A development of indicators for public construction technology policy evaluation (공공건설기술 정책평가를 위한 지표 개발에 관한 연구)

  • The government has performed various countermeasures and policies for the efficiency of Construction Industry. However the analysis of the policy performance is not satisfied. In the study we benchmarked the construction performance evaluation system and indicators which was performed by advanced countries like the United States and the United Kingdom. So we suggested indicators for measuring performance of public construction cost saving strategy performed in 2008 by the Ministry of Land, Transport and Maritime Affairs. This paper will provide the basis for establishing future construction policies or plans.

  • Korean government has developed and implemented a five-year master plan in order to enhance construction technology competitiveness and its level of development. However, without detailed assessment of past plans it is not likely to retain feasibility and sustainability of a new five-year plan, This study analyses adequacy of the 4th five-year master plan in terms of evaluation strategies such as indicators, methods, targeted performance through benchmarking various construction policies utilized by developed countries. In addition, this manuscript provides the basis structure and critical factors for establishing future construction policies or plans.

A Critical Literature Analysis of Library and User Privacy

  • This research aims at identifying through literature analysis the extent of past research related to the protection of personal information and privacy of library users. This study was conducted in 3 stages of literature analysis suggested by other researchers, including Powell (2005). First, I found and collected literature related to personal information and library user privacy. Second, I reviewed the collected literature and identified detailed subjects and core concepts. Third, I analyzed the core subjects, main discussion points, and related examples shown in those papers divided into 7 subgroups. I examine library privacy from various angles through literature analysis, and the results of this paper would be useful for establishing library privacy policies and developing guidelines for librarians.

  • The study has tried to address particular situations relating to HRM. In my paper I give suggestions based on the present state of Korean Corporations. They are from 2 view points. These view points include the level of vertical fitness as a basic task of strategic human resource management and the level of empowerment to the line managers. This study could be defined by examining the following question: What are the contingent factors and organizational policies that enable us to foresee levels of strategic integration and empowerment? We seem to require the wisdom of human resource management for establishing the foundation of presenting a standard.

Heritage Preservation by Revitalization in Hong Kong: Exploring the exemplary works of historic buildings

  • This paper examines the issue of heritage preservation by revitalization based in Hong Kong and in particular highlighting the ways in which preservation and urban development can be complementary forces instead of in opposition. Hong Kong and its architectural history is briefly discussed, before explaining the relevant Government measures that are in place with regards to built heritage. The statutory bodies and the level of protection given to heritage buildings are key factors in establishing a basis for the notion of Hong Kong's heritage preservation policies and as such are important to consider when determining any future urban development. Successful revitalization projects will be discussed which are all direct consequences of Hong Kong's more recent change in policies towards heritage preservation.

  • In this study we propose a model of optimal retirement, consumption and portfolio choice of an individual agent, which encompasses a large class of the models in the literature, and provide a methodology to solve the model. Different from the traditional approach, we consider the problems before and after retirement simultaneously and identify the difference in the dual value functions as the utility value of lifetime labor. The utility value has an option nature, namely, it is the maximized value of choosing the retirement time optimally and we discover it by solving a variational inequality. Then, we discover the dual value functions by using the utility value. We discover the value function and optimal policies by establishing a duality between the value function and the dual value function. The model and approach offer a significant advantage for computation of optimal policies for a large class of problems.

  • Farm succession in the next generation has profound implications for the future structure of the agricultural industry and the procurement of agricultural human resources. Therefore, this study sought to suggest the policy directions for farm succession through investigating the foreign policies and comparing it with Korean policies. The followings were derived from the comparison analysis. First, support is required in establishing master plans for farm succession from operators to successors. Second, it is needed to develop and disseminate effective model for farm succession. Third, an assistance policy for farm households without successors should be initiated. Fourth, the fragmentation of farmland ownership should be counteracted.

Occupational Accidents and Injuries for Moving Helpers

  • Objective: This study aims to analyze occupational accidents of moving helpers by work place type which means the type of residence where moving operation is done. Background: Most efforts have been focused on the industry base comprising various occupational spectrum and provided industry general preventative policies. But occupation specific policies are required for the workers involved and will reduce the occurrences of occupational accidents for the workers subject to similar working environment and process. Method: This study analyzes 208 non-motor vehicle collision related occupational accidents of moving helpers working for used household and office goods moving industry occurring from 2010 to 2012. Accident Type, agencies, event or exposure, parts of body affected are characterized by work places according to the work environment. Results: Accidents characteristics showed the difference between high-rise type and low-rise type on the size of enterprise, age, gender and work experience of the injured. Also the accident type, source of accident and parts of body affected are different between the two work place types. Finally, Accidents occurred on the specific operational processes of moving service also showed different characteristic between the two types. Conclusion and Application: The findings of accident characteristics according to workplace types and operational process of moving service can be used as baseline data for establishing systemized preventative policies for occupational accidents of moving helpers.

Estimation of the Demand Function of the Information and Communication Construction Business

  • The smart convergence environment, in which all industries are converged around ICT infrastructure -- with the eventual inclusion of both industry and culture -- looms. With the emergence of new convergence industries such as smart medicine, smart cities, and smart automobiles, the ICT infrastructure is recognized as the foundation of the overall economy. As such, the importance of the next generation of information and communication construction businesses, which constructs the ICT infrastructure, is highlighted under the smart convergence paradigm environment; various multilateral policies to foster the information and communication construction business -- led by the Ministry of Science, ICT, and Future Planning -- are being implemented. Like other infrastructure industries, however, the estimation of the demand function of the information and communication construction business overall is essential for effectively establishing promotional policies for information and communication construction businesses. However, there has been no study which theoretically estimates the market demand function in the information and communication construction business thus far. The pursuit of a creative economy is a national agenda, as the significance of accelerating the ICT infrastructure is emphasized. Therefore, this paper seeks to estimate quantitatively the demand function in the information and communication construction business using empirical data and a statistical model and then to present policy implications which will aid the development of the information and communication construction business.

An Analysis of Departments at Korean Junior Colleges in the School Year 2001 : Centering on Management-related Departments (2001 전국 전문대학 학과개설 현황분석 : 경영관련 학과를 중심으로)

  • Recently junior colleges in Korea have been working to meet changes in industrial and educational surroundings by establishing new departments, integrating and abolishing existing ones, or adjusting departmental quotas. These endeavors need to be based on an analysis of industrial policies, both national and international, and of the industrial trend of the region in which the particular college is located. They also need to take into consideration change in educational policies and the direction of the college's specialization. This study aims to provide some foundation materials for these endeavors. As a result, it has considered changes in industrial and educational surroundings and analyzed the whole spectrum of departments existing at Korean junior colleges, with a focus on business-related ones. In the course it has taken a look at the division system, presently a hot issue regarding the restructuring of the colleges. To summarize, each college offers departments, having taken into consideration its regional, industrial, and educational environments. The result of this study may be utilized by colleges when they establish new departments, integrate and abolish existing ones, and adjust departmental quotas. When they utilize the result, the colleges are advised to consider changes in the structure of industries and manpower, those in educational policies, and the direction of their specialization.
