Quantifying the Comprehensive and Progressive Agreement for Trans-Pacific Partnership

  • We assess the outcomes for the negotiating parties in the Trans-Pacific Partnership if the remaining eleven parties go ahead with the agreement as negotiated without the United States, as compared to the outcomes under the original twelve-member agreement signed in October 2016. We find that the eleven-party agreement, now renamed as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), is a much smaller deal than the twelve-party one, but that some parties do better without the United States in the deal, in particular those in the Western Hemisphere - Canada, Mexico, Chile, and Peru. For the politically relevant medium term, the United States stands to be less well-off outside the TPP than inside. Since provisional deals can be in place for a long time, the results of this study suggest that the eleven parties are better off to implement the CPTPP, leaving aside the controversial governance elements, the implications of which for national interests are unclear and which, in any event, may be substantially affected by parallel bilateral negotiations between individual CPTPP parties and the United States.

Analysis of Spatical Distribution of Surface Runoff in Seoul City using L-THIA: Case Study on Event at July 27, 2011 (L-THIA를 이용한 서울특별시 유출량 공간적 분석: 2011년 7월 27일 강우를 중심으로)

  • Temporal and spatical surface runoff by heavy rainfall during 25~28 July, 2011 causing urban flooding at Seoul were analyzed using Long-Term Hydrologic Impact Assessment (L-THIA). L-THIA was calibrated for 1988~1997 and validated for 1998~2007 using monthly observed data at Hangangseoul watershed which covers 90 % of Seoul city. As a results of calibration and validation of L-THIA at Hangangseoul watershed, Nash-Sutcliffe coefficients were 0.99 for calibration and 0.99 for validation. The simulated values were good agreement with observed data and both calibrated and validated levels were "very good" based on calibration criteria. The calibrated curve number (CN) values of residential and other urban area represented 87 % and 93 % of impervious area, respectively, which were maximum percentage of impervious area. As a result of L-THIA application at Seoul city during 25~28 July, 2011, most of rainfall (54 %, 287.49 mm) and surface runoff (65 %, 247.32) were generated at 27 July, 2011 and a significant amount of rainfall and surface runoff were occurred at southeastern Seoul city. As a result of bi-hourly spatial and temporal analysis during 27 July, 2011, surface runoff during 2:00~4:00 and 8:00~10:00 were much higher than those during other times and surface runoff located at Seocho-gu during 6:00~8:00 represented maximum value with maximum rainfall intensity which caused landslide from Umyun mountain.

  • There are many advantages to unit-care welfare facilities' care services for the elderly in Japan. The field research was conducted after holding interviews with employees at five elderly welfare facilities in Japan. This research analyzes the space arrangement of unit-care welfare facilities in Japan's Tohoku rural area. The purpose of this study is to provide design data on the space arrangement of a unit-care facility for Korea. The results of research are as follows. 1. Cafes, restaurants, and stores were operated in the elderly welfare facilities, which were open to the general public as well. Therefore, local residents frequently visited. 2. The kitchen, living rooms, private bedrooms and construction of the elderly welfare facilities were similar to that of normal residential houses. 3. The event hall is conveniently located at the center of the facility. 4. It was easy to understand the health status of the elderly by having a health office in the open living room. 5. There were open spaces which are frequently used by the homebound elderly, including room rehabilitation, daycare and short term residence. The above results will be used for space planning data in Korean unit-care facilities.

On Hanbok Cultural Event for Promotion Traditional Costume (한복 문화의 활성화를 위한 한복행사에 관한 제언)

  • This paper starts with the assumption that in order for the popularization of hanbok leading to greater interest among the public for Hanbok and its uses in everyday life, the period for Hanbok events each year must be solidified, making it a standardized provide opportunities for participation regardless of demographic. Globalization of Hanbok most occur through a combination of related academic fields, division of roles in fields of expertise, and a scientific understanding of Hanbok. Thus various Hanbok-related programs such as contests, fashion shows, experience centers and exhibitions should be provided in one unified setting. Government sponsored Hanbok cultural events have generally been aimed at foreigners or foreign human residency, while events in Korea hae generally been carried out by a more diverse rage of groups, making it difficult for the general population to obtain information or participate actively. In order for hanbok to maintain its tradition as the national costume of Korea, Long-term develop plans must be set. Along with popularization in order to bring hanbok into everyday life, methods for the globalization of hanbok must be explored, providing opportunities to spotlight the diversity and characteristics of Korean costumes, in various events which promote participation, festival-forming and globalization of hanbok culture considering elements such as time (yearly, monthly etc.) and audience (age group, social level etc.).

The Runoff Characteristics due to Heavy Rainfall in Mountainous River (산지하천의 집중강우에 따른 유출특성에 관한 연구)

  • In this study, we investigated the application of extending the Huff's method to design discharge being used at present up to the event of concentrated rainfall. As our field study site, we selected Odae Cheon basin in Pheongchang, which was affected by concentrated rainfall in July 2006. Actual concentrated rainfall and design rainfall derived from the Huff's method were used to calculate the discharge and storm water levels, which were compared with the directly measured water-level marks of storm discharges. The results showed that the peak storm discharge from the torrential rainfall was twice higher than the design rainfall. The short term discharges from concentrated rainfall closely corresponded to the rainfall discharges of 150 years storm frequency.

Condylar Resorption : Case Reports and Review (하악과두 흡수(Condylar Resorption)에 대한 고찰)

  • Condylar resroption, or condylysis can be defined as progressive alteration of condylar shape and decrease in mass. Although the cause is unknown, condylar resorption has been assocated with rheumatoid arthritis, systemic sclerosis, systemic erythematous, steroid usage, orthodontic treatment and orthognathic surgery. In most case, however, there is no identifiable precipitating event. Hence the term is idiopathic condylar resorption. With condylar resorption, the bone loss is resulting in a loss of posterior support in the involved condyle and the mandible can then shift. As a result, the most patients exhibit occlusal change, openbite, retrognathism, and a decrease in posterior face height. This article reports cases of condylar resorption. And the author will review factors capable of changes of condyle, pathogensis and management of conylar resorption.

Gene repressive mechanisms in the mouse brain involved in memory formation

  • Gene regulation in the brain is essential for long-term plasticity and memory formation. Despite this established notion, the quantitative translational map in the brain during memory formation has not been reported. To systematically probe the changes in protein synthesis during memory formation, our recent study exploited ribosome profiling using the mouse hippocampal tissues at multiple time points after a learning event. Analysis of the resulting database revealed novel types of gene regulation after learning. First, the translation of a group of genes was rapidly suppressed without change in mRNA levels. At later time points, the expression of another group of genes was downregulated through reduction in mRNA levels. This reduction was predicted to be downstream of inhibition of ESR1 (Estrogen Receptor 1) signaling. Overexpressing Nrsn1, one of the genes whose translation was suppressed, or activating ESR1 by injecting an agonist interfered with memory formation, suggesting the functional importance of these findings. Moreover, the translation of genes encoding the translational machineries was found to be suppressed, among other genes in the mouse hippocampus. Together, this unbiased approach has revealed previously unidentified characteristics of gene regulation in the brain and highlighted the importance of repressive controls.

The Development and Effectiveness of a Program to Prevent Ventilator Associated Pneumonia in the ICU (중환자실 인공호흡기 관련 폐렴 예방 프로그램의 개발 및 효과 평가)

  • Purpose: This study developed and evaluated a systematic intervention among medical ICU nurses for preventing ventilator-associated pneumonia (hereafter VAP). Methods: A VAP prevention program was proposed based on a literature review, revised to fit the target situation, and validated. It was composed of one-time interventions including education, pamphlets, hand cultures, and a quiz event, as well as repeated interventions such as posters, reminders, posting hand culture results, and performance feedback. A simulated control group pretest-posttest design was used to verify the effectiveness of the VAP control program. The incidence of VAP among ICU patients was measured both during 3 months before (n=80) and during 3 months after (n=75) intervention. Results: The VAP prevention program's effectiveness, with a pre-intervention VAP rate of 17.38 and post-intervention rate of 11.04 per 1,000 ventilator days, showed a clinical tendency to decrease, but the difference was not statistically significant (p=.750). Conclusion: A VAP prevention program of multiple interventions can be useful in decreasing the VAP rate. Given that the monthly decrease in the VAP rate was not considered statistically significant, long-term research needs to be done. Additionally, since this study targeted only nurses, it is suggested that future research targets other health care workers who can influence VAP rates.

  • The water of rivers and lakes are affecting by point and nonpoint source pollutions. The point source pollution can be controlled by establishing the treatment plants. However, nonpoint source pollution by various human activities is not easy to be controlled because it is difficult to determine the exits of the water flow and have many exit points. Due to contribution of nonpoint source pollution, the achievement ratio of water quality in rivers and lakes is not high. TMDL is the outstanding water quality control policy because all of the pollutant loadings from the watershed area are counting on the input loads. Our aqua-ecosystem has self-purification process by biological, physical and ecological processes. The self-purification process can remove the pollutant load from background concentrations. Usually forest area is main source of background concentrations. In Korea, about 70% of the national boundary area consists of mountains. This study is conducting as part of long-term monitoring to determine the Event Mean Concentration during a storm. The monitoring was performed on a broad-leaved tree area.

Assessment of Sleep Disturbance on Night-time Instantaneous Railway Noise by using Actiwatch (Actiwatch 를 이용한 철도소음에 의한 수면방해의 정량적 평가)

  • The World Health Organization(WHO) has recommended population of sleep disturbance as one of the environmental health indicators. But the percentage of respondents who felt highly sleep disturbed, that is, %HSD can???thave application to sleep disturbance from instantaneous noise. Therefore, this study has been carried out to present the technique for assessing sleep disturbance on instantaneous noise quantitatively. The study of sleep disturbance on night time instantaneous railway noise has been undertaken. Noise monitor has been in operation from 22 hours to 7 hours during 6 nights at 12 locations. To assess instantaneous noise induced sleep disturbance, it was decided to measure body movement by actiwatch. %motility was used as indicators of sleep disturbance. %motility is the expected value of probability of motility value during 7 epochs (105s) of any noise event. The measures of instantaneous motility have been related to measures of instantaneous railway noise events. The relationship shows that %motility is a good predictor for assessing sleep disturbance and Korean is more sensitive to noise than European although the railway noise have been considered in this study. This study can be extended to assessing long-term sleep disturbance and give a guideline far policy decision.
