Significance and Limitation of the Guiding Principles for the Preparation of Nominations Concerning Sites of Memory Associated with Recent Conflicts (최근 갈등과 관련된 기억유산의 등재 준비를 위한 지침원칙의 의의와 한계)

  • Since the adoption of the World Heritage Convention, sites associated with dark histories have been inscribed as World Heritage sites over the past fifty years. However, in 2018, the review of nomination dossiers for these sites was temporarily suspended to prevent additional discomfort or the conflicts these inscriptions might cause. Despite concerns raised by experts about nominations of these sites, the increasing demands from State Parties led to the adoption of the Guiding Principles for the Preparation of Nominations Concerning Sites of Memory Associated with Recent Conflicts. These Guiding Principles have made it possible to inscribe such sites as World Heritage sites. The Guiding Principles play a crucial role in outlining the nature and criteria for inscription, the components required in the nomination dossier, and mechanisms for notifying a contestation in cases of differing interpretations of the site. Their primary aim is to minimize further conflicts that may arise from the inscription of sites of memory. They affirm that such sites can contribute to achieving the objectives of the World Heritage Convention and represent a significant step in addressing heritage interpretation in the World Heritage system. The amendment of the Operational Guidelines to incorporate a contestation mechanism has arguably established a more transparent and open inscription process. However, the Guiding Principles also have limitations. Among the ten criteria set by the World Heritage Convention, sites related to conflicts or dark histories can use Criterion (vi). This criterion focuses on the site's outstanding universal value linked to historical events or associations, regardless of physical evidence. If a State Party chooses not to use Criterion (vi), the application of the Guiding Principles cannot be expected. Furthermore, while the Guiding Principles require a heritage interpretation strategy in the nomination dossier, the lack of detailed guidance may confuse nominating countries. Sites of memory associated with recent conflicts are not just places that need protection and remembrance due to their association with dark histories. They have also evolved to become spaces for reconciliation and healing. The inscription of these sites as World Heritage sites is not just a recognition of their historical significance, but also a platform for discussing the impact of past conflicts on modern society. It opens up a dialogue on how current generations can address these issues. With the adoption of the Guiding Principles, we hope that inscribed sites will not only promote reconciliation and healing but also serve as a starting point for addressing present and future challenges.

A Study on the Effectiveness of Government Start-up Support Project Satisfaction and Business Capabilities by Start-up Growth Stage (창업성장단계별 정부의 창업지원사업 만족도와 창업가의 사업화역량의 효과에 관한 연구)

  • This study confirms the relative influence of satisfaction with the government's start-up support project at each growth stage of start-up companies and entrepreneurs' commercialization capabilities on start-up commitment. The start-up growth stage was divided into start-up stage, initial growth stage, stagnation stage, and high growth stage, and the government's start-up support project was divided into eight types(entrepreneurship education, mentoring/consulting, facility space, commercialization support, policy funds, sales channels/marketing/overseas expansion, R&D support, and start-up events/network) and satisfaction was evaluated. The data used was the results of the Daegu Creative Economy Innovation Center's survey on entrepreneurship conditions. As a result of the analysis, it was confirmed that the entrepreneur's commercialization capabilities are more effective in increasing the entrepreneur's commitment to starting a business than the satisfaction with the government's start-up support project. Additionally, it was confirmed that relatively important factors in entrepreneurship immersion differ depending on the start-up stage. During the start-up period, the government's start-up support project was found to be an important factor in increasing entrepreneurs' commitment to starting a business, but it was confirmed that the government's start-up support project had no effect on the start-up commitment after the start-up growth stage. In addition, this study confirmed the relatively important government start-up support projects by start-up growth stage and found that satisfaction with start-up facilities can increase start-up commitment during the start-up stage, and that start-up facilities and commercialization support are important during the early growth stage. And in the Death Valley stage, startup facilities, commercialization support, and policy funds were confirmed to be relatively important factors, and in the high growth stage, mentoring was confirmed to be an important factor in increasing entrepreneurship immersion. The results of this study not only contribute theoretically to building entrepreneurship theory, but also determine the size and effective support plan for the government's entrepreneurship support project for each growth stage of startup companies, and help organizations that operate entrepreneurship policy and institutional support and startup support programs. It will have a significant contribution to management measures.

Research on Archive Opening and Sharing Projects of Korean Terrestrial Broadcasters and External Users of Shared Archives : Focusing on the Case of the 5.18 Footage Video Sharing Project 〈May Story(Owol-Iyagi)〉 Contest Organized by KBS (국내 지상파 방송사의 아카이브 개방·공유 사업과 아카이브 이용자 연구 KBS 5.18 아카이브 시민공유 프로젝트 <5월이야기> 공모전 사례를 중심으로)

  • This paper focus on the demand for broadcast and video archive contents by users outside broadcasters as the archive openness and sharing projects of terrestrial broadcasters have become more active in recent years. In the process of creating works using broadcasters' released video footage, the study examined the criteria by which video footage is selected and the methods and processes utilized for editing. To this end, the study analyzed the the case of the 5.18 footage video sharing project 〈May Story(Owol-Iyagi)〉 contest organized by KBS in 2022, in which KBS released its footage about the May 18 Democratic Uprising and invited external users to create new content using them. Analyzing the works that were selected as the winners of the contest, the research conducts in-depth interviews with the creators of each work. As a result, the following points are identified. Among the submitted works, many works deal with the direct or indirect experience of the May 18 Democratic Uprising and focus on the impact of this historical event on individuals and our current society. The study also examined the ways in which broadcasters' footage is used in secondary works. We found ways to use video as a means to share historical events, or to present video as evidence or metaphor. It is found that the need for broadcasters to provide a wider range of public video materials such as the May 18 Democratic Uprising, describing more metadata including copyright information before releasing selected footage, ensuring high-definition and high-fidelity videos that can be used for editing, and strengthening streaming or downloading functions for user friendliness. Through this, the study explores the future direction of broadcasters' video data openness and sharing business, and confirms that broadcasters' archival projects can be an alternative to fulfill public responsibilities such as strengthening social integration between regions, generations, and classes through moving images.

Precipitation Characteristics in Mountainous Regions During Changma Period in 2023 (2023년 장마기간 동안 산악지역의 강우 특성)

  • In South Korea, 50-65% of the annual precipitation is concentrated during the summer monsoon season, which is called Changma. In 2023, extreme precipitation was observed during Changma period, and was recorded the highest amount in southern part of Korea. Extreme precipitation in forest region is one of significant factors related to the landslide. Therefore, accurate monitoring and understanding of precipitation patterns are crucial for preventing the landslide disasters in Changma period. This study investigated the precipitation patterns including precipitation intensity, duration, and total amount in mountainous and non-mountainous regions during the Changma period using dataset observed from the Korea Forest Service's Automatic Mountain Meteorology Observation Station (AMOS) and the Korea Meteorological Administration (KMA). Precipitation map produced from the Modified Korean-Parameter elevation Regressions an Independent Slopes Model (MK-PRISM) was also used to verify precipitation patterns in areas affected by landslides in Gyeongsangbuk-do province. The results used from precipitation observations revealed that the total amount of precipitation was greater at elevations such as mountainous regions. In particular, extreme precipitation events such as precipitation duration exceeding 50 hours with amount of over 300 mm and heavy rainfalls of over 30 mm/hr occurred at landslide areas including Mungyeong, Bonghwa, and Yeongju in Gyeongsangbuk-do province. Total amount of precipitation produced by MK-PRISM in these areas during Changma period were more than double compared with 30 years mean values obtained from KMA. The results conducted in this study indicate that it is essential to establish the thresolds considering recent precipitation patterns to effectively prepare and prevent for landslide disasters.

Developing domestic flood resilience indicators and assessing applicability and significance (국내 홍수회복력 지표 개발과 적용성 및 중요도 평가)

  • Due to climate change with extreme weather events, occurrences of unprecedented heavy rainfall have become more frequent. Since it is difficult to perfectly predict and prevent flood damages, the limitation of traditional prevention-centered approaches has come a issue. The concept of "resilience" has therefore been developed which emphasizes the ability to swiftly recover from damages to previous states or to even better conditions. In this study, we 1) developed a total of 20 domestic flood resilience indicators based on the 4R principles (Redundancy, Robustness, Rapidity, Resourcefulness), 2) conducted applicability evaluations targeting specific disaster-prone areas, and 3) assessed the importance of each indicator through Analytic Hierarchy Process (AHP) analysis with flood-related experts. To confirm the suitability of the developed flood resilience indicators, multicollinearity analysis was performed, and the results indicated that all 20 indicators had tolerance limits above 0.1 and Variance Inflation Factors (VIF) below 10, demonstrating suitability as factors. Furthermore, evaluations of proposed indicators were carried out targeting disaster-prone areas in 2022(21 areas), and AHP analysis was utilized to determine the relative importance of each indicator. The analysis revealed that the importance of each indicator was as follows: Robustness 0.46, Rapidity 0.22, Redundancy 0.17, and Resourcefulness 0.16, with Robustness exhibiting the highest importance. Regarding the sub-indicators that had the greatest influence on each 4R component, river embankment maintenance emerged as the most influential for Robustness, healthcare services for Rapidity, fiscal autonomy of local governments for Resourcefulness, and drainage facilities for Redundancy.

Review on the impact of Arctic Amplification on winter cold surges over east Asia (북극 온난화 증폭이 겨울철 동아시아 한파 발생에 미치는 영향 고찰)

  • In response to the increase in atmospheric carbon dioxide and greenhouse gases, the global mean temperature is rising rapidly. In particular, the warming of the Arctic is two to three times faster than the rest. Associated with the rapid Arctic warming, the sea ice shows decreasing trends in all seasons. The faster Arctic warming is due to ice-albedo feedback by the presence of snow and ice in polar regions, which have higher reflectivity than the ocean, the bare land, or vegetation, higher long-wave heat loss to space than lower latitudes by lower surface temperature in the Arctic than lower latitudes, different stability of atmosphere between the Arctic and lower latitudes, where low stability leads to larger heat losses to atmosphere from surface by larger latent heat fluxes than the Arctic, where high stability, especially in winter, prohibits losing heat to atmosphere, increase in clouds and water vapor in the Arctic atmosphere that subsequently act as green house gases, and finally due to the increase in sensible heat fluxes from low latitudes to the Arctic via lower troposphere. In contrast to the rapid Arctic warming, in midlatitudes, especially in eastern Asia and eastern North America, cold air outbreaks occur more frequently and last longer in recent decades. Two pathways have been suggested to link the Arctic warming to cold air outbreaks over midlatitudes. The first is through troposphere in synoptic-scales by enhancing the Siberian high via a development of Rossby wave trains initiated from the Arctic, especially the Barents-Kara Seas. The second is via stratosphere by activating planetary waves to stratosphere and beyond, that leads to warming in the Arctic stratosphere and increase in geopotential height that subsequently weakens the polar vortex and results in cold air outbreaks in midlatitudes for several months. There exists lags between the Arctic warming and cold events in midlatitudes. Thus, understanding chain reactions from the Arctic warming to midlatitude cooling could help improve a predictability of seasonal winter weather in midlatitudes. This study reviews the results on the Arctic warming and its connection to midlatitudes and examines the trends in surface temperature and the Arctic sea ice.

Validation of ECOSTRESS Based Land Surface Temperature and Evapotranspiration (PT-JPL) Data Across Korea (국내에서 ECOSTRESS 지표면 온도 및 증발산(PT-JPL) 자료의 검증)

  • The frequency of extreme weather events such as heavy and extreme rainfall has been increasing due to global climate change. Accordingly, it is essential to quantify hydrometeorological variables for efficient water resource management. Among the various hydro-meteorological variables, Land Surface Temperature (LST) and Evapotranspiration (ET) play key roles in understanding the interaction between the surface and the atmosphere. In Korea, LST and ET are mainly observed through ground-based stations, which also have limitation in obtaining data from ungauged watersheds, and thus, it hinders to estimate spatial behavior of LST and ET. Alternatively, remote sensing-based methods have been used to overcome the limitation of ground-based stations. In this study, we evaluated the applicability of the National Aeronautics and Space Administration's (NASA) ECOsystem Spaceborne Thermal Radiometer Experiment on Space Station (ECOSTRESS) LST and ET data estimated across Korea (from July 1, 2018 to December 31, 2022). For validation, we utilized NASA's MODerate Resolution Imaging Spectroradiometer (MODIS) data and eddy covariance flux tower observations managed by agencies under the Ministry of Environment of South Korea. Overall, results indicated that ECOSTRESS-based LSTs showed similar temporal trends (R: 0.47~0.73) to MODIS and ground-based observations. The index of agreement also showed a good agreement of ECOSTRESS-based LST with reference datasets (ranging from 0.82 to 0.91), although it also revealed distinctive uncertainties depending on the season. The ECOSTRESS-based ET demonstrated the capability to capture the temporal trends observed in MODIS and ground-based ET data, but higher Mean Absolute Error and Root Mean Square Error were also exhibited. This is likely due to the low acquisition rate of the ECOSTRESS data and environmental factors such as cooling effect of evapotranspiration, overestimation during the morning. This study suggests conducting additional validation of ECOSTRESS-based LST and ET, particularly in topographical and hydrological aspects. Such validation efforts could enhance the practical application of ECOSTRESS for estimating basin-scale LST and ET in Korea.

  • Korea has developed as an influential country over Asia and all over the world based on remarkable economic development. And the background of this development was possible due to the existence of those who sacrificed precious lives and contributed to the nation's existence in the past crisis. Every year, Korea holds an annual commemorative event with people of national merit, Korean War veterans, and their families, expressing gratitude for sacrifices and contributions at home and abroad, and providing economic support. The tragedy of the Korean War and the pro-democracy movement in Korea over the past half century will one day become a history of the distant past over time. As generations change and the purpose and method of exchange by region change, the tragic situation that occurred earlier and the way people sacrificed for the country are expected to be different from before. In particular, it is true that the number of Korean War veterans and their families is gradually decreasing as they are now old. In addition, due to the outbreak of global infectious diseases such as COVID-19, it is difficult to plan and conduct face to face events as well as before. Currently, Korea's digital technology is introducing various methods. 5G communication networks, smart-phones, tablet PCs, and smart devices that can experience virtual reality are already used in our real lives. Business meetings are held in a metaverse environment, and concerts by famous singers are held in an online environment. Artificial intelligence technology has also been introduced in the field of human resource recruitment and customer response services, improving the work efficiency of companies. And it seems that this technology can be used in the field of veterans. In particular, there is a metaverse technology that can vividly show the situation during the Korean War, and a way to digitalize the voices and facial expressions of currently surviving veterans to convey their memories and lessons to future generations in the long run. If this digital technology method is realized on an online platform to hold a veterans' celebration event, veterans and their families on the other side of the world will be able to participate in the event more conveniently.

Studies on the Functional Interrelation between the Vestibular Canals and the Extraocular Muscles (미로반규관(迷路半規管)과 외안근(外眼筋)의 기능적(機能的) 관계(關係)에 관(關)한 연구(硏究))

  • This experiment was designed to explore the specific functional interrelations between the vestibular semicircular canals and the extraocular muscles which may disclose the neural organization, connecting the vestibular canals and each ocular motor nuclei in the brain system, for vestibuloocular reflex mechanism. In urethane anesthetized rabbits, a fine wire insulated except the cut cross section of its tip was inserted into the canals closely to the ampullary receptor organs through the minute holes provided on the osseous canal wall for monopolar stimulation of each canal nerve. All extraocular muscles of both eyes were ligated and cut at their insertio, and the isometric tension and EMG responses of the extraocular muscles to the vestibular canal nerve stimulation were recorded by means of a physiographic recorder. Upon stimulation of the semicircular canal nerve, direction if the eye movement was also observed. The experimental results were as follows. 1) Single canal nerve stimulation with high frequency square waves (240 cps, 0. 1 msec) caused excitation of three extraocular muscles and inhibition of remaining three muscles in the bilateral eyes; stimulation of any canal nerve of a unilateral labyrinth caused excitation (contraction) of the superior rectus, superior oblique and medial rectus muscles and inhibition (relaxation) of the inferior rectus, inferior oblique and lateral rectos muscles in the ipsilateral eye, and it caused the opposite events in the contralateral eye. 2) By the overlapped stimulation of triple canal nerves of a unilateral labyrinth, unidirectional (excitatory or inhibitory) summation of the individual canal effects on a given extraocular muscles was demonstrated, and this indicates that three different canals of a unilateral vestibular system exert similar effect on a given extraocular muscles. 3) Based on the above experimental evidences, a simple rule by which one can define the vestibular excitatory and inhibitory input sources to all the extraocular muscles is proposed; the superior rectus, superior oblique and medial rectus muscles receive excitatory impulses from the ipsilateral vestibular canals, and the inferior rectus, inferior oblique and lateral rectus muscles from the contralateral canals; the opposite relationship applies for vestibular inhibitory impulses to the extraocular muscles. 4) According to the specific direction of the eye movements induced by the individual canal nerve stimulation, an extraocutar muscle exerting major role (a muscle of primary contraction) and two muscles of synergistic contraction could be differentiated in both eyes. 5) When these experimental results were compared to the well known observations of Cohen et al. (1964) made in the cats, extraocular muscles of primary contraction were the same but those of synergistic contraction were partially different. Moreover, the oblique muscle responses to each canal nerve excitation appeared to be all identical. However, the responnes of horizontal (medial and lateral) and vertical (superior and inferior) rectus muscles showed considerable differences. By critical analysis of these data, the author was able to locate theoretical contradictions in the observations of Cohen et al. but not in the author's results. 6) An attempt was also made to compare the functional observation of this experiment to the morphological findings of Carpenter and his associates obtained by degeneration experiments in the monkeys, and it was able to find some significant coincidence between there two works of different approach. In summary, the author has demonstrated that the well known observations of Cohen et al. on the vestibulo-ocular interrelation contain important experimental errors which can he proved by theoretical evaluation and substantiated by a series of experiments. Based on such experimental evidences, a new rule is proposed to define the interrelation between the vestibular canals and the extraocular muscles.

Effect of Acutely Increased Glucose Uptake on Insulin Sensitivity in Rats (단기간의 당섭취 증가가 인슐린 감수성에 미치는 영향)

  • Insulin resistance is a prominent feature of diabetic state and has heterogeneous nature. However, the pathogenetic sequence of events leading to the emergence of the defect in insulin action remains controversial. It is well-known that prolonged hyperglycemia and hyperinsulinemia are one of the causes of development of insulin resistance, but both hyperglycemia and hyperinsulinemia stimulate glucose uptake in peripheral tissue. Therefore, it is hypothesized that insulin resistance may be generated by a kind of protective mechanism preventing cellular hypertrophy. In this study, to evaluate whether the acutely increased glucose uptake inhibits further glucose transport stimulated by insulin, insulin sensitivity was measured after preloaded glucose infusion for 2 hours at various conditions in rats. And also, to evaluate the mechanism of decreased insulin sensitivity, insulin receptor binding affinity and glucose transporter 4 (GLUT4) protein of plasma membrane of gastrocnemius muscle were assayed after hyperinsulinemic euglycemic clamp studies. Experimental animals were divided into five groups according to conditions of preloaded glucose infusion: group I, basal insulin ($14{\pm}1.9{\mu}U/ml$) and basal glucose ($75{\pm}0.7mg/dl$), by normal saline infusion; group II, normal insulin ($33{\pm}3.8{\mu}U/ml$) and hyperglycemia ($207{\pm}6.3mg/dl$), by somatostatin and glucose infusion; group III, hyperinsulinemia ($134{\pm}34.8{\mu}U/ml$) and hyperglycemia ($204{\pm}4.6mg/dl$), by glucose infusion; group IV, supramaximal insulin ($5006{\pm}396.1{\mu}U/ml$) and euglycemia ($l00{\pm}2.2mg/dl$), by insulin and glucose infusion; group V, supramaximal insulin ($4813{\pm}687.9{\mu}U/ml$) and hyperglycemia ($233{\pm}3.1mg/dl$), by insulin and glucose infusion. Insulin sensitivity was assessed with hyperinsulinemic euglycemic clamp technique. The amounts of preloaded glucose infusion(gm/kg) were $1.88{\pm}0.151$ in group II, $2.69{\pm}0.239$ in group III, $3.54{\pm}0.198$ in group IV, and $4.32{\pm}0.621$ in group V. Disappearance rates of glucose (Rd, mg/kg/min) at steady state of hyperinsulinemic euglycemic clamp studies were $16.9{\pm}3.88$ in group I, $13.5{\pm}1.05$ in group II, $11.2{\pm}1.17$ in group III, $13.2{\pm}2.05$ in group IV, and $10.4{\pm}1.01$ in group V. A negative correlation was observed between amount of preloaded glucose and Rd (r=-0.701, p<0.001) when all studies were combined. Insulin receptor binding affinity and content of GLUT4 were not significantly different in all experimental groups. These results suggest that increased glucose uptake may inhibit further glucose transport and lead to decreased insulin sensitivity.
