The Measurement Model for the Evaluation of Information Systems Service : The Case of Chinese SI Company (정보시스템 서비스 평가를 위한 측정모형의 개발 및 실증적 검증 : 중국 SI 기업 사례)

  • The controls of Information Systems (IS) have been an more critical issue controls as the sophistication and integration of IS is more proceeded. ITGI (The Information Technology Governance Institute) of ISACA (Information Systems Audit and Control Association) has suggested COBIT (Control Objectives for Information and related Technology) and this has been widely recognized the evaluation model of IS controls. In COBIT, IS was evaluated in terms of process, information quality, and IT resources. This study used COBIT in order to suggest and empirically test an evaluation model of IS service. The data was collated from one major Chinese SI (Systems Integration) company in four domains of processes : planning and organization, acquisition and implementation, delivery and support, and monitoring. Seven factors are extracted using an exploratory factor analysis as follows : Overall IT planning process, technological assessment process in IT planning of IT, cost-benefit assessment process in IT planning, implementation process, support process, monitoring process, post-implementation evaluation process. The results of confirmatory analysis of three alternative measurement models indicated that the measurement model with one inherent or conceptual variable has greater model fitness than the other models. This study suggests the logical and general way to test and apply COBIT in evaluating IS services.

Robust Stability eEaluation of Multi-loop Control Systems Based on Experimental Data of Frequency Response

  • In this paper, we describe the composition of frequency response bands based on experimental data of plants (controlled systems) with uncertainty and nonlinearity, and the robust stability evaluation of feedback control systems. Analysis and design of control systems using the upper and lower bounds of such experimental data would be effective as a practicable method which is not heavily dependent upon mathematical models such as the transfer function. First, we present a method to composite gain characteristic bands of frequency response of cascade connected plants with uncertainty and a recurrent inequality for the composition. Next, evaluation methods of the robust stability of multi-loop control systems obtained through feedback from the output terminals and multi-loop control systems obtained through feedback into the input terminals are described. In actual control systems, experimental data of frequency responses often depends on the amplitude of input. Therefore, we present the evaluation method of the nominal value and the width of the frequency response band in such a case, and finally give numerical examples based on virtual experimental data.

  • The weapon systems development has some distinct characteristics in that a big size of government budget (derived from national tax) has been expended frequently and the completion of the development projects seems to take long. Thus, the impact of the potential changes in the required operational capability on the development activities can induce some type of project risks. As such, proper management of project risk has been one of crucial subjects in the weapon systems development. Although a variety of methods can be considered, an approach based on the test and evaluation (T&E) process has been selected in this paper in order to appropriately handle those potential risks. In the study of the underlying T&E process, the safety consideration (for instance, explosiveness) of weapon systems is also included. To achieve the objective of the paper, a step-by-step procedure is first presented in the analysis of the T&E process. Then, to pursue some enhancement on the process, a set of necessary and useful activities are added in terms of risk and safety management. The resultant process is further analyzed and tailored based on a design structure matrix method. The case study of a tank development is also discussed.

  • The balanced scorecard has drawn attention from many researchers in various fields since its appearance in 1992. It became a norm for performance evaluation framework in many areas, such as marketing, information system evaluation, strategic planning, etc. Centered in the large companies in Korea, the balanced scorecard has been popularly used as a performance evaluation tool for human resource management. Now we Question its applicability to performance evaluation tool even in small business. This study tried to apply the balanced scorecard in developing an information system for performance evaluation in a small business. The study showed that the balanced scorecard can be nicely used in small business as a performance evaluation tool. The process of developing an information system is described in detail. The practitioners are to obtain a lot of insights in designing their human resource management systems from the study results.

  • This study shows the scientific and systematic Evaluation Model using factor analysis and AHP methods for the success of defense Information System R&D projects. The evaluation model was divided into 7 evaluation factors such as Developing support, Developing infrastructure, Developing management and test & evaluation, Support factors for strength, Understanding & developing strategy, Developing technology & organization, and Developing performance. And those were composed of totally 24 low level Evaluation index. The Developed Evaluation Model in the paper could be contributed more to objectively and transparently company selection of defense Information System R&D and other defense R&D Projects in the future.

  • Holonic manufacturing systems have been recently presented to meet the various needs of customer rapidly. Holonic manufacturing systems consist of several holons which may perform decision making for the achievement of their objectives. Holonic manufacturing systems are characterized by cooperation and negotiation among holons. The problem of conflict can be occurred during communication between holons. Then the negotiation is required for the holons. This paper deals with a mathematical model for the mediation of negotiation between holons in the holonic manufacturing systems. In this paper an evaluation function for mediation is modeled using the utility function.

  • System Intergration (SI) has resently been conceived as one df the most important tools for enforciong and reinforcing the competitiveness of an enterprise. A major concern of SI lies in sharing many types of information, such as engineering, production, finance, marketing, and so on. Product Data Management (PDM) systems are mainly concerned with product- related information, and also support a large portion of the Commerce At Light Speed (CALS) straitegy. PDM systems receive a great amount df attention form industry, A variety of PDM solutions have been introduced for the last few years, and its market has expanded very fast with an annual growth of 30%. However, in general, it is not an easy task to choose a right PDM solution for a particular company. A major purpose of this paper is to provide essential factors in evaluating PDM systems. While developing the factors. we consider the expected future trend of PDM technologies and three types of PDM-based intergration (frontward, rearward, and sideward integrations). We Propose to carry out the evaluation process in two fold. An overall evaluation is performed first to narrow down many alternatives into a few candidate systems, and then a detailed technical evaluation step follows to determine the final solution. A number of influencing factors are categorized and described in each of these steps.

  • The information systems audit is an proactive action to find out the predicted issues on proceeding the business beforehand, to make out whether the information systems satisfies the user's demand or not and to check up the result of the project with complementing the capabilities of self-diagnostics for the complicated and advanced information system. However, the results of the audited project are apt to be regarded as a failure in a case that an opinion of the audit area evaluation is described as 'insufficient' or 'negative' in the audit report that is submitted as the result of the audit. It makes a lot of arguments among the board of audit, the institution ordering the audit and the auditor. In this study, we made an attempt to finding out the factors affecting the audit area evaluation and verifying them objectively. A study model and hypothesis including the improvement type of the recommended subject to be improved, the importance, the audit time, the business scale of the audited object and the auditing company as a factor variable were established and the hypothesis was verified by analyzing the correlation between the factor variables and the audit area evaluation.

  • Recently, not only domestic businesses but also overseas businesses are expanding development and investment in automated warehouses as domestic and foreign logistics environments undergo drastic change. In such an environment, automated warehouse systems are being rapidly changed, and automated warehouse systems equipped with diversified functions are being developed accordingly. But the assessment systems of developed automated warehouse system is at a standstill. In the present article, characteristics of the automated warehouse systems in diversified development and trends of technology were analyzed, based on which evaluation items of functional suitability and reliability were derived by referring to ISO/IEC 25000 as the international quality assessment standard to secure reliability of the automated warehouse system, and an evaluation model was developed through the derived evaluation items. Through the present article, evaluation standards of functional suitability and reliability to enhance quality levels of automated warehouse systems are considered to be secured.

  • Recently, as smartphones are quickly spread to the general public, there are making a difference for use of information and communication methods. In this paper, mobile-based Performance Evaluation Management System(PEMS) that can make middle and high school teachers efficiently manage tasks of performance evaluation was implemented. That were applied to the performance evaluation of teachers. As a result, the tasks of teachers in the performance evaluation was reduced and teachers are able to concentrate on the guidance for students.
