Present Status and Future Vision of EIA for Railroad Construction Projects (철도건설사업 환경영향평가의 현황과 과제)

  • After the Rio declaration on environment and development in 1992, developed countries are undertaking 'environmentally sustainable transportation (EST)' projects. To meet the needs for EST, current transportation policies in Korea are rapidly reforming and one of its concerns is modernizing and upgrading railway freight system. Planning new railroad construction projects is increasing and subsequent environmental impact assessment (EIA) demands improvements, especially in both the EIA and decision making systems. In this paper, we discuss the present status of EIA for railroad construction projects, especially, by analyzing the EIA documents accumulated for last six years. The EIA for railroad construction projects .accounts for only $4.9\%$ of total project EIAs during 1998-2003. However, the portion is gradually increasing. Major environmental concerns for EIA in railroad construction projects were geomorphological and ecological changes, protection of rare organisms, air pollution, water quality, wast management, noise, etc. We also compared the characteristics of environmental impacts of railroad construction with those of vehicle road construction. The result shows that railroad construction usually requires 3${\~}$4 times longer tunnels and bridges for a given length than vehicle road construction. In addition, the amounts of geomorphological and ecological changes (road-cutting, embankment, devegetation, etc.) in railroad construction were generally less than $40\%$ of those in vehicle road construction. In order to develop environmentally friendly railway systems, monitoring studies for environmental impacts of railroads such as habitat fragmentation and road kills, dispersal of alien plants, tunnelling effects on groundwater and vegetation, and noise impacts are highly required.

  • The LOHAS trend is based on a present and future culture with a sustainable influence on the life of modem humans. This study examines the LOHAS trend to create a design that is practical and reflects a notion of LOHAS in quality. Design making is selected with three sub-themes under the concept 'With Us, Nature & High Touch' and the dress design that is suitable to the type and purpose of the parties following the concept. Theme A, "Neo-Classicism" is for a reception party. It made efficient use of 'Type of environmentally friendly material practical use + Type of multi-function design + Type of order production + Type of society morals design'. Theme B, "Between Virtual & Reality" is for a wedding reception. It made efficient use of 'Type of environmentally friendly material practical use + Type of multifunction design + Type of retrenchment design + Type of order production + Type of society morals design'. Theme C, "Arty Illusion" is for a cocktail party. It made efficient use of 'Type of Re-design + Type of nature motive practical use + Type of the higher sensitivity pursuit design + Type of order production + Type of society morals design'. This study explained that nature, environment, and a sense about society are put to practical use in fashion design through the creation of a fashion design to apply a LOHAS fashion design notion and a special quality.

Railroad construction usually requires longer tunnels and bridges for a given length than those for vehicle road construction. In addition, the amounts of geomorphological and ecological changes (road-cutting, embankment, devegetation, etc.) in railroad construction were generally less than 50% of those in vehicle road construction. To develop environmentally friendly railway systems, monitoring studies for environmental impacts of railroads such as habitat fragmentation and road kills, dispersal of alien plants, tunnelling effects on groundwater and vegetation, and noise impacts are highly recommended.

  • This study was carried out to investigate the sustainable agriculture of no-tillage technique including recycling of the ridge and the furrow of a field for following crops in Korea. No-tillage systems affect soil physical properties such as three phase (solid, liquid, and air phase) and distribution of soil granular. Solid ratio of subsoil in 3-year of no-tillage (NT) treatment was remarkably lower than that in conventional (CT, 2-year of no-tillage + 1-year of tillage) treatment, while air ratio of subsoil in NT remarkably increased. Bulk density of subsoil in NT remarkably decreased. Porosity of subsoil in NT remarkably increased. Deviation of air phase, bulk density, and porosity of top soil and subsoil in NT remarkably decreased in NT compared with CT. Solid phase ratio and liquid phase ratio in NT and CT had positive (+) correlation. Solid phase ratio and air phase ratio in NT and CT had negative (-) correlation, also liquid phase ratio and air ratio had negative (-) correlation. Bulk density and liquid ratio in soil had positive (+) correlation at top soil and subsoil in NT. Bulk density and air ratio in soil had negative (-) correlation in NT and CT. Porosity and liquid phase ratio had negative (-) correlation, r =1), the significant value was lower in NT than in CT. Porosity and air phase ratio had positive (+) correlation (r =1).

Study of Consumers' Perceptions of Eco-friendly Agricultural Products and Policies by Group (친환경 농산물 소비자의 집단별 소비특성 및 정책에 대한 인식연구)

  • The goal of this study is to promote the spread of environmentally friendly agricultural products, which have been receiving a lot of attention lately, as a way to improve food safety and quality. As a result of the increased labor input, increased production costs, and an aging population, environmentally friendly agriculture is making it more difficult for farmers to expand their enterprises. In the meantime, consumers find it difficult to spread eco-friendly agricultural products due to their high expectations for safety and quality, as well as the desire to purchase products at a reasonable price. Previous studies have revealed differences in perceptions between eco-friendly agricultural producers and consumers. In light of this, this study divided consumers based on their characteristics (such as age, purchase history, health concerns, etc.), and different policies were proposed in order to increase purchasing factors for each group based on their characteristics. In order to gather information for this study, general citizens were asked about their perceptions of eco-friendly agricultural products, future purchase intentions and awareness, reliability, necessity, purpose, and information sources. A two-step clustering analysis was conducted using nominal and continuous variables simultaneously. The paper presents the three derived group differences (senior organic interest group, middle-aged organic interest group, and indifferent young organics) as well as group differences for the purchasing/non-purchasing factor analysis and policy improvement for each group. An eco-friendly agricultural product distribution proposal was made at the end of this article.

  • The logistics industry is becoming increasingly important as it is closely linked to our daily lives, storing and transporting the goods and resources that businesses and consumers need. With its growing importance, the logistics industry strives to provide efficient and sustainable services through innovations and artificial intelligence are being used to optimize logistics networks, make transport more environmentally friendly, and more. Research and improvements are being undertaken in various domains, such as logistics network optimization and environmentally friendly transportation through technological innovation and artificial intelligence; however, there still needs to be more research in certain aspects of the logistics industry. In particular, devising an optimized stowage plan for vehicle carriers, considering various factors, involves a significant degree of complexity and remains an under-researched area. This paper studies the loading and unloading algorithms that enable to quickly and efficiently establish stowage plans for vehicle carriers, reflecting a variety of considerations and rules for stowage planning.

  • Urban design claiming the notion of 'Sustainability', which inevitably includes ecological complexity, is normally geared towards the reflection of environmentally-friendly technical guidelines in the existing planning process. Although physical planning should be combined with economic, social, cultural, environmental issues, and policies, it is conducted conventionally as the sum of the closed sectoral approaches of planning. To overcome this limit, Design Charrette was invented for sustainable urban design or community design, which should consider the complexity of diverse issues. This design process unveils complicated and divergent problems and a variety of stakeholders participate in the integrated design simultaneously and cooperatively. Because Design Charrette must also be a process of agreement, it is used for sustainable community design. The aim of this study was to introduce Design Charrette as an alternative of Korean sustainable urban design, which is regarded as 'making guidelines related to green principles'. For such a purposes, the definition and differentiation of Design Charrette will be explained with an analysis of the introduction background, benefit and procedure. The contents, system and process of Design Charrette will be analyzed through case studies in Canada, where this method of design is widespread. In the last part, the implementation system (the comprehensive system of organization / content and direction of planning / process and output) will be deduced after concentrated analysis of one respected case, 'Sensitive Urban Infill Charrette' of the City of Surrey. This implementation system will be a crucial reference to develop Korean Design Charrette.

  • Coastal settlements have a diversity of tangible or intangible local assets and are environmentally sensitive areas. The value of tangible or intangible local assets is often overlooked and there is no enough consideration for the inhabitants who have a various and acute stake in the development process of coastal settlements. The development of coastal settlements without consideration for the local circumstance, resident's needs, and local characteristics makes it difficult to achieve sustainable regeneration. There are also alienation, conflicts, and the loss of a authentic sense of place because of physical oriented development without regard to the social, economic, and cultural aspects. This research defines the components and types of coastal settlements and draws the characteristics of them around the fishery ports in Busan in the aspect of sustainable regeneration. It will be the important methods for an integrated regeneration including not only spatial and physical regeneration but also social and economic regeneration which has the preservation of local culture with living conditions, local economy activation, and community building. It will also provides the bases of sustainable development, attractiveness, and competitiveness of coastal settlements.

A Review on The EIA System of Each Country and Its Implication (각국의 환경영향평가제도와 시사점)

  • Since the announcement of the Rio Earth Charter in 1992, the Environmental Policy of each country has changed a lot. That is, it aims at compatibility of nature and humans, and preservation and development of environment. It has changed a goal from the past direct regulation and post-treatment to 'sustainable development'. To overcome world-wide environmental problems such as changing global climate, various political means such as economic incentives and pre-prevention policy such as environmentally-friendly productive process, effective use of resources, minimized generation of waste have been developed. As environmental problems which are growing serious began to threat survival of human beings, they must be globally managed rather than by a single country. Therefore, this study is to speculate the EIA System of each country for environmental protection based on such recognition of problems.

  • 환경교육의 목적은 환경문제점에 대하여 자각하고 관심을 가지며 현존하는 문제점들에 대한 해결과 새로운 문제점의 예방을 위하여 개인적으로나 집단적으로 일할 지식, 기술, 태도, 동기 그리고 책임에 대하여 교육시켜 가는데 있으며 이와 같은 목적을 충족시키기 위하여 환경교육의 대상이 되는 개념으로서 경제사회발전과 환경보전의 조화라는 관점에서 관심을 모으는 ESSD개념은 유엔이 국제환경보전운동의 지침으로 삼고있는 환경적으로 건전한 지속적 개발(Environmentally Sound and Sustainable Development)개념으로서 개발은 환경용량의 범위 내에서 추구되어야 하며 지속성의 관점에서 정부와 모든 국민들은 그들 자신의 복리는 물론, 그들의 후손을 위해 환경을 보전하는데 공동의 노력을 쏟아야 할 윤리적 가치를 강조하고 있다. 우리나가가 현재 직면하고 있는 환경문제를 ESSD개년의 도입과 실천을 통하여 해결하고자 하는 의지가 있어야 할 것이며, ESSD개념에 입각하여 인관과 환경간의 관련성의 새로운 개념에 대한 인식을 국민모두가 갖도록 하는 환경교육을 통하여 환경에 관한 가치가 개개인의 생활양식은 물론 기업 환경의식이나 정부의 의사결정 과정에 구현되어야 할 것이다. ESSD개념은 환경교육에서 환경보전과 경제사회발전이 어떻게 양립될 수 있는가를 강조하는 것이 되어야 할 것이며 학교환경교육이나 일반성인을 대상으로 하는 환경교육에서는 물론 정치적 관심이나 각 부처간의 이익을 초월하여 개발과 환경보전을 역동적으로 통합시킬 수 있도록 입법부나 행정부처의 공무원을 대상으로 하는 환경교육에도 포함되어야 할 것이며 환경문제에 관련된 전문가를 교육하는 현행제도를 재평가하여 단지 단기적인 현실만이 아니라 ESSD개념에 바탕을 둔 장래 개발문제에 대처해 나갈 수 있는 환경전문가를 위한 교육과정의 설계와 교육방법론의 체계적인 연구조사가 있어야 할 것이다. 이러한 환경교육의 중요성에 대하서는 의제 21, 지방의제 21 그리고 인간정주 의제서에 계속적으로 강조되어왔으며 국내에서도 이에 대한 체계적인 차원에서의 대응이 준비되고 있으며 이에대한 많은 각별한 관심과 참여가 요구되어진다.
