There is to solution the environmental data which the importance is seriously taken into consideration in the the 21st century that is set up whether or not be a welfare society advanced country according to quality of life elevations through environments in question to a preferential assignment for an environmental control will decrease of measures, and be proceeded so as to be urgent. However, shall get measurement of a correct environmental pollution duty and reduction measures stopped on bases of the data which there is reliability, and decrease excessive pollution than what, and may overcome efficiency of waste of cost environmental pollution management. Environmental pollution data collected are regarded as important, and, specially, a collection of environmental data forecast a pollution circle, or to analyze future development is important very at an environmental policy decision or decision making step to be national besides pollution reductions.
After the implementation of the total pollution load control system, the effect of improving river water quality by expanding investments in basic environmental facilities, inducing operational efficiency, and reducing the load of various pollutants was clear. However, since the implementation of the system, the management of non-point pollutants has been neglected; management focused on specific substances (biochemical oxygen demand (BOD) and total phosphorus (T-P)) and lacked specific cause analysis and action plans, failed to establish a relationship between water quality and pollution load, failed to reflect stakeholder demands for river water quality management, and failed to apply technical conditions. Therefore, to overcome the limitations raised and achieve a practical and efficient advanced total pollution system, the current system was partially improved and will continue to be improved. This study analyzed the performance and limitations of the total pollution system and introduced recent improvements and the contents that are being improved. The main contents included reducing emissions and reduction monitoring, using water quality tele-monitoring system (TMS) data and self-measurement data, adding population-inducing facilities, and adjusting regional development projects from 20 to 30 multi-family housing units, currentizing each pollutant source according to the roadmap. If the system is improved in a developmental direction and responds to various changes, it will be a more practical and effective policy.
Water quality of the Lake Youngrang in the Sokcho City is eutrophic. Jangcheon is the largest inflow source to the lake. Major pollutant sources are stormwater runoff from resort areas and various land uses in the Jangcheon watershed. A storm sewer on the southern end of the lake is also an important pollution source. In this study, water quality modelling for Lake Youngrang was carried out considering the rainfall-runoff pollution loads from the watershed. The rainfall-runoff curves and the rainfall-runoff pollutant load curves were derived from the rainfall-runoff survey data during the recent 4 years. The rainfall-runoff pollution loads and flow from the Jangcheon watershed and the storm sewer were estimated using the two kinds of curves, and they were used as the flow and the boundary data of the WASP model. With the measured water quality data of the year 2005 and 2006, WASP model was calibrated. Non-point pollution control measures such as wet pond and infiltration trench were considered as the alternative for water quality management of the lake. The predicted water quality were compared with those under the present condition, and the improvement effect of the lake water quality were analyzed.
As the public interest in environmental issues increased, the "Act On The Integrated Control Of Pollutant-Discharging Facility" was enacted. Through the integrated environmental pollution prevention act in which 19 industries with large environmental impacts are sequentially applied, pollutants can be managed in a medium-integrated manner and integrated permission of the business unit is possible and BAT can be applied to enable a scientific and proactive environmental management system. In order to facilitate the implementation of integrated environmental pollution prevention act with these advantages, the BAT BREF should be published, modified and revised every 5 years considering the level of scientific development. This study reviewed the issues to be considered in applying BAT and the types of BAT and focused on presenting improvements and development direction when revising and supplementing the standards in the future based on these contents. For this purpose, when revising the standards, it will be necessary to reflect on the domestic situation, to expand the TWG(Technical Working Group) of small-scale workplace experts, and to exchange opinions with business places that have similar processes for each waste type through a systematic total inspection. In addition to these methods, by establishing a resident participation system through information disclosure, it is expected to be used as a guideline for environmental management of business places not subject to integrated permission of less than 3 types as well as those subject to integrated permission.
The current Total Pollution Load Control (TPLC) sets the Target Water Quality (TWQ) by utilizing the delivery ratio, unit loads, and water quality modeling, it also allocates the watershed's permitted discharge load. Currently, common target pollutants of every unit watershed in TPLC are BOD and T-P. This study has reviewed the 1th and 2th of TWQ setting process for the Nakdong River 3th TWQ setting in Total Pollution Load Control (TPLC). As a result of review, 1th and 2th were divided into one management basin (mulgeum) for setting management goals. However, 3th was divided into six management basins (mulgeum, gnagjeong, geumho river, nam river, miryang river, end of nakdong river). The principle of management goal setting were to achieve the objective criteria of Medium Areas for the linkage of the water environment management policy. And Anti-Degredation (principle of preventing deterioration) were applied to the 3th TWQ. Also, additional indicators were considered in accordance with the reduction scenarios for the final management goals.
The success of 3M's worldwide Pollution Prevention Pays (3P) Program convinced 3M's top management that the program should be expanded into a comprehensive environmental management system called 3P Plus. The emphasize of the 3P Plus program is to continually minimize the environmental impact of 3M processes, products, and operations to include energy management, resource recovery, and other initiatives. 3M's experience with the 3P and 3P Plus programs will be described. 3M's experience can serve as a model for other multi-national companies interested in sustainable development and economic growth with environmental protection.
This study was conducted to grasp the effect of afforestation of cut slope using coir blocks on the improvement of scenery and the management of non point pollution source. Total four experimental tanks such as general soil slope, coir blocks, installation slope, slope refilling the inside of coir blocks slope with pebble, slope refilling the inside of coir blocks with soil and plant were installed, pollution source water was supplied and the possibility of reduction management of non point pollution source was analyzed at four items of COD, SS, T-N, T-P and main results drawn from this study are as follows. In conclusion, biodegradable materials like coir blocks and soil and plant layers are judged to be helpful in reduction management of non point pollution source inflowing to water space from land area. Thus, the reduction of non point pollution source occurring at land area is thought to be fully controlled at the cut slope, the space prior to inflowing to water ecological space like a stream or a swamp area.
This paper proposes an optimal incentive scheme for environmental pollution and output control in oligopoly markets under asymmetric information situation where the regulator has no information about each firm's technology on output productions and pollution abatements. We compare two interesting optimal incentive schemes (one is static model previously proposed and the other is dynamic model suggested in this paper), analyze features of these schemes, and carefully discuss its relevances to other schemes.
It is desirable that implementation assessment (IA) should be carried out efficiently in order to make successful progress of Total Maximum Daily Load (TMDL) in watershed management. There are many difficulties in the process of the implementation assessment because of the early stage in the application of TMDL in Korea. This study reviewed the present status of IA and proposed the methodology of its improvement such as flexible application of TMDL ledger, and standardization of assessment index and criteria. The deficient time for assessment period could be corrected by the consideration of the post-procedure after the submission of IA report.
To deal with the water pollution arising from the construction site, this study raises the issues of management and laws and it suggest the efficient way to reduce water pollution by through the case studies. In order to study, seven cases were selected from "Construction Environmental Management Best Practice Competition" co - sponsored by Construction Association of Korea and Construction Environment Association. As a study result, there are problems that depending on the characteristic of the construction site environment simple alone settling facilities can not handle muddy and dirty water generated by the construction site. However, when the construction site applied improved water pollution control facilities with reflecting the characteristic of muddy and dirty water. The problem can be solved moreover it can achieve exceeded emission standard. Therefore new regulations and management with water pollution control facilities considering characteristic of environment is needed to cope with water pollution arising from the construction site.
