  • This paper proposes decomposition-based approach for developing the evaluation factors of performance measures and designing performance measures in manufacturing system.   • Sleepiness, or hypersomnia, is a relatively common complaint and one of the main problems of modern society. Accurate evaluation and diagnosis of sleepiness are important. The methods used for evaluating sleepiness are subjective measures or self-evaluations, performance decrease measures, sleep propensity measures, and arousal decrease measures. A clear and detailed history is important in differential diagnosis of sleepiness because symptoms of sleepiness may be expressed in terms of 'tiredness' or 'fatigue' that do not directly denote sleepiness. Comprehensive diagnostic evaluation is also invaluable because these symptoms may result from a variety of causes ranging from medical disorders to insufficient nocturnal sleep.

An Evaluation of Energy Saving Measures for Ocean Going Vessels

  • This paper analyzes and evaluates the importance of energy saving measures based on qualitative survey. Through literature review and group interviews with specialists, 4 factors, 13 measures for energy savings, and 4 evaluation criteria were selected to carry out an Analytic Hierarchy Process (AHP) analysis. At the first stage of AHP analysis, the importance of factors was derived, and then the importance of 13 measures. Lastly, the cross examination of 4 factors was carried out in order to evaluate the best possible qualitative considerations. The result revealed that 'choosing the best course weather', is the most important factor with the highest value on applicability and operational complexity criteria. These results may imply that operational considerations are regarded as a main factor to be taken into account when considering appropriate energy saving measures.

대구광역시 지방의제 21의 분석과 평가 (Analysis and Evaluation of Local Agenda 21 of Daegu City)

  • The main purpose of this study was to comprehensively evaluate the local agenda 21 of Daegu City based on the evaluation model and propose important measures to solve its problems and improve the limitations. As a whole, the evaluation result of the local agenda 21 of Daegu City showed very low score, only 151 points out of 500 points and revealed it was below the level in all three domains of making process, designed content, and evaluation of implementation. The making process got only score below the half in all large indicators of under-standing, driving, and rationality. This unsystematic and irrational process inevitably resulted in ambiguous and proclamatory content mainly expressing willingness to do. This fact means that the local agenda 21 of Daegu City has not served as the comprehensive local environmental plan containing visions, policies, ends and means. It did not suggest evaluation system and institutionalization of evaluation. These results of evaluation suggested that the existing local agenda 21 of Daegu City was neither useful nor effective and thus the totally new local agenda 21 should be prepared. Finally, important measures in making process, designed content and evaluation of implementation were proposed for the remaking.

  • 지방공기업의 하나인 지방공사의료원은 경영개선을 위해 매년 행정자치부의 경영평가를 받고 있다. 경영평가를 위한 지표가 의료원의 현실을 잘 반영하고 경영개선에 실질적인 도움이 될 수 있도록 많은 발전이 이루어졌다. 그러나 일부 지표에 있어서는 논란의 여지가 있을 수 있어 사업운영분야와 관련된 경영평가지표를 중심으로 문제점과 개선방안을 제시하였다. 재정자립도, 병원관리, 사회기여도 측면에서 공공성과 수익성을 잘 반영할 수 있는 평가지표가 될 수 있도록 평가방법과 재 설계된 지표를 제시하였다. 경영평가가 성공하기 위해서는 의료원의 부가가치를 잘 측정하고 의료원 경영목표를 반영할 수 있어야 한다. 이를 위해서는 매년 평가 데이타를 축적 분석하고 문제점과 개선방안을 유도하기 위한 연구가 지속적으로 수행되어야 할 것이다.

대학병원 의사들의 보상결정 기준으로서의 성과 측정지표에 대한 연구 (A Study on Physician Performance Measures for Financial Compensation in Academic Medical Centers)

  • An increasing number of hospitals are seeking for new or mixed compensation strategies to improve the productivity of their medical staff in the struggle to provide high quality medical services at low costs amid the economic hardship. To motivate physicians toward the right direction, it is necessary to effectively evaluate their performance that provides a basis for compensation. However, productivity has been historically difficult to measure, particularly for physicians in academic medical centers who are expected to engage in research, education, and patient care simultaneously. The objectives of this study were to define performance measures of physicians and clinical departments in academic medical centers. to examine correlations between the measures. and to investigate factors affecting the measures. The performance data of 212 faculty physicians in 17 clinical departments in two university teaching hospitals affiliated to one medical school during the fiscal year 1994 was used for analyses. Patient care revenue, net profit. and adjusted number of patients were defined to measure the performance in patient care. and number of articles published in academic journals and research grant were defined for research activities. Both individual physicians' performance measures and per physician measures of clinical departments were analyzed. All measures defined to evaluate individual physicians' performance were positively related to each other. Clinical department and rank of faculty position were statistically significant predictors of revenue. and hospital. clinical department. and rank were significant predictors of net profit. journal publication. and research grant. Patient care measures defined to evaluate clinical departments were related to each other. so were research measures. and no significant correlations were found between patient care measures and research measures. Also found were large differences in department. ranks when clinical departments were evaluated by absolute per physician performance measures and evaluated by annual rate of changes in performance measures. These findings suggest that departmental performance measures opposed to individual performance measures are relatively free from problems of factors affecting the performance measures that are not in control of clinical departments or individual physicians. Results from the correlation analysis of departmental performance measures indicates that measures of research performance should be included in the evaluation to promote research activities in academic medical centers.

이진자료 분류모형에 대한 평가측도의 특성 비교 (Comparison of evaluation measures for classification models on binary data)

  • 본 논문에서는 반응변수가 이진형인 분류모형에 대한 평가측도들의 특성을 파악하고 사용하기 적합한 평가측도인가를 살펴보았다. 고려한 측도는 정분류율, 민감도, 특이도, 정밀도, F-measure, HSS (Heidke's skill score)의 6개이다. 각 측도들은 이원분할표에서 x(실제로 1인 비율), y(1로 예측되는 비율), z(실제와 예측이 모두 1인 비율)을 사용하여 표현하였다. 본 연구는 평가측도가 사용하기 적합한 측도가 되기 위한 조건으로 두 가지를 제안하였다. 제1조건은 랜덤모형인 경우에 평가측도는 x와 y에 대해 상수이고, 제2조건은 평가측도의 식이 세 변수들(x, y, z) 모두로 이루어지고 z에 대해서 증가함수이고 x와 y에 대해서 감소함수이어야 한다는 것이다. HSS는 두 조건을 모두 만족하므로 이진형 반응변수의 분류모형에 대한 평가측도로 항상 사용이 적합하고, 다른 측도들은 제한된 범위 내에서만 사용하는 것이 좋다.

퍼지적분을 이용한 기업평가법 (An Evaluation Method on Enterprise Using Fuzzy Integral)

  • This paper presents an evaluation method on enterprise using fuzzy integral which is defined by fuzzy measures. The weight of criteria is computed by eigenvector method. And, using this calculated weight, the total evaluation value is obtained from the weight of by means of Pl & Bel measures. This value means the level on enterprise's situation considering from the viewpoint of evaluation factors.

독일에서의 환경영향의 정량적 평가 (Quantification of Ecological Impact as a Basis for Evaluation)

  • Evaluation methods are employed in environmental impact assessment to choose between different project site, to determine the required measures to compensate impact and to decide whether the environmental impacts are more important than the social or economic effects of a project. The main obstacles that restrict use of quantitative evaluation method are a Lack of knowledge about the environmental effects (e.g. if impacts on wildlife or landscape amenities are predicted) and the relative importance of economic and social issues compared with nature conservation stability of ecosystem or landscape beauty. In Germany, the most common method for site planning is the "ecological risk analysis". It is a kind of multi-criteria-decision-method based on quantitative and qualitative description and ordinal ranking. The various kinds of "ecological balancing methods" that are more recently developed (within the last decade) to quantify the required amount for compensatory measures instead often use cardinal figures to express the value of ecosystems, the intensity of impacts, the need for additional measures to compensate for long recuperative periods when restoring ecosystems and so on. There are still only a view attempts to quantify decisions between environmental and socio-economic issues. Multicriteria-analysis as well as cost-benifit-analysis was used. Some new approaches which are still in a preliminary status are based on contingent valuation and on calculations for compensatory payments (instead of compensatory measures).
