Modern enterprises should concentrate their efforts on continuous improvements in focusing their development in the core areas of business and to reduce their expenses and to enhance the quality of service for customers. The enterprises should focus on their core business while outsourcing the non-core areas of business to external specialists for the purpose of reducing cost. In South Korea, the enterprises are becoming increasingly interested in outsourcing their logistics function, especially in using IT technologies to the 3PL. The underlying reason for this trend is because the logistics costs of Korean businesses are much higher than that of other advanced countries. This higher logistic costs weakens the price competitiveness of Korean companies in the overseas export markets and even dampening the balance of international trade. Domestically, the higher logistics costs have the effect of raising prices in the local markets and thus affecting the local economy. Therefore a solution is urgently needed to save the logistics costs for the Korean companies in the interest of increasing national competitiveness. Outsourcing to the 3PL is becoming an attraction solution to this problem. Thanks to the increasing supply of professional logistics companies, many of the enterprises are switching to the Third Party Logistics. Nevertheless the enterprises do not yet utilize the integrated third-party logistics services on a full scale. This study analyzes present conditions and problems of the domestic third-party logistics market and suggests directions for future development. To solve the problems in the domestic third-party logistics market, four actions are recommended. First there should be new supporting policies in the laws and regulations and a system for small and medium sized companies to grow. Solutions to structural problems such as abnormal multilevel merchandising, illegal operation of private cars, and freight dumping should be implemented concurrently. Furthermore, standards for new companies entry into the market should be enhanced to allow only the competitive distribution companies to enter the market. Second, development of variety of educational programs is needed through establishing human-resource development system and specialized formal educational institution focused on this market. Third, the third party distribution companies, which seek long-term relationships with the owners of goods, should endeavor to strengthen their communications capability. Fourth, adoption of high-tech distribution system and the advent of U-Logistics, making use of RFID is urgent. This study has the limitation of objectivity because it does not include various comparative case studies about companies relating to the Third Party Logistics and domestic franchise companies. However, this study is significant to the extent that it analyzes the general present conditions and the problems of domestic Third Party Logistics and suggests recommendations for revitalization of Third Party Logistics. For future studies, analyzing the successful cases of international third party logistics companies' empirical data and studying the application into domestic franchise companies would improve the objectivity of the results. This would assist the domestic third party logistics companies not only to perform excellent domestic logistics function but also to enter into the global market for international logistics.

The purpose of this study was to analyze the distribution characteristics of spatial and temporal PM2.5 in urban areas of Changwon-si, and to identify the causes of PM2.5 by comparing the characteristics of land-use, and to suggest the direction of reduction measures. As the basic data, the every hour average from September 2017 to August 2018 of Airpro data, which has measurement points in kindergartens, elementary schools, and some middle and high schools in Changwon-si was used. Also, by using IDW method among spatial interpolation methods of GIS, monthly and time-slot distribution maps were constructed, and based on this, spatial and temporal PM2.5 distribution characteristics were confirmed. First, to verify the accuracy of the Airpro data, the correlation with AirKorea data managed by the Ministry of Environment was confirmed. As a result of the analysis, R2 was 0.75~0.86, showing a very high correlation and the data was judged that it was suitable for the study. In the monthly analysis, January was the highest year, and August was the lowest. As a result of analysis by time-slot, The clock-in time at 06-09 was the highest, and the activity time at 09-18 was the lowest. By administrative district, Sangnam-dong, Happo-dong, and Myeonggok-dong were the most severe regions of PM2.5 and Hoeseong-dong was the lowest. As a result of analyzing the land-use characteristics by administrative area, it was confirmed that the ratio of traffic area and commercial area is high in the serious area of PM2.5. In conclusion, the results of this study will be used as basic data to grasp the characteristics of PM2.5 distribution in Changwon-si. Also, it is thought that the severe regions and the direction of establishing reduction measures derived from this study can be used to prepare more effective policies than before.

In the past, the purpose of urban landscape planning was to beautify cities. Now, that is changing as cities with their own characteristic identities and images are focusing on the making of livable cities. The subject of international competition is turning from a country objective to that of individual cities. To increase the attraction of the urban image will, therefore, be the most important and urgent policy in all cities. A city without global competitiveness will be demoted to a sub-city. This study intends to suggest strategic ways to improve the urban image suitable for Korean cities by the analysis and classification of the advanced cases in other countries. This study can be summarized as follows: 1. The image of cities is promoted by diverse strategies such as establishing landmarks, making meaningful places, hosting festivals and sports events, and making cultural policies. These strategies can be classified by three factors: the landscape and ecological factor, the historical and cultural factor, and the administrative and economic factor. 2. Korean cities are making efforts to promote their images through a variety of ways. Mega cities in Korea are steadily carrying out projects to use the administrative and economic factor such as expanding the infrastructure, supporting enterprises, advertising and marketing with accumulated capital. However, local small cities mainly depend on festivals and simple events or programs that are of interest but which lack characteristic identity. 3. Cities of advanced western countries are upgrading their images by finding and applying strategic methods to reflect characteristic identity and to keep in step with the changes of the times. On the other hand, cities in Japan try to promote urban image with traditional native festivals and with the making of livable places based on resident participation. The central government in Korea needs to establish a master plan considering the regional balance to improve the image of each city. Local governments should carry out these diverse strategic methods. The task after benchmarking advanced cities with beautiful landscapes will be to find an 'All-Korean Style' and apply it to cities with characteristic image.

High-speed railway raises global interests with the growing concerns on the green development and the green energy. However, since most of the infrastructure investment of Korea was focused on the highway projects for last forty years, the investment on the railway has been limited around 40~50% of that of the highway projects. In addition, due to the world economy crisis and unsatisfactory support of existing policy for the private investment project, the private investment is given a small deal of weight on the social overhead capital investment. Meanwhile, despite the world high-speed railway market is growing rapidly and the Korean contractors have won the international construction contracts over 70 billion USD, past records of railway projects are very rare. Therefore, it is required to develop strategies for encouraging private investment in the domestic market to achieve efficient high-speed railway development and for advancing into foreign high-speed railway market. This study carried out data collection and market analysis for both domestic and foreign market respectively. Through a structured questionnaire survey and expert interviews, contractors' perceptions on the high-speed railway market and needs for the government support are collected. Summary of strategies drawn from this study are as follows: 1) carrying out BTL high-speed railway projects and revising related policies; 2) upwarding incentive level for the private pre-investment projects considering the contractors' credit rating; 3) carrying out Honam-Jeju submarine railway project; 4) establishing a efficient consortium model for foreign market; 5) improving the capacity of the Korea Railway Association that support Korean contractors' foreign advancement; and 6) expand the budget for Global Infra-fund.

Objectives: In establishing policies for agricultural safety, evaluating injury burdens as well as investigating the rates and characteristics of work injury is important. This study investigated the types and characteristics of agricultural injury subjective burdens. Methods: By analyzing the injured farmers identified in the 2013 Korean Farmers' Occupational Injury Survey, the burdens caused by injuries were categorized using one direct cost item (medical costs) and five indirect cost items (including productivity decreases and wage increases). Statistical differences among the burden items were analyzed using logistic regression analysis according to the characteristics of the farmers and their farm injuries. Results: Among the subjective burdens indicated by the 457 injured farmers, disruption to work was most common. The major influences on each subjective burden item are as follows: for the item of disruption to work, age, time of injury occurrence, treatment period, and farming machine use were influential; for an increased family member's burden of farm works, the number of family members and treatment period were influential. Regarding cost burden of treatment, the results varied according to whether or not the patient was hospitalized and annual income. Conclusion: Subjective burdens induced by indirect costs rather than those induced by direct costs were found to be higher in ratio. In regard to each burden item, the results varied according to the characteristics of the farmers and their farm injuries. To support injured farmer, setting goals to reduce indirect cost burdens and preparing concrete methods is necessary.
The purpose of this study is to investigate the causes of the dramatic process in forest policies from July of 1972 to June of 1973. In 1972, the core forest problem calling for an immediate solution was the severe forest degradation such as a low growing stock ($11m^3/ha$) and lots of non-tree forest land corresponding to 12% of total forest land. There could have been various approaches to solve the problem at that time. By the end of 1972, the Korean government was afoot to choose the management-oriented approach to carry out reforestation as a part of forest management. In order to implement this approach, the Korean government established the Forest Development Law enforcing establishment of the Forest Management Corporation as a public organization to carry out forest management in the special development land. However, the Korean government changed the management-oriented approach into the administration-oriented approach to carry out reforestation as a part of forest greening in order to rehabilitate severe degraded forests as soon as possible in early 1973. The Forestry Administration (refer to Forest Service) was transferred from the Department of Agriculture and Forestry to the Department of Interior for the efficient rehabilitation in advance, before the 1st 10-year National Greening Project. After the organization's transfer, the government established the 1 st 10-year National Greening Project aiming to reforest one million ha from 1973 to 1982 to use activities like the national greening campaign and the administrative organization mobilization including police force. Reforestation policy as a part of forest management lost effect due to the greening-oriented approach choice. Moreover, the Government struggled to provide 20 billion won for the establishment of the Forest Management Corporation. After all, on March 5th of 1973, the management-oriented approach dropped a curtain deleting the clauses defining the establishment of the Forest Management Corporation. Park, Chung-hee who was the then president of Korea might have felt the 'time restriction' to lose no time to habilitate degraded forests. Due to his awareness, the approach regarding reforestation was changed into administration-oriented activities. The president's awareness was considered as an invisible cause at that time.
Medical tour can be said to be a new high added-value tour industry of 21st century. The development of varied and distinguished medical tour products by each country will further vitalize the medical tour industry. As the interest in such medical tour increases, it is necessary to analyze the demand and interests of tourists accurately and prepare medical tour products to be provided in order to develop and promote medical tour products. The government considers the medical tour industry as an industry with high expected effects in job creation through promotion of experts in global healthcare industry and national economy development through high added-value creation, and has expanded aid policies in medical tour field with improvement of medical tour immigration system, one-stop service system for medical tourists, and medical tour labor force promotion system. Nevertheless, there are disputes between foreign patients and medical tour inviting businesses, along with medical accident disputes between foreign patients and medical staff and disputes with those working in the tourism industry. This article reviews the types of disputes occurring around the inviting businesses related to medical tours and tried to review the resolutions. Through this, it was found that medical tour inviting businesses have the responsibility to connect the mediated benefits and risks and also the responsibility to process the tasks. Thus, in case dispute occurs due to passive actions from establishing agency agreement to active mediation results, it is difficult to escape the liabilities. Also, in a medical tour agency contract, the inviting business must be aware that it bears the responsibility to explain and advise the details on benefits and risks to foreign patients. The "Guide to arbitration system for resolution of medical disputes with foreign patients" by Korea Health Industry Development Institute Act presents a method to resolve disputes according to the [laws on medical accident damage relief and medical dispute arbitration] in case a dispute due to medical accidents occurs to foreign patients when the foreign patients prepare diagnosis agreement, Whether such method is sufficient to protect foreign patients, however, is thought to require discussions from more diverse perspectives. In order to vitalize medical tourism, the development of diverse products is also important, but the countermeasures against related disputes should also be prepared. Such is expected to contribute to a greater advancement based on trust of foreign medical tourists alongside excellent medical technologies.
The purpose of this study is to set the direction to manage national parks to cope with climate change, and offer basic data to establish the relevant policies. Towards this end, this study analyzed the current and future climate change vulnerability of national parks using the 24 proxy variables of vulnerability in the LCCGIS program, a tool to evaluate climate change vulnerability developed by the National Institute of Environmental Research. To analyze and evaluate the current status of and future prospect on climate change vulnerability of national parks, the proxy variable value of climate exposure was calculated by making a GIS spatial thematic map with $1km{\times}1km$ grid unit through the application of climate change scenario (RCP8.5). The values of proxy variables of sensitivity and adaptation capability were calculated using the basic statistics of national parks. The values of three vulnerability evaluation items were calculated regarding the present (2010s) and future (2050s). The current values were applied to the future equally under the assumption that the current state of the proxy variables related to sensitivity and adaptation capability without a future prediction scenario continues. Seoraksan, Odaesan, Jirisan and Chiaksan National Parks are relatively bigger in terms of the current (2010s) climate exposure. The national park, where the variation of heat wave is the biggest is Wolchulsan National Park. The biggest variation of drought occurs to Gyeryongsan National Park, and Woraksan National Park has the biggest variation of heavy rain. Concerning the climate change sensitivity of national parks, Jirisan National Park is the most sensitive, and adaptation capability is evaluated to be the highest. Gayasan National Park's sensitivity is the lowest, and Chiaksan National Park is the lowest in adaptation capability. As for climate change vulnerability, Seoraksan, Odaesan, Chiaksan and Deogyusan National Parks and Hallyeohaesang National Park are evaluated as high at the current period. The national parks, where future vulnerability change is projected to be the biggest, are Jirisan, Woraksan, Chiaksan and Sobaeksan National Parks in the order. Because such items evaluating the climate change vulnerability of national parks as climate exposure, sensitivity and adaptation capability show relative differences according to national parks' local climate environment, it will be necessary to devise the adaptation measures reflecting the local climate environmental characteristics of national parks, rather than establishing uniform adaptation measures targeting all national parks. The results of this study that evaluated climate change vulnerability using climate exposure, sensitivity and adaptation capability targeting Korea's national parks are expected to be used as basic data for the establishment of measures to adapt to climate change in consideration of national parks' local climate environmental characteristics. However, this study analyzed using only the proxy variables presented by LCCGIS program under the situation that few studies on the evaluation of climate change vulnerability of national parks are found, and therefore this study may not reflect overall national parks' environment properly. A further study on setting weights together with an objective review on more proper proxy variables needs to be carried out in order to evaluate the climate change vulnerability of national parks.

The objective of this study is to suggest basic data for establishing future urban agriculture vitalization policies, by analyzing the preference of urban agriculture types in accordance with lifestyle as the standard of living for urban residents is improved. A survey was conducted targeting residents of nine autonomous regions that have established grounds for supporting the urban agriculture vitalization by enacting an urban agriculture ordinance, among 25 autonomous regions of Seoul. It aimed to verify a causal relationship between lifestyle and preferred activity of urban agriculture. In the results of the study first, a 'Health pursuit-type' was significant within the 'urban type' urban agriculture. These urban residents, pursuing safe food and health, actively participated in urban agriculture educational programs, and also preferred urban agricultural activities such as planting plants, landscape crops for the improvement of natural scenery in the downtown, and also participating in urban agriculture fairs. Second, 'Leisure activity-type' was significant with the 'House advantage type' urban agriculture. Urban residents mostly emphasizing hobby and leisure activities preferred the 'House advantage type' urban agricultural activities such as tending a vegetable garden in indoor life or using the veranda space of an apartment. Third, 'Health pursuit-type' was significant with the 'Schooling type' urban agriculture and 'Farm and Park type' urban agriculture. Urban residents pursuing health preferred tending an educational-type vegetable garden and educational farm connected to schools, running private farms outside of the downtown, and actively participating in urban agriculture park. Fourth, 'The neighborhood type' was significant with the 'Schooling type' urban agriculture. 'The neighborhood type' urban residents preferred actively participating in diverse urban agriculture education activities. The significance of this study is to examine the tendency and preferred activities of end users of urban agriculture by suggesting the necessity of viewing urban agriculture from the aspect of a consumer, and then examining the influential relationship between lifestyle and preference of urban agriculture-types.
The study was intended to investigate how dentists in private dental clinic thought on the present claim and review of dental insurance to reflect it in future establishing dental insurance policies. 1,465 dentists who were running own dental clinic in Pusan Metropolitan City and the south part of Kyungsang province were surveyed in February, 2004. A total of 406 copies of finished questionnaire were finally retrieved and analyzed. The findings are as follows. 1. About insurance claim affairs : Most of the subject of insurance claim was by dentist himself or dental hygienist(nurse). Agency claiming was carried under 20% of total insurance claim. 2. The degree of attendance on insurance lecture : The degree of attendance on insurance lecture was relatively low. 3. Filing a protest against insurance claim : Filing a protest against insurance claim was reavealed about half-and-half for "have been" or "have not been". 4. Private clinic dentist,s opinion about the regulations affecting review of dental insurance : Private clinic dentists opinion about current guide for insurance review of dental fee was“the guidance is difficult and unfair cutback of claim fee may be carried”. 5. The affairs about health insurance review agency : About 70% of private clinic dentists have dissatisfaction on health insurance review agency. 6. Standpoint of private clinic dentists about issuance of receipt for dental fee : About 70% of private clinic dentist have an difficulty in issuance of receipt for dental fee. 7. 일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.

1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
