Image coding based on mixed raster content model generates don't care regions (DCR) in foreground and background layers, and its overall coding performance is greatly affected by region filling methods for DCRs. Most conventional methods for DCR filling fail in utilizing the local signal properties in hole regions and thus the high frequency components in non-DCR regions are reflected into DCR after signal filling. In addition, further high frequency components are induced to the filled signal because of signal discontinuities in the boundary of DCR. To solve this problem, a new DCR filling algorithm using the priority-based adaptive region growing is proposed in this paper. The proposed method uses the watershed algorithm and the flooding priority of each pixel for region filling is determined from the degree of smoothness in the neighborhood area. By growing the filled region into DCR based on the computed priority, the expansion of high-textured area can be minimized which can improve the overall coding performance. Experimental results show that the proposed method outperforms conventional algorithms.

In this paper, we propose a new image segmentation algorithm which can be use din object-based image coding applications such as MPGA-4. Since the conventional objet segmentation methods based on mathematical morphology tend to yield oversegmented results, they normally need a postprocess which merges small regions to obtain a larger one. To solve this oversegmentation problem, in this paper, we prosed a block-based segmentation algorithm that can identify large texture regions in the image. Also, by applying the watershed algorithm to the image blocks between the homogeneous regions, we can obtain the exact pixel-based contour. Experimental results show that the proposed algorithm yields larger segments, particularly in the textural area, and reduces the computational complexities.

Soil seed banks as natural storage of plant seeds play an important role in the maintenance and regeneration of watershed. Natural regeneration potential of the soil seed bank of Land use types (LUTs) in Ogun River watershed (ORW) was investigated. ORW was stratified using proportionate sampling technique into Guinea Savannah (GS), Rainforest (RF) and Swamp Forest (SF) Ecological Zones (EZs). Three LUTs: Natural Forest (NF), Disturbed Forest (DF) and Farmland (FL) were purposively selected in GS: GSNF, GSDF, GSFL; RF: RFNF, RFDF, RFFL and SF: SFNF, SFDF, SFFL, respectively. Systematic line transects was used in the laying of the sample plots. Sample plots of 25 m×25 m were established in alternate positions. Ten 1 m×1 m quadrats were randomly laid for soil core sampling from previously randomly selected ten plots. The core samples (10) were pooled per plot in each LUT and placed in individual trays. Ten trays with sterilized soil were used as control. The trays were watered regularly and checked for seedlings emergence fortnightly for 18 months. The experimental design used was 3×3 factorial experiments. ANOVA, Diversity index (H') and Similarity index (SI) were used to analyze the data. There was significant difference in seedling emergence among ecological zones and land use types (p<0.05). A total of 4,400 seedlings emerged from the soil samples. All species were distributed among 32 families. FL in the RF had the highest number of germinated seeds (705±37.33 seedlings) followed by DF in the RF (701±49.6 seedlings). The lowest emergence was in NF of the SF (199±28.41 seedlings). DF in the RF had highest number of species (34) distributed among 22 families. Emergence from soil seed bank of NF in ORW was generally with more of tree species than herbs that were predominant in FL and DF.
In recent years, increases in impervious areas with rapid urbanization and land use changes are causing numerous hydrologic cycle and environmental problems. Impermeable pavement have a various defect such as collection rainwater, decreasing of sliding resistance, and etc. In this study, the hydrologic cycle effect of permeable pavement were analyzed by the experiment and the numerical simulation. The numerical model used was a modified SWMM especially for considering the hydrologic cycle effect of permeable pavement. The parameters of modified SWMM were revised by the experimental results. Also, the effects of runoff quantity reduction are reviewed when permeable pavement is applied to Incheon Cheongna watershed. The hydrologic cycle analysis of Incheon Cheongna watershed, continuous simulations of urban runoff were performed. The analysis results of permeable pavement setup effect on runoff are follows: the surface runoff after permeable pavement setup decreases to 74.35% of the precipitation whereas the surface runoff before permeable pavement setup amounts to 81.38% of the precipitation; the infiltration after permeable pavement setup increases to 15.13% of the precipitation whereas the infiltration before permeable pavement setup amounts to 8.32% of the precipitation.
Many building detection methods mainly rely on line segments extracted from aerial or satellite imagery. Building detection methods based on line segments, however, are difficult to succeed in high resolution satellite imagery such as IKONOS imagery, for most buildings in IKONOS imagery have small size of roofs with low contrast between roof and background. In this paper, we propose an efficient method to extract line segments and group them at the same time. First, edge preserving filtering is applied to the imagery to remove the noise. Second, we segment the imagery by watershed method, which collects the pixels with similar intensities to obtain homogeneous region. The boundaries of homogeneous region are not completely coincident with roof boundaries due to low contrast in the vicinity of the roof boundaries. Finally, to resolve this problem, we set up snake model with segmented region boundaries as initial snake's positions. We used a greedy algorithm to fit a snake to roof boundary. Experimental results show our method can obtain more .correct roof boundary with small size and low contrast from IKONOS imagery. The Hydrological Simulation Program - FORTRAN (HSPF) was modified to simulate nonpoint pollutant loadings from paddy fields using a field experimental data collected during 2001-2002. The concept of a 'dike height' was added in a modified HSPF code, named HSPF-Paddy, to consider the function of retaining water by a weir at the field outlet. The effect of fertilization on the variances of nutrients on the soil surface and shallow soil layer was described mathematically with a Dirac delta function (or first-order kinetics). As confirmed through model verification, the HSPF-Paddy modifications were shown to represent the function of retaining water, varied ponded water, and surface runoff by forced drain during both rainy and non-rainy seasons and reasonably predicted the water balance and nutrients behavior in paddy fields. It is a distributed watershed model which, with the paddy modifications, can now simulate nonpoint pollutant loadings where paddy fields are dominant, and it can be used to evaluate the effects of paddy fields on the water quality at a basin scale, and assess the impacts of proposed BMPs applied to paddy fields.

The objective of this planning proposal is to rehabilitate the urban stream which has been ecologically disturbed in the urban process. The experimental stream, Su-am stream located in Anyang City is typical urban stream in adjacent land use and the spatial condition. The stream in the watershed context, is the second tributary of Han River, in the Anyangcheon watershed. The Characteristics of the stream reach were analyzed by the river corridor survey. In the conceptual phase, Rehabilitation Programs were established based on the hydrological, ecological and spatial characteristics of the stream. Spatial zoning concept according to the characteristics of the stream and adjacent land use, was suggested 4 types of zoning; ecological preservation zone, natural landscape zone, neighborhood water-friendly zone and CBD water-friendly zone. Implementation Practices can be summarized as follow: For The longitudinal river continuum, some In-stream practices were suggested and implemented; such as channel alignment, step & pool, pool & riffle and low-flow channel bank. For latitudinal continuum and intimate spatial relationship between Sam-duk Park & Su-am stream, gentle sloped bank was planned and implemented. After stream improvement & ecological Implementation, follow-up monitoring and adaptive management programs will be a meaningful process for ecological rehabilitation.
The aim of this study was to evaluate the load of non-point sources pollutant at a paddy plot located at the valley watershed during irrigation period. Irrigation, runoff and water quality data in the paddy plot were analyzed periodically from June 1 to October 31 in 2005. The observed amount of precipitation, irrigation, runoff for the experimental paddy plot during the irrigation period was 1,297.8, 223.2, and 825.4mm, respectively. Total-N concentrations ranged from 3.73 to 18.10mg/L, which was generally higher than the quality standard of agricultural water (1.0mg/L). Total-P concentrations ranged from 0.111 to 0.243mg/L and the average was 0.139mg/L. The observed runoff pollutants loadings from the paddy plot were measured as 34.4 kg/ha for T-N, 1.0 kg/ha for T-P and 213.8 kg/ha for SS. The non-point sources pollutant load in drainage water depends on rainfall and surface drainage water amount from the paddy plot. We are considering that these results were affected by rainfall as well as hydrological condition, soil management, whether or not fertilizer application, cropping, rice straw and plowing.

The RUSLE(Revised Universal Soil Loss Equation) has been most widely used to estimate sediment yield in Korea. However RUSLE factors have not been verified based on measured data of sediment yield. The analysis of characteristics for the rainfall erosivity factor R was performed in this study. The R factor of RUSLE is expressed as multiple of total rainfall energy and maximum 30 min rainfall intensity. In this study, the characteristics of 10 rainfall energy equations were investigated using data measured in Gangneung experimental watershed, and applicability of each equations was reviewed based on results of the correlation analysis between measured sediment yield and total rainfall, between measured sediment yield and maximum intensity, and between measured sediment yield and total rainfall energy yield. Also, the relationship of I30 and I60 was proposed using 10-min rainfall data during 9 years.

In this study, the characteristics of estimating methodology for RUSLE factors such as soil erodibility factor, slope length-steepness factor, and cover management factor were reviewed and then the relative error according to each methodology was analyzed. RUSLE was applied to experimental watershed for 42 storm events and their results were compared with measured sediment yield to examine the applicability of RUSLE. As a result, this paper found that it should be necessary to consider vegetation effect for forest application of RUSLE as cover management was the most sensitive factor. Also, soil erodbility factor was calculated from data of soil series by National Academy of Agricultural Science caused sediment yield to be overestimated because there were big differences between the soil series and on-site soil texture. The 22.7% of maximum relative error was shown according to selecting the rain energy equation. In addition, it will be necessary to verify the RUSLE factors with more data in order to improve their accuracy.
