Analysis for External Cost of Nuclear Power Focusing on Additional Safety and Accident Risk Costs (추가안전대책비용, 사고위험대응비용의 외부비용을 반영한 원전비용 추정 연구)

  • After the Fukushima nuclear accident, the external costs of generating electricity from nuclear power plants such as additional safety compliance costs and possible accident risk action costs have gained increasing attention from the public, policy-makers and politicians. Consequently, estimates of the external costs of nuclear power are very deliberate issue that is at the center of the controversy in Korea. In this paper, we try to calculate the external costs associated with the safety of the nuclear power plants, particularly focusing on additional safety compliance costs and possible accident risk action costs. To estimate the possible accident risk action costs, we adopt the damages expectation approach that is very similar way from the external cost calculation of Japanese government after the Fukushima accident. In addition, to estimate additional safety compliance costs, we apply the levelized cost of generation method. Furthermore, we perform the sensitivity analysis to examine how much these social costs increase the electricity price rate. Estimation results of the additional security measure cost is 0.53Won/kWh ~ 0.80Won/kWh depending on the capacity factor, giving little change on the nuclear power generation cost. The estimates of possible accident risk action costs could be in the wide range depending on the different damages of the nuclear power accident, probability of the severe nuclear power accident and the capacity factor. The preliminary results show that it is 0.0025Won/kWh ~ 26.4188Won/kWh. After including those two external costs on the generation cost of a nuclear power plant, increasing rate of electricity price is 0.001%~10.0563% under the capacity factor from 70% to 90%. This paper tries to examine the external costs of nuclear power plants, so as to include it into the generation cost and the electricity price. This paper suggests one of the methodologies that we might internalize the nuclear power generations' external cost, including it into the internal generation cost.

Clustering and classification to characterize daily electricity demand (시간단위 전력사용량 시계열 패턴의 군집 및 분류분석)

  • The purpose of this study is to identify the pattern of daily electricity demand through clustering and classification. The hourly data was collected by KPS (Korea Power Exchange) between 2008 and 2012. The time trend was eliminated for conducting the pattern of daily electricity demand because electricity demand data is times series data. We have considered k-means clustering, Gaussian mixture model clustering, and functional clustering in order to find the optimal clustering method. The classification analysis was conducted to understand the relationship between external factors, day of the week, holiday, and weather. Data was divided into training data and test data. Training data consisted of external factors and clustered number between 2008 and 2011. Test data was daily data of external factors in 2012. Decision tree, random forest, Support vector machine, and Naive Bayes were used. As a result, Gaussian model based clustering and random forest showed the best prediction performance when the number of cluster was 8.

  • External cost is cost imposed on a third party when producing or consuming a good or service. Since the 1990s, the external costs of nuclear powered electricity production have been studied. Costs are a very important factor in policy decision and the external cost is considered for cost comparison on electricity production. As for nuclear fuel cycle, a chosen technology will determine the external cost. However, there has been little research on this issue. For this study, methods for external cost on nuclear power production have been surveyed and analyzed to develop an approach for evaluating external cost on nuclear fuel cycles. Before the Fukushima accident, external cost research had focused on damage costs during normal operation of a fuel cycle. However, accident cost becomes a major concern after the accident. Various considerations for external cost including accident cost have been used to different studies, and different methods have been applied corresponding to the considerations. In this study, the results of the evaluation were compared and analyzed to identify methodological applicability to the external cost estimation with nuclear fuel cycles.

  • Electric fire breaks out by various causes such as electric short, overload(over current), leakage current, poor contact, static electricity, insulation deterioration, partial disconnection and etc. In this paper, we studied analysis technique for scientific and systematic judgment for distinction of electricity fire existence and nonexistence, and described about electricity fire cause analysis process for collecting physical evidences. We handled external form analysis, Substance extension analysis, X-ray transmission analysis, cross-section analysis, thermal analysis, chemical structure analysis, surface structure analysis, component analysis, electrical properties analysis, and circuit analysis by analysis technique for electricity fire cause judgment. We expect that analysis technic elevation and correct cause of fire analysis of scene of a fire investigators and analysts through this paper which see help.

  • One important objective of the electricity market is to decrease the price by ensuring stability in the market operation. Interconnected to this is another objective; namely, to realize sustainable consumption of electricity by equitably distributing the effects and benefits of participating in the market among all participants of the industry. One method that can help achieve these objectives is the ^{(R)}$demand-response program, - which allows for active adjustment of the loadage from the demand side in response to the price. The demand-response program requires a customer baseline load (CBL), a criterion of calculating the success of decreases in demand. This study was conducted in order to calculate undistorted CBL by analyzing the correlations between such external or seasonal factors as temperature, humidity, and discomfort indices and the amounts of electricity consumed. The method and findings of this study are accordingly explicated.

  • In order to improve ozone generation, we experimentally investigated the silent discharge plasma and ozone generation characteristics of a multi-discharge type ozonizer. Ozone in a multi-discharge type ozonizer is generated by superposition of a silent discharge plasma, which is simultaneously generated in separated discharge spaces. A multi-discharge type ozonizer is composed of three different kinds of superposed silent discharge type ozonizers, depending on the method of applying power to each electrode. We observed that the discharge period of the current pulse for a multi-discharge type ozonizer can be longer than that of silent discharge type ozonizer with two electrodes and one gap.Hence, ozone generation is improved up to 17185 ppm and 783 g/kwh for the superposed silent discharge type ozonizer for which an AC high voltages with a 180 phase difference were applied to the internal electrode and the external electrode, respectively, with the central electrode being ground

A Study on the Identification of Electrical Materials by a Fire (화재로 인한 전기재료 감식에 관한 연구)

  • Over the last 100 years since the introduction of electricity, the nation has faced ever increasing demand for electricity as consequence of the rapid economic growth. The expanded consumption ratio for electricity naturally increased the possibility for electricity related accident mainly iii the form of electrically ignited fire and human injuries from electric shock. Under such circumstances, the presented study sets a focus on analysing the causes of the electrically related fire accidents happened in the nation over the last 10 years(in the 80's) to provide a scientific basis for identifying the cause of electric fires. Identification of the cause of fire ignited electrically may be approached either by studying accident related electrical properties or by investigating power instruments at the place of the accient. In the present paper, the former approach is taken especially on investigating the consequences of over current induced by short circuiting of high power instruments which is reported as the primary cause electricity related fire accidents. In order to provide reliability of the identification method, microscopic photograph's are taken for the cross sections of the electrical materials(fuse, wire, plug socket and plug) after being exposed to over current and heated by external means respectively. The results are consequently compared and analysed.

Electricity forecasting model using specific time zone (특정 시간대 전력수요예측 시계열모형)

  • Accurate electricity demand forecasts is essential in reducing energy spend and preventing imbalance of the power supply. In forcasting electricity demand, we considered double seasonal Holt-Winters model and TBATS model with sliding window. We selected a specific time zone as the reference line of daily electric demand because it is least likely to be influenced by external factors. The forecasting performance have been evaluated in terms of RMSE and MAPE criteria. We used the observations ranging January 4, 2009 to December 31 for testing data. For validation data, the records has been used between January 1, 2012 and December 29, 2012.

  • A considerable cost gap between three major power generation technologies, namely nuclear, coal, and combined cycle gas turbine (CCGT), has been a well-established fact in the Korean electricity market. Alternatively, this paper analyzes the levelized costs of electricity (LCOE) of the three technologies reflecting overall social costs of electricity generation including accident risk, $CO_2$ emission, and air pollution damage. The paper unveils to what extent current discriminative subsidies on fuels regarding the social costs, mostly through tax exemptions, affect economic competitiveness of the technologies. In particular, it finds relative positions of coal and CCGT could be altered depending on appreciation level of the social costs. It has limits in analyzing fixed costs of the technologies, however, due to limited data availability of nuclear power, and suggests further studies on the issue.

  • The nuclear magnetic resonance (NMR) and atomic magnetic resonance (AMR) plays a fundamental role in achieving a high accuracy of magnetic field measurements. Magnetic field unit (T) was realized based on the shielded proton gyromagnetic ratio (${\gamma}^{\prime}_P$), helium-4 gyromagnetic ratio (${\gamma}_{4He}$) and related techniques. The magnetic field standard system has been disseminated by the NMR magnetometer and electromagnet, a Helmholtz coil system, and AMR magnetometer in the nonmagnetic laboratory. A magnetic field standard below 1 mT has been developed by using Cs and Cs- $^4He$ AMR with automatic compensation of an external magnetic field noise. The standards serve for the calibration of magnetometers and support the test of sensors and materials in the range from $5{\mu}T$ to 2.0 T with (1 to 50) ${\mu}T/T$ uncertainty (k=2).
