Drawing on its extensive experience with natural disasters, Japan has been dispatching Japan Disaster Relief (JDR) team to disaster-stricken countries to provide specialist assistance in rescue and medical operations. The JDR team has assisted in the wake of disasters including the 2004 Indian Ocean Earthquake and the 2008 Sichuan Earthquake in China. Information about the affected area is essential for a rapid disaster response. However, it can be difficult to gather information on damages in the immediate post-disaster period. To help overcome this problem, we have built on an Earthquake Damage Estimation System. This system makes it possible to produce distributions of the earthquake's seismic intensity and structural damage based on pre-calculated data such as landform and site amplification factors for Peak Ground Velocity, which are estimated from a Digital Elevation Model, as well as population distribution. The estimation result can be shared with the JDR team and with other international organizations through communications satellite or the Internet, enabling more effective rapid relief operations.
This study is that analyzes the flood damages caused by rainfall during typhoon and how inundated area should be affected. Using HEC-HMS for analyzing rainfall-runoff and GIS (Geography Information System) for analyzing inundated area and volume. Each model was applied to Seopyung area for runoff effect analysis. As the result, Damaged area was magnified gradually according to the increase of rainfall and GIS was good for calculating the exact flood damage area at varied time.
Damage estimation of bridge structures has recently received considerable attention in the light of maintenance and retrofitting of existing structures under service loads and after natural disasters. A method for the damage assessment of bridge structures using a damage index technique is presented. The damage index is formulated for the changes of modal properties due to the change of the stiffness. In order to verify the method which is presented, numerical analysis is conducted on simple beam models. Each FE model is subjected to different damage scenarios, i.e., locations and degrees of damage. Results of numerical analysis indicate that the proposed method is capable of detecting inflicted damages using the eigenvalue of only first mode.
In this paper, an innovative finite element updating method is presented based on the variation wavelet transform coefficients of Auto/cross-correlations function (WTCF). The Quasi-linear sensitivity of the wavelet coefficients of the WTCF concerning the structural parameters is evaluated based on incomplete measured structural responses. The proposed algorithm is used to estimate the structural parameters of truss and plate models. By the solution of the sensitivity equation through the least-squares method, the finite element model of the structure is updated for estimation of the location and severity of structural damages simultaneously. Several damage scenarios have been considered for the studied structure. The parameter estimation results prove the high accuracy of the method considering measurement and mass modeling errors.
The thermo-acoustic emission (AE) technique has been applied for nondestructive characterization of composite laminates subjected to cryogenic cooling. Thermo-AE events during heating and cooling cycles showed a Kaiser effect. An analysis of the thermo-AE behavior obtained during the 1st heating period suggested a method for determining the stress-free temperature of the composite laminates. Three different thermo-AE types classified by a short-time Fourier transform of AE signals enabled to offer a nondestructive estimation of the cryogenic damages of the composites, in that the different thermo-AE types corresponded to secondary microfracturing in the matrix contacting between crack surfaces and some abrasive contact between broken fiber ends during thermal load cycles.
Structures suffer from damages in their lifetime due to time-dependant effects, such as fatigue, creep and shrinkage, which can be expressed by concrete strains. These processes could be seen in the context of strain estimation of pre-stressed structures in two phases by using numerical methods. Their aim is checking and validating existing code procedures in determination of deformations of pre-tensioned girders by solving a system of nonlinear equations with strains as unknown parameters. This paper presents an approach based on the Newton-Raphson method for obtaining the stresses and strains in middle span section of pre-stressed girders according the equilibrium state.
This paper tries to show the appropriate estimation method of oil pollution damage for mariculture fisheries. The International Oil Pollution Fund 1992(also known as the IOPC Fund 1992) has made up the Claims Manual to assist claimants by giving a general overview of the Fund's obligation to pay compensation. Section III of the Manual provides more specific information to assist claimants in presenting their claims concerning about economic losses in the fisheries, mariculture and fish processing sectors. The paper tries to suggest reform proposals for current etimation method of damages of maricluture fisheries contaminated by oil spillover using the population biology of living resources charaterized with age distribution.
Damage estimation of a bridge structure is presented using ambient vibration data caused by the traffic loadings. The procedure consists of identification of the modal properties and assessment of the damage locations and severities. An experimental study is carried out on the bridge model subjected to vehicle loadings. Vertical accelerations of the bridge deck are measured at a limited number of locations. The modal parameters are identified from the free vibration signals extracted using the random decrement method. Then, the damage assessment is carried out based on the estimated modal parameters using the neural networks technique. The identified damage locations and severities agree reasonably well with the inflicted damages on the structure.
Failures of equipments for train control systems are linked directly to extensive damages of human lives or financial losses from the increasing uses of train control equipments utilizing computers. Then safety activities for assuring safety and reliability are needed during the system life-cycle. Risk analysis is important phase to increase safety from determining the risk presented by the identified hazard. In this paper, we investigated several methods for risk estimation of safety activities, and then we drew a comparison between original methods to suggest optimized one in the application to train control systems. In the result of the comparison, we had plan to propose the risk analysis method called Best-Practice(BP) risk method combining advantages of the qualitative and the quantitative analysis. In addition, we attempted to apply the BP-risk method to domestic train control systems handling in Korea.
