토양위해성평가를 위한 토양조사방법의 목적은 오염정도와 범위를 파악하여 부지의 대표적인 토양노출농도를 결정해야 하는 것은 물론이고 부지의 물리화학적 특성을 조사하여 노출평가시 사용될 수 있는 주요 정보를 제공하는데 있다. 앞으로 우리나라도 토양위해성평가를 위한 토양조사시 두 가지 점을 고려해야 할 것으로 나타났다. 첫째, 현재 우리나라의 토양조사는 오염정도와 범위 확인을 위한 조사에 국한하고 있으므로 차후 위해성평가를 위해서는 부지의 물리화학적 특성파악을 위한 조사가 추가되어야 한다. 둘째, 국내와 외국의 토양조사방법에 있어 가장 큰 차이는 외국의 현장조사계획에서는 모든 데이터에 대해 통계학적 개념을 반영하여 시료채취 개수 결정 및 오염여부 판단에 신뢰성을 확보하고 있다는 점으로 우리도 이에 대한 보완이 필요할 것으로 판단된다. 본 연구에서는 토양위해성평가를 위한 토양조사방법을 별도로 마련하는 것보다 기존 토양정밀조사지침과 연계하여 토양위해성평가의 목적을 이룰 수 있는 토양조사방안을 제안하였다.

The conceptual site model (CSM) is used as a key tool to support decision making in risk based management of contaminated sites. In this work, CSM was applied in Jeonju Industrial Complex where site investigation for groundwater contamination was conducted. Site background information including facility types, physical conditions, contaminants spill history, receptor exposure, and ecological information were collected and cross-checked with tabulated checklist necessary for CSM application. The CSM for contaminants migration utilized DNAPL transport model and narrative CSMs were constructed for source to receptor pathway, ecological exposure route, and contaminants fate and transport in the form of a diagram or flowchart. The component and uncertainty of preliminary CSM were reviewed using the data gap analysis while taking into account the purpose of the survey and the site management stage at the time of the survey. Through this approach, the potential utility of CSM was demonstrated in the site management process, such as assessing site conditions and planning follow-up survey work.

최근 들어 어업세력은 경제성 악화로 인해 계속해서 내리막길을 걷고 있는 상황에 처해 있으며, 생활수준 향상과 주5일 근무로 인한 해양 레저 관광객의 증가로 인해 침적 해양폐기물은 계속해서 증가하고 있는 추세이다. 또한 매립, 간척사업 등으로 인해 어장의 면적은 계속해서 축소되고 있으며, 육상과 해상에서 기인한 각종 오염물질로 인한 해양오염으로 어장 파괴는 지속적으로 이루어지고 있다. 이와 같은 결과로 인해 정부는 어장을 보호하고 어업 여건을 향상시키기 위해 침적 해양 폐기물 수거사업을 시행하고 있다. 해양환경과 자원들에 대한 연구결과들은 바다라는 특수한 상황에서 가시적인 해양환경과 어업여건의 개선에 대한 결과들을 얻기까지에는 많은 시간을 투자해야한다는 것을 간접적으로 알려주고 있다. 2004년 7월부터 2013년까지 10년 동안 약 3천억 원을 투자해서 해양환경 조사사업들이 진행되고 있어, 효과적인 성과들을 얻기 위해서는 보다 전략적인 접근에 의한 사업이 진행되어야 한다. 일반시민과 정부에서 점차적으로 해양환경에 대한 관심이 높아지고 있어, 해양환경 관련 조사사업들을 진행하는 연구기관들은 효율적이고 합리적인 결과를 얻기 위해 관련 사업들과 상호협력이 필요하다. 이러한 배경으로 해양환경 및 자원조사와 침적 해양폐기물 수거사업이 동일해역에서 상호 협의된 조사항목에 대해 병행하는 방식으로 추진된다면 해양환경과 어업여건의 개선과 더불어 비용 효과적 결과들을 얻을 수 있을 것이다.

In case of executing surveys in marine ecosystems, the most important things are scientific selection measures of survey stations that can represent various ecosystems characteristics in subjected areas. The situations show a lot of differences that understand characteristics of marine ecosystems in targeted areas according to selection methods and positions in survey stations. Investigation ranges and station numbers in marine ecosystems are classified according to project characteristics and scales. But, currently a clear divisions or objective standards are not. Therefore, this study tried to provide selection measures of survey station in scientific and objective marine ecosystems through precise analysis among environmental impact statements of coastal development projects until now. In this study, impact scopes of marine ecosystems correspond to physical impact predictions by undertaking projects. Impact ranges were divided into three(physical impact ranges) coastal waters. In case of proposing numbers of survey stations according to this survey ranges, numbers of investigation stations due to minimum survey scopes in targeted projects applied 20~30% of all numbers in survey stations. Number of survey stations due to average investigation scopes within physical impact ranges applied 60~70% of all numbers in investigation stations. Numbers of survey stations due to maximum survey ranges within physical impact scopes applied 10~20% of all numbers in survey stations. So, improvement measures were deducted. Finally, according to prediction ranges in impact of various coastal development projects, several kinds of conclusions are suggested. And, it is thought to be able to use as fundamental database to select investigation stations in marine organisms through this study.

In this study, primary investigation for evaluation of abandoned metal mine effect on watershed has been done. 64 abandoned mines have been selected for primary investigation through literature and field survey. 216 soil and 90 water samples were collected and metal pollution concentrations were analyzed. 24 mines have mine water in the pits and acid water below pH 5 was not observed. Soils from 35 mines were over the soil basis of concern and 16 mines were over the soil basis of action. Arsenic average concentration was 188 times of average concentration of the natural background. Drinking water samples from 3 mines were over the drinking water standard and surface water samples from 12 mines were over the river water standard. Integrated pollution index, which was resulted from the integration of field survey, soil and water pollution concentration, showed that, abandoned metal mines had affected on watershed greatly in the order of Samgeum, Daedeok, Cheongdalgeum, Heungsin, Yeongdae and Myeongbong mines.
