Principles of War under the NCW environment (네트워크 중심전(NCW)하에서의 군사작전 원칙)

  • War has been existing with human history. There seems to be two approaches of war study. One is to deter war among politicians, the other is to get victory in a war among soldiers. Many scholars and soldiers tried to find out the way of victory at war, that is, the major factors of victory at war. They found out some factors that dominate the victory of war through numerous experiences of war, and we call it 'principles of war'. The principles of war which we are using has been shaped during past three centuries. But, nowadays rapid change in the environment of war has brought the change of features of warfare and method of waging war. NCW may be the most typical example of new environment of war. The Iraque War may be the most recent modem war performed under the NCW environment. And the Iraque War brought up the need of new principles of war adaptable to the NCW environment. This article is focusing on new principles of war that comprehends future wars. I suggest that some principles of war which we are using should be supplemented to be understood its own conception, and new principles are needed such as principle of paralysis, principle of synchronization & Integration.

  • The principles of military operations(principles of war) are the fundamental principles ruling warfighting that made based on the experiences of wars from the time of ancient Greeks to the World War II. Recent wars such as Iraq War showed us the change of environment of war and the style of waging a war. It is believed that future war will be executed with the style of Rapid Deceive Operations, Effect Based Operations, Network Centric Operations. Therefor the principles of war which we use should be reconsidered whether it is useful or not in future warfare. By considering the present principles of operation which are using in many countries and analysing the style of waging future war, we suggest new principles of operations : principle of gravity, principle of mass and dispersal, principle of disturbance, principle of speed, principle of paralysis, principle of synchronization and integration, principle of leadership, and principle of information.

  • This study aims to describe the brief history of war reporting by Korea press and investigate the problems and reform measures of war coverage suggested by journalists who have experienced and covered the war. Although Korea press had 50 year war reporting history, it lacks knowhow about war reporting and systematic support for war coverage. Its main reason is that Korea press tend to dispatch war correspondents habitually without training them sufficiently. In addition, war journalists cover the war based on their environment and personal experiences. Dispatching journalists who have few experiences in war reporting to conflict region is another problem of war reporting by Korean press. To overcome these problems, Korea press need to manage journalists' pool who are well informed of or accustomed to Islam culture and region. Cultivating experts who are familiar with international issues or troubles are also necessary for vivid war reporting.

Methodology for surface to surface war-gaming (해상 워게임 방법에 관한 연구)

  • The goal of tactical war-gaming is to create an environment for two opposing teams allowing them to make tactical decisions that would correlate with the decision which they would make under the same circumstances while at sea. Therefore the real time war-gaming methodology should be developed to achieve the goal of tactical war-gaming. Surface to surface engagement models for the real time war-gaming such as maneuvering, tracking and damage assessment models were discussed in this paper. Concurrently system flow diagram to aid war-gaming effort was suggested in appendix.

  • Development of science technology, computer network and software technology has not only changed various areas of the society, but also brought rapid change in the condition and the way of performing war. Historical lessons learned from the war in Iraq tells that military capabilities corresponding to the new paradigms of war needs to be assured in order to preserve national interest and take victory in future warfare. Thus, the performance in the latest war in Iraq, the estimated performance in future war and the performance of war in the Korean Peninsula has been put together and analyzed to indicate the direction our force should be built and the structure to be improved. Under all circumstances and threats the military must defend our nation and territory. When war breaks out the military must perform it's basic duty to end war by decisive operations. As the saying is "To preserve peace, prepare for war," continuous increase of military strength and improvement of military structure corresponding to the change of national security environment and weapon system is necessary.

A Technic to Improve and Implement Virtual Environment Grid Information in War-game Model (워게임모델의 가상환경격자정보 개선과 구축 기법)

  • We studied on a technic to improve and implement the virtual environment grid information in the war-game model. The virtual environment data are categorized into ground, sea, and air, and separatedly managed and operated. The data are implemented and managed in the geographical information and topography type information. The geographical information, including grid location coordinate and sea level, are managed in computer files as a grid type. We improved the representation of the sea level by mapping the sea level value of the grid information file into GCV and suggested the dynamic virtual environment implementation technic for the region with the large range of tide. In the experiments, we could know that it is possible to adopt the dynamic virtual environment to the war-game model.

  • If one were to say that war is political in its nature, then war could be one of the several ways of achieving political goals. Thus, the aspect of wars will, in certainty, be altered by the changes in political environment. Wars in the past broke out mainly due to ideological differences that ran to extremes and were of high intensity. However, wars today show such restraints as controlling them beforehand or during the war in anticipation of the post-war situation. The trend of ideas to actualize such wars in the effective operation of airpower is on the rise. Airpower normally possesses speed and operative flexibility as well as capability of destruction, so it is possible to destroy the politically declared targets clearly. Previous airpower was merely employed as means of helping to vertically detouring the spatial obstacle that the ground forces encountered. Over the years, due to the speedy improvement of aviation technology and of ideas concerning wars in space, more advanced application has been developed. but they also were nothing more than an auxiliary role to facilotate the ground forces, that needed a longer effective range of firepower and did not become forces with the right of self-determination, that is, the fact of decisive war that makes its outcome. However, under transitional strategic environment like that of the present, Airpower possesses not only the capability to operate as a decisive means of war but also as theories to support it. The advancement in air technology has enabled supremacy over targets in depth, and the development of electronic technology has empowered the improvement of degree of destruction but also triumphant war by means of an overwhelming supremacy in a relatively short period. Thus, the method of systematic destruction that accomplishes the stated goals while rejecting the damage of accumulative destruction has been realized. The progress of such a concept has also proved that the counter-force strategy that has been developed in nuclear strategy is useful in conventional warfare as well. Therefore, it can be said that the under today's strategic environment airpower is an outstanding means of military strategy that can deeply affect to achieve the national objectives.

  • This study attempted to identify the ethical principles of nurses who realized care in the war field with a nurse's unique professional spirit, and to explore a more specialized and subdivided concept of ethical nursing in the future. War has occurred frequently in history, and the outcome has always been tragic. There are always different opinions about what it means to discuss the ethics of these wars. Despite these controversies, the ethics of nursing, which always takes care of the sick at the scene of war, is interpreted regardless of war. The ethical spirit of nursing is to respect life and take care of those who need help. Whether the person asking for help is a soldier or a civilian, it doesn't matter where it is or what the purpose of the war is. Nursing practiced nursing based on the principle of bioethics for all, even in war scenes where there was no ethical reference point. This study explains that it is necessary to inherit the spirit of nursing, which practiced ethical care even in such cruel scenes of the past, and to protect the ethical fundamental spirit of nursing even in the changing environment in the future society.

  • The Korean military has developed and operated computer, network, communication technologies as well as war game models to strengthen the national defense M&S continuously. In particular, lots of projects for developing models for drill/training, analyses, and acquired fields are being conducted in the military. However, it needs to look into the actual conditions and seek for strategies to develop the national defense M&S. First of all, in the field of war games, various national defense architectures have been built, including war and information environment architectures starting from the resource architecture in 2006. However, the function of drill and training is limited, so additional war game architectures are required to be built. To build joint war game architectures available as an effective verification tool to implement plans of the national defense and war architectures, this study examines the actual conditions of the current war game systems and suggested building joint war game architectures.

  • War game Simulation System is a simulation system of military operation. In order to ensure all of the data that are running are secure, this system has to emphasize the security policy. In this paper, we analyze the running environment and the weakness of the security about exiting system. For improving the weakness, we design and implement this security system that is consisted of three components: Authentication System, Encryption System and Network Security System. Therefore, we can apply War game Simulation System to security system and improve the secure performance of this one.
