This paper focused on problems of design, construction, and maintenance caused by construction implementation processes. They were analyzed through case study of structure safety diagnosis projects. From the case study, it is expected that the introduction of Construction Management from the first stage of procurement will improve construction cost increase or burden on small design company. It strengthens coherent management from design and source contractor selection to build review of responsibility. The coherency will prevent changes in designing or infirm unreliable construction. It is desirable that expert opinions are considered when structure changes and establishment occur and that, if necessary, actions such as source selection, periodic audits, and diagnosis arc checked and fed back to maintenance.

Most primary and secondary schools in Korea provide school meals to students. After the implementation of the manual in the development of foodservice facilities within schools in the Seoul metropolitan area, this study had been instituted towards the improvement on the design of the school. Through the investigation of the use of school foodservice facilities and the establishment of putting the designer's design to the users into effect, primary and secondary schools have been observed in the study to conclude the following research: Spatial Configuration and Usage Characteristics within Elementary, Middle, and High school.

Since the medical insurance covered the total population in Korea in July, 1989, the number of patient's visitation to the tertiary care hospital had changed because of referral regulation. In the referred patients through the secondary care hospitals such as out-patients of departments of internal medicine, general surgery, obstetrics and gynecology, pediatrics had decreased as well in-patients in these departments. However, departments of urology, dermatology, dentistry, ophthalmology and ear-nose-throat had more or less similar number of patients after medical insurance implemented for the total population. Contrarily, the number of patients visited emergency clinics and department of family medicine had increased very many. Thus, expansion of emergency clinic department, new special clinic set-ups, establishment of family medicine department in each hospital etc are strongly recommend.

In order to improve water quality in drinking water sources, Ministry of Environment (MOE) was implemented total water pollution load management (TWPLM) in all the major river basins. From the experience of the application of TWPLM, we could find some problems relating the target watershed, standard operating procedure (SOP) of establishment and implementation plan, water quality and flow rate, design flow, water quality model, margin of safety (MOS), and estimation of wasteload were found. The authors were reviewed ongoing TWPLM and presented the improvement schemes for a successful TWPLM. For the application of these suggestions, further detailed studies should be done to implement TWPLM in the future.

This paper proposes acceptance requirements and the corresponding implementation strategy for the near-surface repository of low- and intermediate-level radioactive wastes. The proposed requirements include details on waste classification and radionuclide concentration limitation and inventory analysis. The strategy considers a relevant linking between predisposal waste management, disposal safety assessment and the overall disposal system.

The "Green Policy" of Korean government is classified as three categories, the first is 'reduction of fossil fuel use', the second is 'clean energy development' and the last is 'sustainable green property which has a continuous value in the use'. In this matter, this study provides how the green property concept include green infrastructure and how to link the green infrastructure to effective geo-spatial management by cadastre system. The establishment of green infrastructure is not a simple procedure, but definitely starts from the cadastre system. If the green policy includes sustainable way of land/marine use, the green cadastre is significant because of its possibilities to be used as a powerful implementation.

The study is motivated by methodological approach on how to apply the existing traditional placeness to the present age. Moreover, its purpose lies in establishment of character of place that not only embraces the existing meaning of place but also reflects on the new paradigm of space through culturenomics which embraces the core indexes of modern values such as economics, culture, and everything. Culture has a potential to create various values through its convergence with other fields, one of which is place. Place is essentially an original center of human existence. Culture is no more separated from daily life and people's way of life becomes a culture. In the a culture-oriented social system, design of place will be developed in a multi-dimensional way that accepts diversity and centers on relation. At our places experiencing placelessness through uniformity and modernization, this study has a significant meaning since it shows culturenomics may offer a solution to the direction of growth in the future.

Research issues in software engineering in recent may be object oriented methodology and software quality. Since Halstead has proposed metric-software science in 1977, software quality area has been studied in steady but inactively until 1980s. As international standards such as ISO 9000-3, 9126 were enacted in 1990s early, interest in software quality is increased but many problems such as how to validate metric, measure quality or apply metric are remained. This paper proposes software quality metric methodology which software developer or project manager can use in measuring quality and validating metric during software development. The methodology is classified by several phases: establishment of quality requirement, identification of quality metric, data collection, metric implementation, metric validation. In order to show its applicability, test program, metrics and data are applied to each phase of the methodology. Consideration of this methodology as a methodology for software quality measurement similar to development methodology for software development is needed.

This study focus on the revitalization of green tourism by the agricultural landscape conservation policy. Today, agricultural landuse for food production is restricted by agricultural products import. In this context, agricultural land use policy should be paradigm shift to the consumers needs which accelerates the green tourism in the rural areas. This research screen the agricultural landscape conservation policy of Japan' system and construct the new policy implementation for agricultural landscape conservation in Korea. For this purpose, agricultural landscape guideline and support system should be established in line with the revitalization of green tourism and agricultural income diversification in the rural areas.

In order to alleviate the environmental pressure caused by production process of thermal power plants, the application of cleaner production is imperative. To estimate the implementation effects of cleaner production in thermal plants and optimize the strategy duly, it is of great significance to take a comprehensive evaluation for sustainable development. In this paper, a hybrid model that integrated the analytic hierarchy process (AHP) with least squares support vector machine (LSSVM) algorithm optimized by grid search (GS) algorithm is proposed. Based on the establishment of the evaluation index system, AHP is employed to pre-process the data and GS is introduced to optimize the parameters in LSSVM, which can avoid the randomness and inaccuracy of parameters' setting. The results demonstrate that the combined model is able to be employed in the comprehensive evaluation of the cleaner production in the thermal power plants.
