerability of urban disasters is increased with the rapid urbanization and industrialization, and the extreme rainfall event is increased due to the global climate change. Urban inundation is also increased due to the extreme rainfall event beyond the capacity limit of facility for the damage prevention. The underground detention vault and the underground drain tunnel are rapidly being utilized to prevent urban inundation. Therefore, the hydraulic review and design analysis of the inlet of the underground facility are important. In this study, the water level of the approach flow according to the inflow discharge is measured and the flow characteristic of the inlet (tangential and spiral) is analyzed. For the spiral inlet, the multi-stage is introduced at the bottom of the inlet to improve the inducing vortex flow at low discharge conditions. In case of the tangential inlet, the discharging efficiency is decreased rapidly with hydraulic jump in the high flow discharge. The rising ratio of the water level in the multi-stage spiral inlet is higher than the tangential inlet, but the stable discharging efficiency is maintained at low and high discharge conditions. And the empirical formula of water level-flow discharge is derived in order to utilize inlets used in this study.

Constructive Characteristics of Outdoor Jacket Depending on the Performance Level

  • The purpose of this study is to investigate the diverse constructive characteristics which significantly affects performance besides materials information provided to consumers on functional clothes. Outdoor jackets can classified them according to their performance level. In order to provide consumers with necessary information to choose functional outdoor jackets, 12 brands selling domestic outdoor jackets were investigated and the conclusion of this study was as follows; It was found that fit degree, backpack weight, arm-raise, and number of pockets vary differently depending on performance level of outdoor jacket. Considerable constructive difference was found between high performance jacket mainly worn by professional climbers in extreme environment and jacket that can be worn in daily life. It is found that different characteristic is related not only to each diverse & complex constructive aspect, but also to ability to stretch, resistance to water, venting system of materials depending on performance level of outdoor jacket.
