Macro-level Methodology for Estimating Carbon Emissions, Energy Use, and Cost by Road Type and Road Life Cycle (도로 종류와 도로생애주기별 탄소배출량, 에너지소모량 및 비용에 대한 거시적 분석방법)

  • PURPOSES : The authors set out to estimate the related carbon emissions, energy use, and costs of the national freeways and highways in Korea. To achieve this goal, a macro-level methodology for estimating those amounts by road type, road structure type, and road life cycle was developed. METHODS : The carbon emissions, energy use, and costs associated with roads vary according to the road type, road structure type, and road life cycle. Therefore, in this study, the road type, road structure type, and road life cycle were classified into two or three categories based on criteria determined by the authors. The unit amounts of carbon emissions and energy use per unit road length by classification were estimated using data gathered from actual road samples. The unit amounts of cost per unit road length by classification were acquired from the standard cost values provided in the 2013 road business manual. The total carbon emissions, energy use, and cost of the national freeways and highways were calculated by multiplying the road length by the corresponding unit amounts. RESULTS: The total carbon emissions, energy use, and costs associated with the national freeways and highways in Korea were estimated by applying the estimated unit amounts and the developed method. CONCLUSIONS: The developed method can be employed in the road planning and design stage when decision makers need to consider the impact of road construction from an environmental and economic point of view.

Air Pollution by Airplane Engines (항공기 엔진에 의한 대기오염)

  • Air pollutant emissions from airplane engines are estimated about 2 to 4 % of mobile source of USA and European countries which is not a large portion of current air pollution. But the passengers and airfreights are continuously increasing 5 to 7% annually and potential demands of air transportation services come to present, it could effect air pollutant emissions of USA will increase within 15 years. In case of our country, there has been continuous increase of air transportation service due to considerable economic growth in recent years and increase of air pollutant emissions of major international airports has followed. Rapid increase of air transportation due to launching of Inchon International Airport could effect air pollution dominantly. By this circumstance environmental specialist as well as mass communication raised necessity of air pollutant emission regulation from airplane engines. It is estimated that air pollutant emissions from airplane engines in our country is 2.7% of automobile sources, 10,809 ton, which is the same level as USA and European countries. It is increased by 12,2% compared to air pollutant emissions during 1996 and it will be increased more than a half of current air pollutant emission within 15 years due to our country's economic condition. Therefore implementation of airplane engine emissions regulation as well as test standards and accumulation of technology about characteristics of airplane engine emission and reduction method are needed. And continuous estimation of air pollutant emission from airplane engines and monitoring of increment as well as development of countermeasures by long term are necessary.

Forecast of Greenhouse Gas Emission by Policy of Waste Management in Korea (폐기물관리 정책변화에 따른 온실가스 배출량 예측)

  • Quantifying greenhouse gas (GHG) emissions in the waste sector is important to evaluating measures for reduction of GHG emissions. To forecast GHG emissions and identify potential emission reduction for GHG emissions, scenarios applied with environmental policy such as waste reduction and structural change of waste treatment were developed. Scenario I estimated GHG emissions under the business as usual (BAU) baseline. Scenario II estimated GHG emissions with the application of the waste reduction policy while scenario III was based on the policy of structural change of waste treatment. Scenario IV was based on both the policies of waste reduction and structural change of waste treatment. As for the different scenarios, GHG emissions were highest under scenarios III, followed by scenarios IV, I, and II. In particular, GHG emissions increased under scenario III due to the increased GHG emissions from the enhanced waste incineration due to the structural change of waste treatment. This result indicated that the waste reduction is the primary policy for GHG reduction from waste. GHG emission from landfill was higher compared to those from incineration. However, the contribution of GHG emission from incineration increased under scenario III and IV. This indicated that more attention should be paid to the waste treatment for incineration to reduce GHG emissions.

Development of Estimation Methods of Pollutant Emissions from Railroad Diesel Rolling Stocks (철도디젤차량에서 배출되는 오염물질의 배출량 산정방법 개발)

  • Up to the present time, many methods to estimate emissions from a particular diesel engines have wholly depended on the quantity of diesel fuel consumed. Then, the recommended emission factors were normalized by fuel consumption, and further total activity was estimated by the total fuel consumed. One of main purposes in the study is newly to develop emission factors for the railroad diesel rolling stock (RDRS) and to estimate a total amount of major gaseous pollutants from the RDRS in Korea. Prior to develop a Korean mode emission factor. the emission factor from the USEPA was simply applied for comparative studies. When applying the USEPA emission factors, total exhaust emissions from the RDRS in Korea were estimated by 28,117tons of NOx, 2,832.3tons of CO, and 1,237.5tons of HC, etc in 2001. In this study, a emission factor for the RDRS, so called the KoRail mode (the Korean Railroad mode) has been developed on the basis of analyzing the driving pattern of the Gyeongbu-Line especially for the line-haul mode. Explicitly to make the site specific emission factors, many uncertainty problems concerning weighting factors for each power mode, limited emission test, incomplete data for RDRS, and other important input parameters were extensively examined. Total exhaust emissions by KoRail mode in Korea were estimated by 10,960tons of NOx, and 4,622tons of CO, and so on in the year of 2001. The emissions estimated by the USEPA mode were 2.6 times higher for NOx, and 1.6 times lower for CO than those by the KoRail mode. As a conclusion, based on the emission calculated from both the USEPA mode and the KoRail mode, the RDRS is considered as one of the significant mobile sources for major gaseous pollutants and thus management plans an(1 control strategies for the RDRS must be established to improve air quality near future in Korea.

  • The annual expenditure on diesel oil and heavy oil in the construction sector is the second largest among all industrial sectors. To meet the government's greenhouse gas reduction targets, the construction sector has until 2020 to cut its emissions by 7.1%. Unlike other high-tech industrial sectors, the construction sector has a fairly limited scope for technological improvements, which hampers its capacity to achieve the reduction target. To reduce emissions, it is necessary to establish an energy and emissions strategy at the project planning stage, and energy use and the resulting emissions must be estimated. This research aims to establish an estimation methodology for greenhouse gas emissions at the planning stage of construction projects. To estimate the project-related emissions, this research indentified the relationship among the types of emissions in a cross-sectional matrix form, and then provided a set of calculation methods for total project related emissions.

Construction of Greenhouse Gas Inventory of Private Industry of Chungcheongbuk-do and Analysis of Greenhouse Gas Mitigation Technology (충청북도 민간 산업체에 대한 온실가스 인벤토리 구축 및 감축기술 분석)

  • Greenhouse gas (GHG) emissions of private industry of Chungcheongbuk-do were estimated. GHG emissions were classified by industry and GHG emissions ratio of each industry of Chungcheongbuk-do was found. Characteristics of GHG emissions of Chungcheongbuk-do and GHG mitigation technology were analyzed. To calculate GHG emissions, equations proposed through GHG emissions calculation guidelines published by Korean Energy Agency in 2009 were used. As a result, GHG emissions ratio of cement, semiconductor, paper and petrochemical industry was about 73%, 16%, 5%, and 2% respectively. GHG mitigation technologies of cement, semiconductor and waste were investigated. For cement, amine technology, for semiconductor, scrubber system and for waste, land fill gas utilization were analyzed.

A Study of the Bituminous Coal Oxidation Factor in Large Scale Boilers for Estimating GHG Emissions

  • Korea-specific GHG emissions should be estimated correctly in order to ensure effective measurement of climate change variables. The use of country-specific data that reflects fuel and technology characteristics is needed for accurate GHG emissions estimation. Oxidation factors are used to convert existing data into equivalent GHG emissions, and changes in these oxidation factors are directly related to changes in emissions. As such, the oxidation factor is one of the most important variables in using country-specific data to determine GHG emissions. In this study, the oxidation factor of bituminous coal in large scale boilers was estimated using 4,527 data points sampled from eight large-scale boilers that had been using bituminous coal for two years. The average oxidation factor was determined to be 0.997, which is lower than the oxidation factor of 1 that is recommended by the IPCC G/L for large scale boilers when estimating national GHG emissions. However, an oxidation factor less than 1 is assumed for fluidized bed boilers, internal combustion engines, and other small-scale boilers. Accordingly, studies on oxidation factor estimation should be continued to allow for accurate estimation of GHG emissions.

  • Odor problems brought about by deteriorating air quality occur in areas surrounding landfills because VOCs emissions from landfills are exhausted through surface soil and gas vents. Due to these factors, monitoring of VOCs emissions from landfills are essential. However, only a few studies have been carried out to assess VOCs emissions from landfills. A comprehensive approach to this problem is definitely warranted. In this study, we estimated BTEX emissions from 7 landfill sites in Korea using field experiments and LandGEM(Landfill Gas Emission Model), which is the USA EPA(Environmental Protection Agency)-recommended model for landfill gas emission estimation. For this purpose, we suitably modified the model's major input parameters $L_0$ and k according to 3 classes based on landfill scale after considering the characteristics of field experiments and LandGEM data. Consequently, we estimated VOCs emissions from landfills for cities, provinces and all of Korea alter modifying $L_0$ & k using LandGEM. Through the results of this study, we obtained essential basic data with respect to present conditions which will help us understand VOCs emissions from landfills in Korea.

A Study on the Annual Increase of Air Pollutant Emissions in Korea (대기오염물질(大氣汚染物質) 배출량(排出量)의 연도별추세(年度別趨勢)에 관(關)한 연구(硏究))

  • In order to provide bases for the control of air pollutants in Korea, the author figured out the trend on the annual increase of air pollutants emitted in the process of combustions, and estimated the amounts of air pollutants of the future years from 1975 to 1981. 1) In 1973 the consumption rate of coal was 1.2 times of that of fuel oil. The consumption rate of them would be same in 1975 and 1977. However, the rate of fuel oil would exceed that of coal in 1979. Incontrast with the rate in 1979. The one of coal would be increased faster and faster to show reverse trend of consumption in 1981. 2) The estimated amounts of air pollutant emissions in the years of 1973, 1975, 1977, 1979 ana 1981 were 1,561,800, 1,921,700, 2,253,300, 2,769,000, and 3,145,700 tons respectively. These indicated that the amount of air pollutants in 1981 would be about 2 times of that in 1973. 3) The amounts of sulfur oxides emissions in 1981 would be 2.3 times of that in 1973, nitrogen oxides 2.2 times, carbon monoxide 1.7 times, particulate 2.0 times and hydrocarbon 2.0 times. 4) The estimated amounts of air pollutant emissions per unit area($km^2$) in the years of 1965, 1971, 1975 and 1980 were 5.2, 14.5, 19.5 and 28.7 tons respectively. These indicated that the amount of air pollutant emissions per unit area would increase 5.5 times in 1980 comparing the one in 1965.

The Changes in Carbon Stocks and Emissions Assessment of Harvested Wood Products in Korea (우리나라의 수확된 목제품 탄소축적 변화량 및 배출량 평가)

  • This study compared and estimated the changes in carbon stocks and emissions of harvested wood products (HWP) by applying FAO statistics and domestic statistics for Korean HWP production, import, and export volume, which is almost always supposed to be included in the carbon emissions and removals inventory by country in negotiations since the 2nd commitment period (2013~2017) of the Kyoto Protocol, for assessing the changes in carbon stocks and emissions of HWP. As a result, when applying FAO statistics to the changes in carbon stocks of HWP as of 2005, stock-change approach (SCA) was estimated at 1.434 Tg C, atmospheric-flow approach (AFA) -1.330 Tg C, and production approach (PA) 0.597 Tg C. When applying Korean statistics, SCA was estimated at 1.246 Tg C, AFA -11.520 Tg C, and PA 0.444 Tg C. When applying FAO statistics to $CO_2$ emissions and removals from HWP, SCA showed a decrease of $-5,258Gg\;CO_2$ (removals), AFA showed an increase of $4,877Gg\;CO_2$ (emissions), and PA showed a decrease of $-2,189Gg\;CO_2$ (removals). When applying Korean statistics, SCA showed a decrease of $-4,569Gg\;CO_2$ (removals), AFA showed an increase of $5,573Gg\;CO_2$ (emissions), and PA showed a decrease of $-1,628Gg\;CO_2$, (removals). Therefore, the application of FAO statistics was shown to be more beneficial for the estimation of both the changes in carbon stocks and emissions of HWP by all methods other than that of Korean statistics.
